2016: State Office of Public Prosecutor: The state buys chips for biopassports from 65% an overpayment

The State Office of Public Prosecutor checked chips of biopassports

Within check of activity of the Ministry of Telecom and Mass Communications the State Office of Public Prosecutor stated in November notes on a procedure for procurement of chips for biometric passports. As it appears from the report on results of check of the State Office of Public Prosecutor, available CNews, questions were raised by the contract of STC Atlas subordinated to the Ministry of Telecom and Mass Communications for purchase of means of cryptographic protection (CIPF) Chrysolite[1].

The STC Atlas delivers to a CIPF Chrysolite to the state factory "Goznak" which is engaged in production of passports including foreign passports of new generation with chips. Chips are made by the Zelenograd factory "Mikron".

Chain of Atlases

Chips are delivered to Goznak not directly. Mikron sells chips with the software of business company set on them - Atlas Kard Ltd - at the price of 88 rub apiece. Atlas Kard" resells to their STC Atlas on 254 rub apiece.

It occurs in crayfish of contracts between STC Atlas and Atlas Kard on delivery of a CIPF Chrysolite. The last such contract was signed at the end of 2015 for the total amount of 640 million rubles.

The STC Atlas sells chips to the end consumer to Goznak at 473 rub apiece.

Overestimate of the price for 65%

The State Office of Public Prosecutor considers that participation in this scheme of the intermediary on behalf of Atlas Kard leads "to overestimate of cost of products and to increase in selling price for Goznak for 65.3%". Goznak follows rules of state procurements

The representative of Goznak told CNews that the factory since 2006 buys from STC Atlas to an inlent - plastic material with the antenna, a chip and with the hinged material intended for a sewing in of the plastic page in the passport book.

2015: For obtaining the biometric international passport citizens of the Russian Federation need to hand over fingerprints

Citizens of Russia since January 1, 2015 at submission of documents on the 10-year biometric international passport should hand over fingerprints, reported Interfax in the press service of FMS of the Russian Federation.

2013: Fingerprints. Pilot project

The FMS of Russia since June 1, 2013 starts in the pilot mode the project on issue of foreign biometric passports of new generation with prints of thumbs of citizens. It to journalists at a press conference was told on January 21, 2013 by the head of department Konstantin Romodanovsky.

Biometric international passports with fingerprints will be issued in a mass order, presumably, in 2013, the head of department on the organization of visa and registration work of FMS Alexander Aksenov reported. "Two types of international passports will remain: electronic international passports and electronic new generation. All earlier issued passports will be valid up to expiration", – he emphasized.

At execution of the latest international passport it is supposed to scan two prints of forefingers of the owner then information will register in the document chip, Aksenov told. Existence of fingerprints in the passport will allow to identify most precisely the identity of its owner, Aksenov explained.

That in chips of biometric international passports there was information on fingerprints of citizens, it is necessary to make changes to the legislation, the director of FMS Konstantin Romodanovsky told. Romodanovsky noted that also "there are nuances connected with information storage". "Today we only speak about the mechanism of production of passports with fingerprints, about whether amount of memory is sufficient in the chip to store new parameters whether this information will be quickly read out", – the head of department said.

Romodanovsky published the following statistical data: in 2010 5.852 million international passports were issued, from them 3.327 million are passports of new generation (biometric). Since the beginning of year 4.356 million passports, from them 3.014 million – biometric are issued. In Moscow from 700 thousand issued passports about 500 thousand – a new sample, he added. The next cycle of works on creation and development of segments of the state system of production, registration and control of passport and visa documents of new generation (GS PVDNP) is complete.

Works are carried out by federal state unitary enterprise Scientific Research Institute Voskhod for the benefit of increase in national security of the Russian Federation and a possibility of implementation of a visa-free regime of intersection of frontier by citizens of the Russian Federation and the European Union.

Main objectives of works were defined proceeding from the solutions of the President of the Russian Federation and plans approved by the Government of the Russian Federation and the following directions of researches and works included:

  • improvement of the regulatory legal base of the Russian Federation regulating the sphere of circulation of passport and visa documents of new generation taking into account the international experience;
  • increase in reliability of the Russian private papers to the standards accepted by the international community including for the purpose of fight against terrorism; improvement of control of such documents at intersection of frontier of the Russian Federation;
  • expansion of the list of the documents containing the electronic medium of information and biometric data of their owners, having supplemented with its travel document the refugee and the residence permit for persons without citizenship;
  • upgrade of a system for the purpose of entering into passport and visa documents of new generation of additional biometric characteristics of their owners, including fingerprints;
  • increase in fault tolerance of the GS PVDNP crucial nodes, creation of the central interdepartmental database of the issued foreign passports;
  • interface of GS PVDNP to the portal of public services and other systems, for example, such as state information system of migration registration (SISMR).

Interface to other state systems

In 2011 software and hardware solutions and necessary components are for the first time developed for interface of TsBD MRTSOD to other state systems.

Direct bilateral interaction of GS PVDNP with the State system of migration registration (GISMU), and through the system of interdepartmental electronic interaction (SIEI) — with the portal of the public and municipal services (EPGU) and the Federal Treasury (FT) is provided.

Data protection

In 2011 the necessary actions and works on ensuring data protection in GS PVDNP including allowing to perform interaction with the Directory of public keys of the countries entering infrastructure of ICAO are performed.

Models of threats and model of the violator of a system are updated, actions and documents for improvement of a system of certification centers of the electronic digital signature are developed.

Upgrade Organa of cryptographic protection for the purpose of expansion of its functionality is carried out, the network of secure communication is equipped with means of remote change of keys.

Fault tolerance of a system

In 2011 the creation of failsafe components of a system pozvolyayuy in 2012 is complete to provide its disaster tolerance. It is especially important, considering the social status of a system and the round-the-clock mode of its work.

The equipment MRTsOD allowing to increase several times its high-speed performance and opportunities for processing and data storage is upgraded. The supplied equipment and the software is integrated into the MRTsOD uniform complex. The stand of the Chief designer of GS PVDNP is upgraded.

Actions for structure formation of the GS PVDNP Central database are executed that will allow to keep uniform account of the documents of new generation issued by different departments. Preparatory work is carried out and data transfer of departmental segments the MFA of Russia and the Russian Defense Ministry in the Central base is begun.

Implementation of biometric technologies

In 2011 test check of functioning of all fabrication cycle on production, registration and control of the documents containing additional biometric characteristics of their owners is performed. In Federal State Unitary Enterprise Goznak real samples of such documents are made. Samples of new documents successfully underwent control on the model of the cabin of passport control of the check point equipped with the special equipment through frontier of the Russian Federation.

Problems and perspectives

The Russian biometric passports, fell short of the conventional international standards. For reduction them in compliance it will be required to make changes to the legislation – to register a possibility of introduction of additional biometric characteristics: fingerprints and image of an iris of the eye of an eye.

"There is the international organization of ICAO which regulates the market of machine-readable documents. We hope, in the nearest future we will manage to agree with it, and our biometric passport will be commonly accepted on a global scale", - the Deputy Minister of Telecom and Mass Communications of the Russian Federation Oleg Dukhovnitsky said in December, 2011 and added that it is going to resolve this issue in 2012.

For December, 2011 the chip of the international passport contains information on the owner:

  • surname,
  • name,
  • middle name and
  • digital two-dimensional photo and also
  • data on date and place of issue of the document.

In FMS of the Russian Federation the bill on introduction of amendments to the law "About Entrance and Departure" is prepared. It undergoes discussion in the government and, as expected, in the fall of 2012 will be introduced to the State Duma.

"In order that passports could "be read" abroad, ICAO developed the international standards which are implemented already more than in 100 countries. If such decision is legislatively made, we will be ready to use this technology", - S. Chekunkov added.

Experiments will be made on refugees

As O. Dukhovnitsky reported, the Ministry of Telecom and Mass Communications together with FMS will test implementation of fingerprints and the image of an iris of the eye of an eye on identity certificates of persons without citizenship and travel documents of refugees in a pilot zone which will be created in St. Petersburg. According to the deputy minister, according to the results of testing the decision will be made whether to apply additional biometric characteristics in international passports.

"Work of a pilot zone will become the first stage, "running in" of new technologies on the identification documents having small circulation and issued only to foreign citizens that is able to afford to pass in the long term to introduction of this biometrics and in the Russian international passports. After work of a pilot zone we will be ready to discuss an issue: enter or not enter these biometric characteristics into the existing international passport", - O. Dukhovnitsky noted.

Since 2004 existence of the biometric passport or travel document of the refugee containing biometric data is obligatory for the countries which joined the program of a visa-free regime. "Due to the start of migration processes in a format of the Customs union and the Common economic space of Russia it is necessary to prepare technological solutions for creation of the visa-free space similar Schengen, entering the uniform principles of intersection of border, including according to the documents containing additional biometric parameters", - O. Dukhovnitsky told.

At this deputy minister emphasized that today's biometric passport is legitimate and any citizen, having this document, can leave to any country of the world. He also explained that information on mismatch of the Russian international passport to international standards belongs only to legal documents.

"It concerns the documentary solution of a question, technically it is necessary to change nothing, everything is recorded and regulated", - O. Dukhovnitsky explained. The Deputy Minister of Telecom and Mass Communications also noted, as is not going to bring normal international passports without biometrics out of turnover - the citizen will have a choice what passport to issue.

"Now from the chip the color photo which is displayed is read out, and it is easier for frontier guard to carry out identification of the citizen according to the color photo. Therefore the gray photo is necessary to protect the document at an initial view of it. And in addition identification is already made according to the image on the screen", - S. Chekunkov told.

Cross border in 15 seconds

The full biometric international passport in the future should facilitate life to travelers. At the airport of Frankfurt am Main the equipment of the automated cabins successfully works. Passing of passport control through them takes 15 seconds. The passenger shows the passport, puts a finger and automatic equipment compares data. If they match, and the passenger does not appear in control lists (overdue penalties, claims of court ushers), the cabin opens, and he goes without passing of the frontier guard.

According to S. Chekunkov, such equipment is tested and in Russia - the cabin is set in Sheremetvo. However, so far achieved an indicator 1.5-2 minutes.

"Let's aim at 15 seconds. While we test, we select equipment manufacturer, a program code, technologies to reduce time. In April, 2012 we will carry out trial operation, until the end of the next year all procedures connected with testing, debugging will be complete, and this technology will be accepted", - S. The employee of the large telecom operator says that the equipment supporting such system could cost $3-4 million. In data centers the equipment is located in vertical racks till 20-40 of servers, the leakage of condensate can put all rack out of action, the technical director of Hosting Community Pavel Vasilyev says, the damage from loss of one rack is calculated by tens of thousands of dollars. For processing systems of crucial information it is necessary to build the systems of full redundancy, they should be carried on different data centers and are connected to different Internet service providers, Vasilyev continues.

In 2009, having been fond of opposition from the Ministry of Telecom and Mass Communications, Voskhod did not create the duplicative system of issue of passports, complains close to one of the arguing parties of people.

Mikhail Tyurkin, the deputy chief of FMS, accused of all sins Voskhod and the Ministry of Telecom and Mass Communications. It is more than that, the FMS insists that states of emergency on Voskhod turned into a system, and it is connected, first of all, with updating of the management of scientific research institute which carried out the Ministry of Communications several months ago. After August accident of the Ministry of Telecom and Mass Communications took the initiative of accumulation of capacities of DPCs and creations of the interdepartmental reserve center acted.

In September, 2010 the Ministry of Telecom and Mass Communications announced an open competition on execution of works on start of the first stage of the interdepartmental reserve data processing center (IRDPC) and completion of the special software (SS) for a design, issue, replacement and accounting of the issued passports of the citizen of the Russian Federation. Integration of the application on recognition of documents

In October, 2010 it became known that the solution of Cognitive Technologies company (Cognitive technologies) on recognition of identity documents, was integrated into the state automated system of production, registration and control of passport and visa documents of new generation (GUS PVD to NP, or the system of biopassports). The project was implemented together with the system developer — federal state unitary enterprise Scientific Research Institute Voskhod. Within the project this solution carries the name Cognitive Forms Centre, a in mass market on its basis the product Cognitive Passport is promoted.

In a work progress over the project there was a problem of reconciliation of data of the first page of the issued international passport of new generation and MRZ with the data which are contained in the chip: photo, Full Name, passport number, date of birth, floor, date of issue and expiry date. As a result the task to reduce time of reconciliation of data and to exclude cases of their mismatch was set.

For receiving as much as possible a high image quality of the useful text information which is contained in the document, specialists of Cognitive Technologies developed technology of suppression of the graphic "noise" (elements of a stamp background, passport bends, flares of a laminar film, etc.) which are inevitably arising when scanning the document. The technology works similar to the principles underlain in a brain of the person – automatically ignoring noise and perceiving only the necessary information, explained in Cognitive Technologies. Work can be conducted as well with photocopies of documents which can be processed in one flow with originals and the PullOut technology allows to enter several documents for one pass of the scanner, at the same time automatically distinguishing document type.

The recognized data are exposed to logical checks, and then are transferred to an information system of the organization. At the same time the photo, the signature and a graphic image of the scanned document can be saved as separate files.

2009: Scandal with the choice of the contractor

Tender on service of an interdepartmental segment of a system on production and release of passport and visa documents of new type (GS PVDNP) took place on July 16, 2009 and ended with scandal. The winner recognized "Open technologies 98" where in  2001 — 2005 the deputy minister of communication and mass communications Dmitry Severov worked. Scientific Research Institute Voskhod which began to develop and service the system of biopassports in  2005 refused to support her till September when the new contractor had to start case, and appealed against results of tender in the Federal Antimonopoly Service (FAS). In a week of FAS cancelled these results, having revealed violations in competitive conditions.

At the same time the deputy of the State Duma and the member of the committee on information policy, information technologies and communication Ilya Ponomarev addressed to the State Office of Public Prosecutor. He decided what the Ministry of Telecom and Mass Communications violated the law, placing the order for system maintenance of biopassports. On July 24, 2009 the senior assistant of the Prosecutor General Vyacheslav Kroshkin notified Ponomarev that his address "is accepted to production" and on it "check is organized".

Kroshkin not for the first time is interested in communication and information technologies. In  October, 2006 at the request of other deputies he checked activity of Bermudas fund IPOC which unsuccessfully tried to seize five years 25.1 % of MegaFon from Alfa Group. Then Kroshkin reported that activity of IPOC in the territory of Russia "is legal". The Zurich arbitration came to an opposite conclusion in five months before: he considered the beneficiary of IPOC of "expected  witness No. 7" behind whom the Minister of Communications Leonid Reiman of that time was guessed (he always denied communication with IPOC).

Reyman heading the interdepartmental working group on introduction of passport and visa documents of new generation participated also in the conflict which arose after carrying out tender by biopassports. On July 31 it and also the Minister of Internal Affairs Rashid Nurgaliyev, the head of Federal Migration Service Konstantin Romodanovsky and the director of FSB Alexander Bortnikov signed the letter addressed to Dmitry Medvedev in whom they suggested to determine Federal State Unitary Enterprise Scientific Research Institute Voskhod by the state operator of software and hardware complexes of an interdepartmental segment of a system of an execution of biopassports. Already on August 1 the president approved this offer, having appointed Scientific Research Institute Voskhod the only operator of a system without carrying out tender.

Nevertheless the State Office of Public Prosecutor continues to study conditions of tender which results were cancelled. On August 19 the assistant to the Prosecutor General Oleg Openyshev told the deputy Ponomarev that check according to his address "is not complete" and the term of its carrying out "is prolonged" (Vedomosti has a copy). The representative of prosecutor's office was informed of the tender documentation, approves Lashkin from the Ministry of Telecom and Mass Communications. The ministry of results of this meeting did not receive any documents yet.
