The Russian cloud providers fix explosive demand growth against the background of a coronavirus
The market of the cloud services against the background of restrictions called by a coronavirus grows. However meanwhile due to keen interest of the large companies as medium and small business has no time to estimate advantages of clouds.

Cloud services at the companies from the sphere of logistics, retail and e-commerce are most of all demanded, the development director of cloud services Croc Maxim Berezin says. "Noticeable growth" is characteristic in general of the large companies, the head of cloud provider says the Technoserv Cloud Mikhail Blinov.

Promptly demand for cloud services at Softline company grows. Requests of her customers for deployment of corporate services in a cloud in March-April grew approximately three times in comparison with February, the head of development of cloud computing of Softline group Yury Novikov says. At the same time services of large foreign providers and own cloud of Softline are equally demanded at the company, according to him.

Growth of the Russian market of public clouds by 30% - TMT Consulting
The volume of the Russian market of public cloud services in 2019 was 73 billion rubles that is 30% more than an indicator of year prescription. Data of the analytical agency "TMT Consulting" demonstrate to it.
SaaS solutions (the software as service) remain the largest segment of this market: revenue here in 2019 made 46 billion rubles, having increased by 26% in comparison with the 2019th. Expenses on IaaS services (infrastructure as service) rose by 38%, to 23 billion rubles.
More than 63% of the market of public cloud services are created by the SaaS segment. A third of the market is the share of an IaaS segment where in 2019 competition level significantly amplified.
Increase in demand for virtual (cloud) PBX, virtual contact centers and call centers and also the office software – in view of mass transition to a remote format of work and shifts of focus to effective online communications became the main driver of the SaaS segment.

The accelerated deployment and promotion of remote services against the background of COVID-19 coronavirus pandemic sharply increased demand for cloud solutions. Growth of cloud consumption in Russia the new customers stimulated by forced transition to a remote format of work – provided including, large corporations and the state organizations.

Its volume by 2023 will increase by 2.5 times and will reach 142 billion rubles. SaaS will remain the main segment, 62% of the market will fall on it.

Growth by 24.8% to $804 million is IDC
In 2018 expenses on public and private cloud services in Russia reached $804 million, having increased by 24.8% of rather previous year. The greatest costs in the Russian cloud market it is the share of public solutions which share made 85% in 2018. The remained 15% are investments into private clouds.
Microsoft in the Russian market of cloud services still keeps superiority from shares in the amount of 11.1% at the end of 2018.
Among public cloud services SaaS solutions which share in a year appeared equal 59.8% are in the lead. Afterwards IaaS and PaaS with results in 29.7% and 10.6% respectively were located. IDC expects that in 2019 expenses of the enterprises on public and private cloud services in Russia will grow by 23.6%, and till 2023 predicts annual average growth rates of the market at the level of 14.6% (CAGR). Thus, by the end of the predicted period total expenses of the enterprises on public and private cloud services will reach 1592.10 million dollars.
According to experts, public cloud services become not just an alternative to own infrastructure of the enterprise or to IT services of the enterprise, the organizations even more often use public clouds as a basis for access to new technologies, including container virtualization, distributed databases, analytics of Big Data, artificial intelligence, Internet of Things. According to a preliminary estimate of iKS-Consulting, at the end of 2018 the Russian market of cloud services grew by 25% in comparison with 2017 and reached 68.4 billion rubles. The main market size — up to 70% — fell on a Software as a Service segment (SaaS, the software which works in a cloud, users get to it access on the Internet). In the next years this market will grow on average for 23% a year and at the end of 2022 can reach 155 billion rubles, said in the research iKS-Consulting (is at RBC).
Analysts specify that Russia became the exporter of cloud services: the share of foreign clients in revenue of domestic cloud providers makes 5.1%, or 2.4 billion rubles, in the SaaS segment. In revenue of an Infrastructure as a Service segment (IaaS, servers, data warehouses, networks, operating systems in a cloud which clients use for deployment and start of own software solutions) 2.2%, or 380 million rubles were the share of foreign customers.

IDC: growth of the market by 49%
On September 18, 2018 IDC distributed the new report according to which the Russian market of cloud services, including public and private clouds, in 2017 grew by 49% to previous year and made $663.74 million.

- need of high availability and strategy implementation of recovery after failure for ensuring business continuity;
- decrease in complexity of IT and achievement of economic effect;
- decrease in total ownership cost;
- implementation of Cloud-First of strategy during digital transformation of the enterprise;
- time shortage of capacities;
- security requirements.
IDC predicts the further growth of the market of cloud services in 2018 which will increase by 20.7% in dollar expression. In five-year perspective, according to the research IDC, the volume of consumption of cloud services will be $1.49 billion.

Forecast of SAP and Forrester Russia
The SAP CIS and Forrester Russia provided at the beginning of a year results of a research of the market of cloud computing in Russia. Based on a research, analysts of Forrester Russia drew a conclusion that the domestic market of clouds will quicker grow, than IT – the market in general, and by 2020 its volume will be 48 billion rubles So at annual average speed in 21% the market of clouds will grow by 3 times in comparison with 2015.
According to a research, large business is most ready to use of cloud services: in this segment over 90% of respondents know about cloud services, in small business – over 70%. At the same time in large business of 54.5% of respondents uses at the same time cloud services from the 2nd and more categories, on average business – 50%, in small – 43%.
Most of respondents associate cloud services with virtual infrastructure (IaaS) though now the greatest share in the market is occupied by the SaaS model — 58.9%. So far it is the share of IaaS and PaaS according to 37.2% and 3.9% in market size. According to a research SaaS share by 2020 will increase to 62.4%, and IaaS - will decrease to 32.3%.
IDC: growth of the market by 20%
On October 25, 2017 analysts of IDC submitted some calculations from the report of Russia Cloud Service Market devoted to the Russian market of cloud services. Its volume grew more than by one fifth.
In 2016 expenses on cloud services in Russia reached $422.11 million that is 20.1% more in comparison with the 2015th. About 86.8% of this revenue were the share of public clouds.
More than a half of expenses on cloud services in 2016 occupied such branches of the economy as retail and wholesale, financial services, production and also providing professional services.
According to experts, the large companies began to play more and more important role in consumption of cloud infrastructure. The projects connected with analytics of Big Data and Internet of Things became one of key factors of growth of the market of clouds which, in turn, turned into one of the most dynamically developing areas of the Russian IT industry.
Analysts say that development of the Digital Economy program in Russia will promote expansion of scope of cloud services for automation of activity of the enterprises. As a result in 2017 the Russian cloud market can add 12% in dollars and reach volume in $696 million in 2021.

Oracle: The Russian chief financial officers believe that cloud computing saves money
In January, 2017 Oracle provided the research conducted by its order in Russia to reveal a view of chief financial officers of cloud services. For this purpose in November, 2016 120 heads responsible for acceptance of finance solutions, in the large Russian companies were polled. Representatives of the organizations occupied in spheres of finance, retail, transport, the industry, energy industry, housing and public utilities, a telecom, etc. participated in poll.
The research showed that every third company looks for new strategic approaches to business development and more effective IT solutions. 75% of the polled heads specified cost reduction of the company as one of the major priorities in strategy for the next three years, 33% - replacement of IT solutions and search of low-cost alternatives.
Among the used approaches for increase in efficiency at the same time 78% of heads specified optimization/standardization of processes, 54% - increase in flexibility of use of the resources which are already existing at them. Poll showed that optimization for financiers first of all means cost reallocation for benefit of more effective technologies with faster return.
75% of respondents are seen in cloud solutions by an opportunity for reducing costs of IT, a half of respondents – a possibility of minimization of a capital expenditure. More than a third of respondents see in them also an opportunity to accelerate development and an output of new products to the market. Oracle notes that it is especially critical for banks and operators where the cycle of start of a new product takes on average half a year about one year.
The research also showed that players of the cloud market are most familiar to the Russian business customers with a world name. On the first places here Microsoft and Oracle. The polled heads are informed on the proposal of the Russian suppliers much worse, say in Oracle.
The Russian representative office of Oracle notes that clouds become the real mechanism allowing the companies to optimize costs. And the financial department can undertake a role of the helmsman in this process, consider in the company.

The Russian market of cloud services at the end of 2015, according to the Russian iKS-Consulting group, grew almost by 40% in comparison with 2014; its volume was 27.6 billion rubles. According to the report of analysts (is at the disposal of RBC), the main part of revenue was brought by services of SaaS (software as a service, i.e. providing access to the software on the Internet under lease) — the volume of this segment reached 22.2 billion rubles. 4.4 billion rubles were the share of IaaS services (infrastructure as a service, i.e. an opportunity to use cloud infrastructure, servers, data warehouses, networks, operating systems for start of the software solutions). 1 more billion rubles made PaaS sector (platform as a service, i.e. tool kit and the services facilitating development and deployment of cloud applicaions).
By 2020, according to the forecast of iKS-Consulting, all market of cloud services will grow almost three times, to 78.6 billion rubles. At the same time the SaaS segment will reach 55.2 billion rubles, IaaS — 19.4 billion rubles, and PaaS — 4 billion rubles.
Data of SAP SE and NAFI
On December 4, 2015 the SAP company and the National Agency of Financial Studies (NAFS) provided results of a research of cloud computing in the banking sector according to which the Russian banks and technology, and are economically ready to a cloud boom.
Experts drew a conclusion on an impressive gap between budgets on cloud computing of the financial sector of the USA and Russia – $4.205 million against $51 million (according to Gartner) respectively. The research was conducted with assistance of the Association of Russian Banks and is directed to determination of potential of cloud computing in the financial industry of Russia.
Most of the polled experts consider clouds as the instrument of cost reduction and optimization. At the same time "clouds" in large retail banks are most demanded. Almost in every second such bank cloud computing is considered at discussion of IT projects and even is the preferable choice other things being equal (this indicator on the industry is 39%, on corporate banks – 27%, out of TOP 100 – only 14%).
At the same time penetration depth of cloud computing in bank processes in Russia is 2-3 times less, than on the world though economically banking sector is ready to a cloud boom: at assessment of a financial position of the bank of 61% of employees declared - a situation "rather good" and "very good". And expectations are quite positive: in the amount of 56% noted that the financial position of their bank in the next three years will become better and only 5% are inclined to predict recession continuation.
Technical capabilities are also not restriction for implementation of cloud services, especially in banks of the first hundred, more critical is readiness of the operating business processes. Only TOP-10 banks for which a cloud environment becomes usual are fully ready to clouds.
Respondents from banks where there is a practice of use of cloud services, are sure - it is simple to be connected to them (64%, among not using – only 33%), i.e. the myth about complexity of connection of banks to clouds for involved stops being relevant. The research discredited other myth – in spite of the fact that traditionally cloud computing is associated with public services, such as mail, the data warehouse or platform infrastructures, for less than thirds (32%) of experts of "cloud" are business applications.
Relevant is a myth about insecurity of data storage in clouds: three quarters of respondents consider that use of cloud services is integrated to risks. However, experience of use of cloud solutions improves perception of their security - among those who use "clouds", doubting their security is one quarter less.
Guzeliya Imayeva, the CEO of NAFI, told:
- Participation of NAFI in the Russia's first research of such difficult data domain as cloud business applications became for us useful experience with certain specifics. In particular, hardly accessible target audience, application of a complex of quantitative and qualitative methods and also need to consider the international research experience and to compare key questions with the international methodology.
Elman Mekhtiyev, the executive vice president of the Association of Russian Banks, considers:
- In modern conditions banks should use great efforts to remain competitive and to attract new clients. According to forecasts, in the closest 10 years of 90% of banking business waits for transition to a digital medium. And one of main objectives of bank is development of the modern systems - universal "unity" for the user of all aspects of communication - visual solutions, navigation and access to services. Cloud computing can become the answer to it also.
- The banking sector was always one of the most conservative in all that concerns transfer to the third-party companies of any internal data and business process outsourcing, however in recent years the situation changes - in 2015 the financial sector in Russia takes the strong second place on use of cloud computing, conceding only to the capital-intensive industries. At the same time in the West the technology is mastered already at the highest level - the Central Bank of Austria which adjusted collecting of the reporting under the unified forms on a cloud platform is a striking example. And in Russia now we note also growth of trust to "clouds". So, having transferred one of processes to the companies on cloud services, specialists select them and for other tasks is twice more often, cloud computing allows to receive more effective solutions at smaller investments. For this reason we consider that at cloud computing in our country – big perspectives.
The methodology of data collection consisted of two parts – expert poll of representatives of the banks working at the Russian market - 30 interviews, the employees responsible or taking part in selection process of software products for the organization of a company performance and quantitative online poll of representatives of financial institutions – 250 respondents (average and top management) were polled. Representatives from the TOP 10, the TOP 30, the TOP of 100 Banks of Russia were a part of respondents.
On September 14, 2015 analysts of iKS-Consulting published some results of a research of the Russian cloud market. Its volume grew more than by a third, and SaaS remains the largest segment.
According to calculation of experts for 2014, sales of cloud services made nearly 13 billion rubles, having increased by 35% in comparison with an indicator of year prescription. The main growth factor of this market is small and medium business.
Besides, influence of such factors as increase in penetration of cloud services, increase in trust to them affected from the corporate sector, deterioration in an economic situation and, as a result, the need which arose at the companies to optimize costs for IT infrastructure and also appearance of new players in the market and focusing of large providers on the cloud sector.
The most part of the Russian cloud market is occupied by SaaS solutions to which share 89% of revenue of vendors (about 11.7 billion rubles) in 2014 fell. Another 9% were occupied by an IaaS segment, a share of PaaS-services — 2%.
In iKS-Consulting note that many large players of the domestic market of cloud services at the same time work in SaaS and IaaS segments, supplementing them with services of providing infrastructure and providing mainly virtual data warehouses and additional computing powers.
Specialists predict that by 2018 the volume of the Russian market of cloud services will reach 32 billion rubles, and annual average growth rates during the period from 2013 to 2018 will be 27%. Will remain the dominating products solution SaaS, and the share of an IaaS segment will not exceed 10%.
On September 15, 2015 analysts of IDC published some results of a research of the Russian cloud market. Experts noted its high growth and the expected increase in a share of domestic players.
As it appears from the report of IDC Russia Cloud Services Market 2015-2019 Forecast and 2014 Competitive Analysis, in 2014 sales of operational cloud services in Russia made $336 million that is 38% more, than the previous year. Even more than $120 million in the country were spent for project services on implementation of cloud solutions.
Specialists say that the Russian market of clouds grows in many respects thanks to the fact that in difficult economic conditions of the company aim to reduce costs for creation of IT infrastructure by means of replacement of a capital expenditure by operating rooms.
In 2014 leaders in turnover in the Russian market of cloud services were Microsoft, Salesforce and IBM. However analysts predict growth of a share of local providers as many of them tried to freeze the ruble prices of the services, having increased their attractiveness. Besides, local players will be helped by preferences within the government plan for import substitution. However the international IT giant will save an important role as solutions of the Russian production or Open Source cannot replace completely western yet, consider in IDC.
The research manager at IDC Alexander Prokhorov says that the domestic market of clouds will save growth, however its rates will decrease.
"On the one hand, deterioration in an economic situation will still force customers to address cloud services as to the tool allowing to save on IT with another – the same economic situation imposes certain restrictions for IT budgets so many new projects will be postponed" — Prokhorov notes.
Growth of the market of cloud services of Russia in 2013 exceeded 70% and reached nearly $353 million, IDC in the research Russia Cloud Services Market 2014-2018 Forecast and 2013 Competitive Analysis reported. This market includes operational services in a subscription (about 67% of the market) and project services (33%) implemented within public, private, virtual private clouds and their combinations.
The market of cloud services in 2013 grew more dynamically, advancing the forecast which is earlier made by IDC. At the same time growth was higher expected on operational services in public clouds and below predicted on operational services in private clouds. Low growth in private clouds is connected with the fact that in Russia creation of self-governed private clouds where the external supplier renders mainly project services connected with creation of a cloud developed, and operational services are rendered by internal IT department. The number of projects on provision of services of a private cloud from data center of provider did not reach the predicted values.
Authors of a research noted the increased demand for public clouds in the sector retail and wholesale where the percent of the small and medium enterprises is big. The sector of financial services took the second place, following – the sector of a telecom and media.
The vertical structure of the market of services on the basis of a private cloud in 2013 developed differently – here the organizations of the financial sphere on the first place, owing to serious concern about security issues they first of all address private clouds. Trade and a telecom on the second and third places in this category, respectively.
IBM, Salesforce and Microsoft - the leading suppliers of operational cloud services. The Russian company "Asteros" was in the lead in category of rendering project services on creation of private clouds, advancing IBM and HP.
The forecast of growth of the market of cloud services for a five-years period is reduced: crisis in Ukraine, deterioration in the relations with the West, imposition of sanctions. All this, believe in IDC, since 2014 will lower trust degree to the services provided from foreign data centers will reduce growth of number of projects on providing cloud services by the western vendors. Deterioration in an economic situation can affect the number of projects. The forecast is reduced slightly.
The expected cumulative annual average growth of the market of cloud services (including project) from 2013 for 2017 will be 27%.

It is interesting that estimates of Parallels which concern only a segment of cloud services for medium and small business of volumes of the considered market at the end of 2013, considerably exceed digits by which characterize other analytical companies all Russian cloud computing market. The only thing in what most of analysts meets - it is assessment of growth rates of the cloud market. Apparently from the table is higher, according to all provided firms, growth in 2012-2013 and further is at least 30% annually and more.
The market participants polled by TAdviser noted growth of number of requests not only for IaaS, but also on hybrid solutions and SaaS. Let's add that at the end of 2013 the Association of participants of the Russian market of data centers was created, one of problems of which is development of domestic "cloud" standards.
The market of cloud services still is "actually in embryo" if it is about corporate services, experts of Open Technologies company consider. However, active penetration of cloud services on mass market eventually will lead to the fact that users will be ready to transfer the cloud experience and to a workplace. "It is possible not to doubt that cloud services will gain the development soon enough and, most likely, will become that a basis which will provide a new impulse of all IT industry", - experts of the company noted in 2014.
In own base of projects TAdviser the number of the cloud computing projects for June 1, 2014 was more than 200. However, already on the basis of the available data it is possible to draw conclusions that the most often "cloud" services among the Russian enterprises select financial institutions, the organizations of the industry of medicine and health care, also the IT companies and the trading companies, besides, the activity of a public sector and educational institutions is noticeable.
For May, 2014 in TAdviser base by the number of the implemented solutions in the field of cloud computing were selected Microsoft ESET Google Copiny, ActiveCloud (Softline) HP IBM and tightly specialized company End-to-end medical information systems - K-MIS.
In structure of the market of cloud services were in the lead SaaS and IaaS, the share of PaaS remained small. So, for example, according to estimates of J'son & Partners, in 2012 nearly 88% of the market of cloud services were the share of SaaS, in 2013 (forecast data) – nearly 80% for SaaS and another 18.8% for IaaS (this segment began to grow quickly so in 2014 it will already make more than 24% of the cloud computing market, according to forecasts of J'son). From SaaS a situation less positive, but, for example, in CROC consider that this matter of time. At many companies systems created earlier function, there is no requirement in new yet. Requests for PaaS in real practice meet infrequently, first of all, because these services mean very many restrictions. Nevertheless, over time PaaS-solutions can become more demanded as standardization of solutions develops, and the number of the specialized platforms developed under specific solutions will increase consider in Corus Consulting.
Borlas reported that difficulties with PaaS face also because of existence of a border area between the operating system and applications – it is not always possible just to define accurately and who is guilty of instability of a system, failures and errors. T-Systems CIS (T-Systems CIS) notes that solutions of PaaS are proposed less often as providing such services demands from the integrators of automation at the level of the equipment and virtualization and also adjusted and accurately working processes. At the foreign companies they are built already up and tested for years, and domestic providers should pass this way.

At the same time IaaS which annual average growth rate (CAGR) for the period will be 2012-2017 45% is considered the most quickly growing and perspective segment.
Segment of solutions for medium and small business (SMB)
Parallels published the second annual research of the market of the cloud services demanded among the companies of small and medium business (SMB) of Russia in November, 2013. According to the company, in a year the total volume of the consumed cloud applicaions and infrastructure grew by 32% and was 20.5 billion rubles ($633 million). IaaS (7.8 billion rubles), SaaS (7.4 billion rubles) and solutions for web presence and web applications (4.2 billion rubles) were the most popular services. Considerably lag behind in popularity of the solution on the organization of joint work and communications (1.1 billion rubles), but at the same time have the most high potential of growth among all cloud services. To 2016 the amount of the market will increase practically by 2.2 times and will reach 55.6 billion rubles (1.7 billion US dollars).
According to forecasts of J'son & Partners Consulting, the Russian market cloud service can make 19.9 billion rubles in 2014, 25 billion rubles - in 2015.

Dynamics of growth of operating rooms of SaaS services from a public cloud is stable. The market was entered by a set of the new companies and services, both foreign, and Russian. The market of services of private and virtual private clouds continued to develop.

Salesforce in this period was in the lead in the SaaS segment in public "cloud", Microsoft heads a PaaS segment in public "cloud", Amazon – in category IaaS in public "cloud". Orange: Sales of cloud services for business in the Russian Federation - 19 billion rub
According to the analytical research Orange Business Services (Oranzh Business Servisez, Orange Business Services), the market of cloud services for business in Russia will grow from 4.5 billion rubles in 2012 to 19 billion rubles by 2016. Along with it, the market of services in creation of cloud infrastructure will make in addition about 20 billion rubles.
Customers will show the greatest interest in solutions of IaaS (infrastructure as service) and SaaS (software as a service). According to the forecast, average annual growth of these segments of the market will be about 40% and 50% respectively, they will still dominate in the market. Gradually demand for the solutions PaaS (the platform as service) and BPaaS (business processes as service) which develop only in foreign markets so far becomes more active.
Emerging market of the services connected with creation of cloud infrastructure will develop not less actively and by 2016 will exceed the size of the market of directly cloud services. It will occur mainly due to growth of volume of services in construction of "clouds", their integration and customization and also migration from traditional infrastructure on cloud.
In total the share of cloud services and the related related services will reach 13% of the market of IT services of Russia.
According to the research IDC, the amount of the Russian market of public and private cloud services grew in 2011 by 417.3% to $59.38 million. Expenses on services of public clouds reached $27.35 million, including 3.1 млн.$ for the services provided within model of a virtual private cloud.
In 2011 there was a sharp growth of services of IaaS. The category IaaS was the greatest share (49.6%) of public cloud services, SaaS share – 46.8%, PaaS – 3.6%. Impressive growth showed a segment of a private cloud. Expenses on this type of services made $32.03 million. More than 75% of this amount were the share of category IaaS.
Among products based on which the most popular were constructed in Russia solution SaaS products of the companies were mentioned Microsoft Salesforce Google. Among domestic suppliers the companies Megaplan CORUS Consulting Softline CT Consulting, "MyWayhouse (Internet service)" are mentioned. On September 13, 2011 IDC published data on the market of cloud services in Russia – Russia Cloud Services Market 2011–2015 Forecast and 2010 Competitive Analysis. According to the document, the volume of the Russian market of cloud services (public and private) in 2010 was $35.08 million.
In 2010 the size of the market of public cloud services in Russia was $13 million (of them project services − 38%) whereas the size of the market of private cloud services reached $22.08 million (of them project services − 73%).
Among distributors providers the Russian companies CT Consulting Softline, "Megaplan", "Technoserv Consulting" are mentioned. Among the most successful suppliers IaaS- solutions in the report such companies as are called Parking.ru Oversun Scalaxy, IT-GRAD and Softline.
According to data of the IDC agency, in 2009 the size of the market of public Cloud services in Russia was only $4.8 million. Then it was expected that by the end of 2014, the market of "clouds" will grow more than by 30 times – about $162 million. At this SaaS service in 2009 were in the greatest demand for the Russian users - this segment occupied 94% of the market ($4.5 million).
2013: The Ministry of Telecom and Mass Communications will prepare the law on use of clouds in state structures
The Ministry of Telecom and Mass Communications published on April 29, 2013 technical specifications on accomplishment of research on the subject "Normative Legal Support of a Possibility of Use of Cloud Computing by Public Authorities and Local Government Authorities".
In the document growth of popularity of technologies of cloud computing and its advantage is noted, and department calls transition of state agencies and local government authorities to clouds perspective. Insufficient normative regulation of questions of application of cloud computing in Ministry of Communications is called the pacing restraining factor of their use in state structures.
"First of all, now properly questions of security and confidentiality of information transferred to the supplier of cloud services, said in the technical project of Ministry of Communications are normative not settled. - Besides, the provisions which are accurately defining administrative, civil responsibility of the supplier of cloud services and also criminal liability of heads and employees of the organizations rendering cloud services are not enshrined".
The Ministry of Communications summarizes that in general there is no regulatory legal act setting the basic rules of use of clouds including requirements to agreements on the service level, etc. With respect thereto department sees a necessary task to prepare offers and legal acts on use of clouds in state agencies. For it the contractor of research should pass decisions the analysis of advantages of use of cloud computing in activity of state agencies, including economy of the budget due to cost reduction on the equipment and increase in efficiency of use of computing resources of the organization, contrastive analysis of the existing models of cloud services – SaaS, IaaS and PaaS and models of deployment of clouds – private and public, taking into account strong and weaknesses of each of them.
Special attention will be paid to the analysis of shortcomings and risks of use of cloud computing. In particular, during research it is going to analyze the current problems of ensuring confidentiality and data security of the user with provider of cloud services to which the Ministry of Communications refers, first of all, lack of normative fixed standards on application of means of cryptoprotection and lack of accurate regulations of responsibility of provider of cloud services.
Also it is necessary to analyze risks of creation of "uncontrollable data" and questions of cross-border transfer of personal data as "many cloud services are located physically on servers in other countries, including in Europe and America", said in the technical project of Ministry of Communications. In addition to the analysis of shortcomings and risks of use of clouds from the contractor of research it will also be required to develop offers on their elimination.
According to the results of research department expects to receive drafts of the federal legal acts necessary for use of clouds in state structures, offers on making changes in the operating regulatory legal acts and on development of the new, regulating uses cloud computing and also "road map" of the actions necessary for implementation of the offered model of use of cloud computing in activity of state agencies.
2012: Influence of state policy on development of cloud computing
The association of software makers (BSA) announced on February 22, 2012 that Russia takes the 16th place among 24 countries in the new rating of the state regulation influencing growth of cloud computing.
Russia outstripped in rating India known for the high level of investments into the IT sector and also dynamically emerging markets of China and Brazil. According to the experts the IDC research group the volume of the Russian market of cloud computing will annually grow and will reach $1.2 billion in 2015.
The five of the countries with the most developed policy in the field of cloud computing included Japan, Australia, Germany, the USA and France. Between the developed and developing economies there is a notable gap in the field of readiness for transition to cloud computing, the report says. In Japan, the USA and the European Union the fundamental legal base allowing to support growth of cloud computing while developing countries, such as China, India and Brazil, should carry out significant work to be integrated into the world market of cloud computing is created, consider in BSA.
Unexpected opening during the research was the fact that some of the successful countries protected themselves with laws and rules which contradict the legislation of other states. So, for example, the legislation offered by the European Union in the field of data protection can undermine potential development of influence of cloud computing and their influence on economy.
As Andrey Garkanov commented on TAdviser, the expert of Softline, lack of the international precepts of law really influences development of the cloud direction in general, "though more it is reflected in a segment of public clouds". "Acceptance at the state level, and is even better - on international, the necessary regulating legal acts would allow to liquidate information borders. Non-profit organizations which try to develop uniform standards for suppliers of cloud services need to be supported at the state level", - he considers.
In Russia there are problems in ensuring compliance with intellectual property rights on the Internet, researchers recognize. The country is not a member of the agreement of TRIPS yet, and the Russian legislation in the field of copyright protection on the Internet has a number of spaces. Penetration of broadband access in Russia remains at a low level. At the same time, there is no detailed plan or development financing of national infrastructure of broadband access.
Georgy Gadzhiyev, the expert of the direction of computing systems and DWH Microtest, told in a conversation with TAdviser that in our country there is a set of obstacles for distribution of clouds. "For example, a national trouble of the market of cloud computing in Russia - a duty of owners of clouds to certify them in FSTEC and FSB. It stops many companies which operate with personal data, from application of clouds", - he shared. Besides, according to Georgy Gadzhiyev, distribution of cloud services in the large Russian companies is small as the large companies in particular do not like to give a subject of the ownership to someone outside.
The research BSA BSA Global Cloud Scorecard is the first similar rating concerning readiness of the countries for stimulation of development of the global integrated market of cloud computing. The rating estimates legislative arrangements in those countries of which 80% of the world market of information and communication technologies in total are the share.
