Situational centers (determination, main objectives)

Determination

The situational/dispatching center is the premises (the hall, the room, an office) equipped with means of communications (a video conferencing, conference communication and other means of interactive information representation), intended for operational acceptance of management decisions, control and monitoring of objects of the different nature, situations and other functions.

The situational centers are used today:

  • federal public authorities (president, government, federal ministries, agencies, etc.);
  • regional bodies of the subjects of the Russian Federation and local government (edge and regional administrations, mayor's offices, etc.);
  • large industrial enterprises in the industries of power, oil and gas, transport and dr;
  • educational educational institutions, etc.

Main objectives

The main objectives of the situational/dispatching centers are:

  • condition monitoring of a control object with forecasting of development of the situation on the basis of the analysis of the arriving information;
  • modeling of effects of management decisions, based on use of information and analytical systems;
  • expert evaluation of the made decisions and their optimization;
  • management in a crisis situation.

Hardware

Basic elements of hardware of the situational/dispatching center is:

  • The screen of collective use is the system of multiscreen data mapping of a different type (video images, electronic maps, diagrams and charts, text documentation in electronic form). Thanks to modular construction a system can individually be configured under specific premises and tasks. Key property of the screen of collective use is permission and, respectively, data capacity allowing to represent a set of the "windows" containing full images from a set of sources on one screen field.

  • Means of a video conferencing play one of key roles in the situational center, providing holding collective meetings between removed participants of discussion.

  • The system of sound equipment usually includes the conference system intended for carrying out group discussions. At the same time each workplace of the participant of meetings in the situational/dispatching center is equipped with the separate microphone (the microphone panel) for performances. The system of sound equipment also includes the systems of gain (mix) of a sound and speaker systems.

  • Ancillary equipment are electronic means of input and display of graphic data, such as document camera, interactive boards, etc.

  • The management system of the situational/dispatching center provides interaction of all elements of hardware. Owing to high complexity the management system usually requires permanent presence of service staff.

As Nikolay Muravyov, the head of the regional solutions "Forecast" told TAdviser, the direction of development of information and analytical systems for the situational centers (SC) is more and more popular with the authorities of subjects of regions. Such centers gain ground at all levels of the power and become one of the most relevant methods of operational management of information, the solution of the arising tasks and increase in efficiency of a management activity.

It should be noted that regulations (in particular, the Strategy of national security of the Russian Federation till 2020) regulate creation of a system of the distributed situational centers. Therefore for state bodies a priority task is creation and improvement of a system of the interconnected situational centers at all levels of the power, including municipal entities and also integration into a single system of the departmental and corporate situational centers.

"This factor defines high demand on special software solutions for the situational centers. It software helps to assess a situation in an object or the phenomenon, for management of which the situational center was created, to carry out the comparative assessment of alternative candidate solutions of problems, the analysis of programs, plans, alternative options of succession of events. Unfortunately, the level of development of similar products in our country is not high yet. Though recently we note considerable activity in the field of creation of the situational centers of heads of the subjects of the Russian Federation", - the expert explained.

Therefore many IT companies including Forecast, place in the activity emphasis on creation of software products for the situational centers allowing to carry out operational monitoring, risks assessment and forecasting in social and economic, social and political and financial spheres of the region. Along with this direction, solutions for processing of the diverse information used in STs are more and more demanded. It is connected with the fact that heads aim to make reasoned decisions today, addressing for the comprehensive analysis of a situation various sources of information: from a photo, video, an audio material, geospatial data to statistic and analytical reports.

Examples of the known Russian situational/dispatching centers

  • Situational center Emercom of Russia: The center is used for collecting and the analysis of all arriving data (the destruction which died, etc.), coordination of holding rescue operations, contacts with media, etc.

  • Situational center of the Russian academy of public service under the President of the Russian Federation. The center is intended for support by resources and means of various active forms of training with listeners of all types and forms of education; supports by resources and means of the research and information and analytical works which are carried out to academies, personnel trainings of the situational centers to use of modern information, analytical and technology means; carrying out business games according to requests of public authorities and local government; bench working off of intellectual information technologies and creation of prototypes of working technologies of federal authorities.

  • Dispatching center traffic police of Moscow. The center is used for collection of information about a road situation. Allows to control information from hundreds of surveillance cameras mounted on city roads, to display the current road situation (accidents, traffic jams, etc.) on the interactive map, to manage quickly a road situation (to coordinate action of patrols of traffic police, to change operation modes of traffic lights, the journey modes on streets) and many other things.

  • Situational center of Moscow Metro. The situational center is intended for real-time processing of all signals of the emergencies happening on the subway territory. Operators of the center accept the calls arriving from the columns of an emergency call set at most the stations and also browse signals from surveillance cameras.

  • Situational center of Rosobrnadzor. The situational center is intended for development, the operational analysis and implementation of measures directed to increase in objectivity of the unified state examination and carrying out it without violations. Specialists of Rosobrnadzor in the field of quality evaluation, control and supervision in education, representatives of FIPI, FTsT, experts in the field of information security are involved in its work. Besides, it is going to invite specialists of other professional fields of activity for development of the effective solutions anyway connected with holding the unified state examination.

  • TsODD situational center of Moscow. The situational center is intended for regulation of work of an intelligent transport system of the city. A system includes 6700 detectors of traffic flows, 1700 managed traffic light subjects, 1200 complexes of photo and video fixing of violations of traffic regulations, 180 dynamic information displays, 150 managed road signs. The main direction of development - integration of all system, creation of a management system for traffic, work of traffic light objects, road signs, information displays.
