How to organize data exchange in the digital state? A big discussion on TAdviser IT Government DAY

Question of the organization of data exchange in the state not just relevant, and, one may say, burning. There is no ready answer to it anywhere in the world yet. In what main "pain" gosstuktur concerning state data? How does this "pain" seem in terms of business? In material – a detail how on TAdviser platform the public sector and business tried to put uniform "puzzle" of circulation of data in the digital state.

The additional heat of discussion was added by participation as the moderator Ivan Begtin, the director of ANO Informatsionnaya kultura known for the commitment to "ideology" of open data. The subject of openness of data became one of discussion points, along with a number of others: architecture of state data, the property rights to data, and, above all – the opportunities and risks accompanying emergence of new data – those which form as a result of analytical processing of Big state Data.

If business concerns, first of all, a variety and data availability which can be turned into new profitable services, then the state has other priority list. In addition to development of digital superservices for the benefit of citizens and society, the state should bear responsibility for the secret of each digital personality and privacy of the digitized state in general. How to combine these multidirectional requirements within the uniform approved "economy of data"?

Architectural principles of turnover of the state data

Perhaps, the simplest question on this subject – architecture of exchange of state data. In general it is already known. A key link - the National Data Management System (NDMS) which part the GIS "Single NSUD Information Platform" is. The first stage of NSUD should be started in the spring of 2020, and among the first pilot projects - "A digital profile of the citizen" which is going to be applied, including, in election campaigns.

As Alexander Malakhov explained, the head of department of methodological maintenance of work with data in the Russian Government Analytical Centre, NSUD it is necessary to consider as further development of the ideas of digitalization of the state which for the first time began to be implemented at the beginning of the 2000th within the FTP Electronic Russia and also gained further development in the system of interdepartmental electronic interaction (SIEI).

Platform approach to implementation of IT systems is architecturally well combined with the concept of NSUD as ecosystems. Eduard Lysenko, the Head of the Moscow Department of Information Technology of Moscow, is sure that all current trends of development of state informatization, both global, and local, move a situation to this direction.

DIT in that case acts not so much as the arbitrator how many as the platform for formation of such standards. And also state platforms working with the state data are integrated into general "puzzle", in addition to commercial platforms.

Combination state and private at all levels: from interests and strategic objectives to actually this, - causes some "the synthetic nature" of circulation of state data which is up to the end not comprehended today and, respectively, is not formalized. At least, requires study legal aspect of state data. Really, data in state systems unambiguously have the legal importance, and their change, Alexander Malakhov notices, bears legal consequences. At the same time the paper document which was earlier guaranteeing the legal importance of these or those data can be absent today in general.

Specific properties of digital state data which still should be formalized

In the mode similar to brainstorming, participants of a discussion formulated those new properties of digital state data which just should be formalized in order that they became that "blood-groove" in a healthy digital organism of the state.

Quality of data

In a conversation about architecture of state data the subject of their quality shall sound, and there have to be solutions (technical, organizational) which fix problems with it. Unfortunately, today a situation such is that practically nobody bears responsibility for quality of data in information systems of the state, - Mikhail Petrov, the director of the department of digital transformation of Accounts Chamber of the Russian Federation said. - But if on an input of a system - "garbage", then "garbage" is also at the exit. No analytical system will normally work if it has low-quality initial data

The problem goes from the most bottom level – from there where data are driven in into GIS manually. Departments – owners of GIS try to increase quality of data depending on resources and interest, but to solve a problem in general, Mikhail Petrov considers, the special regulatory base is necessary: she will set responsibility for quality (reliability, completeness, timeliness, consistency, etc.) of the entered data and by that will stimulate increase in culture of work with data on places.

Owner of data

How ideas of the owner of data during a digital era change, visually told Elena Boyko, the deputy minister health care RUSSIAN FEDERATION. In former times, when in the industry only the paper reporting was kept, medical documents were created and stored in the medical organizations. Citizens on demand could receive statements from medical paper documents. Today the medical organizations in which medical information systems are implemented create medical data in a digital format. It gives the chance to aggregate data, to store on a centralized basis, to transfer according to the legislation. Respectively, also the patient can get access to the data.

It gave a situation as an example: during tender of the digital solutions connected with regions it was required to receive data on the same regions from federal authorities. However it turned out that it is simpler to receive the necessary data from commercial structures, for example, of telecom operators, than from federal structures. According to Vera Adayeva, the same problems – with system digital representation of data on specific citizens or business.

Non-systemic data availability is not always a consequence of the careless relation to digital data. Most often, experts note, it is connected with the fact that opening of specific data set can lead to undesirable effects. So, often municipal or regional structures do not want to open real data on a status, for example, of the utility systems to avoid discontent of the population. And the data of the general character relating, say, to dynamics of incidence in different regions of the country are noticed by Elena Boyko, often can be considered in the context of national security issues, and then these data should be considered as belonging to the state, but not citizens or the medical organizations.

Categorization of data

Interesting part of a present situation: the state is not the only large owner of data on citizens, business, the country in general.

Actually it is about that, as the state, and business should develop digital services which will improve quality of life of citizens.

In this sense, Elena Boyko, the more available data notices, the it will be better finally for citizens, but there is a question of sensitivity of data to the whole complex of criteria of risk. Elena Boyko gives an example: information that in the center of Moscow there is at present a certain number of men and women about whom their age and mood is known is, most likely, data which can be opened, – let business will make, for example, on the basis of this information the service improving mood the passerby. And here if about these people their medical data, for example, of the address to doctors for the last half a year are still known, these data should not get to open access.

In other words, a key problem area are properties of those data which are created on the basis of primary state data. These are those new data which allow state structures to build new superservices, and to business – to bring new services to the market and to take new income. Not only that requirements of openness/closeness of data at the different parties of this process conflict. The analytics of Big Data causes emergence in these new properties – those which form on large volumes and visualize trends. Means, need of closing/opening becomes operational sign which depends on a method of analytical processing of Big Data.

Open it is impossible to close

The key problem of openness/closeness of data appearing in the course of their intellectual processing was capaciously described by Vladimir Averbakh, the managing director of Management of development of competences for a research of data of Sberbank:

And how it looks from the practical point of view? Alexander Malakhov in this regard reminded of the words of Maxim Akimov, the Deputy Prime Minister of Russia which that stated, speaking in September at East economic forum: that digital transformation of the state and the related wide use of modern technologies, including, analysts of Big Data and AI, is inevitable. Otherwise the state loses the international functions.

In general, the matter goes beyond actually technologies. On the one hand, Mikhail Petrov notices, providing data to the international scientific and technology community, we thereby provide to world developers quality improvement and competitiveness of their product, actually "accompanying" those people or the organizations which will earn then from us. And, if in a case with the business competition still it is possible to discuss harm or advantage of openness to the whole world, then the situation when data can be used against the interests of national security, is much more serious.

On the other hand, opening data, we thereby promote progress in the principle. For example, transferring data which will help to struggle then with any disease on a global scale, we do better for the whole world, - Petrov emphasizes. - Here the contradiction of values which should be permitted somehow is available. And how this contradiction is allowed in each specific society, also business solutions about data transmission should be accepted (and also technologies and other). But today there is no recognized single system of coordinates, unclear as it is "correct" to work – and everyone solves individually depending on the priorities. It seems that this question is beyond even a business perspective based on technologies. Vera Adayeva reminds that those business companies which became owners of Big Data got for this role rather accidentally:

According to the expert, all participants of process of digitalization, including business, the state, analytical community, undergo the internal evolution, and in this part – judgment of values of digitalization and deep transformations of society - professional philosophers should render the serious help. Or same smart information technologies.

So, it is possible that the best mechanism of categorization of data, Eduard Lysenko reflects, will be automatic – it will provide the necessary flexibility and minimizes influence of a subjective human factor:

Really, a set of regulations of regulation is so wide and at the same time so contradictory as it depends, including, on the values accepted in specific society that the intellectual IT solution working, for example, based on ontologic models of possible situations can define specific category for each data member.

Relation to data: Asian or European way?

Ivan Begtin reminded of world experience of open data. For example, in Great Britain the Institute of open data (Open Data Institute) developed the Data Spectrum mechanism. It is a special method of data access which is intended for the description of real situations in which there is no tough division into absolutely open and absolutely closed data. More likely, the gradation of openness on availability degree takes place. A crucial element of approach - how data are licensed. On this basis the openness range which is located between absolute poles is built "is closed" and "openly", respectively, data can share on different conditions. For example, Begtin explains, there are data which has the right to dispose only that subject to which they belong. In some cases the right of access is acquired by close relatives, in others - the organization.

Moderator of a discussion Ivan Begtin: A part of data is closed, access to them can be got only for money. But if information services are created on the state money, actually on taxpayers money, then why these taxpayers should pay again?

In general, world experience of creation of the digital states says that, by and large, there are two ways which it is possible to call figuratively "European" and "Asian". Their roots go deeply to national mentality and, finally, define the relation to data, first of all, personal.

Eduard Lysenko told about the experience of communication with municipal "directors of digit" from Holland and Singapore. If the first said that the state prefers to minimize extremely the volume of the collected data on citizens, then the second, representing the advanced electronic state, explained why information on the citizen throughout all his life, mostly, belongs to the state: because it, this state, uses data to do life of the population it is better. Actually it is about specific "Asian" mentality: the digital ecosystem of the state cares for that citizens quietly lived and developed, and the person – feeds a system with new information, useful to its functioning.

It is necessary to tell that opinions of experts in a reason of a preferable way for Russia matched in one: we will go in the way. But in parts they differ. So, Mikhail Petrov is sure that our way, though own, but is closer to Asian option. Aleksej Neumann, on the contrary, believes that mentally we after all are closer today to Europe, and therefore our way will be closer to the European. Fedor Novikov, the deputy manager of Management of information technologies of Central office of FTS, assumes the combined option: in the short term – is closer to Europe, and in long-term – as in the east.

According to Alexander Malakhov, that fork on which it was possible to make an unambiguous choice for benefit of the European model of total privacy of data is already passed: today most of people voluntarily give a large number of data on themselves to either the Big Brother, or the Big Companies, both domestic, and transnational. And in a large number of cases of a rough sincere sea at the same time do not test. The question consists in the correct regulation of this process. Question this very difficult.

When we put the smartphone in a pocket – we already shared a huge number of the data with someone. And with that of whom we, in fact, have no idea – with some commercial, and not Russian, the company. It is how possible to trust this organization in general or to people who in it work? - Mikhail Petrov reflects. - It is very sore point. But we already gave data. And, on the one hand, having already given data - we excessively strongly try to be closed then both as people, and as departments. On the other hand, really, for certain there are data sets which are better for not showing to all society that knew rather limited circle of people about them. According to the expert, this issue will be resolved on the next stage of development of the legislation in this area which we already approach.

Quite perhaps, Vera Adayeva believes that the specialized Competence Center on depersonalization of data which will professionally resolve issues of both depersonalization of data, and further return on personal level will be engaged in these tasks.

Personalisation and depersonalization as two parties of openness of data

Depersonalization of data – a thing very useful, Vladimir Averbakh reminds. In particular, the depersonalized public data sets (data sets) help developers of IT solutions to create more perfect programs. The National Institute on standardization of technologies (NIST) of the USA spreads data sets on which it is possible to train neural network models in the general access and also to hold competitions of algorithms of deep neural networks in different subjects, for example, to diagnosis of diseases or the choice of a method of treatment.

At the same time, Alexander Malakhov as soon as we pass from the depersonalized training to a specific case with the specific patient continues his thought, it is necessary to return on the level of personalisation of data. And there is a number of questions on which there is no definite answer yet.

First, a question, connected with the fact that the person trusts the sensitive personal data to some artificial intelligence: who becomes the owner of data and using what procedures transition of this right is implemented? Secondly, the question connected with participation of personal data in the commercial services provided by business.

Some experience of regulation of personalisation and depersonalization is currently accumulated. For example, in the system of the Ministry of Health the center of depersonalization of data which uses a certain order of depersonalization of data already works. As Elena Boyko explained, departmental GIS of different levels is created by data which part belongs to discharge of industry statistics:

The most relevant developments in the field of management state given, in particular, NSUD, provide the mechanism of consent of the person that the information about him will be received then by someone.

The consent of the subject of data is not just "tick"

Fedor Novikov emphasizes that it is extremely important to provide to the citizen the right most to define as far as its data can be open.

According to Aleksej Neumann, most business companies tries to build in the technology chains of provision of services for the purpose of personalisation these or those types (processes) of personal data processing if it gives the chance to render to the client service of higher quality or are cheaper, than without these data. For example, the person agrees to provide access of insurance company to the medical data, and it reduces for it insurance costs. The expert is sure that for such situations it is logical to create a standard IT service which will broadcast declaration of will of the owner of personal data on a technology business chain.

It is necessary to tell, experts doubt that today on the scale of the population of the country it is possible to speak about high degree of conciseness of consent of citizens to transfer of their data to the third parties. However, on this background there are sprouts of new valuable reference points, Vladimir Averbakh notices: declaration of will of the person on the fact that his personal data uploaded publicly can serve society. It is absolutely new subject to which the world is only just risen. But in audience of TAdviser IT Government Day 2019 the share of such advanced persons was rather high: at least, 10% of audience are ready to give the medical personal data for the benefit to people in order that they were used for development of medical technologies.

One of the questions needing judgment is connected with a problem of availability of state data to business. Perhaps, this aspect of state informatization received the greatest publicity in the form of public discussions.

Availability of state data to business: in what problems?

The main claim of business to the state regarding availability of state data was formulated by Ivan Begtin:

Problem root – in inconsistency of interests of the parties. For business data are a method of receiving new income. For the person and the state – risk to do harm due to excessive disclosure of information.

The state data should not just be stored in the state, they should be available in this or that type to business community. Today the state is one of large aggregators this, specific and exclusive. But some data it is possible and it is necessary to give to business which will be able to build more effective models on these data, to offer the clients new convenient products and services, to earn from these solutions and to pay taxes

Vera Adayeva points that costs are incurred by both parties and they need to be compensated. At the same time Aleksej Neumann notes that in a situation of "free of charge" state data for business there is a serious risk – terms in which department implements receiving by business of the necessary data:

Everything has the price, - Elena Boyko agrees with it. - When business comes to the state and requests certain data using which it will train the AI, it can turn out that department has no such information. It is necessary to spend funds for finishing the information systems

In other words, the discussion could not but come to questions of the state private partnership (SPP) in the field of data.

Public and private partnership for the organization of circulation of digital data

The situation with the data circulating in the digital state is not so trivial: data - not just state, enriched with business data, they come to state systems again. The mechanism of "circulation of data" in the digital state is more difficult, than the transaction principle: requested – received or received – told. It concerns also a subject of superservices popular recently.

According to Elena Boyko, superservice, at least, in understanding of the Russian Ministry of Health, means participation of both the state, and commercial organizations. For example, services for citizens on the portal of state services will be provided by the commercial operators obtaining data from different GIS and implementing new useful services on their base. According to the legislation department developed the special scheme for regulation of access of such business organizations to state data.

Business companies can get access to the state data if they correspond to the same conditions to which are shown to the state information systems.

If business applies for work with medical data, it is necessary to be registered a system, the corresponding certification, permission of a security service, etc, - Elena Boyko explains. - After accomplishment of certain procedures the company will get data access and will bear responsibility according to the legislation

For example, we will not transfer to business these data, and, say, there will be certain state platforms where data will integrate with the help of NSUD or other aggregators on which business under control of the state will have an opportunity to fulfill data using AI technologies

Quite possibly, Aleksej Neumann notices that using the NSUD tools processes of accumulation of data from different will be organized by GIS so that there was an opportunity to create based on the aggregated profiles both public profiles of data, and commercial profiles. Then, the expert believes, given from different to GIS will find real synergy and will create new value.

Aleksej Neumann reminds also of world trends in the organization of public and private interactions, in particular, to the data sharing model which is actively discussed in the European Union. In different forms it means coercion of business sharing data: with the state or all players in the market.

Mikhail Petrov criticized "backward" data sharing options:

Leadership is provided by data access and joint, partner model of work on development of technologies, but not such approach: I received the piece of data and I will give it to nobody until pay me money or will force to share. I support opinion that it is necessary to share data.
