Expert advice at the Ministry of Telecom and Mass Communications according to the Russian software

Structure of council

On December 31, 2015 the Minister of Communications Nikolai Nikiforov signed the order on the approval of structure of Expert advice according to the Russian software at the Ministry of Telecom and Mass Communications of the Russian Federation. Nikiforov headed council, the Deputy Minister of Telecom and Mass Communications Alexey Sokolov became the vice-chairman.

Representatives of Minpromtorg, Ministry of Finance, Federal Antimonopoly Service, Pension fund and Federation Council (their names in the Ministry of Telecom and Mass Communications are not revealed) and also heads of several Russian IT companies and associations were a part of council.

In particular, members of council became:

• Dmitry Andrianov, CEO of Prognoz company;
• Evgenia Vasilenko, chief executive of ARPP "Domestic Software";
• Alexander Golikov, chairman of the board of directors of Ascon company;
• Dmitry Dyrmovsky, CEO of Center of Speech Technologies company;
• Natalya Kasperskaya, CEO of InfoWatch group;
• Valentin Makarov, president of NP RUSSOFT and board member of APKIT;
• Boris Nuraliyev, director of 1C Company;
• Alexey Smirnov, CEO of Alt Linux company.

Council will carry out expertize on inclusion of data on the software in the register of the Russian software.

Beginning of formation of council

On December 23, 2015 the Ministry of Telecom and Mass Communications announced the beginning of formation of expert advice which will carry out expertize on inclusion of data on the software in the register of the Russian software. This work is conducted within implementation of regulations of Federal law No. 188-FZ of June 29, 2015 which defined an order and conditions of recognition of software coming from the Russian Federation and also creation of the corresponding register.

Council should include representatives of departments — no more than 40% of the total number of members of council, participants according to offers of associations of the Russian software developers — not less than 50% of the total number of members of council, the scientific and educational organizations and also the organizations performing the innovation activity or support of such activity.

Associations which members are the Russian software developers could direct the information about candidates for inclusion in the structure of expert advice together with the brief curriculum vitae of candidates by e-mail: reestr@minsvyaz.ru.

The register of software is created for expansion of use of the Russian software, confirmation of its origin from the Russian Federation and also for the purpose of rendering measures of the state support to owners of software.

According to the accepted order of the Government of the Russian Federation No. 1236 of November 16, 2015 about prohibition on the admission of the software coming from the foreign states for implementation of state procurements, the Ministry of Telecom and Mass Communications also prepared the draft of the qualifier of software containing characteristics of reference of the software to this or that class and rules of its application. It also should be published until the end of 2015.
