The technology of information modeling, or BIM, is the approach to construction, equipment, ensuring operation and repair of the building assuming collecting and complex processing in design process of all architectural and design, technology, economic and other information on the building when the building and all that it has relation to it, is considered as a uniform object. BIM technologies allow to make a big step forward at study of an object – from adoption of the conceptual solution at design to an object output of operation. The Ministry of Construction decided on plans for development of BIM for 2020

In 2020 the Ministry of Construction will continue work on normative and technical and the legislation of information modeling in construction, the head of department Vladimir Yakushev told journalists.

In plans of the ministry for next year — to define and formalize the object list of the state order at which construction use of BIM models will become obligatory. It is first of all about social objects: schools, kindergartens, clinics, cultural institutions and sport, Yakushev specified.

Other important task is formation and implementation of the Qualifier of construction information which will allow all participants of the industry to interact effectively irrespective of software used by them. The qualifier from 21 tables will be based on the principles of ISO standards 12006-2 and ISO 81346. It is expected that it will earn by December 1, 2020.

2020 is planned the first stage of start of "seamless" town-planning process based on the State information system of ensuring town-planning activity. According to information on the website of Ministry of Construction, accumulation, storage, the analysis and data exchange about objects throughout their lifecycle will become the main objective of this system.

At last, development of two national and interstate standards, updating of the set of rules on formation of an information model and also a number of research works is planned for 2020.

Moscow will pass to BIM in design of subjects of the state order

Authorities of the capital will switch to BIM in design of subjects of the state order in three stages until the end of 2019. The head of department of implementation of technologies of information modeling of the Moscow Department of Construction Mikhail Kosarev told about it in December [1].

According to Kosarev, already now Moscow requires to use BIM technologies at design of apartment apartment houses, social infrastructure (kindergartens, schools, clinics) and administrative and business complexes. However so far there is a number of restrictions. In particular, the Construction Department created in BIM should not include more than two body the total area of each no more than 50 thousand sq.m. Restrictions for the area of the built-in parking (are also set at its existence) - no more than 15 thousand sq.m.

The second stage of transition to BIM is planned for July 1, 2020. From this date the city will begin to require use of information modeling and at design of fire stations, police stations. Also BIM objects will be is among by vulgar Construction Departments of engineering infrastructure. These are pump and compressor stations, local treatment facilities, gas control points, thermal points, transformer and distribution points.

The third stage is planned for September 1, 2020. Authorities of the capital will include in the requirements also BIM design of objects of a street road network and all engineering networks. At last, since January 1 the 2021st to this list will also be added by linear objects of the subway and transport hubs.

2018

Will begin to train in BIM technologies in colleges of Moscow

Moscow will transfer construction examination to BIM since 2019

Moscow transfers city structures of construction examination to technologies of information modeling since the beginning of 2019. It was said in November, 2017 by the deputy mayor Marat Khusnullin, reported the portal of a capital building complex. "We made the decision that since 2019 we will pass to examination on BIM technologies. Money for it is already selected" — he told. The plan of implementation of BIM technology in Moscow is approved

In October, 2017 in Moscow the Plan of implementation of BIM technology in activity of the Moscow Stroikompleks is approved. The plan assuming full-scale preparation for application by Stroikompleks of Moscow of technology of information modeling (TIM, or an English-speaking analog – BIM) by 2019, is approved by the Deputy Mayor of Moscow in the Government of Moscow for Urban Development and Construction M.Sh. Khusnullin. The chairman of Moscow Committee for Pricing Policy in Construction and State Project Inspection Valery Leonov whose department is appointed the coordinator of implementation of the Plan told about it.

"The exclusive role of Moscow in work on implementation of BIM already made the capital the "pilot" region of implementation, and the approved Plan creates the detailed operation algorithm in this direction. The document for Moscow covers the work period till December, 2018, and during this time its implementation will allow to create a regulatory framework of use of technology at the main stages of implementation of objects of civil engineering, to provide training of the existing personnel in work with new technology and the accompanying software and also to check functioning of BIM on "pilot" projects of the capital region.

Design "sobyaninok" will be transferred to BIM in three years

Houses for immigrants within renovation of housing stock of Moscow ("sobyaninka") will project on BIM technologies in the fastest future. It was said by the head of a capital building complex Marat Khusnullin, Interfax writes. "Such technologies will begin to be applied within the program of renovation in the nearest future. And within two-three years all volume of new housing will be created according to standards of information modeling" — told the deputy mayor.

"We set a task to develop BIM technologies and to widely apply them in the work. The program of renovation can push designers to their more widespread introduction" — Khusnullin added. The head of a building complex already declared plans to implement technologies of information modeling in design "sobyaninok" in the middle of May. According to him, application of BIM will allow to reduce terms and costs for similar works.

Will in addition involve 15 thousand designers to program implementation of renovation of housing stock of Moscow, Khusnullin reported earlier. Moscow decided on terms of start of pilot projects in BIM

The Vice Governor of St. Petersburg Nikolay Linchenko told about transition of a building complex of the Northern Capital to use of BIM technologies. The Ministry of Construction will suggest regions to create competence centers in BIM

On October 29, 2019 became ivestno that the Ministry of Construction intends to connect the authorities of regions to development of technologies of information modeling in Russia. The ministry recommends to the subjects of the Russian Federation to create competence centers in BIM, its deputy heads Dmitry Volkov said. According to information on the website of the department, work on creation of a single state digital platform which will be integrated with the state information systems of ensuring town-planning activity of subjects of the country and the state information systems is now conducted. Complete transition to technologies of information modeling in design and construction in Russia is not necessary. On April 18, 2019 it became known that Schneider Electric company, the international leader in the field of management of energy and automation, signed the memorandum of cooperation with Project technical committee on BIM technologies (PTK705).

Construction — one of the priority fields of economy, plans on which digitalization are mentioned in the Digital Economy of Russia program. The memorandum of cooperation will become an important stage of this strategy — joint efforts of Schneider Electric and Project technical committee on BIM technologies is going to create uniform standards to BIM modeling of power supply systems and other engineering systems of buildings and industrial facilities.

Within the agreement, Schneider Electric will take part in development of methodologies and the principles of creation of dictionaries of attributes for determination of object properties in the digital double, the principles and structures of data patterns for the digital double of construction objects. Work will be carried out with active participation of the Russian expert community and taking into account the best Russian and international experiment on implementation of BIM technologies.

The Ministry of Construction drafted amendments in the Town-planning code about BIM technologies

On February 4, 2019 it became known of start of an important stage of implementation of BIM in Russia. The Ministry of Construction developed and published amendments in the Town-planning code about technologies of information modeling. In particular, the concept "information model of an object of capital construction" is entered into the document.

The procedure of public discussion of amendments will last till March 1.

Amendments enter the concept "Qualifier of Construction Information" into Gradkodeks. According to the document, this qualifier will be intended "for ensuring information support of the tasks connected with classification and coding of construction information for the purpose of process automation of accomplishment of engineering researches, justification of investments, design, construction, reconstruction, an overhaul, operation and demolition of objects of capital construction". It is supposed that corrected formations and the order of maintaining this qualifier will set Ministry of Construction. And the ministry or its subordinated organization will be operator of a system.

As stated in the explanatory note to the bill, implementation of the qualifier of construction information will allow to take the whole complex of analytical data. Including:

  • quantity of the projectible, under construction, operated objects of capital construction,
  • the number of square meters of housing put into operation,
  • amount of the used construction materials,
  • the number of the workers occupied in the industry with breakdown by administrative and territorial units, functional purpose, time frames and specialties, and in combination with the qualifier of construction resources — on volumes of costs[4].

2018

Digital transformation in construction by 2024

On September 18, 2018 it became known that the digital transformation construction of the industry assuming acceptance and updating of normative and technical documents on BIM, necessary changes in the legislation and creation of the industry digital platform, should take place within 5 years. The director subordinated To Ministry of Construction Russia FAU "The Federal Center of Regulation, Standardization and Technical Assessment of Compliance in Construction" Dmitry Mikheyev told about mechanisms of the solution of this task.

The complex of actions provided by the Federal project "Digital Construction" which development was announced by the Minister of Construction, Housing and Utilities of the Russian Federation Vladimir Yakushev should provide digital transformation of the industry by 2024. Upon transition to digital construction cost reduction and time for construction of facilities, all levels of an order built at the expense of budgets of the Russian Federation up to 20% in 5 years is expected. And reduction of time from making decision on construction before putting into operation – up to 30%.

Digitalization of construction assumes automation of all stages and procedures on all lifecycle of an object.

By 2020 it is going to complete the work on the all-Russian qualifier of construction information and to develop the standard of the digital normative and technical document in construction, since 2021 the translation of the specifications and technical documentation in construction in a digital (machine-readable) format will begin that will allow to create and conduct fund of digital normative and technical documents in construction[5].

Putin charged to the Cabinet of Ministers to provide transition to BIM c of July, 2019

Vladimir Putin in July, 2018 gave a task to the Government of the Russian Federation to create conditions for transition of the construction industry to BIM technologies. The corresponding order[6] of the president is published on the official site of committee on technical regulation of RUIE. "upgrade of the construction industry" and "construction quality improvement" are called the purpose of implementation of BIM in it.

The document contains a list from seven points. Among them:

  • transition to a management system for lifecycle of objects of capital construction (further — a management system) by implementation of technologies of information modeling;
  • application of standard models of a management system (project, construction, operational and utilization), as a matter of priority in the social sphere;
  • statement of performance indicators of a management system;
  • adoption of standards of information modeling and also harmonization of earlier accepted normative and technical documents with the international and Russian legislation;
  • formation of libraries of the standard project documentation for information modeling;
  • training of specialists in the field of information modeling in construction;
  • stimulation of development and use of the domestic software for information modeling.

Instructions are given on July 19 this year. The term of their execution — on July 1 the 2019th.

Digital models of buildings under construction will be prohibited to be stored abroad

In the I quarter 2019 the approval of domestic standards of use of BIM technologies is planned. Changes will be until the end of the year developed and approved,[7], necessary for use of BIM technologies,[8]

Also calculation procedures using digital technologies of marginal expenses on execution of works and rendering the services necessary for design, construction of facilities and operation of buildings and constructions, check of reliability of the specified expenses within audit of justification of investments will be developed and approved.

Including standards of construction of modern and effective housing and a modern real estate will be developed. In the II quarter 2020 information on digital models of the buildings and constructions created as a result of use of technologies of information modeling will be referred to category of technology data. At the same time the requirement about storage of such information in the territory of Russia will be normative fixed.

BIM technologies will become obligatory for state agencies

Also requirements to the means of calculation procedures applied for the benefit of state bodies and state corporations taking into account requirements to import substitution and availability of information to inspection bodies will be developed and approved.

In the II quarter 2021 for state agencies and state corporation the legislative duty to independently perform design of buildings and constructions and also to buy the corresponding works and services in creation of construction objects only on the basis of BIM technologies will be implemented. Including it will be necessary to include need of the corresponding digital models in documentation on purchase execution.

Until the end of 2022 all state structures will perform construction of buildings and constructions using technologies of digital modeling. On the basis of experience of implementation of construction projects with participation of means of the state and municipal budgets of all levels measures for stimulation of builders will be developed and implemented to perform design, construction and operation of buildings and constructions and also to buy the corresponding works and services in creation of construction objects on the basis of use of BIM technologies.

Thanks to proposed measures until the end of 2024 the share of the designed projects of the real estate undergoing testing for compliance to requirements and standards without participation of the person will make 9% of a total quantity of designed projects. And the share of the real estate which is under construction using technologies of information modeling will make 80% of a total quantity of a real estate under construction.

Remote survey of construction personnel

Other direction of the document consists in increase in efficiency of construction and operation of buildings and constructions. For this purpose at the beginning of 2019 the analysis of opportunities of implementation of the systems of remote prereplaceable survey and remote monitoring of the state of health of personnel at construction of buildings and constructions will be carried out and also at operation of elements of intra house infrastructure.

Also the analysis of opportunities and effects of implementation of digital monitoring systems, the analysis and forecasting of breakdowns of intra house infrastructure will be carried out. Until the end of 2019 the requirement for obligatory implementation of the systems of remote prereplaceable survey and remote monitoring of the state of health of personnel at construction of buildings of constructions will be set and also at operation of dangerous elements of intra house infrastructure.


Obligatory integration of objects under construction with "System-112" and KSEON

For the beginning of 2020 all builders will be obliged to provide at design of the planned objects of capital construction integration by the existing regional and/or municipal solutions of System 112 and End-to-end system of the emergency notification of the population on threat of emergence or on occurrence of extreme situations (KSEON).

Until the end of 2020 in 10 cities the systems of an ekonomonitoring, the analysis and forecasting of breakdowns of intra house infrastructure (elevators, pipelines, etc.) for the buildings built using technologies of information modeling will be implemented. At the same time data integration of systems with digital platforms of management of city resources will be provided.

Until the end of 2021 all constructed real estate undergoing acceptance by the state commission and transfer on balance of the state will be integrated with the regional or municipal solutions "Systems-112" and KSEON.

Thanks to proposed measures until the end of 2024 injury rate on building sites will be reduced by 15% in comparison with 2018. All objects of housing construction which are under construction using technologies of information modeling will be equipped with monitoring systems, the analysis and forecasting of breakdowns of intra house infrastructure. And the share of the operated real estate and housing and public utilities having model of the digital double will make 60% of a total quantity of the operated objects.

Registration of real estate transactions electronically

The third direction of the document consists in increase in transparency of the sphere of construction, lease and property sale. For this purpose at the beginning of 2019 the analysis of "the best world practices" regarding obtaining the construction license and transactions with the real estate using digital technologies will be carried out. Also normative verifiability of respectability of participants of real estate transaction electronically using data of the state information systems will be set.

Based on the above-mentioned analysis in five cities "pilot" projects on obtaining the construction license using digital technologies will be started. In the II quarter completely remote design of time registration in the place of stay electronically will be provided.

Also the simplified tax regime for the citizens leasing one real estate (apartment) using electronic forms of interaction will be introduced.

It is expected that until the end of 2020 by use of digital technologies it will be reduced to the level of "the best world practices" duration of procedures of obtaining permission and the possibility of receiving and use of all necessary documents and data for real estate transaction electronically is provided. And for the end of 2024 the number of transactions of lease and purchase and sale of the real estate, prisoners electronically, will be a half from the total number of transactions.

Became effective the new joint ventures on BIM

Russia became effective new sets of rules on information modeling in construction. The message about it is published on the official site of NOPRIZ. In particular, since March 19 became effective two regulating documents at once: The joint ventures 331.1325800.2017 and the joint venture 333.1325800.2017[9].

Name of the first: "Rules of exchange between the information models of objects and models used in software packages". The document describes basic requirements to creation and operation of the information systems interacting among themselves during all lifecycle of the building or a construction.

The second the joint venture received the name "Rules of Formation of an Information Model of Objects at Different Stages of Lifecycle". Generally these rules are directed to increase in justification and quality of project solutions and also the security level at construction and operation of buildings and constructions.

One more set of rules will become effective since June 16, reminded in NOPRIZ. This joint venture 328.1325800.2017 "Information modeling in construction. Rules of the description of components of an information model". The document contains requirements to components of information models of buildings and constructions, but does not concern digital data libraries of components.

Earlier the Ministry of Construction reported that the system of normative and technical documents on BIM will include in total 15 national standards (GOST P) and 10 sets of rules. From them 13 GOST P and 4 of the joint venture will concern the fundamental (basic) directions, the others — separate stages of lifecycle. Now 7 GOST and 6 joint ventures already work in information modeling.

2017: The government approved "road map" on BIM technologies

The Deputy Prime Minister Dmitry Kozak signed in April, 2017 "road map" on implementation of technologies of information modeling (BIM) at all stages of lifecycle of buildings. It at a final meeting of Public council at the Ministry of Construction, Housing and Utilities of the Russian Federation was said by the head of department Mikhail Men.

According to the press service of construction department, the approved document provides development of the national BIM standards at design stages, constructions, operation and demolition of buildings and also reduction of the normative and technical documents and estimate standards applied in construction in compliance with the qualifier of construction resources. The plan also assumes expansion of functional purpose of a federal state information system of pricing in construction in the direction of operation and demolition of objects of capital construction.

"Use of BIM technologies is a new era in construction and operation of buildings. And this not only 3D - modeling, is also calculation of complete lifecycle of a construction up to about its utilization. In BIM model of future building it is possible "to sew up" not only characteristics of materials and processes, but also information on purchases, deliveries and terms of future repair" — Mikhail Men commented, having added that only on blueprint stages and constructions use of BIM technologies allows to reduce costs for 20%.[10]

Initially "road map" on BIM technologies was going to be approved by September 1, 2016. At the same time its latest revision discussed in February, 2017 at a meeting of Expert advice of the government became a subject of sharp criticism from expert community. "Feature of this version of "road map" was the fact that the important place in it is given to issues of pricing in operation (9 points from 14) out of a binding to scope of information modeling" — the CEO of the company "Konkurator" noted according to the results of a discussion Marin's king.

In plans of Ministry of Construction — since 2019 to make BIM obligatory at design of the objects financed by means of the state budget.
