Development of artificial intelligence technologies will provide transfer to machines of a considerable part of routine transactions and robotization of a set of processes. In particular, such technologies as recognition and synthesis of speech/image/video and also machine translation and others will gain distribution, according to presidium of the city government.

The blockchain technology will allow to implement practice of paperless contracts. With Big Data it will become possible to provide to citizens and business the targeted services meeting personal needs of everyone.

The artificial intelligence automates decision making on the basis of data analysis. Internet of Things and a 5G will open a possibility of implementation in city infrastructure of a large number of attached devices and sensors.

Technologies of virtual and augmented reality will change such spheres as tourism and education. And gain of the direction connected with cyber security and monitoring of threats will become the answer to numerous calls.

The innovation infrastructure of Moscow includes about 1.5 thousand objects on which more than three and a half thousand units of the modern hi-tech equipment are placed. In this number:

  • Technopolice Moscow special economic zone;
  • 31 technoparks;
  • "Digital business space" — the updated Central house of the entrepreneur;
  • 76 co-workings - in each of them are equipped on average in 100 jobs. Users rent the premises, services connected with business, and many other things. All this speaks about demand of co-workings among the young companies;
  • five centers of development of production technologies - they support the small and medium technology companies. Any entrepreneur can work in details technology process, study properties of samples of products, certify new products. This year 354 hi-tech companies used services of such centers. Rendered to the enterprises more than 2.6 thousand services connected with technology development, tests, standardization of products;
  • two innovation territorial clusters in Zelenograd and Troitsk - the first specializes in microelectronics and instrument making (190 participants, over eight thousand employees).   • children's technoparks (kvantorium);

The most important infrastructure facilities for the innovative companies is now "Technopolice 'Moscow'" and technoparks which number for the last four years grew five times (in their 2014 there were six, in they are 31). The number of the companies — residents of technoparks also increased almost four times (from 450 to 1748), and number of jobs — by 6.5 times (from 6.8 to 44.1 thousand). Residents of technoparks can rent premises at the attractive prices, get access to the hi-tech equipment and services, such as clean rooms, experimental laboratories.

For the innovative companies the city subsidizes equipment procurement (to 200 million rubles), develops the corresponding infrastructure (to 300 million rubles), provides tax benefits to technoparks and their residents (reduces taxes to 25 percent). Besides, the capital gives support to startups. The Moscow fund of support of the industry and an entrepreneurship grants available loans for developmental works and engineering (to 50 million rubles under five percent for five years). The fund of assistance to development of venture investments gives venture loans to startups (to 30 million rubles). Data from them get to the TsODD situational center where they are analyzed in real time that helps to manage a situation on roads. Further this information allows TsODD to make the forecast of a road situation if it is going to block the street, to enter one-way traffic or to open the selected band for buses and trolleybuses.

More than 160 electronic boards on the main routes of the city quickly announce drivers weather, estimated time in way (for example, to MKAD or the Third Ring Road) and traffic congestion. They display also data on restriction or blocking of the movement. With implementation of an intelligent transport system the number of accidents on roads of Moscow decreased almost half. And average speed increased by 13 percent in spite of the fact that machines became much more.

The Center of the Organization of Traffic (COT) and Department of transport and communication of the city of Moscow since 2011 develop ITS. The ITS consists of two models – static and dynamic.

Static model

The static transport model is created for forecasting of options of change of a road situation for the long period.

STM considers the following input:

  • population of the city;
  • population of the area;
  • age of inhabitants;
  • sex of inhabitants;
  • social status;
  • employment of the population.

Algorithms of STM break each area into transport sections. To study activity and time of movement of people from one area another, to podchitat flow volume, technologies of the analysis of Big Data and sociological polls are used.

Dynamic model

Using the dynamic transport model (DTM) the set of parameters, such as is traced:

  • speed and intensity of traffic flows;
  • movement of public transport;
  • Road accident on importance degree;
  • locations of social objects;
  • road blocking.

Besides, using DTM it is possible to make monitoring of work of mobile complexes of photo and video fixing, etc.

DTM uses data from GLONASS sensors, cameras, transport detectors. On DTM responsibility for control of traffic lights, the analysis of the centers of accident rate, etc. lies.

The situational center is an important element of ITS of Moscow.

The situational center answers for:

  • control of traffic lights;
  • control of teleoverview cameras;
  • monitoring of conditions of traffic;
  • visual informing participants of traffic;
  • photo and video fixing of violations.

The Minister of Telecom and Mass Communications emphasized that digital the admission were initially declared as the temporary measure operating for a quarantine and isolation in the conditions of COVID-19 coronavirus pandemic.

Digital the admission in Moscow and the Moscow region were entered in the middle of April, 2020. Earlier in May in the blog of AnalogBytes Conference company analyzed the text of the agreement on personal data processing with which citizens at execution of admissions agree. In it it is said that the citizen grants permission, including for data transmission to the third parties. The Moscow authorities called such agreement standard and stated that information of citizens is strictly protected by the law.

The owners of digital admissions who agreed to data processing will receive only information materials of the Government of Moscow and announcements of actions, but not advertizing, assured of the press service of capital department of an entrepreneurship and the innovative development.[3]

Transition to eco-friendly transport

The capital signed the contract of lifecycle (CL) with PJSC KAMAZ for delivery of 100 electrobuss and 36 ultrafast charging stations to them.

More than a half of volume of all projects of the public-private partnership (PPP) of the capital is the share of KZhTs in the transport sphere: in five years it made 435 billion rubles. KZhTs has long-term character therefore the city as a result of its conclusion receives the best price relation and qualities of vehicles. Besides, budget expenses are evenly distributed.

Machines from PJSC KAMAZ will equip with the equipment for transportation of passengers with disabilities, the system of climate control, satellite navigation, USB connectors for charging of mobile devices. Besides, passengers will be able to use free Wi-Fi in electrobuss.

The contract of lifecycle which is signed with "KamAZ", provides not only acquisition of the electrobuss developed in full accordance with requirements of the city but also further service and delivery of component parts within 15 years. The price of the contract was 6.57 billion rubles.

Future KZhTs can become the perspective mechanism of PPP: for example, in the field of housing and public utilities – when installing all-house metering devices and purchase of the utility equipment, in health care – for acquisition of the medical equipment.

The capital concluded the first two KZhTs on delivery and service maintenance of electrobuss in the spring of 2018 with Russkiye avtobusy-GAZ Group LLC and PJSC KAMAZ. The cumulative price of two contracts was 12.7 billion rubles. Electrobuss began to ply on city streets last fall. In 2019-2020 the Moscow authorities are going to buy 300 electrobuss a year.

According to him, the neuronet started by TsODD will help to calculate fraudulent activity on substitution of numbers when the car in the picture does not correspond to the fact that it is entered in the database under the corresponding state registration sign. If a system finds such discrepancy, it sends the picture to the employee of TsODD who solves whether the technical error (incorrect recognition of number) takes place or on the car number is changed. Naturally, in the latter case TsODD transfers material to traffic police for rapid response.

On external signs of the electronic engineer will be able to distinguish cars of the most popular and widespread in Moscow and the Moscow region of brands and also the rare and not issued any more machines: in total it is supposed to load data on 103 brands into a system. Besides, the neuronet will distinguish cars from cargo, and the taxi and machines of emergency services – from ordinary cars. Whether it will allow to define, for example, the specific car has the right to move on the selected band.

Legler explained that earlier the complex of photo and video fixing recognized number of the car, on it from the database of traffic police the make of the car was unloaded. When preprocessing information the specialist of TsODD checked that these data corresponded to the car recorded in the photo. After implementation of the new software, this process became automated.[4]

Moscow starts the system of verification of the CMTPL road cameras

At the beginning of September, 2018 it became known of start in Russia of the system of automatic verification of policies of the CMTPL at motorists. The project starts in Moscow in November, and then it can be distributed all over the country.

The IT system should integrate several participants of process at once – among them the capital Center of the organization of traffic (TsODD – including is engaged in service of cameras of photo and video fixing in the capital), traffic police and the Russian Association of Motor Insurers (RAMI) appear. Each of them locates own resources for the organization of instant check on existence of the policy of the CMTPL, and as told Kommersant the source familiar with a situation, the main complexity consists in synchronization of all available databases.

Cameras in Moscow since November, 2018 will begin to fix cars on which policies of the CMTPL are not issued

By the beginning of October, 2018 there is consolidation of databases that will allow to define motorists without policy of the CMTPL, "to understand who has an insurance and at whom is not present", reported in TsODD. According to RSA, by the beginning of October, 2018 without policies of the CMTPL about 6% of Muscovites move. After a project startup in the Union expect to lower this indicator to 0%.

Earlier in RSA planned that to drivers without policy one penalty a day will be written out (it makes 800 rubles), but also the penalty option after journey of the violator under each camera was discussed.[5]

Novikombank will select 5 billion rubles of "Schwabe" for service of ITS of Moscow

Novikombank will select to Shvabe holding of State Corporation Rostec 5 billion rubles for project implementation on service of an intelligent transport system of Moscow. The relevant agreement was signed by the CEO of Schwabe holding Alexey Patrikeev and the chairman of the board of Novikombank Elena Georgieva, reported on August 21, 2018 in Schwabe.

Means will be aimed in support of implementation of the government contract at providing smooth functioning of the equipment which is a part of an intelligent transport system of Moscow. Its contractor according to the results of a victory in an open competition appoints the organization, as a part of holding responsible for execution of the ecosystem project "Smart City" — "Schwabe – Moscow".

"Yandex" agreed with the authorities of Moscow about development of pilotless transport

On July 17, 2018 "Yandex" announced the conclusion with the authorities of Moscow agreements on development of pilotless transport in the city. The agreement for a period of five years was signed with a possibility of prolongation at  the Moscow urbanistic forum.

The signed document provides development and implementation in Moscow of technologies of pilotless management on all types of city passenger transport and formation of business models when rendering services using self-governed machines.

Technologies of the telematic transport and intelligent automobile systems and service on their basis will develop Besides. The personnel in this sphere will be prepared and also development and approbation of the solutions connected with cyber security at operation of pilotless transport is provided.

It is supposed that the high-automated and pilotless vehicles will be developed using mainly Russian technologies. Safety of conducting tests of pilotless transport will be ensured by the complex scheme of the organization of traffic and an intelligent transport system.[6]

2017

Mosgortrans will buy 300 electrobuss

At the end of 2017 the authorities of Moscow on behalf of SUE Mosgortrans officially relied on development of electric public transport: competition on delivery of 300 electrobuss (with service maintenance within 15 years) and the systems of exercises for them is announced. According to the deputy mayor on transport Maxim Liksutov, all there will take place three auctions on 100 machines (with the starting cost of 10.5 billion rubles everyone). Producers are also obliged to deliver 98 ultrafast charging stations. And it only the beginning: about 300 machines in a year are going to purchase annually, and since 2021 Moscow will begin to buy only electrobuss. The capital already refuses traditional trolleybuses: in the downtown they are removed from routes[7].

The project of the land subway in the capital region

In November, 2017 Vladimir Putin supported the large-scale project of creation of the new land subway based on routes of suburban electric trains in To Moscow and near Moscow area. The president discussed its implementation with the mayor Moscow Sergey Sobyanin and the head RUSSIAN RAILWAY Oleg Belozyorov.

The main idea of the project — to start up railway passenger trains with the minimum intervals between the cities of near Moscow area through Moscow. According to the data provided by the capital mayor's office to Vedomosti it is at least about five and at most about fifteen radial routes. They received the working name "Moscow Central Diameters".

On two of them suburban electric trains already go, but is irregular. It "Odintsovo — the Belarusian station — the Savelovsky station — Lobnya" and "Nakhabino — the Rzhevskaya platform (near the Riga station) — the Kalanchevskaya platform (near three stations — Leningrad, Yaroslavl and Kazan) — the Kursk station — Podolsk". Here is going to start up trains at an interval of six minutes within about one and a half years. Additional costs on it are estimated previously at 20 billion rubles, the representative of the capital mayor's office reported. They will be divided equally among themselves by the city budget and the Russian Railway.

Also it is going to open to thirteen "The Moscow central diameters". Among them:

  • "Pushkino — Mytishchi — the Kalanchevskaya platform — Ramenskoye",

  • "Odintsovo — the Belarusian station — the Savelovskaya platform (near the Savelovsky station) — the Rzhevskaya platform — the Kalanchevskaya platform — the Kursk station — Reutov — Railway".

Implementation of this project will take about five years. Moscow estimated preliminary costs at 20 billion rubles. They will also be divided among themselves by the capital and the Russian Railway. Thereby, all project will cost 40 billion.

Moscow - the second in the world on a downtime in traffic jams

Moscow took the second place in the world on duration of traffic jams. Experts of the Inrix research group came to such conclusion, having analyzed 1068 cities in 38 countries. According to the company, for 2016 capital drivers spent 91 hours 24 minutes in jams. At the same time in a research it is noted that in a year duration of capital traffic jams decreased.

Los Angeles with a similar indicator headed 104 hours 6 minutes the world ranking. Two other cities of the USA - Nyo-York and San Francisco - appeared on the third and fourth places respectively. For 2016 duration of traffic jams grew in all three American cities.

And here in the overall ranking of the "plug" countries of Russia, provided at once by 103 cities, bypassed states. On average the Russian motorists for 2016 lost in jams 42 hours. It is more only at Indonesia (47 hours), Colombia (47 hours) and Thailand (61 hour).

The project of free wireless Internet access started in the capital in 2012[10]. At first the city network Wi-fi was created in vacation spots — parks, pedestrian zones, cultural spaces. And now it is free of charge possible to be connected to the Internet both in the subway, and on land transport, and in dormitories. Now by quantity of points of Wi - Fi - access Moscow takes the second place in[11].

The city network covers 24 open territories: Moscow Zoo, VDNH, parks and pedestrian streets; 14 public spaces — libraries and the cultural centers; and also 150 buildings of dormitories. In total more than 8.5 thousand access points (spot jotas) work in the capital. Also free Wi-Fi is available in the subway and land public transport.

The Internet everywhere where it is necessary

Initially city network Wi-fi was unrolled in vacation spots — parks, pedestrian zones, cultural spaces. Now the wireless internet moves ahead to regions of mass concentration of people. In particular, the pilot project on development till 2018 access networks in the Garden Ring is started. The city will actively interact with investors and telecom operators to improve infrastructure, to create and test different services for citizens and business users[12].

Studying of geoanalytics — the depersonalized statistics of mobile operators about movements of subscribers — allowed to determine points where Wi-Fi is most demanded by the city. In two years in Moscow about one thousand new spot jotas, for example, on Kremlyovskaya Embankment and Gogolevsky Boulevard, Moss, Myasnitsky, Big Bronna and Big Nikitskaya streets will appear.

"Seamless" authorization will become important feature of new network. So having once got access to network, it will be possible to move freely on a signal area of coverage without repeated connection. As well as now, it will be possible to become authorized by three methods: using the SMS notification, an account of the Moscow portal of state services or the Single mobile platform of Moscow.

The city network Moscow WiFi Free has quite high technical characteristics. Each access point provides acceptance of a signal with a speed of 5-15 Mbps in a radius from 20 to 50 meters and supports up to 100 user sessions.

To be connected to city Wi-Fi, users should undergo identification procedure. This requirement of the federal legislation. The first method — through SMS. The user is connected to network, gets on the page where he needs to enter the phone number on which the SMS message will come with the code. They are protected, are not transferred to the third parties and stored in encrypted form in the Moscow single mobile platform, specialists of capital Department of information technologies say.

What will be farther with wireless networks of the city?

Now specialists study possibilities of different wireless technologies, for example Li-Fi, LoraWAN, NB-IoT, and find out whether the city has a need to use them.

All these technologies can be applied in Internet of Things — to information exchange between different devices in the automatic mode. So, the system of accounting of water supply can automatically request data on a water consumption from counters which stand in the apartment, and smart city transport will automatically obtain data on traffic jams and changes in operation of traffic lights.

To provide effective interaction, data transmission technologies and reliable economic devices are necessary. Let's tell that the sensor transferring information ran on one battery ten years. Such options now are also selected by specialists.

Perhaps, elements of Internet of Things use in the new city project "smart Quarter of Lyublino". For example, entrances of houses will equip with systems which will turn off the light if on a staircase there is nobody. Now there is a preparation of tender for project development of quarter, and it should start in the first quarter this year.

In the next plans — to increase quantity of street access points within the Garden Ring. It will expand a seamless zone of access in which the smartphone will not lose network while you walk on the center of Moscow.

On May 31, 2019 it became known of the statement of the Mayor Moscow Sergey Sobyanin that until the end of 2019 in the city four experimental platforms on implementation will be started mobile communication fifth generation. 76% of the Moscow libraries are already connected to free network Wi-fi

Since the beginning of this year the free Internet earned in 55 libraries of Moscow. Now it is possible to use Wi-fi network in 336 city reading rooms. For this purpose it is necessary to select from the list of available networks Moscow_WiFi_Free, to open the browser and to become authorized.

"The free wireless internet equips already 76 percent of city libraries. In them more than two thousand access points — approximately on six in each building are set. Therefore Muscovites can work with large volumes of information, watch video, listen to audiomaterials. It expands opportunities for training and research" — Natalya Sergunina, the Deputy Mayor of Moscow told.

The vice-mayor also noted that libraries with the free Internet are in all 11 districts of the capital. It is more than such reading rooms in the east (50), the southeast (44) and in the south (41) cities.

To be connected to the Internet, it is necessary to select from the list of available networks Moscow_WiFi_Free, to open the browser and to become authorized. It can be done by two methods: using the account on mos.ru or through SMS. In the first case for connection it is necessary to enter the login and the password — to specify the phone number on which the message will come with the code in the second.

In 2019 there will be consolidation on a single platform more than 15 thousand access points to a wireless internet — on streets in the Garden Ring and locally within the Third Ring Road, in parks, libraries, recreation centers, the museums, movie theaters of Moschino network and hostels of universities. Thus, it will not be necessary to be connected repeatedly to Wi-Fi, moving on the city. Besides, for users the uniform technical support service which employees will help when using a wireless network will begin to work.

Today over three thousand access points to free city network Wi-fi, in 40 capital parks — more than 1.1 thousand, in 199 recreation centers — 880 work at streets within the Third Ring Road. 336 more points are in 14 city museums, 62 — at 13 movie theaters of Moschino network and a film society museum Eldar. Besides, city Wi-Fi is available in 151 high school hostels (more than 8.1 thousand points) and at VDNH (147 points).

According to the statistics last year, about 24.3 million times were connected to city network Wi-fi that above indicators of 2017 for 27.5 percent. The peak by the number of connections fell on May when 4.8 million times used a wireless internet. 3 types of rates for mobile data transmission (not including a voice, the SMS and other communication services) became an object of research: "the minimum data packet" (up to 4 GB, inclusive), "average" (5-12 GB) and "maximum" (13 GB and more) in Moscow, Barcelona, London, Stockholm, New York, Singapore and Dubai.

According to experts of DIT the cost of 1 GB of mobile data transmission in Moscow for rates with the small included traffic packet according to the results of the 3rd quarter 2017 was 84 rubles for 1 GB while for rates with a big packet of mobile data transmission – 41 rubles for 1 GB. Acquisition of a tariff packet of mobile data transmission, big on volume, appeared more profitable. So, economy for the user makes from 1.4 times in New York, up to 5 times in Stockholm. In Moscow – twice.

The average cost of traffic in Moscow – the lowest. In comparison with New York the mobile Internet will cost by 5-8 times cheaper (depending on packet volume, the maximum difference – for the most volume packets of mobile data transmission), with London – by 3-4 times.

Experts also noted stability of the market of the prices of the mobile Internet for the last year. For comparison, about 2-3 years ago traffic became cheaper every year many times.

Moscow will expand a zone free with Wi-fi of network

The coverage free will be expanded Wi-Fi of network in Moscow. According to in November the Moscow Department of Information Technology (DIT), network will appear in 12 parks, 70 museums and 151 cultural centers of the capital.

Equipment installation on some objects already began. Until the end of December, 2017 more than 400 access points will be set in 78 cultural centers and about 50 more — in five parks. It is going to connect all points until the end of 2018.

"On each urban area specialists define optimal places for installation of access points to Wi-Fi. They will provide to users a steady signal in a radius up to 50 meters, and switching between them will not demand repeated authorization" — noted in DIT.

Points of Wi-fi will work in the Vorontsovsky park and the Philly park, the landscape Mitino park and also in the Gardeners and Northern Tushino parks. In only 12 recreation areas will set more than 200 access points. The wireless internet will appear also in the Moscow Museum of Modern Art, Memorial Museum of Astronautics, museum exhibition association Arena, the ZIL and Stimul cultural centers.

Until the end of this year the free Internet will also be carried out at all movie theaters of Moschino network of the Moscow Department of Culture. Access points already earned at nine sport schools, and in 2018 will connect 18 more to Wi-Fi. Began to equip with free Wi-Fi boarding houses for pensioners and veterans. Besides, the Internet is on 200 streets in the center of Moscow and in 24 city parks and also in city transport. Each access point provides a signal in a radius up to 50 meters. 2016: 175 million rubles on free Wi-Fi in the Garden Ring

Authorities of the capital are going to spend 175 million rubles for installation in the Garden Ring of the equipment which will provide to citizens free wireless Internet connection, the Govorit Moskva radio station reports [16].

It is noted that the similar equipment will be installed in 425 places, and a particular on Neglinny, Moss and Myasnitsky streets, Color, Tver and boulevards Chistoprudnom and also at Red Square and Kremlevskaya Embankment. Start of the Uniform Dispatching Center (UDC) through which there pass all requests of inhabitants concerning municipal services today became one of the main results of work of DIT in the field of housing and public utilities. Emergence of EDTs already allowed the city to coordinate work of all municipal services effectively. For the beginning of 2018 in EDTs about 700 operators accepting more than 900 thousand addresses a month work. The head "Information Technologies in Housing and Public Utilities" DIT of Moscow Ilya Dyomin, in addition to advantages of EDTs, told in April, 2018 and about the ASARC (Automated System of Accounting of Resource Consumption) project which allows to control resource consumption in the house and to warn about a deviation in indicators. One of the perspective directions of informatization of housing sector – implementation of smart counters which will automatically send indications of metering devices of resource consumption to a system. In addition to automatic transfer of indications, "smart" counters will be able to pay attention to too big expense and to announce a potential leakage.

But it is worth emphasizing that the status of readiness of the document should be specified only after the term sounded in MFC' — Andrey Savitsky, the City Contact Center project manager comments.

The robot works at a hot line of Uniform help desk of the Government of Moscow since July, 2017. The virtual operator processes 53% of incoming calls on 22 subjects. About 325 thousand addresses a month are the share of the robot. Hundred people daily thank the virtual operator for the help just as present.

The city contact center of the capital is recognized by one of the best among world megalopolises

Based on contact center Moscow the research "The Analysis of Use of the Advanced Digital Technologies in Work of the City and Other Megalopolises of the World" the Russian capital, to a dress New York and Hong Kong, won first place. On August 28, 2018 announced this TAdviser in Moscow Department of Information Technology (DIT).

In City contact center of such technologies 6: omnichannel (mutual integration of separate communication channels into a single system), the robot operator, identification of the personality on a voice, artificial intelligence, the analysis of Big Data, recognition of emotions on a voice. The city contact center of Moscow, along with New York, is the leader in the level of implementation of digital technologies as in it 6 of 7 studied technologies are used, noted in DIT.

For example, studying history, pupils leave to a board and with pleasure draw trade ways or lead round territories of dwelling of these or those tribes. Some objects, such as stereometry, especially benefit from an opportunity to show space images. Thanks to connection to the Internet it is possible to bring to interactive boards quickly evident information — the law, the scientific article, video and so on.

Also at schools of the capital the electronic journal and the diary and the Pass and Power Supply system work. The diary in electronic form allows parents to monitor progress of the child and educational process in general: watch what subjects passed that was set on the house. "Pass and a power supply" gives the chance to learn about when the child came to school and that he ate for lunch.


Until the end of 2018 at 1840 schools of Moscow will earn Wi-Fi covering all territory of educational institution. It will be one of the largest networks in the world if to speak about educational institutions, DIT claims. 646 schools will be able to begin to use a wireless internet in 2017.

The ministry of digital development, communication and mass communications of the Russian Federation suggested to make an experiment on replacement of paper passports with mobile application "The mobile identifier". The law on a capital experiment with artificial intelligence is adopted

The State Duma approved in April, 2020 the bill of an experimental legal regime for the purpose of development and deployment of appropriate technologies.

The bill of an experimental legal regime for implementation of artificial intelligence technologies in Moscow is approved by the State Duma in the third final reading. The document was developed in pursuance of the message of the president to Federal Assembly on January 15, 2020 for ensuring creation of own standards and development of the technologies defining the future.

Carrying out in Moscow an experiment on establishment since July 1, 2020 of a special legal regime "for the purpose of creation of necessary conditions for development and deployment of artificial intelligence technologies and also the subsequent use of results of its application" is provided. Conditions, requirements, an order of development, creation and implementation of appropriate technologies and also the mechanism of processing of the depersonalized personal data will be regulated by the capital government. The term of carrying out an experiment – five years.

The legal entities and individual entrepreneurs entered in the register of participants of the experimental mode according to their request will become participants of an experiment.

The right of participants of an experiment to processing of the depersonalized personal data on the basis of the agreement with Roskomnadzor is established [19].

72.2 billion rub are selected for implementation of the Smart City state program

On November 15, 2019 it became known that Moscow took the 38th place in the global index of the innovation cities of the world Innovation Cities Global Index from agency 2thinknow for 2019 though in 2018 it was only in the 48th place. On the website 2thinknow the latest version of rating for November 15, 2019 is not published, there is only an index for 2018.

The international agency 2thinknow which is based in Australia releases Innovation Cities Global Index since 2007, and for November, 2019 it covers more than 500 cities of the world. Editions of rating for 2019 in the first five included New York, Tokyo, London, Los Angeles and Singapore. The Vice-Mayor of Moscow Vladimir Yefimov reported that the capital of Russia gained in 2019 the same number of points as the Japanese Osaka, the Canadian Vancouver and Portland and Las Vegas located in the USA. At the same time Moscow outstripped Istanbul, Oslo, Rome, Copenhagen, Dublin, Hong Kong, Helsinki and Brussels.

Moscow on the first place in the rating of the electronic government of the UN

In a research for the first time began to estimate the level of development of the electronic government in the cities. In total 40 cities were studied, and first place among them was won by Moscow, having outstripped Cape Town (Republic of South Africa) and Tallinn (Estonia) which became the second and third respectively. London (Great Britain) and Paris (France) got the fourth and fifth places.

Job evaluation of the electronic government in the cities was carried out on technical aspects, information filling of the local websites of state services and also on use of the electronic services and initiatives directed to involvement of citizens to such services. In total 60 different indicators were involved. Among them — simplicity of work with the portal, speed of loading of pages, availability of services on mobile devices, the mechanism of internal search and individual preference of the portal.

In particular, each megalopolis was estimated according to the Index of local online service (Local onlineservice index) — this indicator is provided within a pilot project. The result of each megalopolis was affected by contents and possibilities of city portals, quality of providing electronic services, level of the involvement of inhabitants into management through electronic services.

Efficiency evaluation of the electronic government and information and communication technologies for creation of steady and flexible society became other research problem.

In Moscow there are 55 of 60 indicators of development of the electronic government that became the greatest value in the world. In Paris, Sydney and Amsterdam there are 51, 50 and 49 indicators respectively.

Moscow was included into group of the cities with "very high" development of online services in the field of the electronic government.

Possibilities of use of digital technologies by authorities in a research are illustrated with specific examples. So, authors pay attention to practice of prevention and emergency response in the different countries, initiatives of the states in the field of ensuring cyber security and also successful cases of use of artificial intelligence.

The research consists of an analytical part and data on development of the electronic government. During preparation of the report the innovation approaches which allowed to show process of conversion of the state institutes most fully were used. The basis of an analytical part was formed by data from different sources, results of expert polls of scientists and practicians.

Moscow decided to reveal illegal lease of apartments through Big Data

On July 20, 2018 it became known of development in Moscow of an analysis system of Big Data for identification of illegal lease of apartments. Find non-payers technically not easy, but the Department of Information Technologies (DIT) of Moscow  solved a problem, the head of department Artem Yermolaev on the sidelines of the Moscow urbanistic forum told RBC.

He explained that the mechanism which will allow to define those who do not pay taxes is already tested and, "at some point" these data will be used. However for full start of technology it will be required to make changes to the legislation.

The Department of Information Technologies (DIT) of the city of Moscow continues work on the digital strategy of Moscow "The smart city — 2030". After discussion of an industry part of the document the last development stage of strategy — discussion of indicators which will last prior to the beginning of July, 2018 on the website ict.moscow started. The stage purpose — to decide on that, progress of creation of the smart city will be estimated how exactly, reported on June 25, 2018 in DIT.

As top level indicators of strategy it is offered to use two indexes: qualities of life and quality of the urban environment. They allow to estimate in a complex development in all six directions of strategy "The smart city — 2030" (The human and social capital, the Urban environment, Digital mobility, Urban economy, Security and ecology, the Digital government) and also to compare quality of life in Moscow and in other cities of the Russian Federation.

As explained in DIT of Moscow, the index of quality of life — to provide the combined indicator which measures achievements of certain regions in terms of their capability to the inhabitants safe life. The index of quality of the urban environment, in turn, estimates capability of the city to satisfy objective needs and requests of the inhabitants according to the commonly accepted regulations and standards of life activity.

For each of six directions of an industry part additional indexes which are focused on specifics of the vectors included in each specific direction are provided. Within discussion each index can give marks, agreeing or not agreeing with expediency of their use. On each page it is also possible to leave own comments.

According to department, more than 20 thousand experts and representatives of business already took part in discussion. About 400 comments, offers and notes are sent to authors of the project of strategy. In May, 2018 strategy was discussed with the international experts, world leaders in the field of city informatization, representatives more than 20 cities, within Connected Cities 2020 club which meeting for the first time took place in Moscow. In July The Smart City — 2030 program is going to be discussed with citizens on crowd.mos.ru.

In general "The smart city – 2030" is a high-level strategic document which is developed by the Moscow Department of Information Technology with involvement of experts and business communities. In the document the purposes, tasks and the directions of further development of Moscow as innovation smart city of the future are defined.

Sobyanin charged to develop the Smart City program for Moscow

The Russian capital should reach the new level of development of electronic services and services, the mayor Moscow Sergey Sobyanin in April, 2018 at a meeting of presidium city government[21] said[22].

The Information City state program which is coming to an end this year will be succeeded by the new program – Smart City which development began at the request of the Mayor of Moscow Sergey Sobyanin now. The basis of new strategy will be formed by key modern technologies. Among them DIT selects artificial intelligence for automation of decision making on the basis of data analysis, blockchain technology for paperless contracts, Big Data for targeted services. Besides, the basic principles of creation of "The smart city" among which – involvement of inhabitants of all age in management of the city, availability of all services round the clock from any device, domination of the electronic document over paper, a support on domestic solutions and development of the city together with business were defined.

Discussion of the Smart City program will take place from April to June, 2018 in the public mode – the city invites industry experts, representatives business of community, citizens to take part in development of new strategy on which the capital will live till 2030.

Anholt-GfK City Brands IndexSM: Moscow - 33ya among the attractive cities of the world

Moscow in 2017 improved the positions on 1 point [23] in the global rating of attractiveness of the cities of Anholt-GfK City Brands IndexSM (CBISM) [24], having risen to the 33rd place. 50 cities participating in a global research in 10 countries were estimated by respondents by such criteria as the international status, quality of housing, transport availability, cultural diversity and other factors.

The first place in a row keeps already several years Paris in the world ranking of the most attractive cities. In 2017 the positions in rating improved the Australian cities: Sydney took the third place, having displaced New York one line lower, and Melbourne appeared on the 7th position, having bypassed Amsterdam (the 8th line) and Berlin (10).

The global research Anholt-GfK City Brands IndexSM estimates image of the cities on the basis of six key indicators:

  • Presence (international status of the city and its reputation and also global contribution to science, culture and management)
  • Place (urban environment: attractiveness of climate, purity of the environment, attractiveness of city architecture and parks)
  • Basic conditions (satisfaction with basic qualities of the city and standards of public benefits, such as schools, hospitals, transport and sports constructions)
  • People (friendliness, hospitality, cultural diversity, feeling of security)
  • Pulse (than to do in the spare time in the city)
  • Potential (economic and educational perspectives: it is how easy to find work, to start the business or to graduate)

In a top of rating the cities of Western Europe and the USA prevail, the similar picture was observed also in results of the previous researches. Results of this year, however, showed significant changes for many cities, regardless of the region or the level of development. For example, Tokyo – one of the few not western cities which, nevertheless, steadily is in an upper half of rating. After decrease in indicators in 2013, Tokyo redeemed situation in rating and showed improvement of image in two subsequent researches CBISM. In 2017 Tokyo shares the 11th position with Vancouver, having outstripped such cities as Madrid, Barcelona, Washington, Toronto and Vienna.

Among the cities of Central and Eastern Europe Vienna is in the lead; Moscow took the 33rd place of rating, having improved result of two-year prescription on 1 point and having outstripped such cities as Istanbul, Rio and Warsaw. The national brand of Russia is in Anholt-GfK Nation Brands Index published recently on the 23rd line.

The CBISM 2017 index shows that good results for a national brand of the country not necessarily mean like those for its cities. The example is Berlin closing top-10 the cities while in the Index of national brands Germany is in the first place. 'It means that insufficiently just to rely the cities on force of a national brand of the country – it is necessary to develop own unique image', - Vadim Volos, the senior vice president of GfK, the head of social researches and consulting comments.

Among the cities of the countries of Africa and the Middle East the highest position in rating is taken by Dubai – the 27th place, it is the only city of the region which reached so high position. On indicators Presence and the Place the city is, respectively, on 15 and 16 lines that serves as good support for image. Despite it, the South African Durban achieved the most considerable improvements of the indicators: +1.51 points that allowed it to exceed Cairo.

EY: Moscow overtook Singapore and passed to digit

The Russian capital was recognized one of three cities of the world which population is more than others enough level of development of digital services, said in a research of the British auditor and consulting company EY (being Ernst&Young) "The rating of satisfaction with digital services in the large cities of the world". Except the Russian capital, top three included also London and New Delhi[25][26].

Moods of users of digital services

In total within the research the company analyzed moods of users of digital services in 11 cities of the world, including in Astana, Vellingtonna, Ottawa, Sydney and Johannesburg. In everyone polled not less than 300 active users of digital-services. Questions concerned digitalization level in six different spheres – participants asked to estimate that in the field of transport, housing and communal services and state services, a fintekha and also within information services and access to public Wi-Fi. For each of six directions of analytics output the integrated index of satisfaction on a scale from 1 to 10 where 1 was the highest assessment.

On the level of satisfaction with digitalization of services Moscow surely bypassed such cities as New York, Hong Kong and even Singapore. On a number of positions at the same time the Russian capital came out on top in the world at all, having bypassed including London.

Level of digitalization of state services

The appreciation at users of digital services of the Russian capital was received by the level of digitalization of state services. Including it is about job satisfaction of MFC and also electronic signing up on the Internet or mobile applications in city institutions (clinics, schools, kindergartens, etc.). On this indicator Moscow overtook all participating cities of a research, including won first place according to the results of a research London and New Delhi. In London the level of satisfaction with digitalization of state services was estimated in general only on 5 points – on this indicator the capital of Great Britain was bypassed by Hong Kong and Singapore. Worst of all the relation to digital services in the sector of state services appeared in Wellington and Johannesburg.

Rather low mark (5 points) was received also by the level of development in London of information services – it is about such solutions as portals with the directory of available services or services for citizens and also about applications or mailings with the notification about emergencies. In Moscow, on the contrary, the level of development of information services received assessment in 2 points that belongs to the highest rates.

According to the results of a research the lowest mark at users of digital services in Moscow was received by financial technical-services: integrated assessment for the direction made 5 points. In New Delhi, London, Singapore and Hong Kong the satisfaction with digital services in this sector is higher, than in the Russian capital. In this case the relation and also the level of development and uses of such solutions as mobile applications of banks or insurance companies, mobile e-wallets, etc. was estimated. On the other hand, in Ottawa, Astana, Wellington and also other participating cities of a research the level of satisfaction with financial technical-services is even lower. Worst of all with this indicator the situation is in Ottawa, New York and Wellington.

Digitalization of transport

As for digitalization of transport, housing and communal services and also such option as a public access to Wi-Fi, here the Russian capital received let and not unambiguously leader, but there is enough appreciation (3 points).

In relation to transport services were estimated including digital solutions for use of individual and public transport – for example, applications for search and payment of the parking, services for viewing and payment of penalties. The relation and level of satisfaction of users of digital services by applications with the schedule and routes of traffic and also presence of such option as non-cash payment methods of journey was analyzed.

Results

As analysts of EY note, outputs of a pilot research did not become in itself surprise. They, in addition, remind: Russia already appeared among leaders within the analysis of level of penetration of financial and technology services in the largest cities of the world. The research was conducted in the summer of 2017, following the results Russia took the 3rd place, having passed China and India forward. If to speak about the level of digitalization of national economy in general, then Russia quite strongly lags behind the leading countries. So, according to the international consulting company McKinsey, the share of digital economy in GDP of Russia makes slightly less than 4% that is 2-3 times lower, than at the leading countries. Basic lag and on other indicators, for example, on a delay in mastering of technologies is observed. At the same time, as believe in the international consulting company McKinsey, by 2025 the volume of digital economy in Russia can already increase to 9.6 trillion rub.

At the end of 2015 the last made only 3.2 trillion rubles. Almost triple growth should be provided due to digitalization of traditional branches of the economy and also development of the independent hi-tech industry.

PwC: Moscow in top five on readiness of transition to Smart City

Moscow was included into a top of 5 largest cities and agglomerations of the world ready to implementation of technologies of the future. Results of a large-scale research "Are like that the future is close: the index of readiness of the cities" to the international network of Pwcuchastnikami companies [27]

The Russian capital took the leading positions on quality of virtual services for citizens, to the level of development of infrastructure, open adaptive education and digital economy, in overall rating, having passed forward only Singapore, London, Shanghai and New York.

Infrastructure readiness became an important component of poll. Smart buildings and the systems of resource-saving will allow to consume city resources more rationally. It should be noted that today on use of new technologies in the field of housing and public utilities Singapore (64%) and Barcelona (61%) are the most successful.

Besides, digital technologies will become the main making strategy of development for culture and tourism. Undoubted leaders are Barcelona (78%), Shanghai (78%) and Singapore (72%) as these cities have a large number of examples of implementation of projects in the field of use of new technologies already today. Digital technologies help with city space to the tourist better and quicker to be integrated with the city.

In the field of digital economy Singapore (75%) is in the lead. It should be noted that use uninvolved or not enough used assets in economy is a main goal of new economy. Indisputable plus of Singapore is that it is one of the few cities which keeps development of technologies of adaptive education. Use of neurotechnologies and technologies of virtual reality in educational process trains citizens for future professions that finally is displayed also on a status of digital economy.

If to speak about the system of creation of the virtual cities, then here London (63%) and Singapore (61%) as they exceed all stated megalopolises on implementation of new technologies of construction undoubtedly are in the lead. In particular it concerns use of modular construction, 3D - printings of buildings and online monitoring of construction.

The social determination of citizens on the way to use of the new ideas became an important component of a research. Less than a half of the population are ready to implement actively technologies of the future in the everyday life. An exception became Shanghai which showed 76% of social readiness, and Hong Kong with result of 53%. Results of other cities approximately identical: slightly less than a half of the population are ready to innovations. Toronto and London were the most reserved supporters of new technologies in ordinary life.

One of the most perspective spheres for implementation of innovations around the world, according to a research, are the housing and public utilities. By 2030 the efficiency of the systems of housing and public utilities will be increased thanks to changes of regulations of city construction, emergence of new technologies for preserving of the electric power and transition of the cities to smart power supply networks. Already now in many large cities including in Moscow, work on construction of smart buildings and water supply systems is conducted, smart counters are used.

According to a research, about 47% of residents of Moscow are ready to use of technology innovations. Citizens showed the greatest loyalty to new technologies in spheres of virtual services (65%), pro-active security (58%) and digital economy (55%) (projects: A uniform medical information and analytical system, "The Moscow electronic school", city Wi-Fi, "Learn Moscow", "The safe city", an intelligent transport system, Autocode).

On digitalization of objects of culture and tourism Moscow takes the leading positions thanks to existence of a set of virtual services for interaction with citizens in project implementation. Among them – services for the solution of city problems and crowdsourcing of the ideas of city projects.

ICF: Moscow in the seven of smart cities in the world

On February 9, 2017 the non-profit research organization of Intelligent Community Forum (ICF) dealing with issues of creation of jobs and economic development in the world made the 15th edition of rating of seven most smart cities. For the first time in the list there was Moscow.

In the research ICF it is noted that the mayor Moscow Sergey Sobyanin made huge money and the political capital to turn the megalopolis into the attractive place for the intellectual companies, scientific center and the city in which the government serves for the benefit of people most effectively and is transparent. Implementation of digital technologies for these purposes does Moscow by one of the largest cities in the international intellectual community.

Also specialists paid attention to presence in the Moscow region of 26 technoparks and technopolises which support more than 1300 hi-tech companies. Until the end of 2017 it is going to double number of these objects.

The second place of the city by quantity of points of wireless Internet access in the world after Seoul became one more plus for benefit of Moscow.

In addition to the capital of Russia, in 2017 entered the rating of the most smart cities:

  • Edmonton (Canada);
  • District of Grey of the State of Ontario (Canada);
  • Ipswich (Australia);
  • Melbourne (Australia);

In 2016 the list consisted of the following cities:

  • Xinzhu (Taiwan);
  • Montreal (Canada);
  • Surrey (Canada);
  • Wanganui (New Zealand);
  • Mülheim - on - Ruhr (Germany);
  • Winnipeg (Canada);
  • Xinbei (Taiwan).

ICF make the list of the most smart cities on the basis of the following criteria: highly qualified personnel, innovations, development of broadband access in the Internet, digital equality, sustainable development and an active position of citizens.[28]

Part of Lyublino to the "smart" quarter

Regarding apartment houses of the capital Region of Lyublino will implement elements of the "smart" city. To VedomostiThe deputy administrator of department information technologies Moscow Andrey Belozerov told about the beginning of an experiment in January, 2017 "". Competition on design of the "smart" quarter will be announced in the first quarter 2017[29].

The experiment assumes that the Smart City elements will implement in already constructed apartment houses. Following the results the authorities will solve, it is worth continuing similar practice in the capital. Only several houses and the yards in Lyublino will become "experimental".

Residential buildings will equip with several "smart" systems. This, in particular, intellectual heating (temperature of radiators depends on temperature outside the window) and intellectual lighting at entrances (the light is turned off when there is nobody). Also in houses will install "smart" counters which will transfer indications to municipal services.

In the yards it is going to equip "advanced" garbage platforms. On them there will be an automatic control of fillability of containers and automatic sorting of the garbage.

A number of experts are afraid that unreasoned implementation of similar technologies can lead to increase of utility tariffs. Carrying out similar local experiments will allow to avoid such "reefs".

Video terminals for acceptance of complaints at stations of Moscow

Terminals for video messages by passengers will appear at all capital stations during 2017. Now at the Kazan station three terminals, and on Leningrad – five devices are installed.

In 2017 at all railway stations of Moscow will install video terminals for a feedback of passengers. At capital stations such devices – three terminals already work at the Kazan station, and five on Leningrad.

Using video terminals passengers will be able to send more quickly the video message with the complaint or the offer to directorate of the Russian Railway, than in writing. On a video it will be visible, the person is how indignant whether objectively he describes a situation. The answer will be posted on the website of directorate.

According to the cochairman of the City and Transport organization Alexander Morozov, the system of video fixing will allow to define real problems, "complaints will be fresh that is called "from wheels", the person will forget nothing. Statistics will be more and is more complete and also will real picture of what needs be changed and why"[30].

Rating 2Thinknow

At the end of 2016 Moscow took the 43rd place in the global rating of the innovation cities of the international rating agency 2Thinknow, having risen from the 192nd place which it took in 2011. Also Moscow took the third place in the national rating of a status of the investment climate in regions.

PwC: Moscow - the world leader in informatization of the cities

In July, 2016 within the research of PwC experience of 28 main world megalopolises in implementation of the concept of DDC was studied ("the city, data-driven", data driven city). The report is based on two complementary methods: semantic analysis of metadata about the cities and technologies and expert evaluation[31].

Researchers of PwC especially note experience of Moscow in creation of "Uniform Medical Information and Analytical System" (UMIAS). Now experts call the project started five years ago in the Russian capital unique in world practice. EMIAS combines the situational center, digital registries and medical cards, laboratory service, medical recipes, etc. A system covers also all commercial health facilities. EMAIS is covered over 600 medical institutions, about 22 thousand their employees.

Authors of the report note that In Moscow the uniform centers function, the first is responsible for management of transport services, the second – for functioning and service of Three – the uniform card for payment of travel by capital transport: subway, buses, trams, trolleybuses, electric trains, etc. Smart transport signs will announce drivers the current situation on trunks. The project of seamless and free Wi-Fi for passengers was also mentioned by expert community. One more achievement of the capital: about 55 video cameras are the share of one square kilometer of the urban area. With their help about 70% of all committed crimes are solved.


"Active citizen"

Platforms for crowdsourcing are distributed in all cities, however the most large-scale project in this area is implemented in Moscow ("The active citizen"). Started in 2014. "The active citizen" represents the electronic platform for vote on different questions of the city device.

"Our city"

"Our city" is a geoinformational portal. Created in 2011 he allows to announce a specific city problem to responsible authority and serves as an additional tool of quality control of work of management companies and contractors for the city administration.

The leader in the field of the mobile Internet

Among the considered 28 cities only in Sydney and London the city network Wi-fi is not created. It can significantly affect communication opportunities of infrastructure of sensors and a data transmission system in general, researchers consider. In the field of availability and quality of the broadband and mobile Internet Moscow, London and New York became leaders.

Strategy of "smart" development of Moscow

Expenses of Department of IT of Moscow (DIT) in 2017 can grow almost by one and a half times. In a conversation with the journalist of CNews within the November of CNews Forum 2016 which passed in the middle the head of DIT Artem Yermolaev reported about it. "In 2017 the budget will increase almost by one and a half times. If not in one and a half, then for 30% precisely" — he told[32]. "Creation of limited number of services, but high quality is extremely important for us, - the official emphasized. - All services "generate" the considerable volume of Big Data which allow to analyze behavior models of both Muscovites, and business, and as appropriate to remake certain elements in the city. Besides, they give the chance to work selectively with each motorist, the parent, the patient, offering them those services which are important".

In the next 2-3 years the majority of such services will be transferred to an electronic form, Yermolaev promised. So, for example, since December 1 record in the first class will be performed only online - via the website or mobile application.

State services, however, not the only direction of "smart" development of capital agglomeration. The corresponding strategy assumes implementation of modern information technologies in housing and public utilities, education, health care and other spheres of life of the city.

The lack of a uniform concept and ideology of Smart City interferes with development of "the smart cities" in Russia, the director of Institute of regional researches and city planning of Higher School of Economics National Research University Irina Ilyina told in November at the forum "Day of Innovations in Architecture and Construction". According to the expert, successful implementation of "smart" technologies in the Russian cities is possible only at interest of the state and existence of the regulatory base regulating both the maintenance of the concept Smart City, and mechanisms of its financing and work. So far the authorities declare interest in "smart" technologies more likely, than really are engaged in their implementation. The recent research of Higher School of Economics National Research University during which mayors of 50 Russian cities were polled became confirmation to that. And though all of them, according to Ilyina, separate Smart City ideology, volunteered to provide the city for development of "smart" technologies in full only one.

Misunderstanding of the innovative companies by tax authorities

Natalya Kasperskaya also noted the unclear relations of the innovative young companies with tax authorities. The capital of Russia improved positions in the rating of 25 conducting world capitals on the level of development of the infocommunication technologies (IT). Moscow took the 11th place, Seoul, Singapore and Stockholm are called leaders.

In top-10 the cities of the world which are most developed in terms of use of ICT Seoul, Singapore, Stockholm, London, New York, Paris, Tokyo, Los Angeles, Shanghai and Beijing entered.

The only Russian megalopolis which entered the list – Moscow – improved the provision in rating, having risen by one line up and having taken the 11th place.

Three cities which received the highest estimates in rating – Seoul, Singapore and Stockholm – considerably increased investments into ICT and could solve successfully many social, economic and infrastructure problems. For example, Singapore began to implement actively innovations in the field of health care and also became the pioneer in management of traffic. In Seoul infocommunication technologies are used for implementation of ecological initiatives, the report says.

The research showed that a number of the cities from the BRIC countries, such as San Paulo and Delhi, made serious efforts for the solution of socioeconomic problems with the help of adoption of multilateral obligations in improvement of technology infrastructure. San Paulo already received before several state and international awards for information technology implementation in the city.

In Delhi there is also a number of promising initiatives of use of ICT for improvement of life of citizens. The serious effect already brings the Eko project within which there was an opportunity to carry out small financial transactions using mobile devices and terminals. The Eko project services already over 1.3 million people, and the total volume of microdeposits and micropayments exceeded 500 million dollars. In such city as Delhi access to the simplest financial services will allow thousands of people to begin own business activity and to increase the standard of living.

To the cities from a middle part of rating which Moscow, Beijing, Sydney and Buenos Aires are among authors of rating recommend to select the key points of growth connected with opportunities of implementation of ICT and then to initiate and coordinate focal programs of development. So, Moscow first of all of ICT will be helped with the solution of transport problems and decrease in traffic congestion.
