Federal e-government

Efforts which made Russia in development of the electronic government and availability of infocommunication technologies to the population did not take place unnoticed: in global indexes on development of network society of a position of the Russian Federation improve from year to year though so far it did not manage to be beaten out in the first twenty of the world countries. Based on 2014, Russia took the 50th place in the world on readiness for network society and the 27th place on readiness for the electronic government.

GP "Information Society" continues to be formatted from year to year: according to the latest revision, in it four subprogrammes are left. Some target indicators of the program for 2014 were exceeded, but not all: availability of public services in electronic form remains a problem area. Besides, in January, 2015 for the third time the offer to reduce the budget of the program was heard.

Interview with experts
For 2014 the government of the Tyumen region will make significant progress in development of network of the multifunction centers (MFC). Alexander Albychev, the director of the department of informatization of the Tyumen region told about progress and plans for further improvement of the state services TAdviser.

One of the main problems on the way of the Russian Federation to digital society is extremely uneven penetration of infocommunication technologies in territorial subjects of the federation. Though in general indicators of use high technology grow in the industry of the government, education and health care, the difference between single areas can reach hundreds of percent on single parameters.

The size of the market of regional informatization at the end of 2014 was up to 100 billion rubles. In general the picture of informatization of the subjects of the Russian Federation remains "scrappy": there are Moscow and St. Petersburg which advance on rates of development of the state IT services regions of the country by the half-body, there are regions with the best practices, "middling persons" and lagging behind. The minimum annual ICT budgets of the subjects of the Russian Federation makes 50-100 million rubles, the average annual budget on informatization – 200-500 million rubles.

Successful projects
the BSS Engineering Company by request of the Moscow Department of Information Technology developed and implemented the information system "City Processing Center". It provides information and technology support of the functions of the Moscow Department of Social Protection connected with providing the address social help to citizens using electronic social certificates.
Principal directions of informatization

At the end of December, 2014 the Government of the Russian Federation approved the concept of regional informatization till 2018. Development of the concept of regional informatization is especially relevant as during the period from 2010 to 2014 there was no document coordinating process of informatization in the subjects of the Russian Federation. The concept defines key priorities of development of the state information services in 14 key spheres and also standard IT infrastructure of the modern region and its key components is described.

The system of interdepartmental electronic interaction is key and one of the most ambitious projects in the field of development of the electronic government of the current year. For January, 2015 availability of the SMEV key services significantly grew and began to approach target indicators in some regions of the country. Nevertheless, use SIEI still remains heterogeneous in the territory of the big country what data of regular monitorings of the Ministry of Telecom and Mass Communications confirm.

Since January 1, 2017 issue of UEC to all citizens who did not submit applications for issue of UEC till December 31, 2016 and did not file declarations of abandonment of their receiving is supposed. Shift of terms is caused by need of synchronization of obligatory release of UEC and the beginning of project implementation on implementation of the electronic passport (according to the relevant decisions of the Government of the Russian Federation). By the end of 2014 applications for obtaining UEC were already submitted by about 600,000 people.

Implementation of the universal electronic card (UEC) in scales of the whole country is one of the most ambitious projects of Russia in the field of information technologies. However, so far use of UEC moves ahead slowly, and JSC UEK suggests regions to invest in necessary infrastructure of support of the circulation of maps. On rates of implementation and use of UEC Tula region, Chuvashia, the Tyumen and Astrakhan regions, the Komi Republic are in the lead (for February, 2015).

In December, 2014 the Government of the Russian Federation approved the "Concept of informatization of regions" calculated till 2018. The IC Ukrainian Orthodox Church completely supports standard processes of rendering the address social help to the population in the region, providing a possibility of non-cash payments during the receiving services or purchase of goods by means of social cards (other means of payment).

In declarations year of release of the car but only its brand and model therefore the rating is hypothetical and considers the prices of new cars of such model according to producers for 3/11/2015 is not specified. If the car of specific model has several complete sets, the smallest in cost was taken into consideration.

Foreign experience

World expenses of the government organizations on IT will make $449.5 billion in 2013. Till 2017 the gain will be stable, but small: at the level of 1.3% annually.

The U.S. President Barack Obama offered the federal IT budget for 2013 in the amount of $78.9 billion that is 0.7% lower than the IT budget of 2012. Gain the cyber of security and development of the electronic government, in particular, of methods of interaction of citizens and business with the state agencies will become key priorities of IT expenses of the USA in 2013.

One and all European Union countries support implementation of services of the Electronic government, generally for the realization account of national activities though considerable efforts in this area are made also at the level of European Commission.

In 2012-2014 IT state procurements of Great Britain will make 4 billion pounds sterling only in an appartny part, without taking into consideration purchase software and large-scale G-cloud and NHS projects.

NeGP (National e-Governance Plan) is a plan of the government of India for development of electronic public services for the population of the country. Implementation of the plan is controlled by Department of information technologies of the Ministry of Communication and Information Technology of the government of India.
