At the end of July, 2019 researchers found out that the widespread belief about universal literacy of the English-speaking population of the USA is false. According to the program of the international assessment of competences of adults (PIAAC) to which the U.S. Department of Education refers, the literacy of every fifth adult in the USA corresponds to "low" level, i.e. 43 million Americans experience difficulties during the reading and the letter.

PIAAC defines literacy as "capability understand, estimate, use and use written texts for participation in life of society, achievement of goals and development of the of knowledge and potential". The program divides the population into five levels - the 2nd level and are considered as competent above.

By estimates of PIAAC, at 1 level there were about 26.5 million adults - those who are able to read and write at the basic level, but cannot read newspapers or experience difficulties when filling forms in an office of the doctor.

By other estimates, 8.4 million people are lower than 1 level and are considered "as functionally illiterate". There are also 8.2 million people who could not participate in poll because of a language barrier, cognitive or physical incapacity, and data of PIAAC classify them as having low skills of literacy.

The chief executive of League of the literacy of adults which is based in Florida Gina Solomon notes that people do not realize the catastrophic nature of this problem. Many people remain illiterate because parents could not provide them training at school, and then experience difficulties at employment.

Among such people different mechanisms of overcoming are widespread - for example, many semiliterate refer to the forgot glasses if they allow to fill out with it the form or to read the menu, and then ask friends to read them.[1]
