The Ministry of Telecom and Mass Communications decided to select 300 million rubles to educational online services

On May 18, 2020 it became known of the offer of the Ministry of Telecom and Mass Communications to select up to 300 million rubles for development of educational online services in Russia. Need of support of such projects for department was explained with unavailability of their infrastructure to the double growth of attendance which happened from January to April and also absence at them financial resources for scaling.

According to Kommersant with reference to the agenda of a meeting of the government commission on digital development of the Ministry of Telecom and Mass Communications (took place for May 15, 2020), subsidies for services of the remote equipment are offered to be selected from means of the federal project "Digital Technologies". Want to provide to small enterprises up to  20 million rubles, to the leading companies — to  300 million rubles, at the same time private joint financing will have to be not less than 20%.

It became known of the offer of the Ministry of Telecom and Mass Communications to select up to 300 million rubles for development of educational online services in Russia

According to the offer of department, will select the companies for subsidizing "The Russian fund of information technology development", Skolkovo Foundation, "The Russian venture capital company" and "Fund of assistance to innovations".

The initiative of the Ministry of Telecom and Mass Communications did not get approval of the Ministry of Finance of the Russian Federation. "Yandex" submitted the platform for full distance learning

On March 17, 2020 the Yandex company announced creation of the platform for full distance learning. It will integrate tools for carrying out interactive video broadcasts of occupations and communication of a class with the teacher and also video lessons from main trainers in all objects. Service is integrated into all educational products of Yandex. At the first stage Yandex invests more than 200 million rubles in creation of the platform. Free access to hundreds of online courses of the largest universities of Russia is open

The ministry of science and the higher education of Russia (Ministry of Education and Science) published in March, 2020 the list of free online courses from the main Russian universities (PDF on the CNews file server). According to department, it is made for the purpose of "the effective organization of educational process using e-learning, remote educational technologies"[2].

The list created by the ministry is not final. Now department conducts acceptance of the offer on inclusion of additional online courses in this list.

It should be noted that the decision on use of online courses by this or that university is made by the management of the most educational institution, proceeding from an opportunity to organize quality of its studying by students.

The list offered the Ministry of Education and Science at the time of the publication of material included over 630 free web rates. The list of the universities providing them several times is less, and their considerable part is located in St. Petersburg and Moscow.

Free online courses provided: Lomonosov Moscow State University, MEPhI, MSTU of N.E. Bauman, Peter the Great St.Petersburg Polytechnic University (SPbPU), St. Petersburg National Research University of Information Technologies, Optics Mechanics (ITMO), of MISIS and MIPT. In the list there are also rates from the Samara university, Ural Federal University URFA), the Tolyatti State University (TSU), the Tyumen State University (TYUMGU), MIIT, etc.

The publication of the list of online courses was preceded by the order of the Ministry of Education and Science No. 397 "About the organization of educational activity in the organizations implementing educational programs of the higher education and the appropriate additional professional programs in the conditions of warning of spread of a new koronavirusny infection in the territory of Russia" of March 14, 2020. In it it is told about ensuring implementation of educational programs in full with a possibility of providing individual vacation for students, including due to their transfer to training in the individual curriculum. Also in the order it is told about need of the organization of contact work of students and pedagogical workers only in the electronic information and education environment and use of the different educational technologies allowing to provide interaction of students and pedagogical workers mediated (at distance).

In addition on March 14, 2020 the Ministry of Education and Science issued order No. 398 "About organization activity, being under authority of the Ministry of science and the higher education of Russia, in the conditions of warning of spread of a new koronavirusny infection in the territory of Russia". In it it recommended to domestic universities at emergence of need to transfer workers to a remote operation mode in the conditions of warning of spread of a new koronavirusny infection in the territory of Russia.

Together with it this order means need of restriction of holding internal meetings. As an alternative use of a video conferencing is offered.


The B2C-segment of the Russian market of online education reached 36.5 billion rubles

On March 24, 2020 it became known that the market of online education continues to grow – speak about it data the research conducted IT- holding TalentTech, the online university Netology and EdMarket in 2019. By data analysts, Russian the market of online education continues to develop actively according to the main world trends that will lead at the level of 12-15% to growth.

As it was reported, in 2016 the Russian market of online education made 20.7 billion rubles. At the end of 2019 the b2c-segment reached 36.5 billion rubles, and experts predict further growth to 40 billion.

Certain large players in the market show much bigger growth rates – 40-300% annually. At the same time up to 30% of revenue in the industry it is the share of the largest companies entering in top-35 leaders of the industry.

Online education enters in top-5 the priority directions, both for investors, and for startups. The fifth part of the Russian startups for March, 2020 – projects in the field of education.

For 2 years invested not less than 80 million dollars in the industry. It is about 45 public transactions in the Russian online education which happened during the period from August, 2017 to October, 2019. The size only 33 of them is authentically known.

Only 9 of 45 public transactions happened to participation of the foreign capital. At the same time the top directions for investments appeared:

  • secondary and additional school education (12 transactions)
  • language training (9 transactions)
  • additional professional education (9 transactions)
  • corporate education (5 transactions).

As a trend it is possible to note also that most often investors invest in the companies aimed at the international expansion.

One of growth opportunities for the market of the Russian online education – training of "blue-collar workers" (working specialties). For the end of 2019 in Russia there were about 30 million skilled workers, and only small part of them is covered by modern educational solutions: the market of training at production is estimated at 24.5 billion rubles at the average check for training of 25 thousand rubles. At the same time online education in this segment is only 900 million rubles.

Experts defined the most mass directions in additional online training of adults. Top-5 the directions in which Russians studied in 2019:

  • Training in foreign languages of adults - 5.3 billion rubles a year
  • Marketing, communications, sales and advertizing - 2.7 billion rubles a year
  • IT - 2.2 billion rubles a year

Yandex.Cash and Netology: the online education market annually grows for 60%

On October 3, 2019 the company Yandex.Money reported that the average bill of Russians for rates, trainings and master classes on the Internet year-on-year increased more than by 20%, and online education market turnover — more than for 60%. Analysts of the Yandex.Cash and Netology came to such conclusions, having studied data on payments of Russians on educational online platforms and having polled inhabitants of different regions of the country.

About 10% of turnover are the share of schools of personal growth, development of leadership skills, creativity, etc., 8% — of professional training, 6% — of trainings on psychology and esoterics. Another 3% of turnover are the share of platforms which offer services of tutors and preparation in the school program, 2% — on the Internet rates devoted to sport, beauty, 2% — on the websites on needlework and different hobbies.

In an online education segment most of all people spend for a learning of foreign languages — on average in 9874 rubles. Such amount is explained by the fact that usually users pay the whole rate at once, but not separate occupations. The second place by the average check was taken by psychology and esoterics rates — 4976 rubles. On the third line there were trainings on personal growth — people spend for such training on average in 3667 rubles. And the smallest average bill — for services of tutors (619 rubles).

In a year one user spends for online training in foreign languages on average 36,441 rubles. On the second place — trainings on psychology and esoterics (8760 rubles), on the third — sports preparation rates and also on beauty and personal care (7773 rubles).

According to Netology, 44% of users got additional education after the termination of universities, but only 8% have experience of training on the Internet. At the same time about 40% do not exclude an opportunity to go to study online in the future.

44% of the polled Russians suffer a shortage of professional skills, 13% — knowledge. Most strongly people with an income from 40,000 to 75,000 rubles per month are interested in training. Among them about 60% need new knowledge and skills. And here from those who receive from 100,000 rubles a month it is less such people — in this group only 40% of users consider that they lack professional knowledge or skills. 14% of respondents would like to master a new profession and to change specialty.

At calculation of turnover and average checks data on payments of users for 2017 and 2018 through the Yandex.Cash with which more than 106,000 websites work were considered. For assessment of audience of educational online platforms survey results which was carried out by Netology among 1500 residents of 37 cities of Russia with the population from 500,000 people were used.

2018: ATOL

More than a third of costs for online education in 2018 was the share of business rates, shows a research of ATOL company. Among the rates which are not connected with professional qualification the most demanded were lessons of the school program: 9% of the total number of expenditure were the share of them. Tutors often combine traditional internal occupations with online lessons. The request for remote school education especially as now far off it is possible not only to study grows, but also to take examinations.

At the same time more popular programs often cost several times cheaper: one business rate costs an average of 8.8 thousand rubles, and a programming rate — 9.9 thousand rubles.

Training "for itself" runs to users too into money: so, courses of landscaping cost an average of 21.7 thousand rubles. As for more popular categories, the online occupation price with the tutor averages 1.7 thousand rubles, and a lesson of painting training — only 740 rub. The average bill for a byyuti-rate is equal about 2.6 thousand rubles, and courses of personal growth are more expensive: on average 3.4 thousand rubles.

2017: Market size is 20 billion rub

The Russian market of online education made in 2017 more than 20 billion rubles, according to Vedomosti.
