2024: Russian Ministry of Digital Development announces recommendations for digital transformation of state-owned companies

On January 12, 2024, the Ministry of Digital Development of the Russian Federation published guidelines for the digital transformation of state corporations and companies with state participation. They were developed as part of the implementation of the activities of the federal project "Digital Technologies."

The recommendations are intended to methodically ensure the development and updating of digital transformation strategies. They are advisory in nature. The document contains proposals for the structure, content and list of KPIs (KPI) to monitor the implementation of strategies of state corporations, companies with state participation, state organizations subordinate to federal executive bodies or executive bodies of subjects, RUSSIAN FEDERATION state companies, the list of which was approved by government order of January 23, 2003 No. 91-r, business companies in whose authorized capital the share of participation of the Russian Federation, constituent entity of the Russian Federation, municipal in total formations exceeds 50%.

It is noted that the strategy of digital transformation of a state-owned company should be aimed at achieving its goals, as well as at developing information security in order to obtain practical resistance to critical risks and threats to information security. It is recommended to include in the list of areas of digital transformation, including a new business model and/or the development of additional sources of income, new digital products and services, consumer relationship management, design and engineering, service, operational efficiency, supply chain management, information security management, human resources management, financial management, procurement management.

The list of KPIs includes: assessment of the decrease in operating costs and increase in EBITDA due to digital transformation; Number of active users of digital solutions Share of digital products/services in revenue Share of cloud server power The number of active API users the ratio of investment in digital transformation to revenue; the share of digital transformation initiatives implemented using artificial intelligence as a key technology; share of expenses for the purchase of Russian software and electronic products, etc.[1]

2023: The main trends of digital business transformation in Russia are named

In October 2023, the Institute for Statistical Research and Knowledge Economics of the Higher School of Economics published a study in which it pointed to the main trends in digital business transformation. In their work, analysts referred to Rosstat data for 2022.

According to the HSE IIEZ, in 2022, the most popular digital technologies were big data collection, processing and analysis solutions and cloud services: they were used by 30% of organizations, which is more than 10 pp higher than the following data centers (16.5%), digital platforms (14.9%) and geoinformation systems (13%). The named first three technologies are leading in terms of distribution dynamics: the frequency of the use of collection, processing and analysis of big data increased by 4.6 percentage points (pp) by 2021, cloud services - by 1.8 points, data centers - by 2.5 points. These solutions are interconnected and their applicability is growing at the same time, experts say.

At the same time, according to analysts, the intensity of the use of a number of digital technologies has decreased. For example, in 2022, only 10% of Russian organizations used the Internet of Things (minus 3.7 pp by 2021), RFID technologies (radio frequency identification technology) - 9.6% (minus 2.2 pp), industrial robots and automated lines - 2.6% (minus 1.8 pp). The first reason is the departure of many foreign manufacturers from the Russian market and the inability to purchase software and hardware for these technologies, the ISIEZ notes. The second is the suspension of the work in the Russian Federation of companies with foreign participation that were active users of such digital solutions. At the same time, a not so significant drop in indicators suggests that the Russian economy is compensating for technological losses, according to ISIEZ.

The frequency of use of digital technologies largely depends on the size of organizations. Large companies are leading in their application, as they have large resources for deploying IT infrastructure. The greatest difference here is recorded in relation to the use of industrial robots. This technology is used by 11.6% of organizations with more than 250 people, 6.9% of companies with from 100 to 250 people and only 1.3% of enterprises with up to 100 people. Also, the frequency of digital technologies varies by industry - however, big data technologies and cloud services are in demand in almost everyone.

Cloud services are most often used by organizations of higher education (46.7%), wholesale and retail (40.7%), healthcare (36.3%). Digital platforms and geoinformation systems are mainly used in trade (28.2 and 22.4%, respectively), the financial sector (26.9 and 20.4%), as well as higher education (32.3 and 19%). A similar situation in these industries may be the result of an increase in the quality of functions of scale and volume of data processing, the desire to increase user service services, as well as optimization of operational processes in organizations.

The introduction of "digital twins," additive technologies, industrial robots and automated lines is associated with highly specialized applications. As a rule, in most cases industrial robots and automated lines are used in manufacturing organizations (19%). The highest share of users of "digital twins" and additive technologies is in the field of higher education (6.2 and 19.3%), which is due to the development of educational programs and research in the corresponding areas. 2021: The Government of the Russian Federation approved directives on the digital transformation of state-owned companies

On April 19, 2021, the Ministry of Digital Development of the Russian Federation announced the approval by the government of directives on the digital transformation of state-owned companies. They are aimed at increasing business efficiency by introducing Russian digital solutions and stimulating import substitution, the department noted.

Representatives of the Russian Federation on the boards of directors must initiate meetings of councils within 10 days to discuss the development or updating of digital transformation strategies until 2024.

It is planned that by 2024 all companies will join the implementation of the directives, the share of the state in which is 50%. Strategies for the digital transformation of state-owned companies should be developed or brought to an up-to-date state by September 1, 2021. After that, they will need to be coordinated with the relevant ministries and Ministry of Digital Development of the Russian Federation.

On November 16, 2020, the Ministry of Digital Development reported that the methodological recommendations developed by their department on the digital transformation of state-owned companies were approved by the presidium of the legal commission on digital development, the use of IT to improve the quality of life and business conditions (download the document in PDF format). The development of the methodology is carried out in accordance with the presidential decree of May 7, 2018 No. 204 "On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024," as well as as as part of the implementation of the measures of the federal project "Digital Technologies" of the national program "Digital Economy."

The document on 66 sheets contains 3 sections and 5 appendices to them. The department expects that the recommendations should help state-owned companies in preparing digital transformation strategies, including: assess the current level of digitalization, set a target vision and key performance indicators, provide personnel resources, create a digital transformation management system and strategy financing models, and form road maps.

The approved version of the recommendations takes into account the practical experience of a number of large companies

Earlier, methodological recommendations have already been tested in large Russian companies - Russian Railways, Aeroflot, Alros, Russian Post, Gazprom Neft.

According to the Deputy General Director for Aeroflot IT Kirill Bogdanov, the airline received a comprehensive professional assessment and comments on its already implemented digital transformation strategy, and also shared the experience gained, which was subsequently taken into account in the revised version of the recommendations.

State-owned companies should develop strategies for digital transformation in the form of a separate document using methodological recommendations. The project is developed for a period of at least 3 years. Then the strategies must be coordinated with the Ministry of Digital Development: this applies to all state-owned companies that have received the relevant directives. And state-owned companies that have not received directives can send draft strategies to the Ministry of Digital Development to assess compliance with methodological recommendations on an initiative basis.

According to the recommendations, the following sections should be presented in the draft strategy:

1. The current state and prospects for the digital transformation of the state-owned company.

2. Target vision, goals and KPIs (key performance indicators) of the state-owned company's digital transformation.

3. Initiatives and roadmap for the digital transformation of a state-owned company.

4. Personnel, competencies and culture for digital transformation state-owned companies.

5. Model for managing the digital transformation of a state-owned company.

6. Digital Transformation Strategy Funding Model state-owned companies.

The document details how to compose each of these sections.

According to the recommendations, a mandatory part of the state-owned company's digital transformation strategy should be import substitution measures aimed at ensuring the transition to the predominant use of Russian software and electronic products of Russian origin. It is assumed that each quarter the state-owned company will form and send to the Ministry of Digital Development of a report on the implementation of the strategy indicating the planned and actual KPI values ​ ​ for import substitution.

Ministry of Digital Development wants to coordinate the digitalization of state-owned companies

On September 17, 2020, it became known about the new guidelines for the digital transformation of state-owned companies developed by the Ministry of Digital Development. The document is sent for approval to the Ministry of Economic Development, the Ministry of Finance, the Federal Property Management Agency and other departments.

In the previous version of the recommendations, there was a provision on the annual control of the implementation of the Ministry of Digital Development Transformation Strategies of State-Owned Companies. Now the department has proposed to empower it to agree on the digital strategies of state-owned companies.

As Vedomosti writes with reference to the Deputy Minister of Digital Development, Communications and Mass Media Maxim Parshin, the guidelines are designed to coordinate work on the digital transformation of priority sectors of the economy. The initiative became part of the implementation of the national program "Digital Economy," it will be submitted to the presidium of the government commission on digital development until September 25, 2020.

For example, an indicator of digital maturity (the degree of readiness to use technologies), an increase in revenue due to digital transformation, the introduction of domestic software, the number of employees who actively use digital solutions, initiatives to use artificial intelligence, the use of cloud solutions, etc.

Ivan Begtin, director of ANO Infoculture, considers it necessary to coordinate the digitalization strategy with the Ministry of Digital Development in the regulatory legal act, since otherwise the recommendations and strategies are not binding.

According to Vikharev, director of technology practice at KPMG in Russia and SNGSERGEY, the requirement to agree on the final document, on the one hand, is caused by dissatisfaction with the quality of previous transformation strategies, and on the other, by the fact that the digitalization of state-owned companies will need to be linked to import substitution programs.[4]

Russian state-owned companies can receive loans of up to 65 billion rubles in 2020 for digital transformation. This was announced by the deputy head of the Ministry of Telecom and Mass Communications Maxim Parshin on June 10, 2020[6].

According to the deputy minister, the Russian government is discussing with leading banks a lending program for state-owned companies that intend to carry out digital transformation of production, with a rate of 1-5% and a limit of up to 10 billion rubles and with a possible increase for each company.

According to the plans, the final document will be presented in the 3rd quarter of 2020. The creation of such a common program is due to the fact that the management of state-owned companies responsible for their digital transformation does not understand "where to start and what to do." 2019: Ministry of Telecom and Mass Communications: 10 state corporations approved digital transformation strategies

10 organizations have approved digital transformation strategies. Among them are Kamaz, RVC, Russian Railways, Rosatom, Concern Rosenergoatom, Rosseti, FGC UES, as well as RCC Makeev, Information Satellite Systems named after Academician M. F. 1. Creation of venture capital funds in state corporations

A number of state corporations in 2018 created venture capital funds, following the instructions of the president Vladimir Putin given in 2017. 2. CDO boom in corporations

2018 was marked by a growing number of large Russian companies acquiring directors of digital transformation (CDO - Chief Digital Officer). This happened largely with the filing of the state. The Ministry of Economy launched a pilot project to implement in 2018 in the management of companies with state participation in the CDO Institute, initiating the development of digital transformation strategies in them. It is planned to sum up its results in March 2019.

3. Sberbank: "IT perestroika" and transformation into an ecosystem

In the Strategy 2020 adopted by Sberbank, the bank announced plans to build an ecosystem outside the traditional sphere for itself. In order to maintain long-term competitiveness, it is planned to expand the supply of additional services synergistic with financial products in such areas of life as shopping, home, recreation, health. The bank involves both subsidiaries and independent partner companies in building the ecosystem. A number of such significant external partnerships were concluded in 2017, and this list continued to be replenished in 2018. In 2018, Sberbank also carried out a large-scale restructuring of the IT block. In April, TAdviser became aware of Sberbank's plans to transfer about 8,000 of Sber Tech 's 11,000 employees to the bank's staff. Sberbank explained to TAdviser that the process of transferring employees is taking place as part of the next stage of the Agile transformation of the bank's management system. 4. Rosseti: digitalization of power grids

In February, Rosseti presented a strategy for the development of a digital power grid complex in Russia until 2030. The amount of necessary funding for its implementation is estimated at 1.3 trillion rubles. The strategy involves the creation of a highly automated power grid, which is observed and controlled remotely. In July, the Istra district of electric networks was chosen as a pilot for the development of a set of standard solutions for the digitalization of electric networks as part of the strategy.

5. Rosatom: digital business development, smart uranium mining and new IT management

In 2018, Rosatom began to register digital products developed in the state corporation as a separate business area to bring them to the open market. Deputy General Director of Rosatom Kirill Komarov said that the state corporation is no longer only a consumer, but also a manufacturer of digital products. Up to 20% of the proceeds from projects to create nuclear power plants for third-party customers for Rosatom are digital technologies. The key tasks of the Directorate were the creation of a unified system of Gazprom Neft digital projects to radically increase the operational efficiency of all business processes, as well as the development of its own intelligent services. 7. Sibur - from experiments to industrial implementation of digital technologies

In 2017, the largest Russian petrochemical company Sibur conducted many experiments with digital technologies, and in 2018 began their gradual introduction into production processes. In the field of production, there are three technological areas and, accordingly, products that the company began to introduce: advanced analytics, a solution for optimizing technologies in the field of mobile applications, for example, for TOID, and in the field of Industry 4.0 - IoT solutions and in the field of augmented reality. 8. VTB - introduction of a collector robot on the way to offices without people
