The market for solutions for smart cities in Russia exceeded 81 billion rubles at the end of 2019. This was announced at the end of June 2020 by the head of the analytical center under the government of RFKonstantin Kalinin.

Stavropol Territory became the leader among the regions of the North Caucasus Federal District (North Caucasus Federal District) in terms of the digitalization of cities and the development of smart cities projects. The study notes that private investors are not interested in participating in smart city projects, and almost the entire market is formed by Moscow, which accounts for 93% of expenses in Russia. Experts of the CSR state "low readiness of Russian cities for digital transformation." "The smart city projects being implemented in the country at this stage are mainly associated with point digitalization and intellectualization of individual services and infrastructure elements," the document says. As for the comprehensive modernization based on the principles of Smart City, at the moment in Russia such projects are being implemented only within the framework of greenfield projects, analysts at the Center for Strategic Research say. In addition, the country clearly lacks its own Smart City technologies, the report says. "The analysis of patent and publishing activity shows that Russia does not have its own technological groundwork in most areas of development of a smart city," the document says.

On the way to the integrated implementation of Smart City in Russia, a number of obstacles will have to be overcome, CSR experts admit. "The main barriers to the digital transformation of Russian cities are, on the one hand, barriers to the development of new technological solutions (for example, in terms of standardization of new technologies, features of working with data, including large ones, attracting alternative sources of financing for technological projects). On the other hand, legal, organizational and technological barriers to the introduction of smart city technologies by municipalities and businesses (for example, outdated requirements in SNIPs, peculiarities of public procurement, lack of complete, automatically verified and reliable spatial urban data, etc.) play a significant role, "the report says.

Among the priority steps for the comprehensive implementation of Smart City, the experts of the CSR named the improvement of regulatory regulation, including the development and adoption of a special federal law "On smart cities in the Russian Federation." Also, in their opinion, it is necessary to create a coordination body for the development of smart cities at the level of the Government of the Russian Federation and municipalities.

Creation of a consortium to implement the concept of "Smart Cities of Russia"

Rosatom's smart technologies halved Zheleznovodsk's waste collection costs

Monitoring the accumulation and export of MSW is one of the elements of the Smart City system, which the Zheleznovodsk administration, together with Rosatom, introduced in 2020. Sensors were installed inside city garbage cans, administration employees in the situation center can track the filling of tanks and regulate the schedule and routes of garbage trucks.
