The basic software in federal state information systems

The numerous words about import substitution in information technologies sounding from lips of the high-ranking officials did not lead to significant changes in IT infrastructure of federal authorities for benefit of domestic goods yet. Such output follows from the analysis of the basic software which is the cornerstone of 339 federal state information systems (FSIS). Complete report version here

During the research conducted by TAdviser in August, 2017 all systems which are contained in the register of federal IT systems were studied. In each of them analysts selected basic products on which they are constructed – the database management system (DMS) and server operating systems (OS).

Results of a research of 2017 were compared with results of the similar research conducted by TAdviser two years ago.

DBMS

Products of Microsoft and Oracle, as before, take the leading positions in the list of the most popular DBMS applied to creation of a FSIS.

The Microsoft SQL Server is used in 131 FSIS from 339 investigated (38.6%), Oracle Database - in 86 federal systems (25.4%).

DBMS open source of MySQL (Oracle develops and supported) and PostgreSQL are much less popular - on them is constructed 47 (13.9%) and 33 (9.7%) by a FSIS, respectively.

In 2015 the total number of a FSIS was smaller – 321. Indicators of Microsoft and Oracle equaled 132 (41.1%) and 90 (28%), MySQL and PostgreSQL – 50 (15.6%) and 31 (9.7%), respectively.

In large FSIS (with number of users more than 1000 - all them 118) alignment of forces is similar, but the leading DBMS with a small gap is Oracle.

The Ministry of Economic Development remains the most active user of DBMS with the open code - 16 of 31 FSIS of this ministry are constructed on Postgres or MySQL.

Among adherents of Oracle it is possible to select Rosreestr and the Ministry of Health. All 15 FSIS of Rosreestr and 4 of 4 - the Ministry of Health work at DBMS of this producer.

In the federal systems of the Ministry of Telecom and Mass Communications Microsoft SQL Server DBMS enjoys the greatest popularity - on it 8 of 16 FSIS are constructed. Oracle is used in 5 systems.

Domestic goods as DBMS use State Duma administration (IRBIS64), FSSP, Rosaviatsiya, Roshydromet and Federal State Unitary Enterprise Radiochastotny the center (Red the Data Base - fork free Firebird DBMS).

The only DBMS of own development is used in the system of the automated databanks of dactyloscopic information of the Ministry of Internal Affairs.

Operating systems

The share of the leading Windows Server server operating system in a FSIS in 2017 equals 67%. It is used by 227 of 339 federal state information systems.

In 2015 the share of Windows Server made 69.5% (223 of 321).

Types of Linux and Unix are used respectively in 24% and 8.5% of federal state information systems as server OS. Two years before these indicators 26% and 10%, respectively equaled.

The most popular OS open source is the product of the American company Red Hat. On its base the equipment of 23 FSIS functions (25 in 2015). Shares of other OS are given in the table.

Based on the Russian Linux distribution kits - with MSAF and Alt Linux - servers only of two FSIS work. In Federal Drug Control Service based on MSAF the Public services software and hardware complex using which FDCS provides state services functions and provides interdepartmental information exchange. Based on Alt Linux the Uniform portal of state services (EPGU, gosuslugi.ru) works.

The most active user of Red Hat among the Russian federal state agencies, according to TAdviser, everything also is Rosreestr.

The share of the Russian DBMS and OS in infrastructure of federal IT systems does not grow because the perspective of import substitution of these products probably frightens IT heads of departments.

Such projects, first, are rather risky. Probability of failures at a migratory stage which can take many months is high.

Secondly, it is difficult to IT heads to prove need of financing of actions of import substitution. The policy policy but to report for replacement of the working system providing all necessary functions of department by new with similar functionality, it is necessary before auditors of Accounts Chamber and other inspection bodies. Out of a political context such projects can quite be considered double expenditure for the same task.

Thirdly, the State information systems, often, are developed in such a way that cannot function on any other basic software. Replacement of foreign basic products will cause the considerable volume of processing of higher IT systems, departments again should resolve issues of testing, integration, training, etc.

Well and the fact that in an information field there are practically no examples of the successful projects connected with replacement of foreign software by the Russian is not less important. There is no public experience by which IT heads could be guided.
