Nikolay Podobaylo, Software product: We are ready to offer customers complex project implementation of any complexity

Nikolay Podobaylo, the CEO of Software product, in an interview of TAdviser told about key activities of the company, large-scale projects and perspective technologies which promote revolutionary changes in the Russian IT market.

What main fields of activity of Software product company? What directions show the largest growth now?

Nikolay Podobaylo: Historically main specialization of Software product was concentrated in the development area of complex, geographically distributed information systems, generally departmental orientation. In process of growth of the company and accumulation of experience and examination we took part also in other directions more actively - integration, maintenance, consulting. We are at the moment ready to offer our customers complex project implementation of any complexity, beginning from determination of the purposes and tasks facing the customer developments and approvals of the regulating documentation and finishing with implementation, a maintenance and support of information solutions. Today we are among market leaders in such directions as public sector, the transport sector, education and health.

How for Software product company did 2018 pass? What key achievements would it be necessary to mention?

Nikolay Podobaylo: For several last years the company grows at the rates exceeding average market values. 2018 did not become an exception. We strengthened relations with the existing customers and found new, and as in the directions which traditionally we consider (development of the analytical systems, creation of the situational centers, transfer of state services to an electronic form), and on new, connected with use of technologies Big Data blockchain, neuronets and video analysts.

As one of examples our victory in tender on creation of a new booking system for Moscow Metro can serve. It is the project, very big and difficult from the technical point of view, covering all carriers of the Moscow transport hub and tens of information subsystems. Implementation of this project will allow to increase considerably comfort level for millions of residents of Moscow, and for our company will promote strengthening of examination in the field of solutions for a transport complex and confirmation of the status of the leader in this direction.

How do you assess a situation in the Russian IT market in general? Influence of the state on this market is how strong?

Nikolay Podobaylo: Certainly, if to look in digits, then a main customer in the Russian IT market is the state. It is connected with specifics of development of our country, the term "state capitalism" is applicable fully here. It is quite good provided that the state initiatives will be correctly implemented, for real people, but not for show and executions of KPI of the government employee. The state in difference from private business is capable to support the initiatives which do not provide fast commercial benefits, but allow to create a serious technology backlog on the future and to make life of normal citizens better and more comfortable. Of course, large business companies, such as Amazon, "Yandex" and Mail.ru also invest in technologies, but nevertheless the state first of all invests in a social component, but not in commercial.

I want to note also initiatives of regions in the field of IT. Moscow which implements a set of the interesting IT initiatives directed to increase in the standard of living in the city from intellectual parkings and mobile applications on control of violations of traffic regulations (such as Assistant to Moscow), to smart traffic lights and the systems of biometrics in banks and other organizations can serve as a leader. In some other regions we also see growth of qualification of regional CIO, we notice a trend and in the commercial sector – at decision-making of costs for the IT system are defined by the answer to the question "how and when implementation of this system will help to fill the budget of the region due to more correct administration of this or that sphere of a state administration". Only what really helps to manage the region is implemented.

In general, the Russian IT market now on rise after several years of the stagnation connected with the crisis phenomena. In many respects it is promoted by such initiatives as program implementation "digital economy" or development of NTI.

In 2018 Software product implemented the updated booking system for Central PPK. What innovations were provided by a new solution? In what feature of its work?

Nikolay Podobaylo: Innovations there was a set. Thanks to the new system of sales mobile application of TsPPK, new opportunities in ticket printing machines appeared, terminals of advance sale of tickets at stations, portable data terminals of controllers using which they can sell tickets on site, with payment via bank cards and other solutions now are supported.

However "under a cowl" at this system - a huge number of new solutions and the most difficult software package for the Data processing center of TsPPK in which all data on sales and control of tickets are flown down. The DPC includes subsystems of accounting and the analysis, management of the reference information, unloadings of data, managements of stop-lists and also the analysis of the facts of fraud, agency sales, management of updating and monitoring of the equipment and so on.

The TsPPK booking system is integrated more than with 10 external systems. In particular, data exchange with the organizations providing compensation for transportation of preferential categories of citizens (issuers of social cards of Moscow and the Moscow Region – MSR and TsBDD MO), systems servicing payment under maps Three (a HSS of ZOTT of Moscow Metro) and Arrow (ETK), SUE Mosgortrans and so on is made.

Separately, perhaps, it is worth mentioning means of fight against fraud. In a system multilevel protection of booking carriers, information is provided in the ticket, communication channels, access to DPC. In addition to the system of stop-lists of carriers to which all lost or stolen transport cards are entered information on the equipment of all polygon selling tickets comes to the final solution. For example, as soon as the cash desk is taken out of service, all tourniquets and other devices on a polygon will be notified on it. The tickets sold at this checkout after date of decommissioning stop being valid while tickets, for example, the subscriptions sold earlier for a month, pass before the termination of their validity period.

In general, in your opinion what perspectives of development the domestic transport industry has? What advantages bear new technologies for this sphere? What opportunities can appear at customers and consumers?

Nikolay Podobaylo: Development of the transport industry will continue in the general trend on intellectualization. By and large, other options also do not exist: the transport system either develops, or collapses. There are no other methods it to develop, except as through implementation of modern technologies - Big Data, a blockchain, artificial intelligence and all that will allow to rationalize and optimize as much as possible cargo transportation and passenger transport of the country.

Owing to the sizes of the territory of the Russian Federation process can occupy quite progressive tense, but I believe that completely robotic public transport, at least, on rather simple directions, can appear in the next years. However for this purpose it will be required to attach a huge number of efforts, both from the relevant state departments, and from the commercial sector. We, in turn, are ready to make everything that in our forces.

Your company is also engaged in development of a federal information system of traffic police. Tell, please, what main objectives of this single system?

Nikolay Podobaylo: Integration of all information flows relating in the field of activity of traffic police was the main task. Until recently data on the registered vehicles, the issued car driver licenses, administrative violations and other data were processed by several information systems connected among themselves so far as at once. As you understand, in today's conditions such option is inadmissible neither on ideological, nor at the practical level: shortcomings of connectivity of the systems of regional and federal levels led to permanent failures and delays in work of divisions of traffic police. Besides, at such level of communications rendering in the electronic form public services connected with activity of traffic police was problematic (issue of car driver licenses, registration of vehicles and others).

Therefore the system which received the cipher "FIS Traffic Police-M" was implemented. It allowed to automate as much as possible activity of registration and examination and front divisions of Inspection.

Data exchange between divisions of department is made in real time now. Information on registration of the car, deprivation of the right to driving, information on administrative offenses - all these and many other data are instantly available in any division in the territory of the whole country.

This year the Government announced creation of a number of superservices which are the next step in development of state services. It is supposed that these services will appear in general without visit to state agencies and even in a predicative order. The high level of process automation of traffic police allows Inspection to be a leader regarding implementation of public services in general without visit by citizens of divisions and therefore it is natural that the number of pilot superservices includes services of traffic police.

Let's talk about the projects executed by your company in recent years still. Specialists of Software product created an automated system of control of the organization of transportations in Moscow. What problems were solved by this system. And what new opportunities appeared in the field of the organization of passenger traffic in the capital?

Nikolay Podobaylo: A system was created for the greatest possible optimization of control of transportations, first of all, on public transport. Thanks to this system it was succeeded to automate processes of identification and administration of violations, to optimize processes of accounting of a passenger traffic on public transport and journey payment control. There was an opportunity to accelerate process of a design of violations and to reduce operating time of the controller with one violator. Also the transparency of a design of penalties increased. Ugly scenes of altercations of "hares" with controllers if do not consign to the past completely then will become a relative rarity.

In general informatization of control of passenger traffic opens the mass of opportunities diversely, from increase in collecting of penalties to optimization of a transport network of Moscow in general.

In February, 2019 25 priority life situations for which superservices will be created were defined. A part of such services will concern car owners. Whether your developments during creation of such complex services will be used? And as far as, in your opinion, process of integration of services, is difficult for creation of similar superservices?

Nikolay Podobaylo: To some extent our developments are already used. Superservices are a next stage of development of the concept of the "digital services" implemented today in practice in MFC and the Gosuslugi portal. It is about further integration of the information systems which are responsible for different services into a whole.

The complexity of integration depends, certainly, on as far as formats of the data used by the different systems differ. It is unlikely will be error to tell that until recently chaos reigned in this sphere: the diverse systems created for different departments by the principle "here and now and somehow, and then we will correct", interacting with each other in the mode "in any way" just because nobody assumed such interaction at the time of their creation. Here already mentioned information system for traffic police can be a good example.

All this "vinaigrette" had to be rebuilt for several years. But, as shows experience of MFC and "Gosuslug", this task is feasible. So, we will complete also its next stage - creation of "superservices".

One more factor of complexity is the correct problem definition which are required to be executed, and development of a target status of future superservice. As far as I know, now are engaged in it at the government level.

In 2018 Software product became the member of RAKIB association — associations of "the developers and users of blockchain technology and products created on its basis for the benefit of development of digital economy". Whether there are in practice of your company successful projects implemented using a blockchain? And what perspectives you see in use of this technology in the Russian market?

Nikolay Podobaylo: By that moment as we became the member of RAKIB, we already had both prototypes, and pilot projects on the basis of blockchain technology. For example, service for check of deposit insurance, the project of electronic vote, implementation of the cryptoexchange and also projects for transmission control of intellectual property rights, management and tracking of lifecycle of spare parts, carrying out settlement on preferential transportations.

We are a certified partner today a blockchain company of Bitfury together with which we develop the decentralized applications based on the Exonum platform and also the certified protected register with private data. Well, and besides, Software product develops prototypes and the decentralized applications on public network Ethereum, private blockchains on Hyperledger Fabric, Corda and also private forka of Ethereum with the configured consensus algorithm.

The abundance of projects shows that the blockchain not just has perspectives in the Russian market, but also, so to speak, is inevitable. Examples of practical application are already enough, however development of industry standards and promotion of best practices of implementation and also formation of a position in work with state bodies of legislative and executive power is necessary for further implementation of technology. As a matter of fact, RAKIB and we as participants of association is also engaged in it, including.

What development plans for Software product company for the next years? On what will the main attention be concentrated?

Nikolay Podobaylo: The transport sphere and also the fields of digital economy, specialized services, including, state, and information security will remain the key directions. The IT sphere today - and in Russia, and around the world, - endures revolutionary changes, and, naturally, we monitor these processes and we aim to correspond as far as possible to the changing landscape in the activity. In addition, we aim to take of the latest technologies, such as blockchain, neuronets, AI advantage to provide to our partners and clients all advantages which these technologies can give.
