Determination and list of end-to-end technologies

Within the National Technology Initiative (NTI) end-to-end technologies were defined as the key scientific and technical directions which have the most significant effect on market development. In fact, those technologies which at the same time cover several trends or the industries belong to end-to-end.

The necessary volume of budget financing for implementation of 9 road maps was initially estimated at 547.12 billion rubles (without implementation in the industries) by/647.32 billion rubles (with implementation in the industries). After acceptance of ANO Tsifrovaya ekonomika of 4 road maps in May, 2019 the chairman of the supervisory board of this organization Andrey Belousov reported that in the federal budget for works within road maps on digital end-to-end technologies about 220 billion[1] are put[2].

Financing

In road maps different instruments of support, including grants, subsidizing of a loan interest rate, selection of financing on model of state support of programs of activity of the leading research centers (LRC), developments and deployments of industrial solutions, etc. are described.

For selection of financing purpose of a number of operators of support depending on type of technology tasks is supposed. Them should become: Ministry of Industry and Trade, Ministry of Communications and digital development, RVC, Skolkovo Foundation, Russian fund of information technology development, Fund of assistance to innovations, Russian Venture Capital Company (RVCC).

Customers, including industry and regional, developer companies and the small developer enterprises, etc. can become receivers of support.

Conditions operators of support should announce competitive selection of projects which will be able to receive financing and in October-November, specified TAdviser in the Ministry of digital development. On October 10 it was already made by RVC, having announced competition on providing grants on state support of programs of activity of the leading research centers[3].

Skolkovo determined two more winners of competition of pilot projects by conversion of priority branches of the economy and the social sphere on the basis of implementation of domestic goods, services and the platform solutions created based on end-to-end digital technologies. The Ministry of Telecom and Mass Communications development of digital technologies failed, the president's special representative Dmitry Peskov said, speaking at the online conference devoted to restart of the National Technology Initiative (NTI).

While all work on development of end-to-end digital technologies is dragged on itself by the competence center of NTI created for the last 3-4 years, Dmitry Peskov noted.

According to him, in Russia still there is no management model development of digital technologies, are not defined responsible for this process, road maps are not approved, and financing is not even determined by some of them. Owing to this fact, the bill assumes compensation within an experimental legal regime even of that damage which is caused as a result of lawful actions of its subjects - any organizations. According to the general legislative model fixed by the civil code, the harm done by lawful actions is compensated only in the cases established by the law. Our position is that the experimental legal regime is just that case which will be established by the law, - Anton Lebedev told.

  • inadvertent creation of the algorithms and decision making systems discriminating separate groups of the population because of insufficiently careful selection of the algorithms given for training;

  • a conflict of interest of society and separate groups of citizens and a public unacceptance of initiatives, including because of absence information support and preliminary work with public opinion;

  • acceptance at the state level of incorrect solutions with far-reaching effects in the form of financial, reputation and other losses for the state;

  • inadvertent violation of laws by government employees because of the unethical use of data which caused significant damage.

Authors of the report also declare some other the negative effects happening because of actions of the state concerning data:

  • difficulties and deceleration of development of artificial intelligence technologies as result of overregulation of data access;

  • date leaks.

Authors of the report see problem solving of ethics of data in Russia in the national concept or the strategy of development of the market of data observing the principles, including ethical, state regulations of the market and the considering extent of participation of the state.

RVC distributed nearly 3 billion rubles on development of end-to-end technologies between 11 winners of tenders

On January 10, 2020 RVC determined winners of competitive selections of the leading research centers (LRC) and the leading companies by product development, services and platform solutions based on "end-to-end" digital technologies. Will direct to winners of tenders of RVC 2.8 billion rubles. 2 billion rubles - to LRC, the leading companies - 792 million rubles.

At the same time the maximum permissible amount of financing from the federal budget in the amount of 5.1 billion rubles was initially provided: 2.1 billion rubles - to winners of competition of LITS and 3 billion rubles - selection of the leading companies.

Seven educational and research organizations which will develop digital technologies in cooperation with the commercial companies - industrial partners of LITS became winners of competition of the leading research centers. The total volume of costs for programs taking into account extrabudgetary funds is about 3 billion rubles.

Among winners of competition of LITS there are organizations with the following industrial - partner and programs:

  • Skolkovo institute of science and technologies (Skoltech); partners - Eltex, Radio of gigabit; "Development of the single digital platform solution providing effective design and deployment of radio access networks on the basis of the open standard of communication of new generation (5G) harmonized with international" (300 million rubles);

  • Globalinformservice; the partner - "Sozvezdiye Concern; developer of digital means of communication, digital radio aids and firm ware of means of communication; "Researches and development of technology of a radio access of a 5G/IMT-2020" (224 million rubles);

  • National research university "MIET"; the partner - "Rusat automated systems of calculation"; "The entrusted sensor systems" (300 million rubles);

  • Innopolis university; the partner - Aeroflot; "Creation of the Russian verified system of the distributed register meeting domestic safety requirements including creation of a specialized programming language for the verified smart contracts, tools for their development, execution and automatic audit (verification) on reliability and security and also interoperability mechanisms" (300 million rubles).

Winners of competition of the leading companies on product development, services and platform solutions based on "end-to-end" digital technologies will develop and bring to the market new products based on end-to-end technologies with improved, in comparison with the analogs existing in the Russian market, characteristics. As a result of project implementation multiple exceeding of total revenue from sale of new products in comparison with volumes of the state support should be provided. The total volume of costs for projects of winners of competition taking into account extrabudgetary funds is about 1.2 billion rubles.

Among winners of competition of the leading companies of the organization with the following projects:

  • Antiplagiat, the developer of the system of the same name on detection of text loans; "Pang-language analysis of big text collections in natural languages" (180 million rubles);

  • Fidesis, "Increase in level of implementation of functional parameters of a product line for digital reverse engineering Fidesis with creation on their basis of specialized solutions and cloud services (the industry 4.0), as elements of new production technologies" (129 million rubles);

RVC completed order taking for competitive selections on November 25, 2019. In total on competitive selections 82 requests from 19 cities of Russia arrived. According to RVC, on participation in selection of LITS 37 requests from 32 organizations among which the Russian universities, the state and private research organizations arrived. On participation in selection of the leading companies 45 bids from 43 Russian companies arrived.

According to the procedure of determination of winners of competitive selections as noted in RVC, all arrived requests at first passed the examination of the relevant organizations, then - consideration by expert advice which was created by RVC. The decision on recognition of applicants by winners of competitive selections was made by the tender committee created the Ministry of Telecom and Mass Communications.

The Skolkovo Foundation defined the first winners of competition on providing grants on implementation of the domestic goods created based on "end-to-end" digital technologies. Winners will receive the grants covering up to 50% of a cost for implementation of pilot projects.

The Skolkovo Foundation completed order taking for participation in competitive selection at the end of November, 2019. In total on tender more than 30 projects arrived. The commission of Skolkovo Foundation and independent examination confirmed compliance to requirements of the tender documentation of nine projects, they received positive estimates of experts.

Apply for receiving a subsidy Skolkovo, as well as other measures of support provided by the Digital Economy national program, according to the order of the Ministry of Telecom and Mass Communications, the projects meeting, in particular, the following conditions could apply:

  • the volume of the financing of the project attracted from non-budgetary sources – not less than 50%;

  • the minimum share of off-budget financing of each stage of implementation – not less than 25% of its general financing;

  • level of technology readiness according to the international methodology of TRL in the range from 7 to 9 level inclusive;

  • providing by legal, organizational and technology model of implementation of a scaling option of the technological solution for other customers.

The Skolkovo Foundation determined participants of task force for selection of projects, according to the order of the Ministry of Telecom and Mass Communications, including proceeding from presence of competences at them by the directions of development of the end-to-end digital technologies specified in the corresponding road maps. The following representatives of business were a part of task force Skolkovo thus in chastnshst:

  • area director Big Data Mail.Ru Group Roman Styatyugin;

  • head of scientific research in the field of intellectual robotics in laboratory of robotics of Sberbank Alexander Semochkin;

  • director of a product in Waves Enterprise Artem Kalikhov;

  • project director of Rostelecom Sergey Hanenkov;

  • program manager of technology strategy Gazprom Neft Anton Beskhodarny.

Since 2020 on implementation of domestic digital technologies it will be possible to obtain a soft loan under 1-5%

In the federal budget for 2020 for preferential crediting of the projects providing implementation of domestic goods, services and platform solutions based on end-to-end digital technologies 3.66 billion rubles are taken away. Their number can include the projects implemented or in the industries specified in road maps in the directions of development of end-to-end digital technologies or those which are defined by the relevant decree of the president as priority. Road maps of development of end-to-end digital technologies assume such industries of their implementation as mining industry; geological exploration; the processing productions; agriculture, forestry, hunting, fishery and fish breeding; power industry; transport, storage and logistics; construction; trade; hotel business; information technologies and communication; finance; insurance; social sphere; health care; education; state administration; defense and security; space activity.

In 2020 the state will select 3.66 billion rubles for preferential crediting of projects with use of end-to-end digital technologies, declared in the Ministry of Telecom and Mass Communications

Preferential crediting, according to the government decree about the approval of rules of providing to projects with use of end-to-end technologies of subsidies from the federal budget, is provided by banks till six years on a minimum rate - from 1% to 5% per annum. At the same time Minkosvyaz compensates to authorized bank 100% of a rate of the central bank of the Russian Federation - a difference between favorable interest rate and the current interest rate of the Central Bank for receiving the credit - through providing a subsidy. This resolution is accepted the government on December 5, 2019.

As told TAdviser in the Ministry of Telecom and Mass Communications, the draft of the order of the ministry approving stages of competitive selection of banks for support of projects with preferential crediting is on final approval. The decision on selection of bank for support of projects will be made by the commission which will be approved by the internal order of the ministry.

Besides, the commission will be guided by the following criteria designated in the corresponding government decree:

  • the taxes paid in a complete size, charges, insurance premiums, a penalty fee, penalties, percent;

  • completely returned subsidies, budget investments and lack of other arrears to the federal budget;

  • lack of process of reorganization, liquidation, bankruptcy and suspension of operations;

  • the status of the Russian legal entity and lack of the foreign capital in an authorized capital;

  • lack of receiving from the federal budget of funds on the basis of other regulatory legal acts for the purposes, similar to preferential crediting;

  • existence of the capital in the amount of not less than 20 billion rubles;

  • existence of credit rating is not lower than the BBB-(RU) level on a national rating scale for Russia analytical credit rating agency and/or credit rating not lower than the ruBBB-level on a national rating scale for Russia of RAEX rating agency;

  • activity term taking into account reorganization - not less than 5 years.

Selection process of banks for participation in selection as assume in the Ministry of Telecom and Mass Communications, will consist of three stages:

  • placement by the ministry on the official site of the notification on carrying out selection;

  • acceptance and registration of requests by the ministry;
  • determination of the ministry by the commission on the basis of the corresponding assessment of banks of participation in selection on receiving a subsidy.

Two road maps on end-to-end digital technologies from seven were sent back for revision after two days of consideration by the government and the companies. The Deputy Prime Minister Maxim Akimov on the sidelines of the forum "Global Technological Leadership" told on December 7, 2019 journalists about it.

According to him, in the road maps which are sent back for deep revision big intellectual work was done, but organizational mechanisms and extent of study on measures of support were insufficient. It is about quantum sensors and quantum metrology and also technologies of the distributed register, he noted.

In documents the current level of development of each of technologies, effects of their development and target indicators, necessary actions, financing, implementation terms is described.

The general necessary amount of financing of development of technologies till 2024 is about 851.7 billion rubles from budget and non-budgetary sources. This amount consists of assessment of necessary financing in each direction taking into account the available limits, explained TAdviser in the Ministry of digital development. The maximum amount necessary for development of technologies for assessment of authors of road maps exceeds 1.115 trillion rubles.

The greatest money will be demanded by development of technologies of artificial intelligence - 391.7 billion rubles. Five most expensive subtechnologies - the recommendatory systems and decision making support systems (137.6 billion rubles), computer vision (84.7 billion), natural languag processing (63.5 billion), recognition and speech synthesis (63.5 billion) and perspective methods and technologies in AI (42.3 billion) also belong to this direction.

On October 8, 2019 Ministry of Telecom and Mass Communications Russia announced competitive selection of the operator on support of projects of conversion of priority branches of the economy and the social sphere on the basis of implementation of domestic goods, services and the platform solutions created based on end-to-end digital technologies.

The Ministry of Telecom and Mass Communications will select the operator on support of projects based on end-to-end technologies

For participation in selection of the organization should send to the Ministry of Telecom and Mass Communications of the Russian Federation of the request with the application of the following documents:

  • the list not less than 500 organizations performing research activity and commercialization of its results in priority branches of the economy and the social sphere in the directions of development of "end-to-end" digital technologies concerning which the organization performs a maintenance and support;
  • the list not less than 50 organizations – industrial partners and other technology companies, in priority branches of the economy on the basis of services agreements on the investment attraction and services, including consulting, on commercialization of results of research and development, including selection and acceleration of the technology companies which will become suppliers of technologies for strategy implementation or programs of development of the industrial partner concerning which the organization performs interaction.

Requests will be accepted till October 14, 2019.

The following directions belong to end-to-end technologies:

In total within three years it is supposed to select 88.5 billion rubles for the federal project "Digital Technologies and Projects" which assumes creation of end-to-end digital technologies mainly on the basis of domestic developments. From them 21.5 billion rubles - in 2019, 25.5 billion - in 2020 and 41.6 billion - in 2021.

Rostec, Rosatom, Sberbank and Rostelecom signed agreements with the government on development of disruptive technologies

On July 10, 2019 in the Kremlin in the presence of the president Vladimir Putin the ceremony of exchange of agreements of intent between the Government of the Russian Federation and the largest organizations with state participation for the purpose of development of a number of the hi-tech directions which are earlier defined as end-to-end technologies was held.

Within agreements it is necessary to develop "road maps" on each of the hi-tech directions. They should contain target indicators of technology development: production volume and sales of products based on these technologies, security with a scientific and technology and production infrastructure, etc.

It is necessary to determine also the amounts of financing, necessary for development of these directions. According to the Deputy Prime Minister of the government Maxim Akimov, at the time of agreement signature for the present there is no budget project. As envisioned, he specified, the main part of means is invested by the signer companies of agreements, and the share of budgetary funds in percentage terms will be absolutely small [6].

Road maps of development of end-to-end technologies prepare within the federal draft "Digital Technologies" of the Digital Economy of the Russian Federation national program. On the eve of the meeting of the supervisory board also there took place public discussion of road maps with participation of a wide range of experts.

Operators of development of road maps involved over 30 experts in each developed document.

Road maps on end-to-end technologies should be entered to the government in June.

The card according to Big Data is developed

On May 24, 2019 the NCI announced development of the road map according to Big Data.

Preparation of the Road map took place from March 30 to May 15, more than 250 specialists participated in processes of information exchange according to the road map. During this time the NCI together with partners held three working meetings in which 52 experts from the scientific and commercial organizations and also public authorities took part. In cooperation with the market of NCI submitted the actions plan on development of technology of Big Data consisting of 48 actions, calculated till 2024. The document creates the joint action plan of business community and federal and regional executive authorities on development and application of the analysis of data bulks for achievement of technological leadership, ensuring economic development and social progress of the Russian Federation, an exit of the Russian companies to international markets.

In the road map six subtechnologies of Big Data in which logic of development the document is created are selected. These are the technologies providing traceability and interoperability of data; software-defined (distributed) data warehouses; technologies of processing, utilization of data with use AI ML; enrichment technologies of data; the technologies providing use of the entrusted (qualitative) data for BI; predictive analytics. On March 30, 2019 the ROSATOM State Corporation summed up the results of tenders on development of road maps on development of nine "end-to-end" digital technologies. The relevant protocols are published on the portal of state procurements[7][8][9][10][11][12][13][14][15].

Total amount of all announced procurement procedures was 109 million rubles. At the same time, many participants of tender offered the services actually free of charge. In 7 tenders from the 9th the winner undertook to perform work for 1 kopek, in one - for 1 ruble. The participants who gathered the maximum estimates on qualification practically everywhere "flew by" by price parameter as to fight against 1 kopek is unreal.

Thus, will be engaged in development of road maps:

From contractors wait for carrying out the analysis of factors of the technology offer (a scientific and technical and technology backlog), assessment of requirements on appropriate technology and determinations of priority subtechnologies (a subset of the technologies creating "end-to-end" digital technology).

The road map should create the joint action plan of business community and executive authorities on development and use of "end-to-end" digital technologies for achievement of technological leadership, ensuring economic development and social progress of the Russian Federation, an exit of the Russian companies to international markets.

Besides, contractors will have to define measurable strategic objectives and target effects of development of "end-to-end" technologies. In addition it is required to set long-term reference points for activity of subjects of support within the federal draft "Digital Technologies", including the leading research centers, universities, the scientific organizations, the companies, digital platforms, etc.

Works should be performed in 1 stage – from the moment of the conclusion of the public contract till September 30, 2019. Within execution of works, contractors will have to carry out a number of discussions with involvement of experts.

Text reports, presentation materials, digital interactive web services with contents of the road map and also lists of the involved experts will become a result of projects.

Competition on development of road maps is announced

On March 1, in the first day of spring, Rosatom announced long-awaited competitions on development of road maps on end-to-end digital technologies, including – on technologies of the distributed register (blockchain). The cost of development of the most road map on a blockchain small - 11.7 million rubles, however according to the road map should be built the state support a blockchain industry till 2024.

As well as any similar strategic document developed for public funds, "road map" it is burdened by a set of requirements and formulations which, obliging to perform the whole complex of works with use of certain tools (that, in fact is correct), at the same time blur the purpose of work a little – to receive a target image and a set of measures of the state support for further development a blockchain industry in Russia. The government will select 21 billion rubles of subsidies for development of a blockchain, Big Data and artificial intelligence

On February 18, 2019 the Ministry of Telecom and Mass Communications defined measures of support of so-called end-to-end technologies — a blockchain, Big Data, artificial intelligence, quantum computings, robotics, technology of virtual and augmented reality.

Department published four drafts of governmental decrees with rules for apportionment of subsidies for development of end-to-end technologies. Only in 2019 the state is going to select about 20.8 billion rubles for such developments, Vedomosti with reference to the director of "Digital technologies" of ANO Tsifrovaya ekonomika of Sergey Nakvasin writes.

The Ministry of Telecom and Mass Communications defined measures of support of end-to-end technologies

The Fund of Information Technology Development (FITD) will distribute 5 billion rubles between the companies, money will go for development and deployment of domestic IT products, services and platforms in regions. No more than 5% of subsidies it will be enclosed in FRITH'S work.

1.7 billion more rubles from the budget will be selected for subsidizing of interest rates in the amount of a key interest rate of the Central Bank.

5 billion rubles will go to pilot projects of the most worked technologies for the priority industries — health care, education, the industry, agriculture, transport, power, etc. The Skolkovo Foundation will distribute money. To receive them, the companies should attract at least 30% of off-budget financing in the project and guarantee that the technology will allow the companies using it to treble revenue for the fourth year after the beginning of the pilot.

Besides, 2.1 billion rubles are going to be spent for grants which RVC through fund of technology projects will distribute to "the leading research centers". By the passport of the federal project "Digital Technologies", RVC will issue 3 billion more rubles to the companies occupied in projects on end-to-end technologies, Sergey Nakvasin told.[16]
