Operators demanded from the state of 150 billion for free access to state portals, mail and social networks

The Russian providers and telecom operators counted the annual losses from project implementation Available Internet. They will reach 150 billion rubles, and the companies demanded from the state to offset them these losses which will grow over time. It became known on February 11, 2020.

The commission of Russian Union of Industrialists and Entrepreneurs (RUIE) on communication and IT insists on providing to providers and mobile operators of compensations for Available Internet. Representatives of operators and Yandex Company and also a number of experts took part in commission session.

Available Internet is the state project offered to implementation by the President Russia Vladimir Putin on January 15, 2020 within the message to Federal Assembly. It means providing residents of Russia with completely free access to socially important resources Runet. It is necessary to implement the project by March 1, 2020 – from this day providers should stop levying from subscribers a payment for access to to the portal of state services and to the websites of all federal and regional authorities.

RUIE considers that the next financial encumbrance of operators and providers against the background of need of performance of the Yarovaya Law and the law on "sovereign Runet" is inadmissible. The union prepared a number of offers on settlement about compensations which will be directed to the Russian Prime Minister Mikhail Mishustin later. Their number includes creation of the unified register of significant web resources and its transfer to maintaining Roskomnadzor. Representatives of the regulator noted that they are ready to take part in creation of "separate normative regulation" for the Available Internet project.

Rostelecom assured that it will provide access to the socially important websites even at a zero balance of the account of the subscriber. His representatives noted that use of portals of state services and state agencies practically does not spend traffic in view of small quantity of video content.

The MegaFon operator declared too determination to provide free access to the websites of state services and authorities since March, 2020 MTS, VimpelCom (a brand Beeline) and "Yandex" refused comments.

Telecom operators and providers are afraid that their annual costs for ensuring free access to the websites will grow. First of all it is connected with the fact that the final list of not rated resources for February 11, 2020 was not approved. The more the websites will get to it, the also expenses in connection with growth of volumes of the traffic consumed by users will be higher.

On January 24, 2020 it became known what the Ministry of Telecom and Mass Communications transferred to telecom operators from Big Four intermediate version of the list of socially important Internet resources. Services in it were divided into four categories: state portals, mail services, social networks and other significant resources.

The preliminary list of the state resources free for citizens of Russia, included the websites of the ministries and public authorities. The portal of state services is in the list too, and the payment for traffic when using too will not be levied by it.

In category of Social network are registered: VKontakte, Odnoklassniki, "It's A Small World", Diary, "My world", "Among the friends" and Fotostrana. Carries the yandex.ru, mail.ru and km.ru portals to mail services of the Ministry of Telecom and Mass Communications.

Only the Bip messenger belonging to the Turkish mobile operator Turkcell belongs to other significant information resources so far. As for services of message exchange, popular among Russians (Telegram, WhatsApp, Viber, etc.), does not have them in the list.

Did not confirm to the Ministry of Telecom and Mass Communications this information. Representatives of department noted, the list was not transferred to telecom operators as at that time it still was in development. Later the head of the ministry Maksut Shadayev specified that the final version of the list of the websites, free for Russians, should be created by the end of February, 2020[1].

Internet service providers storm Moscow area and invest billions

At the beginning of February, 2020 MTS announced investment of 2 billion rubles into development of networks of the fixed Internet in the Moscow region. Other large providers also aim to strengthen positions in the region where small players traditionally dominated.

MTS started the program calculated to 2023 assuming active development of high-speed links of Internet access in fiber-optical network GPON in residential and office spaces in 36 cities of the Moscow region numbering from 50 thousand people. The main attention will be paid to the cities where before the covering was insufficient.

In 2020 the high-speed data network in nine cities will be built: Podolsk, Sergiyev Posad, Domodedovo, Orekhovo-Zuyevo, Serpukhov, Dmitrov, Shchyolkovo, Ivanteyevka, Solnechnogorsk. In 2021-2022 construction in 20 cities, in the 2023rd — in seven cities is planned.

According to forecasts of MTS, by 2023 the company  will be able to provide services of Internet access and digital services on its basis in 54 cities or 75% of the cities of the Moscow region. More than 1.5 million households and administrative buildings will be connected to fiber-optical network.

Competitors of MTS also stake on business development in Moscow area. This region, according to the representative of Rostelecom, is one of the most perspective and quickly developing.

In 2019 the number of Internet users are more senior than 16 years in Russia reached 94.4 million people against 91 million the previous year. Thus, about 79.8% of adult population of the country use Network, said in the research GfK.

Key activity of ROTsIT on measurement of digital literacy of citizens and the project of this year the All-Russian educational event 'A digital dictation' which passed in May, 2019 and covered 39,398 people became important: about thirty thousand adults (30,325 people) and slightly less than ten thousand teenagers of 14-17 years (9073 people). ASTO claim that FAS repeatedly cancelled decisions of the regional governments in St. Petersburg, the Chelyabinsk, Astrakhan and Volgograd regions about overestimate by Rostelecom of the prices of providing the place in the telecom sewerage for placement of communication wires.

Authors of the complaint explain discrepancy of positions of regional and federal officials of antimonopoly service with the fact that the last "actually sabotaged investigations". By their estimates, because of failure to act of the regulator the state operator annually receives an excess profit in the amount of 2-4 billion rubles.

Telecom operators have three options of cable laying: via the svyazistsky sewerage, on roofs of houses or on transmission line towers (power transmission line). However often the power network companies reluctantly share the place on the lines, and on making of cables by air there are restrictions, for example at flight length between houses, Alexey Leontyev says. According to him, many corporate customers, in particular banks and state structures, strictly require from communication service provider to carry out a cable via the sewerage that should guarantee security of wires against external influence.

Russia – the eighth in the number of Internet users

Now in Russia there are 109.5 million Internet users that does it to the eighth in their quantity among the largest countries of the world. Such data are provided in the report on new approaches to protection of the competition in the conditions of digital economy submitted yesterday by the BRICS Antimonopoly center within the VI Conference on the competition under the auspices of BRICS[5].

The report of the BRICS Antimonopoly center includes recommendations for antimonopoly departments about work with new calls of a digital era. It agrees to one of them, regulators should be more active in restriction of growth of the economic power of digital platforms, in particular, due to restriction of their appetites on absorption of competitors and penetration on the next markets. The report also allows to study the analysis of competitive dynamics in the conditions of large-scale digitalization of world economy, and the analysis of a perspective of antimonopoly regulation in the digital markets around the world and the newest experience of the countries of BRICS. Specialists of the BRICS Antimonopoly center revealed spaces in regulation in those jurisdictions where development of digital economy advances the legislation and law-enforcement practice. Besides, they carried out comparison of approaches of antimonopoly regulators of BRICS.

The report also contains statistics speaking about development of digitalization in the countries of the world. For example, data on the number of Internet users of the largest countries of the world are provided. The first place on such indicator, according to data of the report, as of March, 2019, occupies China, totaling 829 million Internet users. India from 560 million such users is in the second place. The third place belongs to the United States of America in which there are 293 million Internet users. Russia in the rating presented in the report possesses the eighth place – in it there are 109.5 million Internet users.

In recent years the demand of voice communication services the population significantly decreased, at the same time infrastructure of broadband communication had more opportunities for development. According to ITU, in 2018 the number of active subscribers of the mobile Internet in the world increased to 69.3 by 100 people of the population, and their absolute number reached 5.3 billion. Annual average rate of a gain for 2010-2018 was 25.2%. The maximum dynamics is recorded in 2010-2015, since 2016 speed slowed down (up to 12% by 2018).[6]

Despite a global trend of transition of the population to the mobile Internet, number of subscribers of the fixed access continues to grow as in developed, and developing countries (fig. 2). In 2018 this indicator in the world was 14.1 on 100 people of the population, or 1.1 billion in absolute expression. Annual average rate of a gain in 2010-2018 was at the level of 8% (in 2017-2018 — 6%).

On rates of distribution of the mobile and fixed broadband access to the Internet Russia exceeds the average world indicators, conceding at this number of the developed countries. The number of subscribers of the mobile Internet in our country makes 86.2 on 100 people of the population, the annual average rate of a gain for 2011-2018 — 8.8%. The corresponding values for the fixed broadband access — 21.7 on 100 people of the population and 8.5%.

Distribution of broadband communication provided to the population of Earth universal Internet access, considerably having increased global Internet audience. So, according to ITU for the end of 2018, the Internet provided 3.9 billion people, or 51.2% of the world population. In the developed countries 80.9% of adult population use Network, in developing — it is much less (45.3%).

In 2018 in the world 57.8% of households (+7% in comparison with previous year), including in the developed countries — 85.3%, in developing — 48.3% had Internet access. In Russia by 2018 the value of an indicator reached 76.6%, the annual gain in 2010-2018 averaged 6%.

In our country the general audience of the Internet (those who use it at least once a year) exceeded 83% of adult population in 2018, including nearly 69% connect to the Web daily. On activity of use of the Internet Russia is flush with the leading countries and even advances them taking into account the reached level of development of telecommunication infrastructure a little.

32 million Russians use the Internet only on mobile devices

According to the All-Russian omnibus of GfK, by the beginning of 2019 the audience of Internet users in Russia among the population 16+ made 90 million people (+3 million people by last year) and reached a point of 75.4% of adult population of the country.

However growth of audience in itself of the Internet is not the main news, says GfK of January 15, 2019. The last years the audience of the Internet grows already slowly and generally due to connection to Network of users of the senior generation. At the same time among youth and people of middle age penetration of the Internet is close to limit.

The main trend of the last years — growth of the mobile Internet. So, by the beginning of 2019 the share of Internet users on mobile devices reached 61%, or 73 million people. The previous year this indicator was 56%. First of all, the audience of users who go on-line from smartphones grows. According to the All-Russian omnibus of GfK, by the beginning of 2018 the audience of Internet users in Russia among the population 16+ made 87 million people that is 3 million more, than a year ago.

"In 2015-2016 the scope of audience of the Internet remained stable. Growth of audience of the mobile Internet was almost only significant change. In 2017 we returned to proliferation again – the level of penetration of the Internet in Russia grew from 70.4% to 72.8% among the population 16+, and the audience of the mobile Internet grew by 20% - from 47% to 56%", - Sergey Ketov, the head of department of the media researches GfK Rus comments on trends of development of audience of the Internet.

Among youth the level of use of the Internet reached almost extreme values two years ago. For the last year among aged people of 55 years the share of Internet users is also more senior the share of users of the mobile Internet – increased by a quarter twice, and. However, penetration level the Internet remains low here – only every third (36%) the Russian is more senior than 55 years uses the Internet. For comparison, in an age group of 30-54 years this indicator was by the beginning of 2018 of 83%, and among youth – 98%.

Even more often the mobile device is the only platform for access for users to the Internet today. 16 million Russians aged from 16 years are also more senior (13.2%) use the Internet only on mobile devices. About 87 million Russians are more senior than 21 years, or 71% of the population, are Internet users, according to the latest data of the Mediascope measuring instrument (the former TNS Russia). According to Kommersant, a gain in October, 2016 – March of the 2017th made 2%.

The largest growth of Internet audience fell on smartphones (+15%, up to 46% of Russians) and Smart TV (+14%, up to 10% of Russians are more senior than 12 years). Users spend on average 83 minutes for mobile applications and 27 minutes – on browsers.

Despite growth of Internet audience, it practically does not influence TV. 70% of the population from 12 to 64 years still watch TV at least minute a day. The average time of TV viewing is 248 minutes whereas in 2012 it was estimated 238 minutes. However growth happened at the expense of the senior generation. Aged people of 18-34 years began to watch TV less – from 163 to 156 minutes. Russians are more senior than 65 years devote to the TV almost one hour more time – from 344 to 402 minutes.

In total Internet users are about 71% of Russians, or 86.7 million people monthly connect to the web.

In the near future experts expect emergence of a single digital platform - the marketplace with the qualitative interface providing services and for authorities, citizens and business. Start of the platform should take place in 2018.

According to the conducted research, influence of the Internet markets on economy grows for 11% a year, and by 2021 the contribution of the net Internet markets to GDP will be 4.7%. The RAEC foretells that by 2020 Internet access in the Russian Federation will be had to 85% of Russians, and by 2021 the mobile economy will become more, than the agriculture industry. Already today the mobile economy of Russia – the 11th largest economy of Russia, and in the next 5 is predicted its growth by 10.7% a year.

The number of Internet users in Russia will grow to 86.7 million by 2020. At the same time the big share uses mobile devices for access to the network already today. According to the Russian Association for Electronic Communications (RAEC), the greatest percent of mobile users - among inhabitants of 12-24 years – 89.8% from them most often go on-line from smartphones, RNS writes in April, 2017.

For 25-44-year-old the main device for access to the network is the computer or the notebook (75.4%), however 74.7% all the same use smartphones for these purposes. 45.8% of people of 45 years prefer computers and notebooks.

The mobile component will grow, the RAEC predicts. Now 3.7% of GDP of Russia are the share of it, and by 2021 this share will grow to 4.7%. Growth rates of mobile technologies in the next five years will be 10.7%, and more than 7.5% of economic growth is necessary on this segment – it is higher, than at agriculture. In the industry more than one million people work already now, by 2021 the number of busy citizens in a segment will grow to 1.5 million.

On the website Association of the Companies of Internet Trade (ACIT) statistics according to which at the time of the first half of the year 2016 in worldwide network have access already for 84 million compatriots is submitted. Smartphones were almost only zone of growth in the Russian market of digital equipment in 2016, and at the expense of it the audience of the mobile Internet grew up. And, of course, the activity of telecom operators which made sure breakthrough in promotion of "mobile" packets in 2015-2016 affected.

The gain of the Russian audience of Internet users on mobile devices in 2016 made 6 million people. Today 56 million Russians aged from 16 years use the Internet on mobile devices – smartphones and tablets (46.6% of all audience). At the same time growth of audience was observed only on smartphones – from 37.2% in 2015 up to 42.1% at the end of 2016. Use the Internet on tablets practically did not change.

It is possible to expect that in 2017 growth of audience of the mobile Internet will continue.

Against the background of the available potential of smartphones in terms of replacement of mobile phones (in Russia still about 30% of sales in pieces are the share of "dialing programs") we expect stable growth in sales of smartphones for 5% in 2017 (in pieces).

That for many Russians the smartphone becomes the device of regular Internet access, tell also technical characteristics of the bought devices. Nearly a half of all sold devices last year have the size of screen 5 and more inches. People also select the technological processor (nearly 80% it 4th nuclear devices). More than a half of the smartphones sold in 2016 is the supporting LTE devices.

The subscriber base of broadband access grew by 4.7%

The number of subscribers of broadband access in a segment of individuals in Russia at the end of 2016 reached 31.3 million. According to data of TMT Consulting, penetration of service made 56%, market size – 125.6 billion rubles. The indicator of ARPU is estimated at 341 rubles.

In a year the subscriber base grew by 4.7%, income – for 2.9%, generally due to gain of activity on promotion of services of all leading Russian Internet service providers. The agency notes that in 2016 operators passed from tactics of involvement of new clients through short-term actions to work to deduction of the subscriber. At the same time more profitable, than at competitors, financial terms are offered by certain operators on a permanent basis that strengthened price competition and negatively affected financial performance of the market.

For previous years ARPU remained stable, however in 2016 showed decrease. It, including, was promoted by evolution of convergent offers: from batching of services of fixed connection (the Internet + TV and the Internet + TB+ telephony) operators pass to convergence of the fixed and mobile services. Providing to operators growth of profitability from one subscriber and increasing his loyalty, service packages allow the subscriber to pay for each of packet components than if it purchased them separately actually less.

The five of Internet service providers at the end of 2016 creates 68% of a subscriber base of broadband access in a B2C-segment and services 64% of the Moscow subscribers individuals. Rostelecom which increased number of users by 7% or 760 thousand subscribers remains the leader in the pure gain of base. Construction and upgrades of networks (transition to FTTx and PON technology of access) remains the driver of growth of the operator, at the same time the company actively updates tariff and package lines. Besides, in 2016 AIST and Morton Telecom operators were purchased.

The second place on the pure gain of a subscriber base was taken by ER-Telecom with result in 305 thousand new clients or 11%. A considerable part of new subscribers was brought by acquired assets of Vestkoll and the companies consolidated during 2016 in Irkutsk.

MTS (205 thousand subscribers or 8%), at the same time, unlike the closest competitors is in the third place on indicators of increase in a subscriber base, growth of an abonbaza of provider in 2016 was only organic. The company carried out works on expansion and upgrade of networks of fixed connection in regions, in particular, in Siberia and in the south of Russia.

At the end of year the structure of broadband access market did not undergo significant changes. However the positions were strengthened by AYR-the Telecom operator (on 1 items in comparison with 2015), including in connection with active M&A-деятельностью. Shares of other operators from the five of the largest in a year changed insignificantly.

In the market Moscow at the end of 2016 MGTS continued to strengthen the positions, having shown growth by 7% in comparison. Among other largest operators who showed positive dynamics in the market of the capital in 2016 – "Rostelecom" and "MegaFon" (NetByNet). Other operators from top-5 the Moscow providers could not hold a part of subscribers.

The Ministry of Telecom and Mass Communications suggested to affirm the right to the Internet the Constitution

The Ministry of Telecom and Mass Communications suggested to consider in February, 2016 Internet access as a part of constitutional right on information, the Internet access newspaper "Kommersant" writes [7].

Department began development of the bill which will have to facilitate access of providers to apartment houses.

On existing rules, placement of the equipment in such houses requires the consent of two thirds of homeowners.

As this requirement is almost impracticable, providers should interact with management companies and to give them up to 2 percent of annual revenues for an opportunity to get access to the building. Providers shift these expenses on subscribers, and then interfere with emergence of other telecom operators, the interlocutor of Kommersant explained.

According to authors of an initiative, such order contradicts constitutional right of citizens on information.

The right to information is affirmed by point 4 of Article 29 of the Constitution of the Russian Federation in which it is said that "everyone has the right freely to look for, receive, transfer, to make and distribute information by any legal method". Point 5 of the same article of the Constitution guarantees freedom of mass information and also prohibits censorship.

The number of subscribers of broadband access in the Internet in a segment of individuals in Russia grew in 2015 by 3.6%, up to 29.9 million, market size increased by 3.2%, to 121.1 billion rubles, reported in the report of TMT Consulting company.

"Deceleration of growth rates happens in process of market saturation. Despite an adverse economic situation, considerable decrease in growth rates did not happen", - analysts note. For comparison, the gain of a subscriber base of broadband access Internet in 2014 made 5%.

Penetration of service reached 54%, ARPU made 344 rubles.

According to researchers, crisis had no significant effect on behavior private – the service became for them usual, and its cost is small. At the same time, the crisis situation forced a number of operators to suspend construction of networks.

"Most noticeably rise in price of the equipment affected the small local players providing in regions services on outdated networks. Most of the leading players of the Russian ShPD market, except for Rostelecom, by 2015 completed the construction of infrastructure, thus, the economic crisis had no significant effect on plans of these companies, said in the report.

At the end of 2015 the five of leading providers creates 67% of a subscriber base of broadband access in the Internet in a B2C-segment in Russia, and service 63% of the Moscow subscribers individuals. About 57% of all growth of a subscriber base were the share of 2 operators: Rostelecom and MTS.

Rostelecom which increased the customer base by 414 thousand subscribers became the leader in the pure gain of a subscriber base. Took the second place on indicators of a gain of a subscriber base MTS with result in 173 thousand new clients, at the same time in relative expression the growth rate of the company was the highest among Top-5 of operators (7%). In 2015 growth of a subscriber base happened as at the expense of MGTS (about 47% of a gain of a subscriber base fell to the share of Moscow), and at the expense of regions.

ER-Telecom (92 thousand subscribers) is in the third place on indicators of increase in a subscriber base. Growth was as organic, and due to merges and absorption.

The gain of a subscriber base of TransTeleCom operator made 57 thousand subscribers (or 4%). The most modest results among top operators the third year in a row shows VimpelCom which outflow of a subscriber base in 2015 was 3%.

According to analysts, in the short term the overflow of the existing subscribers from competitors will become the main source of growth for operators. Against the background of stabilization of ARPU revenue growth will be comparable to dynamics of a subscriber base. At the same time growth of ARPU from service will be complicated in the conditions of the high competition and also in connection with a tendency to batching of services.

Operators will pay special attention to deduction of a subscriber base, experts predict.

"Understanding that use of promotional rates (which is coming to an end with sharp jump of cost of services after an action) conducts to the high level of outflow of subscribers, operators begin to use new approaches to pricing", the report says.

Also analysts predict gain of activity in the field of merges and absorption in connection with exhaustion of opportunities of organic growth and deterioration of the situation of certain local players.

The number of the Russian Internet users makes 82 million people for April, 2015. 66% of Russians use the Internet 12 years are more senior, and daily 60 million people come into network

50 million residents of Russia, or 61% of the total number of audience of Runet, are active users of the mobile Internet, and 11.8 million Russians come into network only from smartphones and tablets.

The gain of real audience (number of users) of Runet in a year made only 5% (in 2013 — a gain for 7%), and the majority of popular Internet platforms also did not record increase in number of users.

So, the leader of the Russian network segment in attendance of "Yandex" could increase a share of users for only 0.8% — to 63.07 million people while at Mail.ru holding the second place outflow for 0.2% — up to 62.75 million users was observed at all. The VKontakte social network closing the three lost 0.8% of the Russian audience and for today has 58.62 million users.

2014

GfK omnibus: the audience of the Internet 16+ in Russia exceeded 80 million people

According to GfK Omnibus, by the end of 2014 the level of penetration of the Internet among the population of Russia aged from 16 years is also more senior was 67.5%. Thus, the audience of the Internet 16+ in Russia exceeded 80 million people. And three quarters from them connect to the web daily or nearly an every day.

High rates of a gain audience online in Russia were provided by active distribution of mobile devices. By the end of 2014 the audience of Internet users on smartphones reached 21 million people (17.6% of the population 16+), and the number of Internet users on tablets grew in a year more than twice – from 3.5% in 2013 to 8.4% at the end of 2014, and reached 10 million people.

At the same time, the potential for development of audience of the mobile Internet remains enormous. By data GfK audit retail, in Russia in 2014 more than 27 million smartphones and 9.2 million tablets were sold.

The highest level of penetration of the Internet - in Moscow (81% of the population 16+), in the large cities this indicator is 71%, and in the small cities and villages – 62%.

Penetration of the Internet among young Russians (16-29 years) reached almost extreme values – 96%. Therefore growth of audience of the Internet happens mainly due to increase in a share of users of middle and advanced age. Among people of middle age (30-54 years) in Russia 79% use the Internet (height of 23% in comparison with 2013). Among people of advanced age (55+) 25% use the Internet (height of 46% in comparison with 2013).

Omnibus of GfK are regular polls of the population of Russia aged from 16 years and is more senior on representative national selection. The total volume of selection of the Omnibus of GfK for 2014 was 11,000 respondents.

RAEC: The audience of Runet grew by 4%

Thanks to annexation of the Crimea the Russian Internet audience in 2014 purchased about 700 thousand new users. Penetration of the Internet on the peninsula is much lower, than on average in the country - about 21%. Such digits were given in October, 2014 at a press conference by the Deputy Minister of Telecom and Mass Communications Alexey Volin and the director of the Russian Association for Electronic Communications (RAEC) Sergey Plugotarenko. The audience of Runet grew in 2014 on 2.3 million people without the Crimea, and with the Crimea - on 3 million people.

For the end of 2013 in the Crimea and Sevastopol in total there were 2.97 million subscribers of mobile communication, 532 thousand subscribers of the fixed telephony, 263 thousand subscribers of broadband access and 364 thousand subscribers of a pay TV. Broadband access penetration, including wireless access, made then on the peninsula 29%. Ukrtelecom and Kyivstar with shares of 40% and 23% respectively were market leaders of broadband access of the Crimea.

For 2014 the audience of Runet grew by only 4%, and generally at the expense of people of advanced age and residents of the small cities. In the cities from 100 thousand inhabitants and more this indicator is even less — plus 3%, according to data of TNS Russia research company.

Generally growth is the share of the small cities with the population less than 100 thousand people and is 5% (penetration — a little more than 50%) whereas in Moscow growth was 1% (penetration — 80%); and in the cities from 800 thousand inhabitants above at all zero growth (penetration – 70%). The cities from 100 thousand to 800 thousand inhabitants added in a year 2% (penetration — less than 70%).

The audience of Runet increased in the last year generally at the expense of Russians aged from 55 years and is more senior — the biggest age group integrating 37% of our fellow citizens, and only 8% from them are Internet users taking into account the 14 percent annual growth of use of the Internet.

Most of all Internet users in age groupes 12-24 and 25-34, however users of this age show stagnation — there is no place grow to Internet use in these groups practically. The audience of age 35-44 and 45-54 grew in a year by only 3%.

Increase in a share of age users with specific preferences in content and consumption patterns can lead further to change of all landscape of Runet, experts warn. And the demographic vector directed to reduction of the population and its aging will only support this trend.

By the end of the third quarter 2014 the Russian audience of the Internet made 79 million people or 64% of the total number of inhabitants. The TNS Russia company carries those Russians who use Network at least once in a month to users.

Putin signed the law on broadband access for the Russian remote place

In February, 2014 the president Vladimir Putin signed the law on introduction of amendments to the law on communication which sets as the purpose to provide the population of Russia with equal access to modern infrastructure of the universal communication services (UCS).

These changes order installation at least of one public Internet access point for rendering services in data transmission and providing Internet access without use of customer premise equipment in localities more than 500 people.

In localities with population from 250 to 500 people, in turn, the law provides installation not less than one access point to the Internet using customer premise equipment of the subscriber. At the same time such point should be connected using a fiber line of communication and provide a possibility of data transmission with a speed not less than 10 megabits/sec.

On the way to settlements numbering from 250 to 500 people also localities numbering from 500 to 10 thousand inhabitants should be connected to the Internet.

Under the law one operator holding essential position in a public communication network in territories not less than two thirds of subjects of Russia should render universal communication services. He is obliged to support the existing infrastructure of UUS including payphones and public Internet access points and also to undertake the obligation to cover with broadband communication localities up to 250 inhabitants. It assumes the conclusion of the 10-year contract with the uniform operator for the amount about 150 billion rubles.

Necessary funds are for this purpose going to be raised from Fund of universal communication services which were used only for installation and service of payphones earlier.

"You will not surprise with payphones of the modern resident of Russia any more. All need mobile communication and the high-speed Internet. And we found a method to optimize expenses and to direct them to these priority purposes —the Minister of Telecom and Mass Communications Nikolai Nikiforov says . — At the expense of a fund universal communication services essentially new telecommunication infrastructure based on optical fiber which will connect almost whole country is created".

As of the end of 2013 the level of penetration of services broadband access in Russia, according to the Ministry of Telecom and Mass Communications, was 55%. According to plans of the ministry by 2018 a connectivity to broadband access should appear at 97% of the population of the country. Department at the same time calculates that the main construction works will be performed on laying of fiber lines of communication for the first three years works universal communication services in new conditions.

In Moscow 8 million Internet users

The capital department of IT technologies counted that at the end of 2014 Internet users were about 8 million people. At the same time the largest growth of audience is observed among aged people 55 years are more senior. In a year their quantity among users of world network increased by 40%.

Different opportunities of payment of services act as the main push to mastering of the Internet. For example, data on meter readings of accounting of water and electricity citizens gave in total 20 and 8 million times. In general about 90% of pensioners periodically are faced the need of receiving services on the Internet, at the same time the minimum price of access makes it available to people with the small level of earnings.

Is promoted increase in number of users by the Internet and by development of networks of a public access. Free Wi-Fi is available on all vetkazh the Moscow setropoliten and also in many parks and pedestrian zones.

At the end of 2014 the number of the purchases on the Internet paid using the bank card increased twice. The market of payments on the portal of state services made 3 billion rubles in a year, and Muscovites spent 4 billion rubles for purchase of mobile applications. At the same time the number of the subscribers using modern LTE networks grows, the speed of the Internet increases, the number of complaints to low-quality work is reduced.

Significant growth is noted also in respect of use of IT technologies for control of own health. For example, the number of the put-on gadgets (the smartwatch" and so on) intended for observation of key parameters of life activity increased to 2 million devices. The Internet for making an appointment with the doctor is actively used.

2013

Minister of Telecom and Mass Communications of the Russian Federation Nikolai Nikiforov (November, 2013): "The Russian revolution in the field of ICT will take place at the expense of a system covering services broadband access of the cities and settlements with the population from 500 people within the next years. It will allow to increase the level of penetration broadband access from the current 55% to more than 90% by 2018. 10% of growth of penetration of broadband access are created by the potential for GDP growth for 1.5%, and it is especially important in the conditions of the cooling-down economy when difficult fight goes for each percent of growth. We conduct the same fight for each percent of penetration of services broadband access. It is especially difficult to provide communication in hardly accessible localities. By our calculations, about 7% of a covering communication should be organized using satellites. For this purpose we are going to double almost by 2018 satellite grouping and to increase its capacity three times.

According to a research of the company "Yandex", conducted in the spring of 2013, even taking into account inequality in income distribution in Russia, only 20% of the population of the country are not able to afford service of broadband access. At the same time rates for Internet access in our country the lowest among G8 countries: the average payment makes about 10 dollars USA in a month.

Yandex: 86% of new net surfers live outside Moscow and St. Petersburg

According to the research of "Yandex" (April, 2013), in comparison with 2012 penetration of the Internet in general across Russia grew by 5 percent points up to 52%. The greatest contribution to growth of this indicator was made by the cities with the population less than 100 thousand people. Here penetration increased in a year by 7 percent points, having reached the average level across Russia. Villages still strongly lag behind. Probably, they will reach an average Russian value not soon: in 2013 growth of penetration of the Internet in villages even slowed down (5 items against 8 items in 2011). In the capitals penetration practically ceased to increase, having stopped around 70%.

Among federal districts only two — Central and Ural — increased growth rates, the others showed decrease. Most strongly growth slowed down in the Far Eastern Federal District which was in the lead on this indicator still a year ago.

Moscow and St. Petersburg, despite general deceleration, increased rates — however there is it due to increase in the population of megalopolises, but not due to growth of penetration of the Internet (a share of Internet users among inhabitants). The audience of the Internet increases generally at the expense of regions — 86% of new users live outside Moscow and St. Petersburg. It is slightly less, than in previous years — then more than 90% of new audience were the share of regions.

2012

According to the statistics the European Council, in the second half of 2012 the number of the new subscribers connected on FTTH technology ("optics to the building") in Russia grew by 2.2 million people — more, than in all 27 European Union countries combined. At the same time the total number of households with a possibility of FTTH connection was 7.5 million. It means that over 40% of all lines of the fixed broadband access in Russia are fiber optic.

According to TNS for the beginning of 2012, an opportunity to go in 92% of residents of the cities have already with the population over 100 thousand people, and more than 70% from them use broadband (high-speed) access.

2011: The number of Internet users grew by 17%

According to FOM for fall of 2011, the monthly audience of the Internet in Russia makes 54.5 million people - it is about 47% of all full age population of the country. Since fall of 2010 the audience grew a little more, than by 17% (for 18% the previous year). According to comScore, in September of the 2011th Russia came out on top in Europe by the number of Internet users.

As well as in previous years, the audience of the Internet grew mainly at the expense of regions: more than 93% of new users live outside Moscow and St. Petersburg. Most actively the Internet extends in villages: in a year the audience increased by 33% here. For comparison: in the capitals growth was only about 6%[8].

At the same time, on penetration of the Internet (the attitude of audience of Network towards the population) Moscow and St. Petersburg are still in the lead with a big separation, and villages and the cities with the population to 100 thousand people lag behind the average level across Russia.

As a part of Internet audience the share of users who connect to the web daily continues to increase: according to FOM, since fall of the 2010th in fall of the 2011th this indicator grew from 69 to 75%.

In 2011 the Internet audience in regions grew almost by 20%. The highest growth rates were shown by the Far Eastern Federal District, the lowest — Northwest. On an indicator of penetration of the Internet the Northwestern Federal District is still in the lead, and the Central, Southern and Siberian districts lag behind the average level.

Moscow and St. Petersburg still overtake regions on all indicators of distribution of the Internet and on the majority of activity ratios of users, however regions reduce backlog from the capitals every year.

  • According to the TNS agency, in September, 2011 penetration of the Internet ceased to grow in Moscow, having made, as well as in September, 2010, 66%. As the situation until the end of 2011 will develop, the representative of TNS Mikhail Raybman did not undertake to predict. He only noted that the capital market of access is close to saturation. In Germany, Internet penetration makes 80%[9].

Number of Russians, at least once in a month using the Internet, estimate FOM and TNS at 60–61 million — it a half of the population is more senior than 12 years. At the beginning of a year the Runet totaled about 50 million monthly users.

The leading specialist of FOM Pavel Lebedev specified that only 20 Russian regions had growth potential — the Republic of Tyva and the Tyumen region have the greatest stocks (26% and 20% respectively). According to FOM, number of the subjects of the Russian Federation with security with the Internet higher than 50% grew in a year (till September, 2011) almost three times, to 21 regions, but in the country only eight provinces with number of users higher than 1.5 million people. Lebedev and Raybman agree in opinion that in the future users from towns, people of advanced age and also users of the mobile Internet will be able to provide a gain of penetration generally.

Since the end of 2009 there was stable growth of Internet audience in the cities with the population from 100 to 500 thousand people, the cities with the population less than 100 thousand people and villages. For winter of 2010-2011 the gain made more than one million people. Analysts believe that in the near future the gain of Internet users will just occur at the expense of the average and small cities.

Monthly 10.8 million citizens of Russia go on-line by means of services of cellular communication. Every day in Russia 2.5 million people use the mobile Internet. These are 18% of users. From February, 2010 to February, 2011 the audience of the mobile Internet grew by 19%. Growth of users of the mobile Internet advances the general growth of Internet audience. According to analysts consumption of mobile services by owners of smartphones exceeds their colloquial activity (667 against 531 minutes a month). More than twice average monthly consumption of Internet traffic by users of smartphones in 2010 – 79 MB against 35 MB grew by one smartphone.   • For April, 2011 the audience of Runet makes 57 million users. It was said by the director of the Russian Association for Electronic Communications Sergey Plugotarenko. According to him, the number of users of Runet increased for last year by 22%. From them 22 million people go on-line from mobile devices.

According to TNS research company, 60% of the population of Russia use the Internet.

  • On March 18-21, 2011 analysts of Levada Center conducted survey of 1600 Russian citizens aged from 18 years and found out that 62% from them do not use the Internet at all. In Russia most of citizens come into Network to find information necessary to them (27%). For communication use the Internet of 18% of respondents, for search and listening of music – 13%, for search and watching video – 13%, the similar percent of respondents uses the Internet "for entertainment".

The smaller number of respondents leaves about Network to monitor the latest news (11%) to understand that occurs in the country and abroad (6%), to purchase goods or services (6%), to find and read any books (6%), for other purposes the Internet uses 1% of respondents.

2010

In May, 2010 statistical data about a status of development of the Internet in St. Petersburg Inessa (TNS) sounded Ishunkin. So, now in the city of 2.5 million users in comparison with Moscow stable rates of a gain also remain, and the most fast-growing user group is the group of 45 years and above. Chistov Dmitry (RAEC, The Internet in Digits Magazine) said that the audience of Runet totals 43 million people, for last year the number of users grew by 22 percent on Russia (the leader is the Volga Federal District – 8.6%, and in the Northwestern Federal District – 5.7%).

  • According to Public opinion Fund, fall of 2010 the share the Internet of users among adult population of the country made 40% or 46 million people. Since summer of 2010 the Internet audience in the cities with the population less than 100 thousand people and in villages grew approximately by 10%, and in a year for 28% and 31% respectively. In the large cities the Internet audience increases slowly. In a year the audience in Moscow grew by only 9%, and in St. Petersburg – for 18%, at the same time in the Northern Capital growth in a quarter was only 4%, and analysts predict stagnation in the nearest future. In the large cities and million-plus cities where the level of penetration of the Internet already exceeds an average value across Russia, process of "ageing" of audience is also observed. So, the share of monthly audience in Moscow and St. Petersburg among an age group reached 45-54 years and even slightly exceeded a share of users at the age of 25-34 years across Russia in general. Estimated cost of broadband and mobile Internet access in Russia one of the lowest in comparison with Europe, the USA and many developed countries. 2012: 26 rub for 1 Mbps

For 2012 the speed of the fixed broadband access to the Internet considerably grew, and its price in terms of 1 Mbps fell four times up to 26 rub for 1 Mbps. (data of Yandex for April, 2013). However most of users did not begin to pay for the Internet less, just now for the same money subscribers get access at higher speed (if, of course, they attended to transition to new rates).

Considerable part of users selects rates for 500 — 600 rub a month. In regions among such rates access rate in Network grew by 4.4 times to 22 Mbps. In Moscow speed doubled, and in St. Petersburg trebled. The cheapest Internet (in terms of 1 Mbps) — in St. Petersburg, and the most expensive — in the Far East.

Availability of the Internet depends not only on access cost, but also on the level of income in the region. By the index of availability — i.e. to a ratio of the average salary and cost of access — Moscow is in the lead. Still strongly the Far East lags behind — in 2013 the region took the last place. Spending for the Internet the same part of salary, as the Muscovite, the resident of DVFO receives the speed 18 times lower.

2011: The price fell twice

Every year the speed of the Internet grows, and cost falls. According to 'Yandex', in 2011 the average cost of the Internet in Russia was reduced more, than twice. In regions the most widespread access rate in network (Internet access at such speed costs, as a rule, 500 — 600 rub a month) grew to 6.4 Mbps (for 156%), and in the capitals — to 16.5 Mbps (for 50%).

The Internet in regions fell in price on average by 60%. Most of all residents of the Far Eastern Federal District pay least of all for access to Network — Central. The cost of the Internet in these two districts differs more than by 10 times. In total about a third of the organizations in regions have the websites (in Moscow and St. Petersburg — 70%). At the same time still remain a significant gap in the cost of services depending on the region of Russia – so residents of Khabarovsk pay for 2 Mbps in 6 times more Muscovites.

Traditionally, Moscow the cheapest Internet in Russia is available to inhabitants – the average rate for unlimited Internet access for speed of 2 Mbps does not exceed 300 rubles here. Taking into account statistics on monthly expenses per capita, it makes about 1.2% of expenses of an average Muscovite. More Internet is paid by inhabitants of Far East – sredneraschetny value considered rate for inhabitants Khabarovsk equals 1783 rubles that is an absolute maximum among the considered cities. The difference in rates for service of Internet access is caused by remoteness of regions from the federal center and, respectively, more expensive trunk traffic, and the low level of the competition existing in the regional markets. In the rating made by ComNews Research not the Far East and Siberian cities, and the largest cities of the Southern Federal District are at 3-5 places. So, Astrakhan is in the third place at the cost of an unlimited rate of 2 Mbps (1588 rubles a month) and in the first place on a share of expenses of the population on the Internet – over 20% of total expenses.
