Main article: Smart city: development in Russia

2019

MTS was started by the pilot smart city in Moscow area

On September 13, 2019 PJSC MTS announced start in Reutov of the Moscow region of a pilot project of the smart city. The project is implemented within the program of the governor of the Moscow region Andriy Vorobyov Safe area and three directions include: ecomonitoring, optimization of export of household waste and installation in a number of apartment houses interactive infopanely. RT-Invest started the project of "smart control" of collecting and export of waste

On August 15, 2019 the RT-Invest group (it is created with the assistance of State Corporation Rostec) provided a pilot project of digitalization of collecting and transportation of utility waste based on own platform of telematic services. Devices are developed by Modern Radio of Technology subsidiary company. In the Moscow region a system is already applied by the regional operators entering into structure of the company.

Within the project garbage containers will be equipped with filling level sensors – "a smart tank", and garbage trucks – sensors of control of their hinged equipment. The complex is constructed on own infrastructure of the telematic systems using the data transfer protocol LPWAN XNB developed by Modern Radio of Technology company. Development of this technology demanded more than one billion rubles of investments. But costs will not be shifted to the forming address industry with waste. Implementation of the project became possible within development of digitalization of the transport and logistic industries.

As note in RT-Invest, the high level of penetration of digital platforms into the sphere of circulation with waste should make the industry "smart". The cheapest and reliable technical solution will provide control and accounting of that waste which get to a container for secondary raw materials. In the future such verification will economically stimulate the market for implementation of a separate system of rates.

Introduction of the differentiated payment will become possible when export of unassorted waste costs more, and sorted – many times it is less. The incentive will occur by the principle "pollutant pays". Who does not sort waste, that also pays more. And "smart control" will allow to keep accurate accounting of waste, to reduce transportation costs and will remove from the market of unscrupulous participants of process – those who aim to inflate by different methods cost value. The rate should become objective,
noted Andrey Shipelov, the CEO of RT-Invest

Technical solution is already integrated with the monitoring AIS-Otkhody program. Besides, landfills will also become "smart": they will be equipped with specially developed sensors and sensors of control of emissions of landfill gas and a filtrate. Thus, supervising departments and regional operators will be able quickly to react to possible non-staff situations. The first such "smart polygons" will appear in September in the Moscow region. Further all objects of RT-Invest will be equipped with control systems.

2017: In Moscow area will implement "the smart city" by analogy with Seoul

In the Moscow region will begin to use the Smart City systems similar to used in Seoul. It during the official visit to the capital of South Korea was said by the governor of the region Andrey Vorobyov. His words are cited in material on the official site of administration of the region. It is about a special interactive system of online monitoring of municipal economy which the mayor of Seoul Pak Vonsun showed Vorobyova. The observation system "The smart city" is installed in its study, says.

"In real time up-to-date information about a status of different spheres of life activity of the megalopolis is output to the interactive screen. Broadcasting is performed using 60 thousand video cameras and special sensors installed on objects of road and transport, housing-and-municipal, industrial infrastructures. A system allows to make necessary management decisions quickly. Including to react to the arriving requests of residents, to control the level of concentration of harmful substances in air, to keep public order and a status of objects of cultural heritage" — it is told in material.
"We develop such system, and we will test and start in the nearest future it in the Moscow region. She will allow us to see the most sensitive problem places from the building of the government of the region and to react immediately" — Andrey Vorobyov noted. The governor did not call the specific term of system implementation of online monitoring.
