TAdviser Interview: As the information system for encouragement of children with permits in Artek was created
Since 2017 encouragement of children with permits in the international center "Artek" is performed only using automated information system Permit. The first deputy director of FSBEI MDTs "Artek" Igor Zobov and the chief executive of SPC Businessavtomatika Roman Dzvinko in an interview of TAdviser told about the project of creation of this solution and plans of its further development.
Activity of MDTs "Artek" is how developed in respect of automation? What information systems are used by the management of the camp?
Igor Zobov: In addition to the main systems used in activity of state institutions in the field of finance and state procurements in Artek there are such ICs as: The AIS "Permit", Artek + social network, the system of electronic submission of requests HelpDesk, the automation system of school, the automation system of Irbis libraries, the system of dokumento-legal consultation Guarantor and "the Consultant +", the electronic journal of SOSh FSBEI "MDTs "Artek" (for the permanent contingent of children and for the replaceable contingent of children), a management system for the museum Suuk-Su complex, a system of accounting of movement of motor transport.
Tell about background of implementation in Artek of automated information system Permit. How earlier procedures of selection of children to the camp were performed?
Igor Zobov: According to Paragraph 3 (Creation of a system of identification of talented and exceptional children) of Section III of the Program of development of FSBEI "MDTs "Artek" for 2015-2020 approved by order of the Government of the Russian Federation No. 386 of 3/10/2015 it is designated that selection of children should be based on the basis of the following principles: encouragement of achievements, progress of the child; transparency of the procedure of selection; ensuring representation of all social groups.
For the purpose of the solution of assigned tasks, there was a need of carrying out the corresponding works. At assessment of scales of the project for achievement of objectivity and reliability there was a need of application of a mathematical apparatus (model) when carrying out calculations of a rating system.
Development of the AIS "Permit" took place in 2 stages:
1. Complex inspections of infrastructure of Artek and regulations of obtaining permits. Based on inspection together with administration of Artek the rating system of assessment of requests was developed and business process of submission of requests is approved. 2. At the second stage when developing outputs of research were considered and all concerned parties are attracted.
At the beginning of 2016 a system was put into trial operation, and since 2017 encouragement of children with permits in Artek is performed only using the AIS "Permit".
What objects were set for system developers?
Igor Zobov: When developing special attention was paid:
- to convenience of work of users in a system - simplification of accomplishment of the main scenarios, formation of modern design;
- to automation and simplification of work of staff of Artek with requests – the convenient master of distribution of quotas and an ability to manage the "main" formula for calculation of rating;
- to accounting of features of operators (partners and regions) at the procedure of selection – an opportunity to set "own" actions, to manage coefficients;
- to information security support – development of the data warehouse of users and their protection;
- to development of services for integration with the current and future systems of Artek.
Since launch of the AIS "Permit" in operation there passed two years. Tell about quantitative indices of system operation?
Igor Zobov: At the moment in a system:
- more than 300,000 children;
- more than 60,000 parents;
- more than 2,000,000 achievements are loaded;
- more than 350,000 applications are submitted;
- daily 200-250 users are registered.
Whether development of a system is planned? What innovations would it be desirable to receive in the future?
Igor Zobov: As I already spoke, in the nearest future we want to start creation of mobile application for the purpose of increase in knowledge of MDTs "Artek" and the held events, convenience of registration and loading of achievements, expansion of the platform of communication for children, leaders and employees of the camp. Besides, it considerably will raise degree of the involvement of children on educational Wednesday by means of use of mobile technologies.
What difficulties faced during creation of the AIS "Permit"? How they were solved?
Roman Dzvinko: At the time of development start there was no ready single system which is completely meeting requirements of the customer yet. The products implemented on foreign platforms were the most extensive option on the available functionality. However and these platforms offered the separate full-function systems for each function that reduced their overall effectiveness and also opportunities for completion and scaling.
For implementation of the most optimal in terms of performance and zastrachivayemy resources of a product the decision to create a system based on the multimodular Vizari platform conforming to requirements of FSB and FSTEC of Russia was made.
Creation of a system on the basis of modules allowed to accelerate development process and to present the solution meeting all requirements of the leaders of the children's center.
When developing already tested modules capable to automate basic functions of a system were used. In addition to the module of assessment and distribution of permits providing tools of the analysis of results of automatic distribution of rating and ranging of applicants for obtaining the permit in the basic version of a system the information and communication subsystem for fast interaction of employees and also potential candidates and representative offices of the center is built-in.
Also turned on the module of project management and the analysis of partners which allows to select the best supplier in a system and to organize purchase, installation and adjustment of the new equipment in classes with the minimum influence on educational process. And for security of educational process and holding mass actions the subsystem of monitoring and control was included.
As far as the Vizari platform is import-independent?
What results managed to achieve as a result of implementation?
Roman Dzvinko: System implementation inverted the developed stereotype about Artek. It is necessary to pay tribute to the management of the camp which did and does everything possible that the children's center became available to any child regardless of his social accessory.
Whether use of the AIS "Permit" for other projects and customers is possible?
Roman Dzvinko: Today we actively cooperate with all federal children's centers of the country. Successful practicians of implementation in the field and also enormous competences of the company allow to develop and implement effective information systems taking into account features of each federal center.
In 2018 in several children's centers of the country the innovation automated systems of the organization of educational process and competitive selection of children were started. These systems developed by specialists of our company considerably increased availability of children in the federal children's centers, thanks to the introduced rating system which forms from achievements of the child and the multicriteria rating of final assessment of competitive tasks.
Every year we try to expand our competences both of the development plan and improvements of systems, and with the purpose to diversify a portfolio with projects, interesting and useful to the public. The active work on complex information support of implementation of the concept of complete school including planning and the analysis of all main types of deyatelnost of the camps providing additional education to make training of children effective and interesting is conducted.
