Chronicles of import substitution in Transneft: migration with SAP on Galaktika, testing of the Russian OS and DBMS

In 2018 in Transneft rough activity in the field of import substitution of the software was conducted. It follows from the annual report of the company published in July, 2019. The key project is relocation of the enterprises of Transneft with SAP on solutions based on domestic software Galaktika. The decision on use of a standard product based on Galaktika instead of SAP for management systems for production assets and resources and also financial and economic activity was approved in Transneft in April, 2017.

In 2017-2018 in Transneft the corporate information system (CIS) "Galaktika of the Russian Labour Party 2.0" was developed, and 2018-2019 upgraded it to the new version - CIS "Galaktika of the Russian Labour Party 3.0", the annual report says. One of subsystems of CIS "Galaktika of the Russian Labour Party 3.0" - a management subsystem works and services based on the Galaktika EAM platform. On Galaktika software base the corporate information system of certification and control of technical condition was developed.

Replication of CIS "Galaktika of the Russian Labour Party 3.0" and the systems of certification and control of technical condition in the organizations of a system Transneft is planned for 2019-2025.

Judging by purchases of Transneft in 2017-2018, ERP based on Galaktika uses already more than pair of tens of its organizations. Among them – "Transneft Finance", "Transneft – the Urals", "Transneft – the North", "Transneft - Siberia", "Transneft - Upper Volga", "Transneft – Prikamye", "Transneft – Baltika", "Transneft – the East" and others.

It is necessary to tell that in a number of the organizations standard solutions based on 1C for automation of financial and economic activity are also used. In particular, in service organizations of a system Transneft.

Transneft also replaced SAP regarding the systems of distance learning and testing: instead of the products of the German vendor used earlier in 2018 the WebTutor system of the Russian developer WebSoft Development was implemented, the annual report says.

Within import substitution for newly created corporate information and analytical systems Transneft selected the Russian BI- the platform Prognoz Platform which is developed by the company Foresight. On it in Transneft in 2018 the following corporate systems were developed:

  • Management of programs;
  • Planning and reporting under productive activity of group "Transneft;
  • Management of programs and plans of the PCS.

And there is more to come. Transneft also studies a possibility of replacement of import OS, office programs and DBMS on domestic. So, in September, 2018 the schedule of testing of domestic OS "Viola Server" and "Viola Workstation" with participation of the developer BaseALT and also domestic DBMS Postgres Pro with participation of the developer was created and approved Postgres Professional.

Within a year, till December of the 2018th, Transneft held complex testing of the office software of "MyOffice" with the assistance of New cloud technologies developer, it is specified in the report. Speaking about continuation of this cooperation, the associate director of New cloud technologies Armen Kocharov noted that transition of large department or company to the new office software precedes testing which problems not only assessment of functionality of office products, but also abilities to integrate with already existing IT ecosystem enters. Office editors are one of components when forming of the uniform protected ecosystem of the company. It will be possible to speak about continuation of cooperation on the next stage, Kocharov noted.

And in the field of the platforms of information resource management, basic data and content which are based on products IBM FileNet and OpenText EMC Documentum, the company for 2019-2021 planned "pilot" on development and migration for the single software platform which is based on "the existing and advanced developments" of Transneft follows from the annual report.

Import substitution affects also geographic information systems (GIS). From more than 50 products, contained in the register of domestic software, the company selected a little for assessment of possible import substitution of separate components of the GIS platforms and solutions. In particular, GIS "Axiom", "Cyclone", NextGIS, Scanex GeoMixer, etc. In 2019 testing of the selected and free software of GIS and also formation of requirements to its completion for needs of Transneft is planned.

For the systems of integration and the guaranteed delivery of data, instead of the used solutions based on products of IBM, Transneft selected three domestic integration buses for assessment of possible import substitution from the register of domestic software. In 2019 testing of these products and also the free software of Apache Kafka and Mule ESB for development on their basis of domestic industry software for application integration and delivery of data is planned.

2016

Review of strategy of ERP

In 2016 Transneft carried out contrastive analysis of use ERP of platforms from producers SAP and "Galaktika". It is said in the annual report of the company published in July, 2017. The analysis showed that "implementing solution on the platform ERP "Galaktika" economically more reasonable and will allow to reduce terms of creation of uniform KIISU" (the corporate integrated information management system).

Also basic functionality of the solution "Galaxy EAM" (management system for production assets) more meets the requirements of Transneft for business process automation regarding certification and control of technical condition and also operation and repair of the capital production equipment, is told in the annual report.

For benefit of use of software based on products Galaktika is given as an additional argument entry of the Galaktika ERP and Galaktika EAM systems into the register of the Russian software in the same place.

KIISU based on a single platform of SAP ERP is created in Transneft since 2013. Its implementation began with the pilot platform "Centrsibnefteprovod". For development of the system of automation of financial and economic activity based on SAP in 2013 Transneft on tender selected Delloite with a capacity of contracts of 428 million rubles.

A system is intended for process automation of contract management, treasury, accounting and the reporting under RAS (and IFRS on specific sites), tax accounting and formation of tax statements, budget accounting and the reporting and also for cost management.

Based on SAP in Transneft also, for example, the purchasing system approximately for 200 million rubles, a standard personnel management system to replace the system of a similar class from Galaktika was created. Since the beginning of 2016 based on SAP in Transneft the "Certification and Control of Technical Condition (CTC)" system for 162 million rubles was developed. However, this project in 2017 was already "intercepted" by Galaktika.

During this time in the company a number of the centralized corporate systems on the SAP platform automating different processes, such as personnel management, consolidation of financial statements, budgeting, purchase management, etc. is created, - the director of the department of IT of Transneft Oleg Kapitulov told TAdviser.

According to him, at the moment implements products of Galaktika Transneft in the Omsk pilot area. The decision on full-scale implementation will be made based on this project, Kapitulov says.

At the same time, Galaktika - not the beginner in Transneft. Solutions of Galaktika were already widely applied to the beginning of implementation of KIISU based on SAP in Transneft. According to Galaktika, available on the Internet, cooperation of the companies began since 1995 with automation of the primary and business activities of the head company based on the Galaktika ERP system. In 1998 the Galaktika ERP system was implemented in Centrsib (Tomsk) and on "Uralo-Sibirsky oil pipelines" (Ufa).

In 2001 the project of automation of Northern Trunk Oil Pipelines company was implemented. Then implementations on Baltnefteprovoda, Chernomortransneft, "Northwest trunk oil pipelines", "The east Siberian trunk oil pipelines" followed.

In 2007 for one of affiliated enterprises of JSC Transneft — Siberia implementation of an end-to-end system "Galaktika ERP" was begun. The Standard Project Solution (SPS) is implemented at head office of Transneft and replicated on "The east Siberian trunk oil pipelines", Sibnefteprovoda, "Northwest trunk oil pipelines". Also on July 17, 2017 the tender for 917 million rubles for creation of a corporate information system based on the solution "CIS Galaktika of the Russian Labour Party" in "Transneft – Western Siberia" is announced.

Valery Basalyga, the senior vice president of Galaktika, in January, 2017 provided data that at that time in 23 branches of Transneft in "Galaktika ERP" about 45,000 specialists worked already[1].

In addition to Galaktika and SAP, in Transneft also solutions of 1C are used. In 2016, for example, Transneft signed the contract about 277 million rubles for creation of standard project solutions based on 1C for automation of financial and economic activity of the service organizations.

Transition to domestic goods of cybersecurity

In addition to studying of deniability from SAP ERP, in the annual report for 2016 Transneft reported on a number of projects within import substitution of software which were conducted in the company. One of them – upgrade of perimeter in formational security of local computer networks of objects of Transneft and its organizations. When implementing the system of privileged information loss prevention the domestic product of InfoWatch Traffic Monitor was selected.

Import substitution took place and at upgrade of a system of network information infrastructure of Transneft and its organizations. Within the project replacement of antivirus software of production of foreign company Trendmicro on domestic by software of Kaspersky Total Security was made for business, the annual report says.

2014: The program of development of IT till 2020

Transneft reported that within the long-term program of development of IT for 2014-2020 upgrade existing IT infrastructures and creation of the corporate integrated information management system (CIIMS) is supposed. The perimeter of the program of development of IT includes all societies of Transneft. KIISU is developed on a single platform SAP ERP and should be integrated with other specialized information systems of Transneft and the PCS, it was told in materials of the company.

From the presentation of the representative of department of automation of financial activities of department of IT of 2015, were at that time put into commercial operation without the duplicative systems:

  • Management system for the IT program (SAP BPC)
  • System consolidation of budget packets (SAP FC/IC/FIM)
  • System Budget packet (SAP BPC)
  • System of financial and economic activity (SAP ERP)
  • Corporate system of asset management (SAP ERP)
  • System of the normative reference information (SAP MDM)
  • Personnel management system (SAP HR)
