The Ministry of Industry and Trade of the Russian Federation suggests to exempt from payment of the VAT of the Russian producers of radio electronics, reports in the summer of 2020 of CNews.ru.

On June 4, 2020 department sent to the Government of the Russian Federation and Board of the military-industrial commission of Russia the letter on behalf of the Deputy Minister of Industry and Trade. In the document, in particular, it is said that Minpromtorg of Russia supports the initiative about establishment of a tax rate of the VAT in the amount of 0 percent when implementing the radio-electronic products included in the unified register.

For the first time the initiative to cancel the VAT for domestic enterprises on release of radio electronics was taken by Alexey Dmitriyenko, the representative of the Federation Council. The relevant bill was sent to the State Duma at the beginning of March, 2020. Then the idea was supported in the Ministry of Economic Development and Board of the military-industrial commission.

However so far the idea did not find support in the Ministry of Finance and the Government of the Russian Federation. In particular, in a response it was specified the bill of the Cabinet of Ministers that establishment of a tax rate of the VAT in the amount of 0% concerning operations on sale of the radio-electronic products included in the register in essence will be subsidizing of the organizations enabling the realization of the corresponding radio-electronic products from the federal budget for the amount of tax on added value.

Respectively it is reasonable to perform state support within implementation of the appropriate state programs that would allow to provide effective control behind use of federal funds.

In Russia the consortium of computer system manufacturers is created

The Russian contract manufacturing of electronics can decline because of a coronavirus and growth of currency rate

Growth of dollar exchange rate and pandemic of a coronavirus can have a negative impact on development of contract manufacturing of electronics in Russia. As experts of Promsvyaz production association note, rise in price of component parts against the background of the weakening ruble and their possible deficit against the background of spread of a coronavirus create risk of suspension of accomplishment of many large orders already during the first half of the year 2020.

According to the technical director of Promsvyaz Fedor Selyutin, the similar crisis phenomena in the Russian and world economy, including a stop of a number of production capacities in China and the countries of Europe, would have to stimulate development of domestic contract manufacturing of electronics, provide the sharp growth of number of orders. But only if the domestic industry on the level of development would not concede the Chinese. China is capable to make all necessary for ensuring own industry. In Russia for the last 30 years production of many component parts was not arranged – they are bought abroad, in the same China. Therefore instead of development the Russian contract manufacturing of electronics can decline, on the contrary.

According to him, it is important that component parts could be bought in principle. Therefore contract producers hope that slowing down of the foreign industry and closure of borders of the Russian Federation and other countries in connection with a coronavirus will not result in deficit of component parts or a complete stop of a goods turnover.

Growth of contract manufacturing of electronics by 26%

On April 14, 2020 TAdviser it became known that Russian the market of contract manufacturing of an electronic equipment grew in 2019 by 26% and made about 20 billion rubles (about 300 million dollars USA).

The main contribution to increase in sales volume of services of contract manufacturing electronic engineers introduced large projects of import substitution in the market of ADP equipment. The significant contribution is made also by expansion of a range of services of contract manufacturing, first of all at the expense of a production complete set – transition with to be provided (provided by customers) complete sets on supply of production on own channels of purchases. Volumes of physical production, without services in a complete set, grew in 2019 approximately by 15% and if to exclude large projects of import substitution from this statistics, then growth of physical volumes of contract manufacturing of traditional customers was about 4%.

In total more than 50 Russian companies render services of contract manufacturing of electronics. From them the top of 5 producers is provided by more than 50% of total amount of orders in cost calculation.

The preliminary list of five Russian contract producers of electronics is given below with sorting according to a market share.

The greatest contribution to increase in size of the market of contract manufacturing was made by TsTS (GS Group) and Starlayn. These companies doubled the volume of contract manufacturing in 2019 in comparison with 2018.

According to preliminary estimates the volume of contract manufacturing in the first quarter grew 2020 approximately by 10%. However, epidemiological restrictions lead to significant interruptions in supply that negatively affects production volumes[1].

The Ministry of Industry and Trade suggested to nullify a VAT rate for electronic industry

Department believes that such measure will promote production in the Russian economy. So, the total revenue of the organizations of electronic industry should grow by 2.8 times from 1.87 trillion rub in 2017 to 5.4 trillion rub by 2030. And the share of civilian products should increase from 50.3% to 87.9%[2].

The director of the department of the radio-electronic industry of the Ministry of Industry and Trade of the Russian Federation Vasily Shpak suggested to cancel the operating 20% VAT rate in electronic industry. "We are ready to approach on canceling of the VAT in electronic industry. I am not confident that we will be able to make it quickly, in some few days and hours, but we seriously discuss it, – Vasily Shpak said in October, 2019. – We in this respect have support both in the industry, and at our colleagues. It is clear, that it is a question not idle time, and he demands separate study and calculations. I do not want to make revolutionary statements, but I want to tell that we work on it". He is convinced that this measure will not reduce the level of charges and receipts in the budget, and, on the contrary, will lift production in the Russian economy.

Besides, Vasily Shpak suggested to lower a rate of contributions to wage funds for developers of electronics by analogy with that that works for software developers (instead of a 30% rate in insurance funds for the IT companies the rate of 14% works). "We want to enter a similar measure also for developers of electronics. We consider that it will significantly facilitate load of the enterprises", – he told.

The Ministry of Industry and Trade expects to apply non-financial and financial measures of protection of domestic market and development of the industry. A basis is creation of the unified register of the Russian radio-electronic products for promotion of electronic industry of domestic production at the state level (order of the Government of the Russian Federation No. 878 of 7/10/2019).

Two rules for producers and buyers of domestic production work. Within 223-FZ is a 30% preference to domestic manufacturer whose products are in the register of domestic radio-electronic production. Within 44-FZ the rule "third wheel" works: at entry of two Russian products into the market, the third, foreign, – is not considered.

According to the strategy of development of electronic industry of Russia till 2030, the total revenue of the organizations of electronic industry should grow by 2.8 times from 1.87 trillion rub in 2017 to 5.4 trillion rub by 2030. And the share of civilian products should increase from 50.3% to 87.9%. The export volume of domestic electronic production should grow three times from $4.16 billion in 2017 to $12 billion by 2030, follows from strategy.

The project of strategy till 2030: Russia makes use of experience of Asia, cunning and a fist for break in the field of electronics

In August, 2019 the director of the department of the radio-electronic industry of Minpromtorg Vasily Shpak presented the draft of the strategy of development of electronic industry of the Russian Federation until 2030 and in a format of public listenings discussed approaches and measures of support to which it is going to resort with experts of the industry.

The project of strategy was developed by Central Research Institute Elektronika by request of Minpromtorg. Developers of the document note that new strategy, though provides some innovative ideas and approaches, is an ideological successor of the previous version.

Among innovations – a number of tools for support of domestic developers of electronic products. According to Vasily Shpak, the first tool is an addition to government decree No. 109 which already works regarding Research and Development subsidizing. In it it is going to enter the subprogramme devoted to microelectronics and also to initiate change of a ratio of the public and own funds allocated for project implementation: now it makes 50% for 50%, and is going to change it to 70% for 30%, having increased a share of the state investments.

The second measure – subsidizings of a difference in the cost of domestic microelectronics. Such measure already worked concerning the World payment cards, and Minpromtorg is going to expand it for other products of microelectronics.

The third tool – support of the design centers regarding subsidizing of their expenses on creation of new jobs, equipment procurement and operating expenses. In more detail new rules will be submitted by the end of 2019. As of August the department of the radio-electronic industry of Minpromtorg is engaged in study of these questions with industry experts and the federal authorities which these measures will approve.

Shpak noted that it is necessary not only to be engaged in development of this or that direction, but also to care for building of all chain – from production before sale of the microelectronic equipment.

As envisioned by Minpromtorg, by 2030 the share of domestic component base in microelectronics in Russia should grow from existing 20 up to 80%.

Yes, it is an ambitious task, but we have no other way. Level of investments into research activity in microelectronics at a number of the large companies reaches 20% of revenue, the amount astronomical: tens of billions of dollars. The CEO of Central Research Institute Electronica Alyona Fomina during the presentation noted that for development of the industry it is necessary to integrate competences and resources of private and state business[5]. Long time in Russia acted as the only investor of the industry the state, now it is necessary to attract private equity.

Fomina told that working on strategy, experts attentively analyzed foreign experience and did a great job according to the most effective model for Russia. It was analyzed, including, experience of China and South Korea. The Chinese authorities guaranteed to producers profit, as a result business invested money in risky projects, understanding that the state will allow to earn from them. South Korea went on other way, it provided to producers guaranteed demand.

According to Fomina, for the Russian strategy the model of creation of guaranteed demand when the investor knows that sale will be provided was assumed as a basis, and it saves selectivity and interest in success of business.

The role of the state in formation of demand for the presentations of the project of strategy was emphasized also by the CEO of Mikron Gulnara Hasyanova. It cited practice with bank cards World as an example. Released Mikron chips for bank cards two years ago, but could not bring them to the world market because produces only several millions units per year, and foreign competitors – billions. Therefore Mikron could not provide to potential customers competitive cost on own product. Only demand from the state allowed to sell products in the domestic market quickly enough.

Promotion of electronic products on foreign markets is a part of development of the domestic industry. The president of the company Element of the Civil Code Ilya Ivantsov emphasized the role of consolidation of efforts and creation of industry consortia for ensuring seriality, product quality and creation of the national standard which would become for the industry the instrument of protection of a product line and promotion on other markets.

The draft of the strategy of development of electronic industry of the Russian Federation was sent for approval to the Ministry of Economic Development and the Ministry of Finance and will be entered on approval and a statement to the government till September 1, 2019.

Project development of the strategy of development of electronic industry

The Ministry of Industry and Trade of the Russian Federation developed the draft of the strategy of development of electronic industry of Russia till 2030. According to the scenario, production volumes in the industry should increase more than by 2.5 times, is seriously going to increase also indicators of export. The Ministry of Industry and Trade calculates that for the same period the civil sector of electronics will grow approximately five times from 940 billion to 4.6 trillion rub. Players of the market are sure that growth potential at the domestic radio-electronic industry is even more. Experts consider that similar projects - the next element of potentially inefficient practice of expenditure of budgetary funds.

The Minister of Industry and Trade of the Russian Federation Denis Manturov told about the project of strategy in August, 2019. The personnel, scientific and technical development, means of production, management, cooperation, industry standards, industry information environment, capitalization, the markets and products, financial provision and investment attractiveness will become the priority directions for the industry.

According to Denis Manturov, development of electronic industry during the period till 2030 will make the contribution to implementation practically of all national projects, security and development of the country.

One of the main objectives at the same time consists in formation of institutes which stimulate development of cooperation and achievement of strategic objectives. These are the centers of technology competences, "industry champions", network of the design centers, the centers of collective design, production consortia and strategic alliances. The Ministry of Industry and Trade of the Russian Federation will motivate them to join in the created cooperation chains.

Strategy provides several stages, the emphasis on mastering of the perspective markets of civil products is placed on each of which. Attention will be paid to creation of a technology backlog for production of products and their output to the markets. At the first stage, this and next year, the main attention will be paid to the traditional markets, such as telecommunication and navigation equipment, ADP equipment, including storage systems, car electronics, automation systems. At the second stage - from 2021 to 2024, it is going to cover the new markets, among them - intellectual power, telemedicine, pilotless aircraft, Internet of Things and communication of a 5G. Since 2025 it will be necessary to be focused on the disruptive directions connected with robotics, artificial intelligence, all types of pilotless transport, neurotechnologies and quantum computings.

The minister noted that the state for the visible period will save a role of the main incentive of innovations in the industry, developing an industrial ecosystem, creating the order and developing the product demand and technologies in perspective technology niches. "The state will provide protection of domestic market and also development of the industry through the available tools - the direct state order, subsidies, tax benefits - and a direct financial support, including through programs of institutes of development, the venture funding, grants", - Denis Manturov emphasized.

Electronic industry will receive strategy

In June, 2019 it became known that the Russian President Vladimir Putin charged to the Government of the Russian Federation to approve until the end of the year the cross-industry strategy of development of electronic industry and also the actions plan on its implementation. The Prime Minister Dmitry Medvedev is appointed responsible for implementation of order. Experts are sure that in the world market it is possible to increase a share of the Russian electronics by 2035 to 3%, in domestic market - up to 35%[6].

Based on the check of performance of the legislation and solutions of the president aimed at the development of electronic industry and electronic component base, Vladimir Putin approved the list of instructions to the Government of the Russian Federation. The president charged to Dmitry Medvedev to approve till December 31, 2019 the cross-industry strategy of development of electronic industry for the purpose of implementation of national projects. The actions plan on development of strategy provides development of the current and forecast parameters of the domestic market of radio - and microelectronic products. It is about import and export of goods and also use of products by own customers and producers in this sphere. Strategy provides primary use of hardware and software systems based on domestic microelectronics and the system software at establishment of requirements (standards) to digital platforms and end-to-end technologies.

It is entrusted to Government of the Russian Federation to approve the list of key components of microelectronics and indicators of increase in production volume of civil products on their basis for concentration of measures of the state support on these purposes.

Besides, it is necessary to define the priority directions of cooperation with foreign producers for the benefit of creation and step-by-step localization of production of components of microelectronics, the equipment and materials and also the basic technologies open for market participants. Besides, it is necessary to develop measures for formation of the conditions stimulating development of the centers of design of microelectronics, production and sale of electronic products.

The actions plan also provides development of the system of the training focused on the solution of perspective tasks of electronic industry.

Central Research Institute Elektronika: Digital transformation of radio electronics

The analytical center of a radio-electronic cluster of State Corporation Rostec provided in the spring of 2019 results of the new research "Digital Transformation of Radio Electronics" according to which the industry organizations actively implement and apply a number of technologies of the Industry 4.0. 3D technologies - printings are of the greatest interest to the organizations of the Russian radio-electronic industry - 48% of respondents note its applicability in radio electronics: during creation of models, prototypes and prototypes (for example, in the field of microelectronics), production of parts (for example, antenna elements), production of the equipment for CNC machines. About 18% of respondents already use 3D technologies - printings, 20% plan their implementation in the short term, including at production of a very high frequency electronics and production of magnetosolid materials.

The organizations of the radio-electronic industry already apply (at least at the level of pilot projects) technologies of Big Data, Internet of Things, printing electronics (on 7%), supercomputer, quantum and parallel computings (6%).

In the Russian radio electronics technologies of virtual and augmented reality, the distributed register and a blockchain are not implemented yet, however in the short term projects with their use plan to implementation 7 and 3% of respondents respectively. The organizations of the radio-electronic industry do not use also independent robots, at the same time development of this direction, according to respondents, is economically unprofitable in connection with their high cost.

If to speak about expectations, then 69% of the organizations of the Russian radio-electronic industry are seen in digital transformation a possibility of mastering of production of new products, by 60% – a possibility of increase in efficiency due to cost reduction, change of business models and other factors, 57% – a possibility of an entry into the new markets.

More than hundred organizations of the industry participated in a research.

Nevertheless, these cities are leaders in the number of the production organizations of the radio-electronic industry as the research "Portrait of the Russian Radio Electronics" testifies.

During the research it was also made top-30 computer makers, electronic and optical products. First place in a top was won by JSC Izhevsk Electromechanical Plant Kupol with revenue from production of these products in the amount of 8.28 billion rubles. Mikron Group whose revenue in this segment makes 8.27 billion rubles is in the second place.

Originators of rating note that this type of activity as a rule is the basic for the organizations of the domestic radio-electronic industry[8].

J’son & Partners Consulting: The analysis of potential of import substitution in microelectronics: Power transistors

In the world progress of development of a broad spectrum of listed products of microelectronics is the cornerstone of rapid growth of digital economy. Meanwhile, in Russia a considerable part of needs for electronic components becomes covered due to their import. Exchange of electronic components in world economy is standard practice, all large developed and developing countries import them for needs of the industry. According to the research J'son & Partners Consulting, Russia annually imports power transistors for the amount more than 3 billion rubles or about 50 million US dollars. However, taking into account country accessory of brands in the location of the headquarters, prime vendors of power transistors to Russia are the American companies. Among TOP-20 the largest international brands of the power transistors deliverable at our country, the share of the American brands is especially big, in 2015 - 2017 it grew from 41 to 47%.

According to J’son & Partners Consulting, in the conditions of growth of international tension, increase of threats of trade wars and introduction of the one-sided sanctions concerning import of electronic components to our country it is necessary to consider the risks connected with country accessory of head supplier companies of power transistors to our country. It also requires more and more persistent efforts in carrying out import substitution policy, first of all, on crucial components.

Increase in production of an electronic equipment in the world and Russia

According to data of the Organization for Economic Cooperation and Development for the last 15 years Russia actively increased production of the electronic and optical equipment. In 2000 - 2015 production volume of these products grew by 6 times - from 2.9 to 17.3 bln. dollars of the USA, on growth rates the country conceded only to China.

At the same time, according to J’son & Partners Consulting, the efforts made in the field of increase in production of products of electronic industry are obviously insufficient. It is easy to notice that the total production of products of the electronic equipment significantly concedes not only to industrialized countries, but also developing including India, Thailand and Malaysia. As a result among considered industrially developed and developing countries in 2000 - 2015 growth rates of the Russian import of electronic components are the biggest, reaching more than 20% a year.

Russian import of power transistors

Exchange of electronic components in world economy is standard practice, all large developed and developing countries import them for needs of the industry. According to the research conducted by J'son & Partners Consulting Russia annually imports power transistors for the amount more than 3 billion rubles or about 50 million US dollars. The main countries manufacturers of products are China, the USA and Japan of which more than 50% of the total amount of import are the share.

Processes of globalization in world economy led to the fact that the largest manufacturing companies (brands) began release of the products in many countries of the world, including such Asian countries as Malaysia, Philippines and Vietnam. According to J’son & Partners Consulting, in the conditions of growth of international tension in world trade and also gain of use of sanctions mechanisms of economic pressure upon the Russian Federation, it is necessary to consider the risks connected with country accessory of head supplier companies of power transistors to our country.

Analysis TOP-20 of supplier companies showed that the main brands of the power transistors deliverable at the Russian Federation, the companies which headquarters is located in the USA, Japan, the Netherlands, Switzerland, Germany and Great Britain are. And the main share of deliveries is the share of the American companies. In 2015 - 2017 their share in TOP-20 list grew from 41% to 47%.

Increase of threats of trade wars in the global world and introduction of the one-sided sanctions concerning import of electronic components to our country requires carrying out import substitution policy, first of all, on crucial components more and more persistently.

Internet of Things will provide annual demand for microchips of 109 billion dollars by 2020

Since 2020 the artificial intelligence will become a main growth driver of global market of microprocessor technologies. The CEO of PJSC Mikron Gulnara Hasyanova at opening  of the new line of production said the chip modules it in December, 2017 for  bank cards, identification documents and other electronic media of personal data (Mikron Integrated microcircuits of MIK).

According to her, also the structure of the market at the same time changes – if the PC and smartphones initially created mass demand for the same chips, then development of such directions as IoT and artificial intelligence, considerably expands a range of demand for microprocessor products, including the most different analog circuits and sensors. At the same time, speaking about the industries which will be in the lead on growth rates of sales of chips by 2020, the CEO of PJSC Mikron called the industry 4.0, data centers, the autopiloted systems and also a 5G for Internet of Things, SDN and heterogeneous networks.

Thus, the microelectronics continues to remain a key factor of technological leadership around the world. As for Russia, here key tasks stimulation of an importonezavisimost on all supply chain, creation of domestic suppliers of materials and component parts and also ensuring market development of microelectronics at the legislative level seem today.

The main directions of changes in the legislation by the speaker were called the criteria base meaning a priority of the Russian software and also chips and the equipment of domestic production, including use of such solutions in the projects financed from the state budget is exclusive. Besides, Gulnara Hasyanova suggested to consider the possibility of increase in term of the government contract at a term of use of the Russian softwares, the equipment and microelectronics.

According to her, creation of domestic demand for microelectronics, reasonable protection of the market against import and also participation of the Russian producers in creation of global chains of added value is problems of national scale today. At the same time in the beginning it is necessary to create the protected domestic market then it is necessary to come to international, having potential for successful global [10].

Data of ARPE

By estimates of ARPE in Russia there are over 3000 companies which are developers and producers of an electronic equipment. About 500 of them are controlled by the state, and about 2500 are private companies. Besides, several tens of the companies are divisions of global corporations. At the same time there are over hundred Russian producers of electronic components.

Analysts of ARPE believe that in our country the annual sales volume of the electronic equipment is about 10 bln. dollars (about two thirds of this amount are the share of closed markets of special applications). At the same time the Russian electronic industry makes only about 0.4% of world, and the scale of activity of leaders of the Russian electronic industry is three orders less than world leaders.

2016: Data of Frost & Sullivan

Within the last six years the Russian market of microelectronics grew on average for 3.3% a year, having increased from $1.9 billion in 2010 to $2.3 billion in 2016. The share of Russia in structure of the world market remains insignificant and makes only 0.7%. Reduction of market size which happened against the background of the general recession in national economy became a trend of the last two years. So, in comparison with 2014 in 2015 market size was reduced from $2.8 to $2.4 billion, or for 14.3%. According to the results of last year decrease was 3.3%.

"The Russian microelectronic industry strongly depends on implementation of state programs, first of all, in space and the defense industries. – Volostnov Alexey, the director of business development of Frost & Sullivan in Russia notes. – Today nearly a half of all microelectronic components (chips, chips, semiconductor components) made in the country is consumed by the enterprises of aviation and defense industry (45%). On the second place – the companies working in the field of power, medicine and instrument making (totally 32%); on the third – the small and medium enterprises specializing in production of consumer electronics (11%). Thus, a main customer of microelectronics in Russia is the state while in the majority of the developed countries the product demand of the plants forms in the private sector. For comparison, on a telecom segment 31.5% of all orders, are the share of the production area of personal computers – 29.5%, of automotive industry – 11.6% on average. State orders make about 13.9% in structure of consumption of microelectronics in the world".
"According to our forecasts, in the next several years the demand pattern in the Russian market of microelectronics will not undergo significant changes. In the defense and space industries demand growth will be provided due to development of new types of arms (and increases in military expenses in general), constructions of airliners and space aircraft (satellites). – A. Volostnov speaks. – In automotive industry – for the realization account of programs for localization of production of components and spare parts, development and system implementations of "ERA-GLONASS". It is also possible to expect increase in demand in a segment of the state servants – in particular, on chips for plastic cards for Mir payment system, electronic policies of health insurance, etc.".

Development of the domestic microelectronic industry will be stimulated with orders from producers of consumer electronics, the utilities and medical equipment in the private sector. "The powerful contribution will also be made by development in Russia of Internet of Things. If in 2015 the number of attached devices was 16.1 million (0.2% of universal), then in 2018 their number will increase more than twice – to 32.6 million". – A. Volostnov notes.
