In 2019, the difference in salaries between men and women in Russia increased to 27.9%. This is stated in the first voluntary national review of Russia on the implementation of the Sustainable Development Goals submitted to the UN, prepared by the Analytical Center under the Government of the Russian Federation with the participation of the Ministry of Economic Development, the Ministry of Foreign Affairs and Rosstat.

As specified in the document, the Russian government is working to narrow this gap. In particular, to ensure the equality of men and women in the country, the National Action Strategy for Women for 2017-2022 is being implemented. On August 15, 2019, Sberbank Life Insurance published the results of a study on the assessment by Russians of a fair and decent level of remuneration. According to Russians, a fair salary averages 66 thousand rubles a month. This amount is sufficient to meet current needs at a "decent" level, save up for large purchases and save money for the future.

The median value of the assessment of fair wages was about 50 thousand rubles per month. It, according to researchers, coincides with the average salary of Russians Rosstat as of June 2019.

Estimates of a "decent" salary vary by socio-demographic groups. So, men consider a salary of 68.6 thousand rubles worthy, women - in the amount of 64.2 thousand rubles. People 18-30 years old estimate a fair salary of 56.2 thousand rubles, and at the age of 40-50 years old - at 67.2 thousand rubles. Russians with secondary and incomplete secondary education consider a decent salary of 61.1 thousand rubles, and with higher education - 68.4 thousand rubles. The highest ratings are characteristic of the most affluent Russians who are able to make large acquisitions, for example, buy an apartment. Estimates differ depending on the city of residence. The highest estimates of the "fair" salary were given by residents of Moscow - 99 thousand rubles, St. Petersburg and Vladivostok - 77 thousand rubles, Khabarovsk - 75 thousand rubles. In Voronezh and Astrakhan, they consider a "worthy" salary of 60 thousand rubles, in Volgograd - 59 thousand rubles, in Lipetsk and Penza - 58 thousand rubles.

In the course of the study, respondents were asked to answer the question: "What do you think should be a fair salary that allows you to ensure a decent existence, accumulate funds for large purchases, ʺchernyy denʺ and old age?"

The study was conducted in the summer of 2019 in 37 cities with a population of more than 500 thousand people, as well as in Grozny and Sevastopol using the telephone survey (CATI) method. In each city, at least 350 respondents were interviewed based on a sample representative of the socio-demographic composition of the city population.

2018: Russian salaries review

On December 20, 2018, the international recruiting agency Kelly Services Si-Ai-Es (Kelly) presented the results of a salary study obtained during a survey of more than 2,600 candidates from different cities of Russia. Candidates - survey participants are engaged in both small and medium and large businesses; in Russian and international companies. Respondents were asked to answer several questions anonymously about their current and desired income, their position and the industry in which the employee works.
