According to RBC, transition to the electronic passport was connected with implementation of a digital profile — the platform which within the national project "Digital Economy" is supposed to be used for storage of basic data of citizens and links to data from the state information systems. The bill of creation of a digital profile was introduced to the State Duma even in the summer of 2019, however as a result did not receive the course.

It follows from the draft resolution of the Government of the Russian Federation placed on the portal of drafts of regulatory legal acts.

The experiment provides creation, granting, activation and application of new mobile application "The mobile identifier" instead of the passport of the citizen of the Russian Federation when providing separate public, municipal and other services.

Mobile application will assume authorization through the confirmed account on the Gosuslug portal. However after it it will be necessary to activate mobile application in MFC of Moscow.

The list of the public and other services which providing in Moscow is performed by federal executive authorities, city government, the multifunction centers and also the museums and the organizations from the sphere of retail which voluntarily agreed to participation in an experiment will be defined.

FSB against mobile version of the electronic passport

Using the application, for example, it will be possible to undergo testing of age, at purchase of alcohol from phone, but to certify sale of the apartment or to make other legal significant acts — it is impossible. For such transactions it is necessary to show the paper passport.[2]

Electronic passports in Moscow will begin to issue in March, 2020

In the middle of October, 2019 terms of the beginning of an experiment on issue of electronic passports in Russia became known. Information contains in the draft of the decree of the president published on the portal of drafts of legal acts.

The draft of the decree authorizes the Government of the Russian Federation to make an experiment about the March 1, 2020 providing including release, issue, with involvement of the multifunction centers of providing the public and municipal services in the territory of the city of Moscow, the passport of the citizen of the Russian Federation in the form of the material carrier with the chip and mobile application, said in the explanatory note to the document.

The pilot on issue of electronic passports can begin in Moscow since March 1, 2020

It is noted that the experiment on issue of such documents will begin at first in Moscow, and already then  it will extend and all over the country. At the first stage — since March 1, 2020 — it is supposed to begin to release only mobile application connected with the passport of the citizen of the Russian Federation at the second stage — since July 1, 2020 — to issue the passport of the citizen of the Russian Federation in the form of the material carrier with the chip and the mobile application connected with such passport.

Besides, since December 1, 2019 the Ministry of Telecom and Mass Communications is going to start a preparatory stage within which required agreements between the Ministry of Internal Affairs of the Russian Federation and State Budgetary Institution MFC of the city of Moscow will be signed, to be defined scopes of the mobile identity certificate, to be adopted necessary legal acts for ensuring start of an experiment.

It is worth reminding that was going to begin issue of electronic passports in Russia in 2016.

Survey conducted in 2019 by VCIOM showed that most of Russians (59%) are not ready to refuse the paper passport.  About 22% of respondents consider electronic identity certificates of unreliable, another 8% worry about possible failures in a system and the database.[3]

NIIME will develop chips for electronic passports, and their production will be arranged at the Russian plant "Mikron".

Chips will be universal: they can be set not only on passports, but also other electronic documents, including the voditelstvy rights and certificates of the employee of state agencies

Kravtsov emphasized that the new generation  of chips will allow to store up to  144 Kb of information. For comparison:  in  chips in  biometric passports contain up to  72 Kb. At the same time the sizes of the chip will remain the same.

Doubling of memory without changes of dimensions was reached  due to improvement of circuit engineering, optimization of encryption algorithms and  use of more perfect logic blocks accelerating coding.

We created such construction of a cell that the size of the chip and its security remained the same, and the greatest possible volume of the loaded data was doubled. It is important that our product is executed on the technology which is already mastered in Russia and widely applied, with the minimum size of an element — 180 nanometers. Therefore additional development and mastering of new technologies will not be required — it is possible to begin mass production at once — Alexander Kravtsov told.

The cryptography also underwent changes and  meets strict standards of FSB. The encryption key forms every time again: it means that even if the malefactor will be able to crack it, it to obtain information only for one communication session. Except cryptographic algorithms, the chip will be protected the devices blocking its work at physical unauthorized intervention.[5]

The first electronic passports will be received by Muscovites

Issue of electronic passports will begin in 2020. Such decision was made at a meeting which was held by the prime minister Russia Dmitry Medvedev on July 17, 2019.

The electronic passport is a routine case in many countries, it not bad proved both in terms of convenience, and in terms of reliability. Work on implementation of electronic passports, according to the prime minister, is going to be conducted within the national program "Digital Economy". It is expected that by 2024 Russians will be able to use the electronic passport fully.

Medvedev reminded that else in 2013 the concept of this document was approved. Now it is necessary to decide what is an optimal type of the electronic passport that it should contain as it will be protected finally.

It is obvious that in six years which passed since 2013 a lot of things exchanged, first of all in terms of technical capabilities. It is obvious that we can quicker refuse use of paper passports, there is an offer to make it for two years earlier, than was planned initially, i.e. somewhere in 2023. And for two years before initial terms to replace paper passports of electronic. Taking into account it and, of course, solutions which we will develop it will be necessary to update this concept according to electronic documents, - the head of the government noted.

According to him, the electronic passport can be in the form of the plastic card with the chip or in the form of mobile application, i.e. information on the identity of the person which exists in a digital form and is anyway read out.

Both of us option mean: and the document which has physical shape i.e. a form of the plastic card which can be carried with itself as the normal passport, and as an additional option is a mobile application in the smartphone that is also used in a number of the countries, - Medvedev explained.

As expected, in the electronic passport there will be all data on the person, his electronic signature. Plus it will integrate in itself(himself) several documents, including the car driver license, the Insurance Number of Individual Ledger Account, etc.

Certainly, nobody says now about that immediately, right now to replace paper passports the unusual document. The normal passport will work, naturally. We are going to pass gradually to an innovation, only after necessary preparations, - the prime minister added.

At the same time, according to Medvedev, there are already all opportunities that successfully to perform this project. The level of development of information technologies, allows to make it. It and a Single biometric system, the system of identification and authentication, an opportunity to use the so-called cloud qualified electronic signature and other modern solutions.

Within the Digital Economy program the platform for information exchange between people, the state and the organizations is created. The enterprises of microelectronics in general are ready to deliver chips which are necessary for release of digital passports. The question is in that this work to synchronize and organize, - he said.

In addition, Medvedev focused attention on several key moments of the electronic passport:

The first and most important is obvious - it is security. If we transfer all our personal data to "digit", we are obliged to take care of that they were protected in the most reliable way from cracking and manipulations. These questions require special control.

The second question – reliability. It concerns infrastructure which should be created for implementation of electronic identifiers. Here it is necessary to digitize data bulk, not to make mistakes and to watch that a system ran smoothly.

The third is a convenience of transition to the electronic passport. If just to issue a card, without telling about its advantages, then the special sense will not be. Many people, especially at aged people, have a certain mistrust to technical new products such. It is necessary to treat it with attention and respect, it is clear. We should take care that transition for such category of people was comfortable and painless. So, it is necessary to carry out information work, to prepare people for the fact that such documents will appear.

After the meeting the Deputy Prime Minister Maxim Akimov specified a number of parts of the forthcoming project. In particular, he told that issue of electronic passports will begin since July, 2020.

We technically are ready to it. We will not involve neither in terms of cryptoalgorithms, nor in terms of the software, nor in terms of the chip, nor in terms of a form factor of any foreign components – everything will become in the territory of the Russian Federation, - the official noted.

At the first stage issue of passports of a new sample will begin in Moscow – "and owing to the fact that interest in such innovations is quite high here and therefore that infrastructure is quite developed".

Then, in process of increase since 1100 up to 3000 points of issue of passports of a new sample in the territory of the country, during 2022 it is going to complete issue of passports of an old sample.

But if those who have paper passports do not want to change them – it is usual, convenient or just owing to some other beliefs people will want to continue to use these passports, then such opportunity will be that is called to a grave. According to him, the electronic passport is the extremely protected document with the holographic image, with the Russian cryptography, with the QR code. At the same time security will be 10 times more, than in the field of the circulation of paper passports.

Such market, unfortunately, exists, it gives rise to fraud, is used in any criminal activity. But if you lose this new format, will lose, drop somewhere, you cannot find, then several seconds will be enough to block it. It will be necessary to call the relevant services, the multifunction center or the Department of MIA, to block and then to compromise it. Anyway, if someone detects it and will want to use, first, at presentation instantly it becomes clear that it not yours – you just do not get access, will not crack cryptoprotection (especially as there is also a holographic image). According to him, the electronic passport is absolutely new degree of convenience.

As for cost, at the first stage duty on issue of the new document will make 300 rub. He will act 10 years.

On the card will be: surname, name, middle name, date of birth, birthplace, document validity period, data on the place of residence. In addition, the new document will include driver's licenses, the Insurance Number of Individual Ledger Account, a TIN – all of them will contain on one card and to be rewritten by authorized bodies if change.

New passports at the first stage will be issued in Department of Internal Affairs. Such opportunities should appear also in MFC.

In 2020 we will begin with those points of issue of international passports of a new sample, so-called electronic which work now. But we will triple the power that all could such opportunity to use, - Akimov explained.

Concerning mobile application Maxim Akimov noted that the innovation consists in his functioning:

A huge number of transactions can be made using the fact that on the Russian cryptoprotection for all platforms – for Android, iOS, the Russian platforms (we hope to start our Aurora platform) – will be well mobile application "My passport" which it will be impossible to crack, change, forge which will address including cloud records. Using cloud computing it will be possible to use the cloud electronic signature. And for example, for presentation of the ticket at the airport, at the railway station, in cash desk you should not carry in a pocket even this quite easy document all the time, and it will be necessary to show the application that you were compared, compared. At once there will be both your photo, and your data on the corresponding structure of operator, - the official told.

Create the application, according to Akimov, there will be the state developer.

2018: New date of issue of electronic passports is defined

On October 9, 2018 the Vedomosti newspaper wrote that the Government of the Russian Federation was going to start transfer of Russians to electronic identity certificates in 2021.

Development of the bill of the electronic passport was charged to the Ministry of Economic Development of the Russian Federation and ANO Tsifrovaya ekonomika by the Deputy Prime Minister Maxim Akimov. On project implementation till 2024 about 115 billion rubles which are going to be collected at the expense of the state fees for issue of the document will be required, the newspaper wrote.

As it was reported, the new document standard will represent the plastic card reminding bank in which the electronic chip is placed. Except usual passport data, the electronic identity certificate will contain the electronic digital signature, three photos and fingerprints of the owner.

Besides, emergence of a possibility of use of the electronic passport as the bank card was not excluded. In addition, the updated passport should simplify access for citizens of Russia to public services, having become "key" to "a digital profile" which concept jointly develop the Bank of Russia and the Ministry of digital development, communication and mass communications of the Russian Federation.

The Digital Profile project should provide storage and safe exchange of personal data between citizens, the state and commercial organizations using the uniform identifier and also will allow to manage "digital soglasiya" on exchange of data.[6]


Electronic passports in Russia were going to be issued since January 1, 2017

In 2016 in the Ministry of Economic Development of the Russian Federation said that replacement of paper passports and universal electronic maps (UEC) by electronic identity certificates will begin since January 1, 2017. Also it was reported that different obtaining references and permissions in electronic form will be possible only in the presence of the new electronic identity certificate.

The new passport of Russians will look as the plastic card with the chip. On the document such information as the digital color photo, the digital image of the personal signature, the subdivision code of the body which issued the identity certificate, the Insurance Number of Individual Ledger Account and a TIN (if the citizen does not announce failure from their display), a tag of identification of the document and data on registration on the permanent address will be displayed. All data will be recorded as in visual, and electronically (on the chip). The electronic passport will have also protection against counterfeits: neither with external, nor from a reverse side technically it will be impossible to make changes.

The Ministry of Economic Development of the Russian Federation paid attention that UECs will not lose the relevance, and will be applied together with new electronic passports, their release at the same time will be stopped[7].

Transfer of start in connection with presidential elections

Later in 2016 after closing of the Universal Electronic Card project Russian authorities decided to postpone also introduction of the electronic passport.

On April 16, 2016 the Government issued State Russian Federation the resolution "About Measures for Rendering Assistance to Election Commissions in Implementation of Powers by Preparation and Elections of Deputies of the Duma of Federal Assembly of the Seventh Convocation".

Transfer of actions for introduction in the territory of the Russian Federation of the identity certificate of the citizen of the Russian Federation who is made out in the form of the plastic card with the electronic medium of information as the main identity document of the citizen of the Russian Federation, for the period after March 15, 2018 (i.e. after the presidential elections)[8] became one of such measures].

According to the source TAdviser familiar with the reasons of transfer of term of introduction of the electronic passport, it happened because of concerns of Presidential Administration: "It is inexpedient to be played before elections with identity certificates since different frauds are possible".

At the same time in the protocol of the government commission on use of IT for quality improvement of life (the copy is at the disposal of TAdviser), which meeting took place on April 5, 2016 under the chairmanship of the prime minister Dmitry Medvedev, two more assignment for a subject of the electronic passport were given:

  • FSO of Russia conduct sociological survey and give an assessment to social tension in territorial subjects of the Russian Federation for the purpose of studying of the relation of the population to implementation of the identity certificate of the citizen of new generation and submit the corresponding report in the Government of the Russian Federation. Term - on June 1, 2016.

  • The Ministry of Telecom and Mass Communications of the Russian Federation together with the interested federal executive authorities to provide in accordance with the established procedure in the Government of the Russian Federation the draft of the report to the President of the Russian Federation about expediency of introduction in the Russian Federation of the identity certificate of the citizen of a new sample. Term - on April 29, 2016.

Doubts of a number of departments in the Government about expediency of introduction of the electronic passport can be connected not only with need of budget economy, but also with the fact that not all in the Government and Presidential Administration is understood why electronic identity certificates are necessary now. I do not think that it could play a crucial role, but, perhaps, also the negative position of Russian Orthodox Church, and in general the alerted attitude of society towards new technologies had some impact. It is clear, that to start such project, it to get involved in some unfinished construction. Pilot start in the Crimea

In April, 2015 it was reported that in the Crimean Office of the Federal Migration Service (FMS) the pilot project on release of the electronic identity certificates replacing traditional paper passports began.

Answering Dmitry Medvedev's question of readiness of pilot regions for issue of electronic passports, the Minister of Telecom and Mass Communications Nikolai Nikiforov said that "technically, in fact, we are completely ready, we wait for a legal design".

According to Dmitry Medvedev, issue of electronic cards should happen at the request of the citizen: "You can receive — you can not receive. There is a habit question, and can, to people mature it will seem not really convenient. But then all will get used and will pass".


As the electronic passport will look

In August, 2014 the FMS published for public discussion the draft resolution of the government approving the description and a sample of the identity certificate of the citizen of Russia issued in the form of the plastic card with an integrated microcircuit.

According to the document, scales of the physical medium of the electronic certificate will be 53.98х85.6 mm. It will contain personal data of the citizen, including biometric. On a card face a surname, the name, the owner's middle name, his date of birth, a floor, the birthplace, number and date of an execution of the certificate should be entered. In the same place certificate validity period should be specified.

On the back of the certificate are specified number Insurance Number of Individual Ledger Account and at the request of the citizen - his taxpayer identification number, the subdivision code of the body which issued the identity certificate, the information about legal representatives of the minor citizen of the Russian Federation who did not reach age of 14 years and machine-readable record of the identity certificate.

The method of digital printing will also plot a photo of the owner of the certificate.

Is established by the bill that the release of the identity certificate should be performed with a guarantee of its use without repeated release within not less than 10 years.

The choice of pilot regions for introduction of the electronic passport

In June, 2014 FMS, the Ministry of Telecom and Mass Communications, the Ministry of Economic Development and the Ministry of Finance prepared the draft of the decree of the Russian President "About Issue and Application of the Identity Certificate of the Citizen of the Russian Federation of New Generation".

According to the document, the certificate will become the main document confirming the personality of the citizen of Russia (i.e. will replace the national Russian passport). In pilot regions it is going to be put into operation since January 1, 2015.

The certificate will represent the plastic card with the electronic medium of information on which personal data of the citizen (including biometric data) and also means and keys of the qualified electronic signature will be recorded in a visual (graphic) and electronic form.

Since January 1, 2015 the FMS should provide issue of plastic certificates in the Republic of Crimea, the city of Sevastopol, Krasnodar Krai and the Rostov region, said in the draft of the decree of the President.

The FMS and Rostec agreed about cooperation within the project of creation of the electronic passport

In February, 2014 the head of FMS of Russia Konstantin Romodanovsky and the CEO of Rostec Sergey Chemezov signed the agreement on cooperation within the project of creation of the electronic passport of the citizen of the Russian Federation.

"The electronic passport not only considerably will simplify all procedures which passing requires the identity certificate for citizens, but also will help to improve systems of accounting of FMS, - Romodanovsky reported. – At the same time use of capacity of the enterprises of Rostec will allow to create the electronic document conforming to all modern requirements".

According to Chemezov, in the project it is going to use practices of the enterprises of Rostec in the field of IT, security and enciphering. "Rostec has all necessary competences for implementation of this project", - he said.

The hierarchal cathedral of Russian Orthodox Church in 2013 opposed forced and uncontested use by citizens of electronic methods of accounting and identification of the personality. It was stated in the document accepted on Hierarchal cathedral: "Church[9] considers inadmissible any forms of compulsion of citizens to use of electronic identifiers, the automated means of collecting, processing and accounting of personal data and personal confidential information"[9].

Calculations of the expenses and income connected with the electronic passport

Federal revenues in 2014-2020 from system implementation of electronic internal identity certificates of the citizen of the Russian Federation (passports) of 20 billion rubles will exceed expenses on these purposes. It was stated in materials of the Ministry of Economic Development with reference to information of the Federal Migration Service (FMS)</ref>.

According to FMS, state budget expenses on creation, implementation and support of a system of national electronic passports in 2014-2020 will make 82.8 billion rubles. At the same time, the state will gain income from collection from citizens of the state fee for issue of new documents. The FMS suggests to set it at the level of 1 thousand rubles for issue of the electronic passport to adults and 500 rubles — to children up to 14 years and to citizens 60 years are more senior. Instead of lost it is offered to take 2.4 thousand rubles for replacement of the passport.

The total revenues of the state from collection of duties on the issued passports in 2014-2020 will be equal 103.2 billion rubles, as will allow the budget to earn more than 20 billion rubles from system implementation.

Besides, the FMS calculates that cost reduction on the supplies and the special polygraphic equipment now in use for production of paper passports will give economic effect in the amount of about two billion more rubles.

The new version of the bill, the beginning of issue it is shifted for 2016

Paper passports will be issued in Russia till 2025 and to work till 2030, the head of FMS Konstantin Romodanovsky at a pravkomissiya meeting on use of IT for improvement of quality of life and conditions of conducting business activity reported on September 19, 2013.

According to Romodanovsky, the concept and the plan of introduction of new documents with the electronic medium of information are already approved, and the FMS is engaged in their implementation together with federal authorities.

The law on the main identity document of the citizen of Russia should be a basis for the similar document, he added. The FMS drafted such law, published for public discussion and repeatedly sent for consideration in departments.

The model of the plastic card in the form of which there will be an electronic passport is also developed. According to Romodanovsky, the document will be made using bezblanochny technology, using the innovation protective elements and several types of the protected printing, including the Oryol printing.

At personalisation of the electronic passport drawing the multilayer color photo consisting of the elements executed by different technologies in different layers of the document that should provide, as envisioned by the authorities, high extent of its protection against counterfeit will be performed.

"This document will not be inferior to our biometric passport, it will even exceed it. The identity certificate will be issued since the birth, the photo – since six years", - the head of FMS said

In the presence on the identity certificate of digital signature facilities citizens will be able to be identified unambiguously in the electronic environment, for example, at agreement signature on the Internet, Romodanovsky added.

It is going to put into commercial operation the system of issue of electronic identity certificates across all territory of Russia in 2016. Guaranty period of life of the card should make 10 years. Is going to begin work on their pilot use in 2015. For this purpose, according to Konstantin Romodanovsky, in 2014 it is going to select four-five regions advanced in terms of communication channels.

The first bill of the electronic passport of the citizen of Russia

On February 19, 2013 the deputy manager of the Federal Migration Service (FMS) Sergey Kalyuzhny reported that in the nearest future his department is going to submit for consideration in the government the bill of the electronic identity certificate of the citizen which should replace paper passports over time. He told about it at a meeting with the Minister of Communications Nikolai Nikiforov and the president of authorized organization "UEC"Alexey Popov. It is expected that the bill will come to the government on March 1, 2013.

Nikolai Nikiforov at this meeting said that in addition to the basic function – the identity certificate – the electronic passport should support all volume of services which will be provided using the universal electronic card (UEC).

It is possible to tell that UEC will become the forerunner of the electronic identity certificate: all technology practices and infrastructure created within this project are going to be used upon transition to electronic passports.

As well as UEC, the electronic passport will be of the size of the normal bank card. For its design, as well as for execution of the paper passport, it is necessary to pay the state fee. In a conversation with TAdviser Sergey Kalyuzhny suggested that in this case the state fee can be slightly higher, than for the paper passport.

Kalyuzhny also told that in the electronic passport information on registration of the citizen will not be recorded.

"There is a database. To whom it is necessary, that will check data on registration. We already now, for example, transfer such information to the Federal Tax Service", - he says.

The deputy administrator of FMS adds that in a form it is possible to call the electronic passport an analog of ID cards which work in the European countries.

Before getting to the government, the bill of the electronic identity certificate should undergo approval in different departments. According to Sergey Kalyuzhny, among offers which were already received by FMS - a possibility of issue of electronic passports to the citizens who did not reach 14 years and introduction of the provision regulating an order of recovery of the electronic passport at its loss.

According to the bill drafted by FMS, issue of electronic passports should begin since January 1, 2015. However, according to Kalyuzhny, this date in the final text of the document can be changed. The bill also assumes existence of a transient period during which electronic and paper identity certificates will circulate in parallel. By the end of this period in the document it is specified 2025.

On the electronic identity certificate, as well as on the universal electronic card, it is supposed to place the identification application (ID) using which it will be possible to prove the card holder's identity, to receive the public and commercial services and to make payments in the electronic environment.
