The State Administrative and Technical Inspection of St. Petersburg began to use the UAV for search of snow and a sleet on roofs of non-residential buildings. In ESSK the connectivity to engineering networks according to one request appeared

On December 20, 2018 the Netrika company reported that investors builders of St. Petersburg had an opportunity to submit the uniform application for connection of construction objects to networks of engineering facilities electronically. The application is submitted through the Single system of a construction complex of St. Petersburg (ESSK) developed by the St. Petersburg information and analytical center together with the technology partner – Netrika company – by request of Committee on informatization and communication for Project office Administrations of the Governor of Saint Petersburg. The agreement with RVC on cooperation in the field of implementation of the National technology initiative

In November, 2018 the Government of Saint Petersburg and the Russian Venture Capital Company (RVCC) agreed about cooperation in the field of implementation of the National Technology Initiative (NTI). The relevant agreement was signed by the Vice Governor of St. Petersburg Sergey Movchan and the CEO of RVC Alexander of Povalko.

The purpose of the agreement is implementation in the territory of the city of projects and programs in the field of NTI and digital development, development of venture investment and an ecosystem in St. Petersburg and also promoting of a technology entrepreneurship. Read more here.

Face recognition system testing in transport of St. Petersburg

On October 1, 2018 it became known that the Ruselectronics company and NPO Impulse entering into Rostec started system testing of face recognition of passengers of public transport in St. Petersburg. For this purpose insides of buses are equipped with 4 video cameras, and in the driver's cabin – the video recorder and the device of wireless data transmission.

The identity of the citizen is identified on the basis of two biometric parameters: 3D - an image of the person and an iris of the eye of an eye. Process of verification borrows 3-5 sec. At the same time a system is capable to recognize with an accuracy of 100% the person even if he changed appearance by means of a wig, points, beards and so forth and also at a ducking and natural aging, claim in Ruselectronics and NPO Impulse.

Function of accounting of number of the passengers who are entering and going out of the bus is also implemented. Except statistical information, it is capable to manage opening and closing of doors that will allow to refuse special sensors.

Data come to uniform storage and can be available at the request of law enforcement agencies. The system of face recognition of passengers is going to be integrated with transport management system that will allow to manage its loading.[1]

Digital development plan

In 2019 works on the Digital development plan for St. Petersburg will begin. The project will represent the mechanism of modeling, planning and control of project implementation of complex mastering of the territory - the "Dynamic digital model of development of the territory" developed on the example of the satellite town of Yuzhny. The Committee on Urban Planning and Architecture, SPb of GKU "Scientifically Research and Project Center of the Master Plan of St. Petersburg", National Center of Urbanistics LLC, City Satellite Youzhny LLC will take part in development.

The digital plan allows to predict as the territory and any of objects at all design stages and constructions will develop, to estimate the risks connected with commissioning of objects of the urban environment, to consider influence of implementable actions on mobility of the population, public transport, automobile traffic, an ecological situation, to estimate and predict investment volume and to count return of investments into infrastructure.

The bases of space data created in St. Petersburg contain huge arrays of information. The speech about data of fund of engineering researches, rules of land use and building, materials about objects of an engineering complex, industry schemes of territorial planning, etc., collected by profile authorities of the city.

Application in this area of artificial intelligence technologies and Big Data technology would allow to increase the processing speed of this data array and preparation of versions of solutions. Actually it is about opportunities of modeling of a situation at these or those scenarios of development of territories.

The vice governor of St. Petersburg Igor Alben focused attention to need of accounting for future model of the Safe City system, the systems of the Center of transport planning, the register of investment obligations of builders and other databases B[2].

In St. Petersburg tax benefits for the IT companies are accepted

In St. Petersburg the law "About Introduction of Amendments to the Law of St. Petersburg "About Tax Benefits"" regarding support of the IT sphere is adopted. On June 22, 2018 reported about it in the Committee for Economic Policy and Strategic Planning of St. Petersburg (KEPISP). The law enters the lowered tax rate on profit for the organizations investing in creation or upgrade of the centers of processing and data storage and also for the companies performing export of software. The Government of Saint Petersburg approved privileges for the IT companies

At the end of March, 2018 the Government of Saint Petersburg approved the bill on tax benefits for the IT companies prepared by committee on economic policy and strategic planning of the city. It is reported on the official site of the city government. Now the document should be considered in the Legislative Assembly of Saint Petersburg.

The bill is directed to support of the IT companies and development of IT-Business in St. Petersburg. In particular, to stimulate creation in the city of commercial DPCs, the bill suggests to lower income tax rate to 13.5% (12.5% in 2019-2020) for the organizations performing economic activity on management of a computer hardware, data processing, provision of services on placement of information and also gaining income from activity of not less than 70% of this activity.

Investment of capital within 3 years (during 2018-2027) for the total amount not less than 500 million rubles will become a condition for receiving privileges also. No more than 10 tax periods suggested to provide tax ease.

Andrey Nikolsky, committee of informatization of SPb - about digital transformation of the city on TAdviser SummIT

Within the TAdviser SummIT conference last on May 30, 2018 and brought together in total more than 600 participants, the vice-chairman of the Committee on IT and Communication of St. Petersburg Andrey Nikolsky told about digital transformation of the region according to the concept of the smart city.

  • Digital platform: the main consumer of services is the citizen, and the main functions – to provide everyday life of the citizen, his security, convenience and comfort;

  • First-priority measures - optimization of activity of officials, reduction of paper document flow, economy of budget funds of St. Petersburg and optimization of use of financial resources for creation new and development of the available opportunities and the benefits on the basis of modern IT solutions;

  • Focus on citizens - adaptive opportunities for citizens on use of useful state resources, adaptation for handicapped groups of the population, persons with limited opportunities;

  • Formation is more whole - analytical tools which will show results of that break which was made in St. Petersburg in recent years are necessary and will prove selection process of priority, significant projects for life activity of the city.

The TAdviser SummIT conference took place in Moscow on May 30, 2018 year and attracted more than 600 participants. The national rating of the investment climate in the subjects of the Russian Federation prepared by the Agency of Strategic Initiatives (ASI) was provided at the St. Petersburg International Economic Forum on May 25, 2018. Digitalization of the investment and construction sphere of St. Petersburg allowed to minimize terms of provision of services and procedures on average for 30%. So, time of technology accession to the electric networks which is considered one of the major indicators affecting comfort of business was reduced from 90 to 12 days.

Tax benefits to the IT companies

In March, 2018 the Government of Saint Petersburg approved the bill providing tax benefits for the IT companies what it is announced on the website of city administration. Legally the document represents a number of amendments to the law of St. Petersburg "About Tax Benefits", its purpose — to stimulate development of the local IT organizations. Further the bill will be considered in Legislative assembly.

According to the bill, the IT company which create commercial data centers in the city, will pay income tax at the reduced rate in the amount of 13.5%. In 2019-2020 it will make 12.5%[2].

The St. Petersburg organizations which are engaged in export of IT will also be able to pay income tax in the amount of 13.5%, but only till 2023. In 2019-2020 the rate for them will also be 12.5%.

Development of the digital CityNet platform

Start of the Smart St. Petersburg program

In April, 2017 the Governor of Saint Petersburg G.S. Poltavchenko gave start to the city innovation program "Smart St. Petersburg". The program integrates a set of approaches to management of the urban environment due to application of information technologies for the purpose of quality improvement of management of the city and quality improvement of life in the city.

Consortium of the companies

In July of GS Group company, Rostelecom, Lentelefonstroy, Avangard about SUE Automatic Telephone Exchange of Smolny and the Committee on IT and Communication of St. Petersburg and also Peter the Great St.Petersburg Polytechnic University, the ITMO University and industry associations — Association of developers and producers of electronics (ARPE) and NP Russoft integrated forces for project development of CityNet in cooperations — the digital platform of "the smart city".

It is expected that implementation of the communicative CityNet platform in St. Petersburg will create conditions for emergence and development of the new industry — digital city services (digital smart city services).

We are faced by a global task to develop and start a business model of monetization of data, having tested it at first on the existing city systems, and then having scaled before the city digital market of data. It is important that the companies which are a part of the working group of the CityNet project have wide experience of creation of business models of mass services and services of national scale, so, are capable to apply them and in the world, having turned thus the city into a world polygon for the advanced solutions. The working group of the CityNet project will create competence center which main task will be a leadership of St. Petersburg in the development area of intelligent hardware-software solutions for "the smart cities". In general the consortium is aimed at creation of complete solutions for the "smart cities" including such components as "end-to-end" technologies (artificial intelligence, machine learning, a blockchain, a quantum cryptography) within the National technology initiative, the software and electronics, business models and the corresponding legislation, ethics and ontology of similar projects.

Who disturbs and promotes import substitution in IT. Opinion of the Chief information officer of St. Petersburg Ivan Gromov

In August, 2016 the Chairman of the Committee on informatization and communication of St. Petersburg Ivan Gromov shared with TAdviser opinion that he promotes and that interferes with import substitution of IT in Russia. Import substitution in this sphere has priority value for development of technology capacity of the Russian Federation, he emphasized. Feature of the pursued import substitution policy in a public sector Gromov calls need of support of critical infrastructure, having provided at the same time resource availability and preserving of security of the processed data.

He considers one of the factors stimulating import substitution in IT the high capacity of domestic developers – the school of software development which developed in Russia is highly appreciated around the world. Confirmation to it, according to the Chief information officer of St. Petersburg, is growth in sales of the Russian software products both in Russia, and beyond its limits.

As for the factors constraining import substitution the chairman of IT committee of St. Petersburg considers one of them need of the big capital investments in the industry for establishing release of a full and exhaustive range of hardware products. Besides, serious investments, financial and temporary, are required for complete replacement of the park hardware and the software: in large scales – from the region to the federal district – such process can take about seven years in connection with impossibility of one-time removal from operation of the existing volume of hardware.

2015: Complained of IT committee of SPb in prosecutor's office because of failure of the portal of state services

On February 2, 2015 the First Deputy Chairman of the State Duma Committee by training Vladimir Burmatov asked prosecutor's office to find out the reasons of violations in work of the portal of state services of St. Petersburg because of which huge queues in district MFCs were formed of the parents wishing to enroll the children in first grade.

At the end of June, 2013 consideration of legal case in the claim of the Committee on IT and Communication of St. Petersburg to Asteros in which the authorities required from the company to pay them about 2.7 million rubles took place. According to the results of a meeting the court directed the company to pay to committee the amount much less than requested - 600 thousand rubles. Asterosa notes that reduction of volume of payments was one of the purposes of the company within judicial proceedings, "as the shown penalty by the size obviously did not correspond to the nature of violation and losses suffered by the customer".

"The court took our arguments into account and reduced the penalty size to 600 thousand rubles. We are happy with court's decision and we will not appeal against it", - told TAdviser in Asterosa.

As told in the company earlier, trials concerned the government contract with IT committee of St. Petersburg on delivery of the software for benefit of the "third party" imprisoned in the middle of 2012. Software licenses were written out in due time, but not on the actual user, and on IT committee. Because of it the end user of software did not confirm obtaining licenses, and the delivery and acceptance certificate was not signed.

According toMikhail Gavrilov, the chief representative of Asteros in St. Petersburg, after that with complete assistance of all parties the rerelease of licenses for the end user was initiated. On approval of necessary procedures about 3 months then the act was successfully signed left.

At the same time, Gavrilov adds, all these months the receiver of licenses could use the software product, and Asteros in full incured expenses for technical support.

Despite everything, formally the delay was recorded. Within the government contract it involves penalties, as became cause of action, the chief representative of Asteros in St. Petersburg says. The company also noted that were ready to pay a penalty in a size recognized by them before date of court session.

The IT committee of SPb regretted that it entrusted delivery of software of Oracle to builders

In November, 2013 the Court of Appeal of St. Petersburg and the Leningrad Region should consider the complaint Dorstroy on the solution of the first instance which directed to terminate the government contract between this company and IT committee of St. Petersburg and also to collect for benefit of the last a penalty in the amount of more than 700 thousand rubles for violation of delivery date.

According to the information system "Prime of BIR", the main type of economic activity of Dorstroy company, with the address specified in the judgment and PSRN, belongs to the category of construction - dismantling and demolition of buildings and also production of earthwork. The contract with this company on which termination insisted IT committee of St. Petersburg through court, was signed in the fall of 2012 and assumed delivery of licenses for DBMS Oracle Database 11g Standard Edition for the benefit of Archive committee of the city.

As it appears from case papers, during its execution Dorstroy not only skirted delivery dates of licenses, but also tried to transfer to IT committee of the license for the product Oracle Database Standard Edition One, but not Oracle Database 11g Standard Edition.

In the judgment it is said that during trial the letter signed by the chief representative of Oracle in Russia and the CIS Valery Lanovenko in whom it was said that Oracle Database Standard Edition One is not a functional analog of Oracle Database 11g Standard Edition DBMS [[Lanovenko Valery Yuryevich|]] was provided to court. Besides, in the letter it was noted that Dorstroy had no powers on distribution of products of Oracle at all.

Initially provided contract dates made 14 days, and afterwards the IT committee increased them almost three times to give the chance Dorstroy to correct shortcomings under the agreement, however it was not made, according to the court records.

The penalty size, according to the estimates of IT committee of St. Petersburg, was more than 1.6 million rubles, however the court of first instance considered this amount overestimated. According to court to require compensation for a part of the period of delay it would be unreasonable as from the date of the direction to the contractor of the offer on contract cancelation the IT committee had any more no intentions to accept its execution from Dorstroy.

2012

The first results of work of the new Chief information officer

On November 8, 2012, acting on CNews FORUM 2012, the Chairman of the Committee on informatization and communication of St. Petersburg Ivan Gromov, told about the first results of the work. He noted that it got "economy rather difficult" in terms of approach to informatization. In St. Petersburg there were over 800 separate server premises for processing and information storage and also over 100 different IT systems from which about 30% duplicated each other.

The project of DPC which is going to start until the end of 2012 was developed for consolidation of resources. "It is our first DPC, it will be reserve, but not the basic, - Gromov says. - Following (2013) we will begin to store in it IT systems originally to reduce costs on the industry in general".

By the fall of 2012 it was also succeeded to transfer about 80% of the multifunction centers of providing state services to the centralized architecture of IT systems, the Chief information officer of St. Petersburg told. Earlier in them the local distributed database because of what it was difficult to receive to the resident of one area service in MFC of other area was used, he explained.

Also, according to Gromov, it was succeeded for a short time "rewrite cores of systems and translate them on the thin client" in educational and medical institutions of the city. "Now they work from a uniform point", - the Chief information officer of St. Petersburg said.

As for education, as of November, 2012 in the city entered an electronic queue of record. First in this plan became organizations of preschool education. "And we try to beat off attempt to influence this queue from those who want to bypass an established procedure of providing places in preschool institutions", - Ivan Gromov says[3].

In the field of health care in addition to centralization of IT systems the official noted their breakdown by work profiles: there were separate IT systems of hospitals, out-patient organizations, laboratories, etc.

Situation with IT, development of the program of informatization

According to the Chairman of the Committee of informatization and communication of St. Petersburg Ivan Gromov, for April, 2012 in the city more than 100 IT systems functioned: "It is a serious indicator of process of informatization of the city, however, in general, information environment of St. Petersburg is separate".

"Unfortunately, all information systems are characterized by decentralization, heterogeneity and lack of a single system of operation", - the Chief information officer complained. In the city, according to it, at that time there were more than 900 servers and over 18 thousand automated jobs placed more than on 200 platforms.

Current situation, according to Gromov, led to increase in operating costs and development of these systems, to increase in load of the Single Multiservice Telecommunication Network (SMTN) and also complicated control of efficiency of expenditure of budgetary funds.

As of April, 2012, Gromov said, his committee developed the long-term target program where "the major strategic decisions in the field of informatization of St. Petersburg" should be registered.

The priority of the new Chief information officer – to bring information environment of the city into the logical, clear and complete scheme where a brain of a system will be the DPC: "The committee sets before itself the purpose to create a common information space of St. Petersburg which will provide transparency of authorities and effective interaction of the state and citizens".

The committee of informatization intends "bring all IT systems of the city to a stage when they are in the mode of permanent interaction". It will lead to creation in St. Petersburg of qualitative information environment, the head hopes.

In 2011 expenses on informatization of St. Petersburg, according to Gromov, made 5 billion rubles, and in 2012 is going to spend 4.3 billion rubles for these purposes.

One of key IT projects of the Northern Capital in 2012 was ensuring accomplishment of law 210-FZ "About the organization of providing the public and municipal services", namely - system implementation of interdepartmental interaction (SIEI). Since July 1, 2012 government institutions became forbidden to demand from citizens documents which they can independently receive at the colleagues from other departments.

Also the committee implemented a number of projects in the field of education and health care. In particular, - active implementation of the software package "Electronic Registry" providing automation of write process on acceptance in city medical institutions. In addition, were conducted works on development of an end-to-end automated system of cataloguing of resources of education, some of components of which the Electronic Diary service is. By April, 2012 more than 700 schools from 18 districts of St. Petersburg were connected to it. Ivan Gromov noted that by that moment a feedback more than one thousand users was collected and processed, assessment work of efficiency of the current version of the electronic diary is carried out, are developed and new interfaces of service[4] were implemented].
