The Minister of Telecom and Mass Communications Konstantin Noskov in a discussion of TAdviser SummIT summed up the first results of the Digital Economy national program

There passed year since that moment when in the country practical works on creation digital began economies. The first year is not only first achievements, but also understanding of problems and difficulties which should be permitted during implementation of the large-scale national project. The discussion "Digital transformation was devoted to these questions states: experience of leaders", TAdviser SummIT which took place in a plenary part. The minister of digital development, communication and mass communications of the Russian Federation Konstantin Noskov, the deputy Minister of Health of the Russian Federation Elena Boyko, the CEO "RT Labs" Maksut Shadayev, the director took part in it Scientific Research Institute Voskhod Andrey Badalov. Alexander Levashov, the Chief Editor of TAdviser acted as the moderator of a discussion.

Konstantin Noskov: Economy of budgetary funds at connection to the Internet of socially important objects due to use of auction procedures made 90 billion rubles

Alexander Levashov: The first question – to Konstantin Yuryevich Noskov, the head of the Digital Economy state program. After a year we see the first results: socially important organizations are connected to the Internet, people use the portal of state services more and more actively. At the same time we hear criticism. It sounds, for example, from senators and is connected, first of all, with delays in mastering of budgetary funds. How do you estimate results of program implementation for the first year? What do you consider the most important achievement and what causes the greatest difficulties?

Konstantin Noskov: The program is very big, difficult. Work is begun in a large number of the directions therefore it is possible to speak about results of implementation very long. I will stop on the most important, according to principal directions of the program.

Infrastructure of digital economy. The main achievement is, really, start of process of connection of socially important objects: schools, medical and obstetrical centers, municipalities, fire it is frequent, etc. About 18 thousand objects are at the moment connected. It many times is more, than was connected in previous years. For example, last year connected about 6 thousand hospitals, and at that time it there was too a project which on the scale became larger than all connections which took place for previous years. In the years ahead rates of connections will increase.

I will mention as useful experience: we held competitions and auctions for each region on connection of socially important objects, proceeding from the regional principle, and bought service of the Internet. In other words, we both carry out connection, and we buy traffic. This new practice of auctions gave phenomenal effect.

Initial calculations were made, proceeding from traditional model of the only contractor. According to this model planned date of connection to the Internet - the end of 2024, and the cost of all federal project - 140 billion rubles. Experience of holding auctions allows to correct project parameters: all objects will be connected until the end of 2021, and cost - 50 billion rubles. Economy of budgetary funds due to use of auction procedures made 90 billion rubles!

Fifteen companies became winners of auctions. And, it not only large federal players, but also the regional companies which won some regions. By the way, initially I had some concerns: whether the companies will come, including small regional, to this auction? Then I thought whether there will be they farther? Today it is possible to tell with confidence that everything turned out successfully. The first year was passed, we prepare the official reporting, everything goes according to the plan. It is, of course, success, and about it it is precisely possible to speak as about the taken place successful result.

On a communications infrastructure. Pilot zones of 5G networks are started. So far they function in the pilot mode. We still should solve a problem with conversion of a radio frequency spectrum. There are negotiations, agree, first of all, with military concerning use of a radio frequency spectrum. Process is this, you understand, difficult. It will continue both in it, and next year.

Digital state. Really, both the popularity and attendance of the portal of state services continues to grow. The other day on the portal the hundred-millionth visitor was registered. At us one of the most visited state portals in the world. Mobile version of the portal of state services enjoys special popularity now. At the same time we understand that the current model has restrictions on scaling. Extensive growth requires transition to new features. In fact, "ideology" of how now the portal works, was put a decade ago. And today we reach a ceiling of its opportunities, high-quality changes are necessary.

We will implement these high-quality changes via the mechanism of so-called super-services. All, of course, have heard a lot about them. In the pilot mode in five regions the first superservice – "European Accident Statement Online" is started. We see also a feedback, including, to the critic, and we finish this application. In general, service works, enjoys popularity. On the portal of state services prototypes of 15 of 25 future superservices which undergo open public discussion are placed.

People actively leave comments. We study responses in terms of as far as it will be convenient to users. Statistics says that more than 80% of people consider that the offered super-services are a thing correct, necessary and convenient. We hope to cover with these super-services which are connected with specific life situations of citizens about 90% of all cases when the citizen adjoins to the state. It is also the digital state - that which clearly and is necessary for people.

Several processes of interstate management are started: process on creation of a unified environment of development, process on creation of a single cloud platform (GEOP), process on creation of a national management system data (NSUD). Andrey Yuryevich Badalov - the head of the organization which deals with these issues will be able to tell about it in more detail.

End-to-end technologies. We long enough went beginning to distribute (to liquidate) means. On November 28 order taking on institutes of development comes to an end: RVC, Skolkovo, Russian Federal Property Fund. On other institutes of development competitions are already held. Let's tell, Ivan Mikhaylovich Bortnik already selected hundreds of projects, their financing began.

I will notice that we try to approach responsibly this question - not simply to distribute money. We long worked on developing the correct road maps, to receive the best description of technology strategy from the point of view of what projects we will finance. Plus strategic decision was made that we use the existing institutes of development. So we do not create anything new, we carry out financing of projects through the existing institutes of development. Actually all of them are involved in this process.

Normative providing. Project of digital economy extremely difficult. All laws, government acts which we prepare often break the certain developed basic foundations. Therefore often it is extremely difficult to approve them. In the direction of normative providing we densely work with business. As you know, infrastructure of management provides development, including, bills, using competence centers and the different working groups.

If to speak about the adopted bills, then, unfortunately, it is a little of them – those that found law force. At the moment only three laws are completely adopted. The most part of bills is under consideration in the State Duma. A part of regulations undergoes approval at the level of the Government of the Russian Federation. So the base is in all directions, but, in terms of the end results of rule-making activity, them, unfortunately, so far there is not a lot of. But I hope that on that large number of bills which are in the State Duma now during the autumn and spring session the most part will be accepted.

Important aspect of the program – information security. But here I will not be able to call significant results which have open character.

Alexander Levashov: Let's talk about difficulties of execution of the program more in details.

Konstantin Noskov: You mentioned low application of funds. You know, it is a question which interests, first of all, officials. And interests the ordinary person whether achieved result. Nevertheless, such question, really, sounds, and it is necessary to answer it. Cash execution of the Digital Economy national program makes about 20% now, but at the end of 2019 will reach about 85%.

I will explain in what the reasons enough low, concerning other departments, digits. First, on some aspects we long moved. For example, on end-to-end technologies. Secondly, on the majority of projects we do not advance their execution. Let's take connection of socially important objects: we do not pay advance payments, and we pay service at the end of process, its receiving upon. These are specifics of our program.

Konstantin Noskov: All year all of us with a scratch were earned extra to a complex system of management of the national program

In general, as of the end of the year we will come for acceptable cash execution. And once again I urge all to look at results: if when mastering the budget for 80% we achieved the delivered result, it is very good. It is good that we spent 50 billion rubles, but not 140 billion, having solved the same task for term, twice shorter. It seems to me, it should be considered as the positive phenomenon.

Alexander Levashov: The management system for the program is very difficult because many departments are involved in it. Whether it is going to reform somehow a management system that it became more dynamic, simpler?

Konstantin Noskov: I feel this problem too. But I in this management system not the architect, but the program manager, the manager. And in this quality I can state wishes only. But you look: on the one hand, system, really, difficult. All year all of us, so to say, with a scratch were earned extra to this system. Today after a year of work I understand that we learned to work in this system, and now everything goes much quicker.

On the other hand, this system allows to consider the interests of many parties. Therefore solutions which are received as a result are rather balanced and at a final stage do not encounter any more that resistance which could be if the management system was more rectilinear and did not include a large number of players.

Alexander Levashov: To the program "Digital Economy" only year, but process of digital transformation in the budget sphere began long before emergence of the program. In particular, it concerns digitalization of health care. I address the following question to the Deputy Minister of Health Elena Lvovna Boyko. Describe, please, the most important changes which happened for the last 2-3 years in your industry. Most interestingly what in 2016-2017 was impossible, and today already becomes a reality.

Elena Boyko: The first what it is necessary to tell about: in 2017 the federal law on information technologies in health care was issued. It allowed to issue architecture of the existing information systems in health care, their interaction. It defined that the digital health care in general is possible, i.e., possible all medical documentation of a message in electronic form. It gave to the Russian Ministry of Health authority to set, develop the basic principles and approaches to formation of electronic documentation and also - it for us is, perhaps, the main thing - powers to set uniform requirements for all information systems of all medical organizations, all participants of health care in our country.

This year the Ministry of Health released and registered requirements to information systems, their functionality, etc. Why it is important? Organizationally not information systems are important for us, and what they allow to do to our medical organizations. We are aimed at competitive market of digital health care. At us in the country there is a lot of suppliers of such solutions, and we are interested in that they developed that they specialized in different types of software. So it is not obligatory at all that all developed the standard medical systems. Let it will be different applications which, certainly, can interact and be integrated among themselves.

All this was impossible two-three years ago. Then we did not even consider such aspects because the circuit of digital health care of that time included only the medical organizations located in the large cities. Everything that is in more remote localities, we did not even consider in our plans. Without the corresponding infrastructure we could not even begin design of a uniform digital circuit. But owing to the fact that the state took a vector on connection of rural objects to the Internet the breakthrough in connections of the medical organizations was in the last two years made. And a framework of "Digital economy" the task to connect more than 35 thousand objects is set. Thus, now there is a real opportunity - and it is planned - to create a uniform digital circuit of health care of the Russian Federation. How does it become?

Elena Boyko: It is necessary that at us, at least, in health care, the people working at places in the medical organizations, understood why they need all this. That "bright future" was not imposed to them, and they saw those tools without which further life of the organization is impossible in digitalization

We have a national Health care project, and in it - the federal project "Creation of a Uniform Digital Circuit". There actions for implementation of the basic program are put. Completion of creation of infrastructure and the software in the medical organizations, creation of regional digital platforms of health care which provide automation and information maintenance of processes of regional health care, also connection of all this, including information systems in the field of health care, to our single digital platform and to a federal system belong to them, in particular. We should make all this.

The main results are expected by the end of 2021. In spite of the fact that the national project is planned until the end of 2024, we understand that this digit provides conditions for accomplishment of key actions more likely, and terms on real works here such.

Alexander Levashov: The 2021st year is generally already tomorrow …

Elena Boyko: Yes, there were only two years. It is basic digit. Certainly, it is completely synchronized with actions of "Digital economy". And very much pleases us that in 2017 when the main regulatory base of digital health care was put, the right decisions were made, and today in connection with plans of federal projects of "Digital economy" we should not cardinally change everything. On the contrary, everything is absolutely synchronized: both our development plans, and plans of "Digital economy".

The second. In 2017 we started "A personal account of the patient" on the portal of state services. After the long procedures we achieved functioning of several services in a format of mono-services. And we then already understood that it, of course, will be useful for citizens, but not a limit of perfection at all. And what becomes today in the federal project of "Digital economy" it is essentially other level.

We plan My Health super-service. It means transition to cardinally other quality level of service. It is aimed not at automation of providing certain services, i.e., their transfer to an electronic form, namely on result – to provide what is necessary for citizens. Citizens, maybe, do not want to receive any services at all, they need specific result. Let's tell, the person needs to send the child to the summer camp, and for this purpose to receive all necessary medical documentation without any difficulties. Or to undergo medical examination to convince the employer of the working capacity. Proceeding from such logic, service of citizens is designed as super-service.

Alexander Levashov: When you are going to start it?

Elena Boyko: We are going to start My Health super-service in 2020. In it many functions in five main directions are planned. Until the end of 2020 the basic unit, and until the end of 2021 – advanced functionality should be implemented. And all advanced functionality in the most complete volume – until the end of 2024.

Alexander Levashov: What enters advanced functionality?

Elena Boyko: Advanced functionality means that where the citizen lived in what the remote locality, it can come on the portal, look and download the medical documentation. For example, to it analysis results will come, he can look, receive them the decision. If it is necessary, the direction on repeated acceptance will be automatically issued to it.

Konstantin Noskov: I will emphasize: it, really, the citizen will do. In the program still the separate branch connected with creation of "A digital profile" of the citizen. Here we essentially recognize that the citizen should dispose of the data, itself should grant permission for use of the data. Now there is no determinancy in this question: the citizen, it seems, does not have these data, they on different departments are scattered. In this question determinancy is necessary.

Elena Boyko: Exactly. And still there is a direction in which it is necessary to work with colleagues in the normative plan. We say that we have one health care system. And upon: there is the state health care with the documentation, and still there are other clinics which we visit to save time: in one - to make tests, in another - to seem to the doctor on specific specialization.

In our concepts of super-services we proceed now from this that on the portal of state services health service was represented by all all medical organizations. That the person himself could define for himself, where to register in acceptance, where to be treated, where to provide the medical documents. It is point two in the list of what we did not think three years ago of, and today we do within "Digital economy".

The third point - the federal project for development of end-to-end technologies. Though now colleagues only develop the basic basic principles, it already pushed to significant changes in health care. Now we have a number of pilot projects. What? And why at the same time we speak about end-to-end technologies? It is about implementation in IT systems of health care of technical solutions using artificial intelligence – such which help with diagnosis of different diseases. For example, on diagnostic KT-, MRT-images, x-rays, etc. We say that the artificial intelligence as the second opinion allows to diagnose and improve better results of physical examinations, to reduce error probability. Or, for example, interpretation of electrocardiograms. People who live in villages do not pay sufficient attention to the health.

If we make so that it will be easy to receive interpretation of the ECG, remotely – online, then we have real perspectives of decrease in indicators of death rate in the country. I will remind that in the country cardiovascular diseases give the greatest mortality percentage.

One more important point. Under patronage of "Digital economy" already whole year goes training in the program of occupational retraining "The head of digital transformation" (CDTO). I, by the way, pass it. On it we trained our colleagues - heads of health care. They have not a direct bearing on digit, but, having wiretapped several modules, began to understand what is digital platforms that such DevOps, etc. Whatever correct were our representations – people from IT – about what needs to be done and as it needs to be done, we will not be able to make everything that is necessary, the hands.

It is necessary that at us, at least, in health care, the people working at places in the medical organizations understood why they need all this. That "bright future" was not imposed to them, and they saw those tools without which further life of the organization is impossible in digitalization.

Konstantin Noskov: Thanks, Elena Lvovna, for mentioning of this activity. Really, it is one of results of the program. Even in the fall we overcame a level in 10 thousand trained specialists. These are thousands of people who already passed through school of digital economy. These are short rates which as we calculate, will be able to change views of people of the world of IT and to force heads to understand, as they, and all of us already live in new reality.

Konstantin Noskov: Cash execution of the Digital Economy national program makes about 20% now, but at the end of 2019 will reach about 85%

Alexander Levashov: Today it is much said that effective digitalization of a public sector is impossible without application of modern methodologies, for example, of Agile. With respect thereto I address a question to key contractors of the state digital platforms: to the CEO of RT Labs company Maksut Shadayev and director of Scientific Research Institute Woschod Andrey Badalov. How did exchange, from your grinding of sight, in the field of extinguishes approaches to production? Whether requirements of departments to IT contractors change?

Andrey Badalov: Really, the large-scale program is implemented, and it actually already has results about which Konstantin Yuryevich told. Along with achievement of specific applied results the state set the task to find methods of implementation of some general-system approaches which will provide a possibility of reuse created a component and which will make design processes clear. So who, in fact, will create the market.

It is very important. Because this is not about control of these or those questions, namely about creation of the market in which each participant will feel comfortable, rules of the game of the market of software developers, the market of developers of system analytics, a business intelligence will be clear to everyone. It is that people will understand into what ecosystem they fit for what result from them wait.

In this plan of Scientific Research Institute Voskhod conducts a number of big system works. It is clear, that this year was difficult. Was processes in terms of regulation, approval much. But, eventually, we came for problem definition on uniform technology architecture, on a unified environment of development. It sounded at the high level of the Russian Prime Minister, including, on the corresponding pravkomissiya.

We came for understanding of the problems connected with a national data management system formulated concepts and the main conceptual basic questions on the state cloud platform. And all this is a basis for creation and fast advance for the purpose of obtaining specific results for people. And also that we could provide a possibility of building of this movement.

In these basic questions, of course, there are also difficulties. For example, there are different interpretations of what I speak now about. So, the uniform technology architecture means that we will force to do all same, we will typify all and by that to cause a loss to these or those specifics. No, it not so. We are going to do it in cooperation with strong contractors to formulate the comfortable environment on architecture.

The same is on a unified environment of development. We perfectly know a situation, we face it almost constantly, working with our customers: when the work is completed, results – a program code - are put on a regiment, and the IT system somehow works. When there comes need of its upgrade, there is a question connected with introduction of these or those changes. Also there is a question: where contractor? In what quality this source code was transferred? What quality documentation? It attracts many problems.

And we want to avoid these problems, having implemented approach within a unified environment of development and having agreed with large players. With large: with small it is simpler to agree, they have more flexible approaches. But, having agreed with large players, all to play by these rules. I assure you, it turns out. People hear and are ready to work according to this scheme.

Konstantin Noskov: I will add that it is useful not only to the user at whom the code lies a dead load. It is useful also and to developers who will be able to take pieces of solutions from library and to optimize project cost.

Andrey Badalov: Really, we want to concentrate creative opportunities of developers not on routine things which are already made, we lack new disruptive things. It is necessary to be engaged in it. And I pay attention in this context that we speak not only about programming as about process coding. We speak about a full stroke of development of systems.

At the beginning of this cycle as you know, there is a description of business architecture. And we want to implement here too work benches that results of the description of this business architecture, processes of activity were structured. In fact, we speak not only about a national data management system, but also a national knowledge management system. Knowledge – it is the supreme value from the point of view of management. Learn to structure these questions and provide succession taking into account the level of this or that person from the organization - it is extremely important for us, we are engaged in it.

Subject Agile. This subject is actively discussed. It is clear, that it is modern methods of development when, really, the relevant decisions are very quickly made. Both users, and the business analyst, and the systems analyst, and the programmer are involved in structure of Agile-development. It yields the result, in it there is no doubt. But at the same time once again I pay your attention that that part which requires fixings and process descriptions of activity, structuring - it should be accurately and is it is clear described. That it after completion of Agile-development when people worked, received result and left, we did not remain in a vacuum. That it was clear how farther to develop it. In my opinion, it is necessary to combine both approaches: Agile-development with some classical approaches, especially, regarding the big systems of national scale which assume functional development and fixing of certain results.

Konstantin Noskov: Those tasks about which Andrey Yuryevich told now actively are implemented. Therefore I call: as in the hall there are a lot of interested people, those who want to participate in the solution of these tasks, welcome - Voskhod now actively extends and waits for professionals.

Andrey Badalov: Konstantin Yuryevich is right. I want that I was heard: we should create ecosystems, i.e. open platforms for interaction with the market, with basic developers. We, really, are very active in partner relations in terms of general-system questions now: the technology architecture, a development environment, a data management system and is farther the questions connected with perspective end-to-end technologies, everything is strongly interconnected.

Maksut Shadayev: Without permanent review of processes, without understanding where there is a problem and without lacing of this problem, it will not be possible to achieve result

Maksut Shadayev: I will notice that Agile here not strongly sprouts … This methodology sprouts from the customer in the sense that in relation to state services there are some metrics, for example, on reduction of term of providing service, decrease in number of failures, increase in a share of electronic addresses, etc. If at you these metrics from a year a years change, you are forced to rebuild process constantly.

Conditional example: created one form on the portal, and then you understand that it is not filled in five clicks, according to the basic requirement. Or the person sends this form and is refused in registration because a part of checks which transferred to bek-processes there and come to the end without confirmation that it becomes clear in several days. It is clear, that for this reason these checks are moved to the front processes that processes of sending or not sending a form came to the end correctly. And it constantly occurs.

It is about a key condition: show tough metrics on process optimization of rendering service or service, and these metrics should be reviewed every year towards gain. And here without permanent review of processes, without understanding where there is a problem and without lacing of this problem, it will not be possible to achieve result.

It is necessary to improve service constantly. And how happens? The service was implemented, here only the regulations remained the same - 30 days. And the important document participates in this service, a lot of money was invested in IT infrastructure, in the organization of departmental and interdepartmental interactions. And the regulations remained former … Upon the document it is possible to prepare much quicker, but the outdated regulations in this sense are a tough framework which interferes with development of services. Of course, there are departments which are very active by which they are configured on service improvements which aim to show progress. But in the national program it is written that all addresses by 2024 should be processed in electronic form, in principle the internal visit to office of department is not supposed.

Konstantin Noskov: Let's undertake the raised obligations: upon to aim at bigger. It as competition.

Maksut Shadayev: Yes. Provide that we made an electronic form, and people still go to MFC. In this sense it is very serious story: any online channel will compete with offline. In MFC it is very comfortable now: 15 minutes – the requirement to waiting term, and coffee will pour if you wait longer. So electronic service has to be more convenient and simpler that the person did not go to this wonderful MFC to which he got used and where for it all necessary actions will make? Here in it is the most important driver of development of electronic services.

The second driver is connected with a problem of creation of super-services. Initially nobody definitely represents what is necessary an interface window. It is clear, that some powerful program blocks, the acceptances helping to start super-service think. And as a result after all completions will come to absolutely other configuration.

Andrey Badalov: We were engaged in super-services too. In terms of development "ideology", it turned out that it is more useful to change processes, in particular, to exchange experience quicker. Traditionally developers aim quicker to begin to draw screen forms, and it is necessary to think over better as the result should look. We from the very beginning of began to discuss it with users - with ordinary people - and it inverted development process.

Maksut Shadayev: We - RT Labs together with the Central Bank - started the first super-service. And already we understand that it is only 20% of our target model. It is necessary to improve a lot that it became convenient and simple so to provide mass use. The result is, but we at the beginning of a way. Each super-service is a permanent system of editing.

Alexander Levashov: Your forecast is interesting: when mobile applications become so perfect what people will cease to go to MFC? When the overwhelming number of the population do use electronic services? In what year?

Konstantin Noskov: It is impossible to specify a cutting off point. It is process which goes now and will proceed further. Do you say that in Moscow in MFC even coffee is poured after 15 minutes of waiting? But Moscow is not all country. It is what Elena Lvovna spoke about: the person does not do an electrocardiogram because for this purpose he should go to the district center, to spend day. And it already rights of citizens. Eliminating this digital divide, we actually provide the rights of citizens to medical care. It is not a dispute between electronic services and MFC, these are constitutional rights of citizens which we exercise using digitalization and the Internet.

Konstantin Noskov: We did not have a structure which is called GovTech. But, nevertheless, we go systematically to that functions which this organization should execute developed

Maksut Shadayev: But they are competitors in a sense?

Konstantin Noskov: Yes, the competition is.

Andrey Badalov: On the one hand and, competition. And, on the other hand, this penetration of technologies. In the sense that begin to use MFC electronic technologies, including, for own processes. Actually the MFC operator will always use a part of technologies which are developed within super-service.

Konstantin Noskov: When we discuss this issue with the Ministry of Economics, we accept these two aspects as different sides of the same coin.

Elena Boyko: I think, we will never put the end to this subject. Short answer to your question: never. It as healthy lifestyle: it is impossible to tell: well, everything, I reached a healthy lifestyle, checked, and tomorrow it is possible to fall back into the old ways. Here now there are disputes: mobile application or MFC? And in five years we will think for certain: hm, mobile application? Why to me mobile application? Make so that all this by itself turned.

Konstantin Noskov: One more aspect. We are proud that we have the most visited state portal in the world – billions of transactions. It, however, so, and it is good. Undoubtedly, positively. But, on the other hand, it testifies, including, that we force citizens billions of times to address the state. The ideal situation is just super-services and a pro-active position. I heard that at the child's birth about 20 times the contact with the state happens. We can force 20 times or 50 times to communicate the person to the state and at the same time to render him all these services online in electronic form. But ideally …

Maksut Shadayev: Entered a name and – here your benefits and all the rest.

Alexander Levashov: Question to Konstantin Yuryevich. In May, 2019 you acted on a pravkomissiya and formulated the main conditions, so-called digital break.
