Passport of the Digital Economy national program and six federal projects. Express analysis of TAdviser

At the end of January, 2019 there was an event which was expected long ago by the specialists and ordinary citizens not indifferent to a subject of digital economy – in opened (but not really wide) access there was a passport of the national program "Digital Economy" and the passport of all six federal projects which are a part of the national program.

Speak about the official, in the true sense of the word, publication of documents for the present early – materials appeared on the website created to holding an interregional meeting "Leaders of the digital development" which was taking place on January 23-26, 2019 near Perm in sanatorium of Demidkovo.

The list of participants of the meeting was impressive – the Deputy Prime Minister Maxim Akimov, the head Ministry of Telecom and Mass Communications Konstantin Noskov and practically all his deputies, heads of the regional ministries of informatization. And for this reason the status of the materials published in connection with a meeting can be considered if not completely official, then quite credible.

Passports of federal projects

On cover pages of all passports it is specified that they were approved in the relevant "upper" authorities: the passport of the national program is approved by presidium of Council at the President of the Russian Federation for strategic development and national projects (the protocol of December 24, 2018 No. 16), and passports of federal projects - the Government commission on digital development, use of information technologies for improvement of quality of life and conditions of conducting business activity (the protocol of December 25, 2018 No. 1).

However, to form a full-fledged normative basis for implementation of budgeted expenses according to the Digital Economy program, all passports should be included in the NPA of level of the resolution or order of the Government of the Russian Federation. TAdviser as of February 5, 2019 has no data on the status of preparation of it of the NPA, but it is possible not to doubt that sooner or later such document after all will appear.

Now formally existing order of the Government of the Russian Federation of July 28, 2017 No. 1632-r continuing to remain about the Digital Economy program became actually outdated because its contents does not correspond to again developed passport of the national project and passports of federal projects any more.

That the published versions of passports, most likely, still will be exposed to editing specify also the available spaces in documents, and some roughnesses of the informative and technical plan:

  • In all passports federal projects there are no details of the decision on the approval of the passport (as it is already told above, most likely, it should be the NPA of level of the resolution or the order of the Government of the Russian Federation);
  • Not for all federal projects heads of the relevant Competence Centers (CC) are specified. So, there is no information about the head of the Central Committee for the federal project "Digital State Administration";
  • In the majority of passports of federal projects there are no data on financing sources (target articles of the federal budget) though, passports were improved after acceptance and publication of the Federal law on the budget for 2019-2021;
  • In some passports there were traces developed. So, for example, from the table at the very end of the passport of the "Personnel for Digital Economy" project it is possible to learn that representatives of 82 (!) organizations – from the federal ministries and state corporations to commercial structures (Rosatom, Rostec, Rostelecom, Sberbank, Croc, 1C, Yandex, etc.), educational and public organizations took part in work on the passport – and that in this version of the passport there are no unaccounted disagreements between developers or the rejected offers.

There are also more serious defects about which it will be told below.

Experts of TAdviser studied all published passports and submit the brief summary of their contents and the outputs.

Financing of the national program

Though key financial indicators of the national program were already repeatedly published (often – on the basis of not finally approved work materials which were "flowing away" from developers of documents), TAdviser made the decision to provide in the overview the pivot table on financial provision of the national program and federal projects in its structure.

As far as we know TAdviser, is the first so detailed publication on digits of budgets of "Digital economy". And its status – not "leak", but extraction from the materials available in an official open source.

Mismatch of digits in "Digital economy"

The most noticeable when studying passports of federal projects the shortcoming is a mismatch of numbering of entities (the purposes, tasks, milestones, etc.) in four of six passports of federal projects to numbers of federal projects provided in the passport of the national program "Digital Economy".

The multicomponent structure of numbering of any entities in the passport of the federal project means (for more details see below – in the section "Hierarchy of entities in actions plans of federal projects") that each number of an entity in should begin with number of this federal project.

Initially, in 2017 the following numbering of the basic directions was accepted (in the same order in which these directions are listed in the order 1632-r):

  1. Normative regulation
  2. Personnel and education
  3. Formation of research competences and technology backlogs
  4. Information infrastructure
  5. Information security


However, already when developing the passport of the Digital Economy national program federal projects in its structure were a little renamed and renumbered in a different way:

  1. Normative regulation of a digital medium
  2. Information infrastructure
  3. the Personnel for digital economy
  4. Information security
  5. Digital technologies (earlier the direction was called "Formation of research competences and technology backlogs"
  6. Digital public administration.


This renumbering, obviously, happened in connection with signing of the Decree of the Russian President of May 7, 2018 "About the national purposes and strategic problems of development of the Russian Federation until 2024" - in it the first 6 tasks of the national program "Digital Economy" are listed in that order in which the corresponding federal projects are listed in the passport of the national program:

11. To the Government of the Russian Federation when implementing together with public authorities of territorial subjects of the Russian Federation of the national program "Digital Economy of the Russian Federation" to provide in 2024:

a) achievement of the following purposes and target indicators:

  • increase in internal costs at development of digital economy at the expense of all sources (on a share in country gross domestic product) not less than three times in comparison with 2017;
  • creation of steady and safe information and telecommunication infrastructure of the high-speed transmission, processing and storage of large volumes of data available to all organizations and households;
  • use of mainly domestic software by state bodies, local government authorities and organizations;

b) solution of the following tasks:

  • creation of a system of the legal regulation of digital economy based on flexible approach in each sphere and also implementation of civil circulation based on digital technologies;
  • creation of global competitive infrastructure of transfer, processing and data storage mainly on the basis of domestic developments;
  • ensuring training of highly qualified personnel for digital economy;
  • information security support on the basis of domestic developments by the transfer, processing and data storage guaranteeing protection of interests of the personality, business and the state;
  • creation of end-to-end digital technologies mainly on the basis of domestic developments;
  • implementation of digital technologies and platform solutions in spheres of public administration and rendering public services, including for the benefit of the population and small and medium-sized businesses, including individual entrepreneurs;
  • conversion of priority branches of the economy and the social sphere, including health care, education, the industry, agriculture, construction, municipal economy, transport and power infrastructure, financial services, by means of implementation of digital technologies and platform solutions;
  • creation of an end-to-end system of financing of projects on the development and (or) implementation of digital technologies and platform solutions including the venture funding and other institutes of development;
  • development and deployment of the national mechanism of implementation of the approved policy of member states of the Eurasian Economic Union when implementing plans in the field of development of digital economy.

And in such order codes of federal projects for target items of expenditure in the federal budget - from D1 to D6 were entered.

Obviously, work on passports of federal projects was begun still before the decision on new numbering of projects was made – as a result, for example, all entities in the passport of the Information Infrastructure project (number 2 in the passport of the national program) have numbers beginning with 05 (old number of the Information Infrastructure direction according to the first version of the Digital Economy program). Such confusion happened as it was already told above, with four federal projects from six – the correct numbering appeared only at the Normative Regulation project (it and in old structure had number 1) and at again added Digital State Administration project (earlier being absent number 6 was assigned to it).

It is very strange that such visually noticeable mismatch remained in documents up to their consideration and the approval of Pravkomissiya's meeting. If this mismatch after all was revealed, but is consciously left in passports of federal projects, then it should be noted that program implementation "The digital economy" begins with not the best precedent, on a twist of fate connected with digits.

Purposes and indicators of the national program and federal projects

The accepted structure of goal-setting in national programs and projects such is that at the level of the national program the formulated purposes should correspond to the document of the highest level in which the corresponding national purposes are announced – in this case is about the Decree of the Russian President of May 7, 2018 No. 204 (see the quote from the Decree above).

Concerning the Digital Economy program in the Decree 3 purposes are formulated – and all of them are protranslirovana on the level of the passport of the national program. In the passport indicators, certain, proceeding from the announced purposes are formulated (see Tab. 1).

Already when studying the above-stated table there are first questions:

  • And where the additional indicators which are mentioned in "heading" of the table? It is available only target indicators answering three main goals of the national program.
  • How it is supposed to coordinate target indicators of the national program to the purposes and indicators of federal projects? That six federal projects are announced already at the level of the national program it would be necessary to provide indicators for each of projects, but they are absent. Running forward, it is possible to note that only in one passport of the federal project from six (Information security project) an attempt of broadcast of the purposes and indicators of the national program on the level of the federal project is made. In all other passports coordination of the purposes and indicators of federal projects with the purposes and indicators of the national program if takes place to be, then not always it is obvious.

It is in passing necessary to notice that in all passports in the section where indicators are given, turnover "measures and indicators" is for some reason used though, actually, in one passport experts of TAdviser did not detect any indicator. On steady project and program practice, the indicator is the derivative value from an indicator characterizing the speed of its change (for example, for an indicator <чего-либо…>Share the indicator can be "Change of a share<чего-либо…> in a year"). Indicators are usually used to tracking of stability in dynamics of indicators. However, as it was already told, any indicator in materials of the Digital Economy program it is not defined.

For an example the purposes and indicators of the federal project "Information Infrastructure" are given in Tab. 2. It is possible to see that a number of the purposes and indicators of the federal project correlates with the purposes and indicators of the national program, however, obviously these correlations in the passport of the project are not designated.

In all passports of the projects containing indicators (like those are absent only in project 01 "Normative regulation" - with reference to the fact that the answering purpose and indicators are not defined at the level of the national program) there are sections describing measure definition "techniques". The word "techniques" is not accidentally quoted – in an absolute majority of cases these techniques come down to rather primitive arithmetic calculations which are based on the statistical data obtained from different departments. Specific sources of these data (the state information resources and the state information systems) in one of passports of projects are not specified.

Separately regarding techniques there is a federal project "Information security" - in it development of techniques for measure definition of the project is included in number of the actions implemented during the project. At the same time the plan of achievement of control values of all indicators (which it is unclear as will be calculated) for the period of 2019-2024 is already present at the passport of the project!

Hierarchy of entities in actions plans of federal projects

Actions plans on each federal project are made in a paradigm of project management to which since recent time began to pay attention at the highest levels again – it is about hierarchy and interrelation of entities "The purpose – the Task – the Milestone - the Action – the Expected result".

In each project particular purposes which are supposed to be reached (though not without shortcomings about which it is told above), tasks which solution is necessary for achievement of each purpose, control milestones on which achievement progress in the movement to the purpose and actions which implementation is necessary for solving of tasks is monitored. For each action the separate control event – the expected result of execution of this action is also specified.

Numbering of informative entities in the passport of the project is constructed on the above-stated hierarchy – on the top there are purposes (their numbers have PP.GG appearance, where PP – number of the federal project, and GG – number of the purpose within the project), and at the very bottom – the actions implemented within the tasks tied to the purposes (numbers of actions have an appearance of PP.GG.TTT.MMM.AAA where PP and GG make the same sense, as above, TTT – number of a task in a binding to the purpose, MMM – number of a control milestone, AAA – number of an action).

In principle, the structure of numbering is logical, compact and convenient in use for those who should deal with plans of "Digital economy" on a regular basis.

However, text formulations of many entities show that technical contractors of documents, probably, not always understood to what specifically to a hierarchy level this or that formulation should belong. Because of it at the level of tasks or actions, for example, actually formulations of control milestones or even separate indicators of the project repeatedly meet. In separate passports (for example, in the passport of the Digital State Administration project) such hierarchical "leapfrog" carries mass (practically – system) character.

Experts of TAdviser were surprised also by one feature of actions plans which precisely is result not of a technical error, and as programmers speak, a feature – names of control milestones (which, judging by structure of numbering, are located in hierarchy of entities above, than actions) in the table are located after groups of the actions relating to these milestones. So when studying plans the specific milestone reached owing to implementation of group of actions becomes only visible after the list of actions. A certain project logic in it, of course, is – milestones are reached based on execution of actions, but such structure of representation affects convenience of studying of plans not to the best.

In some passports (for example, in the Digital State Administration project) in the actions plan the entities which are not tied to a specific hierarchy level and not having number are specified. So, directly 06.01 "Implementation of digital technologies and platform solutions in spheres of public administration and rendering public services, including for the benefit of the population and small and medium-sized businesses, including individual entrepreneurs" in the actions plan follows a line without number "Digital Transformation of the Public (Municipal) Services and Services" a formulation of the purpose, and further the lines "Digital Transformation of the Public (Municipal) Service" and "Creation of End-to-end Digital Infrastructure and Platforms" occur in the plan. Whether on sense it is unclear something local goals as a part of the purpose 06.01, whether the tasks solved for achievement of the goal (but at a hierarchy level of tasks for the specified purpose there are other formulations), whether separate categories of grouping of actions. Similar ambiguity throws into some confusion.

Key projects and initiatives as a part of federal projects

Exactly in half of passports of federal projects (by strange numerological coincidence all this projects with even numbers - Information Infrastructure, Information security and Digital State Administration) there are sections with lists of key projects and initiatives as a part of the corresponding federal projects bearing in themselves the maximum effect for business and citizens.

In principle, it is useful information though, and in these lists it is possible to notice a shortcoming about which it was already told above – mismatch of formulations to hierarchy levels of entities in federal projects.

On March 1, 2019 the ROSATOM State Corporation announced competitions on development of road maps on development of nine "end-to-end" digital technologies for the total amount of 109 million rubles. Within implementation of the federal draft "Digital Technologies" of the national program "Digital Economy", winners of tenders will have to develop road maps in the following directions:

From contractors wait for carrying out the analysis of factors of the technology offer (a scientific and technical and technology backlog), assessment of requirements on appropriate technology and determinations of priority subtechnologies (a subset of the technologies creating "end-to-end" digital technology).

The road map should create the joint action plan of business community and executive authorities on development and use of "end-to-end" digital technologies for achievement of technological leadership, ensuring economic development and social progress of the Russian Federation, an exit of the Russian companies to international markets.

Besides, contractors will have to define measurable strategic objectives and target effects of development of "end-to-end" technologies. In addition it is required to set long-term reference points for activity of subjects of support within the federal draft "Digital Technologies", including the leading research centers, universities, the scientific organizations, the companies, digital platforms, etc.

Works should be performed in 1 stage – from the moment of the conclusion of the public contract till September 30, 2019. Within execution of works, contractors will have to carry out a number of discussions with involvement of experts.

Text reports, presentation materials, digital interactive web services with contents of the road map and also lists of the involved experts will become a result of projects.

Consideration of requests of participants and determination of contractors will take place at the end of March. Winners will be defined on the basis of two main criteria – the contract prices (60%) and qualifications of the participant (40%).

Assessment of qualification will be influenced by the following indicators:

  • experience of development of complex scientific technology roadmaps or road maps
  • experience of participation in the international scientific and technology cooperations corresponding to the directions of "end-to-end" digital technologies
  • existence of author's publications on subject of "end-to-end" digital technologies
  • security with the labor resources which are carrying out scientific and technical and technology expertize in the corresponding directions
  • experience of research activities for the direction of "end-to-end" digital technologies
  • experience of carrying out forsayt, seminars and other public actions with number of participants not less than 100 people

On October 24, 2018 under the chairmanship of Vladimir Putin in the Kremlin the meeting of Council at the President for strategic development and national projects took place.

The report on the national project in the field of digital economy was made by the vice-chairman Governments of the Russian Federation Maxim Akimov. According to him, digital transformation affects life of each person, changes each industry, creates very serious calls, but also, undoubtedly, creates great opportunities for disruptive growth and for achievement of all purposes, the national objects of development set in the May decree of the President.

Since 2019 more than 30 thousand talented school students, students in the field of mathematics, information sciences will get complex support. Besides, by 2024 10 million people will undergo the basic training in programs of increase in digital literacy including providing basic skills of a digital security, digital hygiene. The important aspect in this direction is a training of the public and municipal servants in work with data, to digital skills, more than 100 thousand people will be trained.

Within the Digital Technologies project it is going to direct 68 billion rubles to support of the leading research centers of such technology directions as quantum computings, virtual reality, augmented reality, the industrial Internet, robotics. Support will be in addition given to implementation of the innovation projects in terms of demand from the enterprises.

The Digital Economy of the Russian Federation program for up to 2024 was approved in the summer of 2017. It defined the purposes and tasks within five basic directions: normative regulation, personnel and education, formation of research competences and technical backlogs, information infrastructure and information security. In May, 2018 the president Vladimir Putin charged to the government to correct the program to give it the status of the national.

In the updated status the program included six federal projects:

The Ministry of Economic Development on TAdviser IT Government Day - about a role of digitalization of a state administration in digital economy

Anton Lebedev, the associate director of department of public administration of the Ministry of Economic Development of the Russian Federation, at the TAdviser IT Government Day 2018 conference which took place on February 28 told that in an adopted agenda "Digital economy" there are no industry cuts and also everything that would concern digital transformation of public administration without which transformation of economy and the state in general is impossible. Lebedev also mentioned vision of the Ministry of Economic Development of perspectives and perspectives of digitalization of a state administration.

The speaker gave the directions of digitalization of a state administration: strategic management (goal-setting, planning), tactical (rule-making, control nadziratelnaya activity, providing state services), personnel management and internal efficiency of authority. Answering a question from the hall what it is necessary to begin digitalization of state agencies with, the speaker answered - from personnel management and efficiency of internal processes in state bodies as the people coming to state agencies still face bureaucracy.

The list of perspective technologies of work with data is defined

Rostelecom as competence center of the Information Infrastructure direction, in March, 2018 prepared and submitted the list of the existing and perspective technologies of work with data for expert discussion. This work is included in the actions plan in the Information Infrastructure direction of the "Digital Economy of the Russian Federation" program. The working group of the "Formation of Research Competences and Scientific and Technology Backlogs" direction at ANO Tsifrovaya economika supported the list provided by the operator.

For the purpose of determination of the list Rostelecom conducted a large-scale research of the existing level of development of technologies of work with data — the list is made on the basis of quantitative and qualitative analysis more than 5 million sources among which — scientific publications, references in industry media, marketing researches, messages of the profile companies, etc. On the next stages quantitative data were checked and filtered on the basis of information on patents and investments into technology startups. Thus, perspective technologies which already are in focus of attention of scientists and developers were revealed and also attracted real financing on completion and commercialization.

Further end-to-end technologies of work with data which at the same time cover several trends or the industries were selected. The list, in particular, included machine learning and neural network technologies, computer vision, intelligent data analysis, biometric technologies, geoinformation technologies and navigation, cloud, fog and boundary computing, use of quantum computings, etc.

We took an important step to systematization of an array of information on advanced technologies and trends of work with data. One of the most important results of work — determination of perspective end-to-end technologies which can give an impulse to development of application solutions in the different industries at the same time. A bright example of such type of technologies is processing of biometric data (recognition of the person, a voice, fingerprints, etc.) which is necessary both in medicine, and in banking, and when rendering public services, and in many other industries. At the same time updating of the list of perspective technologies of work with data needs to be conducted on a regular basis that we also will do — the vice president of Rostelecom, the head of competence center "Information infrastructure" Boris Glazkov said.

According to Boris Glazkov, at the beginning of the second quarter 2018 it is going to provide results of the second annual research "Monitoring of Global Trends of Digitalization" which this year will be expanded for the purpose of identification of the perspective directions of technology development of key industries of economy.

Telemedicine and "the smart cities" are suggested to be entered to the state program

The Digital Economy state program which amount of financing is estimated at 570 billion rubles till 2024 can be replenished with the new directions. In the government at the beginning of 2018 the offers on development of digital medicine and the smart cities assuming creation of network of the telemedicine centers and implementation of pilotless public transport are made. Financing only of the direction of "the smart cities", by data Kommersant, is estimated approximately at 100 billion rub[10].

The request for inclusion in the state program of the Digital Medicine direction, in particular, is entered to a subcommittee, reported Kommersant in the Ministry of Telecom and Mass Communications and the Ministry of Health. The document is prepared by consortium "Digital Health Care" which, in addition to these two ministries, includes structures of Rosatom, the Schwabe holding entering into Rostec, pharmaceutical company "R-Pharm", construction ElTech SPb, etc. The consortium is offered to be made Competence Center in the Digital Medicine direction, follows from the request (is at Kommersant). Its participants suggest to create network of the telemedicine consulting and diagnostic centers and also the system of mobile telemedicine laboratory and diagnostic complexes integrated to them in Russia. Huge capital investments which can be hardly invested in the conditions of crisis would be necessary for recovery of the previous level of medical care in the village by traditional methods, it is explained in the request.

Besides, the consortium suggests to implement in Russia the digital platform of health care through which access to clinical records and recipes will be organized. With its help it is going to provide the centralized storage and management of results of medical researches using technology of the distributed data, i.e. a blockchain. It is supposed that the digital platform of health care in 2018 will be implemented by two regions, in the 2021st — 35, and in the 2024th — 85. The Digital Health Care program also assumes support of startups, the Deputy Minister of Telecom and Mass Communications Sergey Kalugin told Kommersant. For example, in Russia there are small companies which create tests on early diagnosis of oncological diseases, he specifies.

At a subcommittee meeting until the end of March, 2018 the request for inclusion in "Digital economy" of the Smart City direction will also be considered, the representative of Rostelecom expects. The relevant proposal was prepared by the Ministry of Telecom and Mass Communications, Ministry of Construction, Rostelecom, Rostec, Rosatom, Sberbank, Strelka design office, etc., formed consortium "Smart City", follows from the request (is at Kommersant). The consortium sets a task to increase efficiency and transparency of accounting of fuel and energy resources in the cities at a stage of their generation by implementation of digital instruments of data remote transfer as in apartments, and houses. Such devices in 2024 will use 95% of new consumers, follows from the request. Implementation of "smart" transport infrastructure and the automated transport should become other target indicator of the direction. It is supposed that trial operation of public pilotless transport in 2021 will begin in five Russian cities, and in the 2024th — in 12. Besides, the consortium suggests to use data of environmental monitoring and information from surveillance cameras and also from traffic police, the Ministry of Internal Affairs and the Ministry of Emergency Situations for complex operational monitoring of the environment.

Implementation within the Smart City direction is estimated previously at 100 billion rubles, the interlocutor of Kommersant close to the project reported. The amount of investments is not defined yet, it will become known at an actions plan development stage, and it will be not only budgetary funds, the representative of Rostelecom notes. Upgrade within "Digital medicine" is estimated at tens if not hundreds of billions rubles, other interlocutor of Kommersant familiar with development of the program says. The Ministry of Health does not disclose the assumed amount of financing.

The road map of the Personnel and Education direction is approved

On February 9, 2018 the government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity under the chairmanship of the Prime Minister Dmitry Medvedev considered and approved the draft of the actions plan in the Personnel and Education direction of the Digital Economy program. Developed the document and provided the Agency of strategic initiatives as Competence center in this direction.

The key directions of the actions plan assume development of forms of the accelerated education directed to satisfaction of need of digital economy for the personnel. Development of basic model and the list of core competencies of digital economy, a personal profile of competences and a trajectory of development of the person, increase in number of students in the IT directions, providing requests of the companies of digital economy, such as 1C, Sberbank, Yandex, Rostelecom, WorldSkills Russia, Rosatom, MTS, Megafon, Croc and other, on core competencies are provided. Besides, "road map" provides development of digital literacy in a general population, support of technology educational projects and solutions.

So, according to the document, by 2024 not less than 800 thousand graduates of a system of professional education should have competences of information technology field at the average world level, and not less than 120 thousand graduates of the higher education system will prepare on IT specialties. It is supposed that the share of the population having digital skills by 2021 will make not less than 40%.

According to ASI, the actions plan was it is developed with the assistance of more than 150 leaders of the Russian expert community, representatives of authorities, business and education and provides implementation of the tasks directed to achievement of indicators, significant for the Russian economy, regarding a human capital.

According to Dmitry Peskov, the area director "Young professionals" of ANO Agency of Strategic Initiatives on Promotion of New Projects, the head of Competence center "Personnel and education" of the Digital Economy program, are practically absent methods of preparation of the new personnel for digital economy, economy of data. Because of demographic recession twice less students, than a few years ago graduate from the universities, and in the next 15 years the trend will remain.

The new economy needs talents in 10 times more, than even at the time of the USSR. The economy became more difficult, a large number of the new industries, professions, the equipment appeared. Therefore our work will be based around formation of competences of digital economy, "digital literacy". They should be extremely mass, demand for them already is in each industry — Dmitry Peskov emphasized. — On the basis of relevant and perspective requirements to core competencies of digital economy requirements to standards, design and program implementation of all education levels will also form: schools, colleges, universities. We intend to build the functioning model of interaction of the different educational organizations and employers, we implement the idea of formation of a digital profile of competences for each pupil and building for it a personal trajectory of development. So we will give the chance to everyone to implement the potential and we will timely respond to the request of potential employers, including companies of digital economy.

Monitoring of accomplishment of actions of "Digital economy" is started

The project office on program implementation "Digital economy" created based on ANO (autonomous nonprofit organization) "Russian Government Analytical Centre" will be engaged in monitoring of the course of accomplishment of actions of the program. The deputy manager of Project office[11] told about this CNews in January, 2018[12].

In the end of the year the Government commission on use of information technologies for improvement of life of citizens and conditions of conducting business activity approved actions plans in four of five directions of the program: "Information security", "Information infrastructure", "Normative regulation" and "Formation of research competences and technology backlogs".

Actions of the approved plans are aimed at implementation of the milestones formulated in terms of effects for business and citizens (consumers of products and services) and recorded in the Digital Housekeeper program. The Project office will be engaged in monitoring of execution of the relevant activities and milestones. On each of actions the federal executive authorities (FEA) supervising it and also lists of specific contractors among which there can be both state, and commercial or non-commercial structures are specified.

According to Vladimir Mesropyan, during monitoring both formal results of implementation of a complex of actions, and specific the expected results of milestones of the Program representing effects for citizens and business will be checked.

The Project office will obtain information on implementation from direct contractors with opinion supervising actions FOIVOV then its engineering control and verification will be carried out. Information on extent of achievement of the expected results of milestones of the program will be provided by ANO Tsifrovaya economika according to the results of holding expert meetings of the working groups consisting of representatives of business and public authorities.

Comparing information on success of implementation, and really achieved end results for citizens and business within the quarterly statement specific proposals on management decisions and making changes in actions plans of the Program will form.

The plan of formation of technology backlogs in digital economy of Russia is submitted

On December 15, 2017 the Ministry of Telecom and Mass Communications of the Russian Federation prepared the actions plan in the "Formation of Research Competences and Technology Backlogs" direction. It is directed to formation of the institutional environment for development of research and development in the field of digital economy and also technology backlogs and competences [1] (in more detail).

The most important expected steps and the main notes to the Digital Economy program according to IT experts

Digital technologies in the next several years will become crucial for maintenance of national interests, information and technology sovereignty and also competitiveness of the Russian Federation on the world scene. Russia strategically not only is not able to afford lag in development digital and other end-to-end technologies (now lag from the leading countries makes 5-8 years), but also should take an opportunity in order that having made technology breakthrough, to come nearer and in some segments even to overtake the leading countries. The Government of the Russian Federation understands it and do everything to accelerate start of program implementation. The Digital Economy direction is included in the list of the main directions of strategic development of the Russian Federation till 2018 and until 2025 and also in the Development strategy of information society in the Russian Federation for 2017-2030.

Russia lags behind the leading countries on digital expenses of households so far – at the leading countries they make not less than 3.7% of GDP, and in Russia – 2.6%. Due to the shortage of financing, it is expected that the state will find attractive and transparent mechanisms of stimulation of internal and external investments into projects of "Digital economy", for example, such as government subsidies, targeted support of the companies – technology leaders, providing radio-frequency resources, guarantees for state orders, tax benefits and other preferences to investors.

To an adopted agenda "Digital economy of the Russian Federation" it is possible to carry the following to the main notes:

  • In Section I General provisions it would be useful to include biometric technologies in the list of end-to-end digital technologies (for remote identification of the personality within creation of a unified digital medium of trust), cloud and foggy computing (for creation of information infrastructure of digital economy), geoinformation technologies (for determination of location of digital objects).

  • In Road map in direction 1 "Normative regulation" it is necessary to provide works on creation of glossaries, the harmonized Russian and international ontologies, reference books, registers and qualifiers on the different industry directions (fields of activity). Besides, the section should provide development and updating of Uniform architecture of digital society and also creation of the body responsible for standardization of Uniform architecture.

  • In Road map in direction 4 "Information infrastructure", in my opinion, it is important to provide formation of platforms of "joint" economy, i.e. economy of joint use by digital assets and digital infrastructure. Including to define priority cross-industry digital platforms and their influence on digital transformation of cross-industry economic processes (for example, such as "health care – agriculture", "municipal economy – ecology – logistics – transport"). In the program mechanisms of replication of digital platforms in municipalities, regions, in the countries of EEU and BRICS are not considered. It is reasonable to provide creation of the Unified register of alternative digital platforms of interstate (transnational), national and regional scale, both industry, and cross-industry (for example, "digital transport corridors").

  • In Road map in the Information security direction 5 it is reasonable to provide creation of mechanisms of tracking of origin of the software, computer, server and telecommunication equipment by interstate bodies of EEU within creation of the entrusted environment of EEU.

It is planned that the program will be supplemented with appropriate sections on branches of the economy (fields of activity). With respect thereto, it is offered to pay attention to e-commerce, including creation of the Russian platform of electronic trading, logistic infrastructure of Internet trade, ensuring certification and licensing of imported goods and services, ensuring cross-border payments, including using the National Payment Card System. In the conditions of creation of free trade zones within EEU, SCO and BRICS state regulation of digital trade becomes the important direction in terms of ensuring consumer protection, observance of the intellectual property rights, transparency and safety of cross-border Internet trade. Besides, it is offered to add Agriculture as one of the strategic industries for Russia (as in terms of ensuring food security, and export revenue revenues, which within 2 years exceeds total revenue from export of arms) having very high potential for digitalization – from digital monitoring systems and control ("exact agriculture" and "exact livestock production") on the basis of Internet of Things, to pilotless agricultural machinery and unmanned aerial vehicles. Respectively, financing on the specified directions should be provided.

The Digital Economy program, certainly, is necessary to the country and its emergence was necessary, maybe, even last year. If to look at experience of many foreign countries, then national plans of digital transformation and development of digital economy exist in many of them - Great Britain, France, Germany, etc. Moreover, in the governments of many western countries several years there are ministers of digital economy who coordinate accomplishment of plans and programs of digital transformation. Occurring in economy and public life of change, connected with development of digital technologies, are so large-scale and prompt that without initiative and coordination at the state level not to manage.

As for contents of the program, it is obvious - the state tries to be focused first of all on those functions which concern it directly. But in the name of the program there is a word "economy". And here the economic tasks connected with development of the digital industry, new methods of production, an output of domestic technologies to global markets in the program not so much. Let's look at key indicators of the program: among them there is neither share of electronic trading in turnover, nor a share of hi-tech jobs in the general structure of employment, nor indicators of hi-tech export, nor many others, directly connected with transfer of economy to digital rails. How to stimulate the large companies (especially natural monopolies) medium and small business to more active implementation of digital innovations how to increase investments of our business in R&D? - these questions remain beyond the scope of the program so far. Therefore, in my opinion, focus of the provided program after all is connected with creation of basic "services" for development of economy – regulation, state services, IT infrastructure. - what too is very important.

And, at last, it is very important to understand that for development of the digital industry the strong domestic IT industry is necessary. In recent years the state made much for development of the IT industry: privileges, the preferences at state procurements initiated by the state of the import substitution program. However the digital economy needs the IT industry capable to make and support the best quality IT products capable to compete with foreign. The feature of the Russian IT market consists that it, being created at a boundary of the 1990th years, remains almost completely not capitalized. Today in the market of production of software and IT services it is provided to several hundred large and medium-sized companies from which only slightly more than 20 have annual revenues higher than 6 billion rubles (more than 100 mln. dollars). It is important to note that volumes of national IT market which makes only a little more than 1% of world do not allow the domestic companies grow integrally to the level of world leaders. At the same time, key international players in the field of equipment manufacturing, software and services have revenue and market capitalization in tens of billions of dollars. It is obvious that the provided practically by the SMB-companies, Russian IT market has not enough chances of equal fight against global IT giant in the world technology market.

The lack of capitalization of the IT industry leads to underinvestment in R&D (while the level of investments into development of new software by large international manufacturing companies is 12-20% of revenue), the shortage of own means for project investment, to lack of opportunities for rapid inorganic growth for the account M&A and geographical expansion.

I think that creation of the strong capitalized domestic IT industry should become a part of national strategy for digital transformation.

The Digital Economy of the Russian Federation program is designed to become a basis for development of a system of public administration, economy, business, the social sphere, all society.

The main note to the Digital Economy of the Russian Federation program - its insufficient systemacity and a statusnost. As a part of the Government of the Russian Federation there is no Deputy Prime Minister who is responsible for development of high technologies in the country. The systemacity means mutually coherence of this program with other state projects. For example, groundless statements for plans of preparation of one million IT specialists in a year are surprising. At the same time in the program there are no words about measures for Research and Development stimulation in the field, on development of the domestic IT industry and microelectronics which is a basis of implementation of this program. In deficit there can be such specialists as electronics engineers, technologists of production of chips and circuit designers.

We very strongly lag behind in the electronic and component base which is released in Russia. When speak about development of digital technologies, there is always a counter question — on what to do it? Generally we use foreign processors, memory chips, servers, etc. In Russia there are some practices, but all the same it is not enough in comparison with what is used in reality. It is one of the moments which needs to be developed urgently. But at this business very high threshold of entry.

The program defines the purposes and tasks of eight directions of development of digital economy, and the main note is connected with the fact that, in our opinion, priorities are placed incorrectly. The priority should be given to training, education, research and development and also digital health care which will cause natural development of information infrastructure taking into account due measures in information security field. The same market mechanisms therefore it is important that the state did not try to replace them at the expense of "manual" management are the cornerstone of digital economy. Training, in the form of investments into education and health care, will allow to create resource ensuring future application and practical studies, developments in the field of infrastructure, security, the smart cities, etc.

The second – in the program is point on need of storage and the information processing created by public authorities and local government in a single state cloud system. This is not what other as the declaration of state monopoly that deprives the domestic IT companies of an opportunity to enter fair competition for accomplishment of these or those works, so - limits their growth and development in the directions connected with delivery and implementation hardware and the software, providing complex telecommunication and other IT services.

The third – the program is not provided any measures for legal fixing of responsibility of operators of the State information systems for quality, completeness, availability and data security stored on the information resources entrusted to them. Therefore, there are today situations when the citizen, having detected inaccuracy in one of the state information systems, is forced itself to address to all possible instances for recovery of the real information status that should not be.

Analysts of McKinsey predict that by 2025 digitalization of economy of Russia will allow to increase GDP of the country by 4.1-8.9 trillion rubles. Now the share of digital economy makes in economy of Russia 3.9% that is two-three times lower, than at leaders in this sphere – the USA, Singapore and Israel. However by 2025 the digital economy can make in Russia already 8-10% of GDP, analysts counted. If plans for investment of 100 billion rubles a year in the Digital Economy program are implemented, our backlog can significantly will be reduced in the next years.

Now the pacing braking factor, in my opinion, in lack of harmonious actions from all participants of the Russian economic system. As well as in many other initiatives affecting both the state, and business, first of all, regular constructive dialogue of all parties is necessary. Perhaps, the most expected steps – a specification of points of the program of transition to digital economy with sampling before half a year.

For me the term digital economy – the generalized character of a number of technology trends and technologies which were created in the last 10-12 years and have today a serious impact on the settled business models. I mean trends and technologies of the new industrialization which received the name "Industry 4.0". New materials, augmented reality, additive technologies, pilotless vehicles, the advanced robotics, cloud computing and data storage, the biometric and implanted technologies, Big Data and machine learning, huge layer of financial technologies and many other things, – all these phenomena have one general feature: they effectively use the pervasive force of information technologies. Due to implementation of these trends I would select a number of signs of digital economy. First of all, it is the economy based on Big Data.

On the type it is predictive economy in which the forecast, the plan and the fact aim at equality; its main tool – predictive analytics, and a main type of production – the personified production under needs of the client. During an era of digital economy the competition appearance changes: it goes not so much for repartition of the existing markets how many for formation new, at the same time not goods and technologies, but the management systems relying on digital platforms compete. In the field of organization structures of the companies we will observe leaving from hierarchical structures to the models more based on network interaction. One of key signs is change of a consumption pattern: use prevails over ownership; value is defined by implementation in goods of individual requirements; focus is displaced on total ownership cost, but not on the original price of goods. In the social sphere we "recognize" digital economy by explosive development of public institutes when the social authority begins to restrict the social status actively. The digital economy expressed in technologies and technology trends is and there are "terrestrial" questions. And to that there is a set of the examples shown in export growth on foreign markets of products of the information technology industry. Let's tell, development of networks of Internet of Things (IoT) will result in the explosive need for sensors and sensors, and traditionally it is destiny of production of averages by the size of the companies. Development of cloud computing and increase in different availability of cloud services stimulate growth of number of individual entrepreneurs for whom the freedom of choice of operating time and high mobility becomes main advantage. For our country – it is growth of high-performance jobs, an employment increase of the people living far from megalopolises. Advantages of digital economy to the companies, in particular quickly growing startups, more than are obvious.

We can compete in the field of advanced technologies with foreign colleagues. However, while there is not a lot of these technologies, but, considering the high speed taken by the state in questions of digital economy, I think, the list of competitive developments will accrue. If does not change me memory, in 2016 export of products of the domestic IT companies in terms of money approached 7 billion dollars. Our IT companies, certainly, are globally competitive. The following direction – new materials. For example, nanocellulose and production on its basis of a wide range of goods, beginning from bactericidal plasters, biodegradable packaging and finishing strong and light materials for the space and automobile industries. Further – unmanned aerial vehicles, developments in the field of machine learning, means of counteraction to cyberthreats.

The latest technologies and digital transformation can cardinally change the world around and will have a huge impact on structure formation of the industries of digital economy. We will not see the usual industry division inherent in the current economic way, but we will become witnesses of emergence of several hundred new industries, with other than flowing scale, lifecycle and branch management. These changes will affect not only the industries, but also all system indicators: GDP, investments, consumption, employment, inflation and a number of the other indicators usual for measurements and assessment in the current economy.

When we look at premises of emergence of technologies of Internet of Things and we will understand "physical sense" of IoT, it will be simpler to decide on this concept. In my opinion, in the history of Internet of Things the key role was played by two factors. The first – a cardinal market change of sensors and sensors: in recent years he grew up in hundreds of times and continues to grow after the exhibitor, at the same time the cost of devices falls approximately with the same speed. The second – wide circulation of the approaches of operational analytics reflected in the concept "Analytics 3.0", the analytics developed by the International institute. The key trend is shown that today the increasing number of goods is created by data in the course of the lifecycle, and this property becomes one of their main qualities. For the consumer there is a product value shift: that product which can provide the most valuable data, and not just traditional functions succeeds in competitive struggle. Having played a key role evolutions of the "classical" Internet, these factors led to emergence of new networks in which things can interact with each other or with the external environment without participation of the person. In our country of technology of Internet of Things – one of dynamically developing directions of new industrialization. More precisely, influence of technologies of industrial Internet of Things (IIoT) amplifies. This influence is caused by tasks which are set for domestic enterprises: transition to contracts of lifecycle in interaction of producers and consumers of a difficult technique; production with the high level of programmable parameters. At the enterprises of the raw industries, metallurgy and transport – transition to service and repair of a production equipment on a status and creation of the systems of predicative analytics concerning a production infrastructure.

Large corporate and state initiatives have a great influence on development of industrial Internet of Things. Let's tell, a project objective "The digital railroad" – ensuring steady competitiveness of the Russian Railway in global market of transport and logistics services due to use of modern digital technologies. Creation of the Russian service information and telematic platform and its implementation in production models of the automobile producers implementing cars in our country. It is supposed that this platform will accumulate information in the transport sphere, including traffic congestion assessment, to optimize traffic flows, to predict emergence of extraordinary and dangerous situations, to monitor a condition of equipment of city and transport infrastructure.

Without creation of the platform of trust between the state and business it will not turn out to create really useful and complex services. Besides, sections on "the smart cities" and digital health care were gone in the latest version of the program.

Already existence of the program – an important milestone for the state and the next step on the way to more modern and convenient tenor of life of citizens. The first version looked as good technical specifications – digits and time frames are specified, we see at what result it is necessary to aim. According to it it is possible to formulate separate comments. The second version became more indistinct and the general, even some absolutely concrete concepts, such as "blockchain", are replaced with more abstract "systems of the distributed register" and "a unified digital medium of trust". Also from it the sections "Digital health care" and "The smart city" drawing attention of the population were gone.

It is necessary to understand that transition to "digital economy" is a global project, and it concerns different aspects of life therefore it is necessary to expect that at a stage of the embodiment there will be objective difficulties. And, of course, the more accurate plans are designated, the it is simpler to control them and to understand to what we go. It would be desirable that the first version of the program was used by preparation of detailed road maps since it has detailing on the current questions, the concerning electronic archives, public services, interdepartmental interaction and EDMS.

For accomplishment of the Program adopted by the government extremely important that the legislation kept up with progressive technologies. It is expected that the first measures for regulation of the legislation will be defined already in the nearest future – in the 4th quarter of this year.

Important point which is reflected in the Program and which is in every possible way supported by our company, – increase in digital literacy of the population and input of certification standards. First of all officials should seize "digital skills". We will not be able to achieve real progress if departments do not trust electronic documents and to use them. It is necessary to state in regulating documents in black and white "the official is obliged to sign documents in electronic form" and "the electronic documents transmitted through MEDO have legal force".

The adopted program provides creation of federal competence centers in the different directions – and it is one more step for which we wait.

As the developer of cloud solutions DIRECTUM company will monitor development of this direction. According to the Program information systems of the state will be transferred to clouds, and, respectively, serious development of DPCs in Russia is provided. It is a certain call – competences and serious measures for security as it is about digital assets and personal data of all state are necessary. Also regarding cloud solutions serious interest from our party is attracted by the regulatory base and culture which will allow to go to a cloud to not only authorities, but also the organizations with state participation and to large business. It will allow to pass more easily to cloud solutions in all branches of the economy.

Minuses of the adopted Program – lack of the explicit section about digital finance, digital health care and the current tools – a blockchain, cryptocurrencies which already have the impact. There are no sections about Internet trade though it is the considerable and already working part of digital economy influencing ways of households too.

As noted in the Program, implementation of such direction as "public administration", will be performed on the basis of addition of the Program of development of digital economy of Russia with appropriate sections. However already now it is possible to say that thanks to implementation of this Program, the question of high-quality providing the public and municipal services to the population will reach new level. Retraining of Russians within "Digital economy" will cost 5 billion rubles annually

On July 5, 2017 the Digital Economy state program was approved by Council at the president Russia for strategic development and priority projects. Annually she assumes preparation about 1 million people, and on its providing will be 5 billion rubles (about $83 million at the rate of CENTRAL BANK OF THE RUSSIAN FEDERATION for July 7, 2017) annually are spent. These means will be received by the people who are qualified for retraining of specialists who will be able to work in new conditions. [13]

The project of staffing of the Digital Economy state program provides access more than 1 million Russians annually to online programs of second higher education. Special electronic vouchers which will be received by persons interested to improve skills or to receive new competences in digital economy will be for this purpose issued. However vouchers will offer specialists who lost work because of work automation.

Thus, actually new state program is directed to labor reorientation of the personnel which "are washed away" from the system of work due to implementation of new technologies.

"In 5-7 years there will be no profession where knowledge of technologies and ability to treat the robot is not necessary. So right course. Medvedev charged to study possibilities of a blockchain for application in digital economy
