Service companies: western vs domestic

Whether there is a real competition between the western and Russian service companies? Local IT service providers claim that still Russian organizations make the choice for benefit of domestic IT service companies as they are capable of more prompt and flexible response in the changing design specifications. The Russian IT service companies, as a rule, have advantages in the price at equal or even bigger qualification. The Russian providers of services know IT market and rules of the game on it better, are more flexible in methods of rendering services and customization of SLA. Respondents of TAdviser market participants almost unanimously performed with such general opinion.

It is not groundless: in the rating of TAdviser made at the end of 2013, large IT and service and IT autorsingovye the companies – practically all Russian. Also, for example, in the rating of Top-30 of the IT and outsourcing companies made by RAEX at the end of 2013 local providers (see rating according to the link [1]), in the rating of Top-30 of the companies of the sphere of IT services – practically the same picture completely dominate (see rating according to the link [2]).

The western providers with care treat entry into the Russian market, first of all, because of the insufficient legislation, explained TAdviser in Servionica company. The matter is that process of lawmaking in the field of data protection and work with data goes actively, but there is a number of disputed issues, for example, in separation of responsibility in case of cross-border data transmission - in whose jurisdiction there is a control of their safety? Besides, for work with certain types of data special admissions and certification (for example, FSTEC) which receiving by the western providers is complicated are necessary or at all it is impossible.

CROC notes that despite these difficulties, large vendors compete with the Russian companies for service contracts, but often customers select compatriots because local, as a rule, more flexible if the customer needs to solve a non-standard problem. For example, if for accomplishment of after-hour works to the domestic IT companies several hours for coordination of resources are enough, then only one approval takes 2-3 days their western colleagues.

Irina Semyonova, the marketing vice president of Maykor holds the same opinion.
"There are practically no eminent western service companies in the Russian Federation. Cooperation of foreign providers with the domestic companies, for example, on service maintenance of IT infrastructure, not only is preferable, but, in fact, is the unique way", - she noted.

According to Irina Semyonova, in Russia exclusively difficult logistics, and it is simply impossible to organize a first line support of the equipment without involvement of the Russian partners on places. Practically all large companies servicing the Russian customers of federal scale work for us through network of the authorized partners.

One more shortcoming of the western IT and service players, according to experts Jet Infosystems, - a formalism. Partly about insufficient flexibility in decision making it was already told above, but in practice the formalism stretches rather widely: for example, since the fact that the contract can be only in the form offered by vendor and in any way differently. If the customer needs to depart from the certain tough set framework, then it is not always achievable. One more moment consists that the large western IT companies, rendering services, prefer to rely first of all on own solutions, and the Russian IT providers "are not tied" on one vendor.

The real competition - rather exceptional case.
"The domestic companies very successfully work with a public sector, state companies and state banks that is explainable taking into account national security issues. So occurs also in other countries", - also specialists of T-Systems CIS note.
Nevertheless, the western players do not give up and even more often try to take under the direct supervision of customers in an Enterprise segment, speak in Borlas.
"In the conditions of lack of growth of indicators of the market, the western vendors begin to delay on themselves a blanket, underestimating the systems of discounts that in turn leads their Russian partners to reflections about diversification of business, giving to it of paints of own services, expansions of a range of services. One more confirmation that the competitiveness of the Russian companies will grow – it is possible to tell, cancer already whistled", - told TAdviser in this company.
