On July 10, 2019 the state corporation Rostec in the presence of the President RUSSIAN FEDERATION Vladimir Putin signed from Government of the Russian Federation the agreement of intent on joint development of four hi-tech areas – technologies of the distributed register, quantum sensors, the last generations narrow-band wireless communications for Internet of Things and communications of near and average ranges and also the last generations of mobile wireless communication (5G) (together with "Rostelecom").

Agreements provide combined actions of Corporation and government. Within implementation of the road map Rostec will be responsible for carrying out research and development, implementation of own investments and the investment attraction of the third parties, involvement of the international specialists, production and promotion of products, creation of one or several competence centers, the organization of consortia, acceleration and the venture funding of startups, creation of the mechanism of involvement of partners.

The government in return will have to provide effective coordination of interaction of state bodies with contractors of the road map, creation of the comfortable regulatory environment for development and implementation of high technologies, application of measures of tax incentives, a financial support, use of tools of a system of public procurements of goods and services for the benefit of stimulation of demand for domestic hi-tech production, creation of necessary conditions for preparation of the corresponding personnel, involvement of the scientific, research and educational organizations for implementation of agreements.

The approval of the concept on creation of narrowband wireless networks of communication of IoT

On April 5, 2019 it became known that the Ministry of digital development, communication and mass communications of the Russian Federation approved the concept on creation of narrowband wireless networks of communication of Internet of Things in the territory of the Russian Federation. The concept was developed within the Information Infrastructure direction of the Digital Economy of the Russian Federation national program.

The approval of the concept on creation of narrowband wireless networks of communication of Internet of Things in the territory of the Russian Federation was announced by the press secretary of the Ministry of Telecom and Mass Communications Evgeny Novikov.

According to the concept, narrowband wireless networks of IoT will be applied in housing and public utilities, logistics, transport and the industry. In the licensed radio frequency bands they are provided by three standards: EC-GSM (900, 1800 MHz), eMTC (LTE eMTC, LTE ranges is also called) and NB-IoT - LTE ranges, including 450, 800, 900, 1800, 2100, 2600 (FDD). Actually all three technologies are not independent standards, and represent development of the existing standards of cellular mobile communication which will be finished for satisfaction of needs for connection of low-power devices.

Standards of narrowband wireless networks of communication of IoT in license-free bands, according to the concept, the approved Ministry of Telecom and Mass Communications, it is possible to separate into two groups. On the one hand, it is a set of supernarrow-band technologies of domestic development Martin, JSC Glonass, NB-Fi and also technology of Altonika company. They are in many respects similar to Sigfox technology, more widespread in other countries. On the other hand, it is narrow-band LoRa technology (radio interface) or LoRaWAN (the description of protocols of higher levels includes).

For the provided standards the most demanded RF spectrums are the ranges of 863-876 MHz and 915-921 MHz. As it is specified in the document, in terms of radio-frequency providing all technologies except for JSC Glonass are considered only for license-free use.

Supernarrow-band technologies are in many respects focused on a business model in which the developer of technology implements both functionality of the aggregator of information, and providing services for the organizations which unrolled a radio access network. The concept of connection to the Internet of 100 thousand socially important objects is approved

On February 28, 2019 it became known that the Government of the Russian Federation approved the Concept of connection to the Internet of socially important objects. More than 100 thousand objects are about providing access in the Internet: educational institutions, medical and obstetrical centers, police stations, National Guard of the Russian Federation, fire brigades, military commissars, public authorities and local government.

Earlier providing with broadband access in the Internet (ShPD) of socially important objects was put in the Digital Economy program. The first version of this program together with the actions plan for the section "Information infrastructure" was adopted in 2017. Then in documents it was told about connection to the Internet of bodies of the state and municipal authority and the medical organizations.

At the end of 2018 the national program "Digital Economy" and the federal project "Information Infrastructure" were approved. In them the number of objects for which Internet access is necessary was considerably expanded, it matches the list of the organizations designated in the mentioned Concept.

So, in the federal project "Information Infrastructure" it is about connection to the Internet of fire brigades and posts in small localities. The Ministry of Civil Defence, Emergencies and Disaster Relief (Ministry of Emergency Situations) together with the authorities of territorial subjects of the federation will make the list of fire brigades which need in connection to the Internet, together with requirements to communication channels for them.

The relevant documents will be transferred in the Ministry of Telecom and Mass Communications. Then the contractor by this project will be determined at tender or a solution of the government. The federal budget in 2019 will spend 500 million rubles for the designated purposes, in 2020 - 1 billion rubles, in 2021 - 2.5 more billion rubles So all connection of fire brigades to the Internet will cost to the federal budget 4 billion rubles.

Other planned action - connection to the Internet of local police stations, territorial authorities of the National Guard of the Russian Federation and divisions of the National Guard Troops including in which the persons having special ranks of police in small localities serve.

The Ministry of Internal Affairs (MIA) and the National Guard of the Russian Federation together with the authorities of territorial subjects of the federation will have to make the list of objects which need to be connected to the Internet, together with requirements to communication channels. The relevant documents should be transferred to the Ministry of Telecom and Mass Communications. After that contractors on this project will be selected at tender or by adoption of the government decree.

The federal budget in 2019 will spend 1.65 billion rubles for these purposes, in 2020 - 2.15 billion rubles, in 2021 - 3.65 more billion rubles So all connection to the Internet of district police officers politseyky and divisions of the National Guard of the Russian Federation will cost to the federal budget 7.45 billion rubles.

Besides it is supposed to provide with Internet access all military commissariats. The Ministry of Defence will have to make the object list which need to be connected to the Internet, together with requirements to servicing to their communication channels. This list will be transferred in the Ministry of Telecom and Mass Communications. The contractor by this project will be determined by the government - holding competitive procedures is not supposed.

The federal budget will spend for the answering purpose in 2019 156 million rubles, in 2020 - 312 million rubles, in 2021 - 468 million rubles So connection of military commissioners to the Internet will cost to the federal budget 936 million rubles.

The action connected with connection to the Internet of public authorities and local government remains. The federal budget will select 10.425 billion rubles for these purposes, this amount approximately in equal proportions will be separated between 2020 and 2021.

Will be engaged in the project the Ministry of Telecom and Mass Communications together with the Central Election Commission (CEC). The contractor on this project will be selected at tender or by adoption of the government decree. At the same time data services for federal authorities and state non-budgetary funds as the uniform contractor will be provided by Rostelecom which is an operatoromediny data network.

One more action consists in creation of a control system of provision of services of communication for socially important objects. For this purpose at first lists of parameters and figures of merit and regulations of services, methodical providing and a program-hardware complex of control of provision of services of communication will be developed for such objects.

Then testing aids will be developed and modules of a hardware and software system of provision of services of communication for such objects are debugged.

In 2020 pilot zones of control of provision of services of communication for socially important objects will be created. Until the end of 2021 the quality control system of provision of services of communication will earn from all territory of the country.

Hardware and software systems of control of provision of services of communication the federal budget will select for equipment of socially important objects in 2019 390 million rubles, in 2020 and in 2021 - 170 million rubles So all on these purposes budgetary funds for the amount of 730 million rubles will be required. The project will be supervised the Ministry of Telecom and Mass Communications and Rossvyaz, the contractor will be selected at tender.

Thus, all in 2019-2021 the federal budget will spend 12.39 billion rubles for connection to the Internet in fire brigades, police stations and divisions of the National Guard of the Russian Federation in sparsely populated points of the country and also about military commissariats on all territory of the country.

Taking into account the plans for connection to the Internet of public authorities and local government which are earlier put in the Digital Economy program expenses of the federal budget will make 22.8 billion rubles. And taking into account a quality control system of services for socially important objects - 23.5 billion rubles.

For the solution of a problem of providing access in the Internet of socially important objects the state will support construction federal LTE- networks in the range of 450 MHz, spoke earlier Deputy Minister of Telecom and Mass Communications Oleg Ivanov. For February, 2019 in the majority of regions of frequency in the range of 450 MHz belong to mobile operator Tele2 which co-owner is Rostelecom. In a number of regions, including Moscow St. Petersburg, Moscow and Leningrad areas, such networks are already started.

Rostelecom (will provide fiber optic communication lines) and state enterprise "Russian Television and Broadcasting Network" will participate in the project of construction of federal network LTE-450, in addition to Tele2 (RTRS, will provide masts for placement of base stations).

At the same time LTE-450 network will be only one of methods of connection of socially important objects to the Internet, reported in CNews. Such method of connection will be convenient in rural areas. In the cities many of the designated objects have an opportunity to be connected on fiber optic lines. In the most hard-to-reach spots connection will be performed on the satellite.[3]

For socially important objects Rostelecom and Tele2 are ready to be engaged in creation of a cellular network

The Ministry of Telecom and Mass Communications supported the offer of Rostelecom, T2 Mobile LLC and Federal State Unitary Enterprise RTRS on determination of the only service provider of broadband wireless access for socially important objects, including the National Guard of the Russian Federation, the Ministry of Emergency Situations and the Ministry of Internal Affairs of the Russian Federation, ID Kommersant reported on February 12, 2019 with reference to the letter of the Deputy Minister of Telecom and Mass Communications Evgeny Kislyakov to Analytical center at the government. Testing of services is offered to be held in 2019 in the Tver, Pskov and Novgorod regions using the domestic equipment, said in the document. The Deputy Minister of Telecom and Mass Communications Oleg Ivanov confirmed the fact that the Ministry of Telecom and Mass Communications studies such project with Rostelecom, Tele2 and RTRS.

The presidium of the government commission on digital development and IT should consider on February 13, 2019 the concept of connection to the Internet of socially important objects prepared the Ministry of Telecom and Mass Communications, Oleg Ivanov specified. According to the concept, the educational organizations, public authorities and local government, regional and territorial election commissions, medical and obstetrical centers, fire brigades and posts, local police stations, territorial authorities and divisions of the National Guard of the Russian Federation, including OMON treat socially important objects. In total to network till December 25, 2021 it is going to connect more than 100 thousand such objects, will be used for this purpose both wire, and wireless communication links, follows from the document.

According to documents of the Ministry of Telecom and Mass Communications, the general project budget till 2024 is estimated approximately at 73 billion rubles. From this amount in 2019 5 billion rubles, in 2020 — 8.652 billion rubles, in 2021 — 13.065 billion rubles will be selected for connection and payment of traffic of social objects from the state budget, Oleg Ivanov specified.

It is supposed that wireless Internet access will be provided by the uniform contractor, i.e. consortium of Rostelecom, Tele2 and RTRS, and the contractor of wire line access will be defined based on tender in each subject.

According to him, it is offered to draw communication fiber lines to objects of RTRS, further the base stations of LTE working in different frequency ranges will be connected to these lines. Under assumptions of the Deputy Minister of Telecom and Mass Communications, the contract with the contractor can be signed in April-May, 2019. According to him, two domestic manufacturers of base stations and one vendor localized in the Russian Federation, but "still binding agreements not signed" also became interested in the project.

Transtelecom is considered as the possible collaborator on the project of creation of a federal cellular network for socially important objects, claim in the press service of operator. The company is going to participate in tenders, studies technical solutions and studies sales opportunity of a pilot project.[4]

The digital profile of the citizen will begin with service of bank loans

Service of providing a bank loan without filling of questionnaires and presentation of paper documents can become a pilot project of start of a digital profile of the citizen. It follows from the concept in general approved by the working group "Normative Regulation" at ANO Tsifrovaya economika which meeting took place on February 6, 2019 on the platform of the Ministry of Economic Development of the Russian Federation.

The digital profile of the citizen created within the federal draft "Information Infrastructure" of the Digital Economy national project allows to get data access of the state information systems. 2018: The Deputy Minister of Telecom and Mass Communications Alexey Kozyrev on IT Gov Day - about development of digital state platforms

Alexey Kozyrev, the Deputy Minister of Telecom and Mass Communications of the Russian Federation, in the presentation at the conference told TAdviser IT Government Day about plans for the next 3 years on development of the state digital platforms - platforms of identification, the integration platform for transfer of machine-readable data, the state data mart on the Internet and also about perspectives of digital integration at the EurAsEC territory. The projects connected with the state digital platforms belong to the section of infrastructure of the Digital Economy program.

The Unified identification and authentication system as it is popular can become a prototype of future platform of digital identification and authentication – in it more than 65 million citizens are registered. Since July, 2018, explained to the deputy minister, the biometrics will be added to a Unified identification and authentication system, and further it is going to add authorization function, i.e. verifications of powers of a character, and an opportunity to use the EDS from a cloud.

The second platform, important in the context of development of digital economy, – an integration bus of data. With its help machine-readable data should be transferred from a source of master data to all systems where they will be used. It is, including, about data of the commercial sector of economy. SIEI de facto outgrew the initial functionality, stated the deputy minister, she is used not only for state functions now, and for various integration processes. The Ministry of Telecom and Mass Communications are going to develop further its functionality to construct a uniform data model on the basis of this system, to build technical standards of creation and data exchange.

Alexey Kozyrev also concerned economic processes in the territory of EurAsEC in the context of digital integration. The actions plan on development of information infrastructure within "Digital economy" is submitted

Submitted to the Ministry of Telecom and Mass Communications of the Russian Federation within the Digital Economy program the actions plan in the Information Infrastructure direction for 2017-2020. At the same time, measures and indicators of key achievements are counted in it till 2024.

In the document it is told about three main objectives of the Information Infrastructure direction. First, communication networks should satisfy requirements of economy on collecting and data transmission of citizens, business and the power taking into account the technical requirements imposed by digital technologies. Secondly, domestic infrastructure of storage and data processing should provide providing to citizens, business and the power of available, steady, safe and cost-efficient services, including to allow to export services in storage and data processing. And the third purpose is a development and functioning of digital platforms of work with data for ensuring needs of citizens, business and the power.

On December 18, 2017 the plan is approved by the government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity.


Financing

The total amount of financing of the Information Infrastructure direction is about 427 billion rubles. At the same time, from the federal budget it is going to select 98.6 billion rubles, extrabudgetary funds - 328.5 billion rubles.

Main objectives

The actions plan includes 17 main objectives which the responsible organizations and departments should execute till 2020:

  • Define the needs for services of broadband access to Internet network and create the General scheme of development of communication networks of the Russian Federation for 2017-2024.
  • Provide a possibility of broadband access to Internet network for the population
  • Provide broadband access treatment-and-prophylactic to Internet network
  • Provide broadband access of educational institutions to Internet network
  • Provide broadband access to Internet network of all public authorities and local government
  • Provide a covering of objects of transport infrastructure (including federal highways and railway infrastructure) with communication networks with a possibility of wireless transmission of a voice and data
  • Implement technologies of a mobile radio communication of a 5G/IMT-2020 in the Russian Federation
  • Create the Global Multifunction Infocommunication Satellite System (GMISS) for a covering of the territory of the Russian Federation and the world
  • Build narrowband wireless networks of communication of Internet of Things in the territory of the Russian Federation

Key indicators

Key indicators are expected the period from 2018 to 2024. So, in 2024 97% of households should have broadband access in the Internet at a speed not less than 100 Mbps. All public medical institutions should be provided to broadband access at a speed not less than 1 Mbps at satellite connection and not less than 10 Mbps at fiber-optical in 2018.

In 2024 all educational institutions and also public authorities and local government should be provided to broadband access Internet at a speed not less than 100 Mbps. By the same time all objects of transport infrastructure should be provided with a steady covering communication networks with a possibility of wireless data transmission. At the same time, in 2018 their share already should be at the level of 96.5%. Also the plan of achievements contains indicators on development of networks of fifth generation (5G).

From 2018 to 2024 in the number of reference DPCs in federal districts it has to be increased from 2 to 8. Power of the Russian DPCs in 2024 should be 80 thousand with firmness - places. Same year the share of Russia in the world volume of rendering services in storage and data processing should grow to 10%.

To the middle of 2019 requirements for use of the state single cloud platform by public authorities and local government should be normative defined and also the plan of transfer of their information systems and resources to the state single cloud platform ("state cloud") is approved. At the same time, input of "state cloud" in commercial operation is planned for the end of 2019. From this point and until the end of 2020 on this platform 60% of federal and 40% of regional information systems should migrate. In general by 2024 the share of the state systems transferred to "state cloud" should increase to 90%.

The share of the certified DPCs providing services to public authorities and local government in 2020 should make 30%, in 2024 – 100%.

In addition, in 2024 not less than 10 industry industrial digital platforms for the main data domains of economy will be implemented. The share of branches of the economy which digital platforms are integrated with the domestic platforms providing the unified entrusted environment for work with data will make 100%. The share of economically developed territories of the Russian Federation in which the uniform state transmission medium of navigation and logistics information is created will reach 90%. The share of the Russian data of remote sensing of the earth in the total amount of the data used in the Russian geographic information systems should reach the same indicator. Besides, in 2024 creation of the Unified electronic cartographic basis should be complete.

Public discussion of the development plan for infrastructure of digital economy

On November 27, 2017 Competence center in the Information Infrastructure direction of the program of "Tsifrovaya economika Rossiyskoy Federatsii" (PJSC Rostelecom) and the Working group "Information Infrastructure" at ANO Tsifrovaya economika (will organize work of group of PJSC MegaFon) submitted the draft of the actions plan on development of information infrastructure for digital economy for public discussion. The document is posted on the website regulation.gov.ru.

"Pilotless transport, platforms of virtual reality and biometrics, telemedicine, remote education, the "smart" city – development of these digital ecosystems can bring by different estimates, an additional gain of economy from 0.4 to 0.9% of GDP a year. Such ambitious results can be achieved, having only created the ICT infrastructure capable to provide the current and perspective demands of citizens, business and the state in transfer, storage and data processing, - the Vice president for strategic initiatives of PJSC Rostelecom, the head of Competence center of Eyes Boris noted. – The plan provided today - result of joint work of the leading market participants who, despite of competitive contradictions, could develop the consolidated vision in the main directions of development of infrastructure for digital economy. Now we complete process of approval of the document of the interested federal executive authorities then the document will be submitted also approval to the Subcommittee on digital economy at the Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity".

114 representatives of leading companies in the field of IT and telecommunications took part in work on the actions plan. The plan developed by expert community contains more than 300 actions with specific proposals for development of communication networks of fifth generation (5G), infrastructure of storage and data processing, creation of "digital" infrastructures for transport corridors, to ensuring equal access for citizens to digital services in the field of health care and education, to formation of infrastructure level of new type - digital infrastructure platforms.

Important feature of the developed plan is what it includes not only actions for implementation of large state infrastructure projects, but also business initiatives. So, for example, large-scale development of network of DPCs in regions with presence in each federal district, including in Khabarovsk, Nizhny Novgorod, Novosibirsk and also other cities, is supposed within the joint project of PJSC Rostelecom and Rosatom State Corporation.

The separate section of the actions plan is devoted to measures of support of creation of infrastructure components of new type – to digital infrastructure platforms. Key feature of such view of platforms is the possibility of their reuse and application in the various sectors of the economy. So, for example, the end-to-end platform of the industrial Internet, on the one hand, will allow to accelerate and simplify transition of the domestic industry to "rails" "the Industries 4.0", and with another – to stimulate development of "smart" transport, having provided the connectivity of vehicles and road infrastructure. In general, determination and creation not less than 5 digital infrastructure platforms and also development of measures of their support, including from institutes of development is provided in the actions plan.

Inclusion of a federal wireless network of LPWAN for Internet of Things

On September 5, 2017 it became known that in the Digital Economy program, the developed Ministry of Telecom and Mass Communications at the request of the president Vladimir Putin, after the approval by the Government a number of new points appeared. Including at the section "Information infrastructure" there is a point on construction of network of the LPWAN standard[5] now[6].

According to the program, until the end of 2017 the concept of development of networks of a narrowband network of communication of collecting of telemetric information in the cities from territories more than 100 sq.km. will be developed. Also the needs for services, approaches to creation and use of LPWAN network will be defined.

Plan of regulation of the market of DPCs

In April, 2017 it became known that Ministry of Telecom and Mass Communications it intends to integrate DPCs in consortium and to create the Russian system of their certification. It was stated in the draft of the Digital Economy program which the Minister of Communications Nikolai Nikiforov sent to departments for approval at the end of April, 2017.

Experts of the Cabinet of Ministers suggested to make the unlimited Internet universal

In January, 2017 the Expert advice at the government directed offers[7] for development of the Digital Economy program to the minister of the Open government Mikhail Abyzov and the Ministry of Telecom and Mass Communications. The program of digitalization, according to experts, should be focused, including, on cost reduction of entrepreneurs and citizens, ensuring freedom of the movement of goods, services and the capital, comprehensive cooperation of economic entities in digital space[8].

As for development of digital infrastructure, first of all it is necessary to provide general and unlimited Internet access. As the priority directions the expert advice also suggests to select work with Big Data, ensuring data protection, creation of services on the basis of artificial intelligence and also identification of users and engineering devices.

Within legal regulation of digital economy experts suggest to provide regulation in such segments as electronic trading, data protection and intellectual property, technology transfer. Also, according to them, it is necessary to handle issues of regulation of activity in the Russian Federation of the global digital companies and to create a regulatory framework for labor market performance in the conditions of digital economy.
