The subject heading list on categories, departments and life situations (retirement, purchase of the apartment, job search, business opening) works.

The statements and documents adopted on the uniform portal are sent to the state agency rendering service through the system of interdepartmental electronic interaction. Via the uniform portal the applicant can leave the comment about quality of rendering the public and municipal services.

Availability undressed "My elections" in a personal account

On August 30, 2019 Rostelecom reported that the section "My elections" in a personal account implemented in the run-up to the Uniform voting day on September 8, 2019 is available to users of the portal and mobile application of "Gosuslugi". This day there will take place elections of chapters of 16 subjects of the Russian Federation, in 42 regions will elect deputies of legislative authorities and in four single-candidate districts will hold a by-election of deputies of the State Duma.

Choice of the polling precinct

Voters in electronic form can obtain information on terms of holding election campaigns, candidates, election commissions and the polling precinct and also to submit the application for inclusion in the electoral register in the location using Mobile Voter service till September 4, 2019.

For voters from the regions registered on the Gosuslug portal an opportunity to select the digital polling precinct for vote from Moscow for the first time is implemented.

An opportunity to submit the application for a home voting in electronic form became one more innovation. Service is available on the Portal till September 4, 2019. Providing digital services for voters implements system integrator "RT Labs" (subsidiary company of Rostelecom) by request Ministries of digital development, communication and mass communications and Russian Central Election Commission.

1.2 billion rubles for 3 years are planned for development of the portal of state services

On July 19, 2019 it became known that the model of "single window" for an information access, created by public authorities, will be implemented at the expense of opportunities of the federal state information system "Uniform Portal of Public Services" (EPGU FSIS). The project will cost to the federal budget 311 million rubles. As a result of its implementation until the end of 2021 not less than 70% of the state websites will work through a single digital platform. For more details see here.

The federal project "Public administration" assumes still a number of actions for development of a FSIS of EPGU. Development of the given system as a single omnichannel digital platform of the publication of information and providing the public and municipal services, including taking into account regional dependence, location of users and regional specifics regarding demand provided services and services, will cost 111 million rubles.

Development of a FSIS of EPGU according to the changes of the legislation, technology changes entered into other information systems as a part of infrastructure of the electronic government and taking into account requirements on information security support will cost 152 million rubles. In the same amount improvement of architecture of a FSIS of EPGU for compliance to requirements for the increasing load of this system for ensuring process of rendering services.

Possibility of the complex personalized support of providing the public and municipal services and service by means of FGSI EPGU of legal entities and entrepreneurs and also upgrade of user interfaces FSIS EPGU for the purpose of ensuring convenience of their use will involve costs in the amount of 317 million rubles.

Implementation of complex transition to primary provision of services, functions, data and services in electronic form via mobile devices and also the most popular communication links, including social networks and messengers, will cost 160 million rubles.

In the document the possibility of receiving regional and municipal services by users in model of "single window" by means of the Multiregionalnost EPGU project is planned. The project assumes upgrade, an output to a FSIS of EPGU and ensuring operability of the popular services provided by regional executive authorities and local government authorities.

Also the project assumes a possibility of complex providing the public and municipal services of users of a FSIS of EPGU on life situations, including mechanisms of the personalized service and support. The cost of the designated actions is 167 million rubles.

Besides, in the document it is told about the following events:

  • development of functionality of personal accounts for legal entities and physical persons;
  • ensuring synchronization of the data containing in personal kabinenta in different information systems;
  • implementation of complex transition to planning, development and efficiency evaluation of the EPGU omnichannel digital platform in model of "one window" on the basis of product and service statistical analytics;
  • forecasting and implementation providing public services, services and data via channels of partners and in the context of commercial services and the services provided by them.

The cost of actions for development of a FSIS of EPGU will be 1.2 billion rubles.

The total cost of the specified actions for development of a FSIS of EPGU is 1.2 billion rubles. Funds will have to be allocated in 2019-2021[1] of the federal budget[2].

Online petitions from citizens about providing electronic state services are not considered in departments properly

On May 28, 2019 it became known that approximately in half of cases of the online statement of the Russian citizens for providing electronic state services are not considered in departments properly, and the applicant does not receive a feedback. The Ministry of Economic Development based on monitoring of quality of providing state services in Russia which was performed by the center of IT researches and examinations of the Russian academy of national economy and civil service under the President of the Russian Federation (RANEPA) in August-November, 2018 came to such conclusions.

During the research experts analyzed 1143 main state services which citizens can receive from state agencies and local government authorities via the uniform gosuslugi.ru portal or via regional portals.

The analysis showed that petitions from citizens were left without proper consideration and without answer approximately in 49% of cases, i.e. for 556 services from considered. As a result users were forced to visit personally departments to initiate process of providing service. Researchers recommend to departments to fix the mechanism of informing applicants on the course of providing service.

The research was conducted concerning 16 most mass and socially important state services. The list includes registration of defects, a divorce, the birth, adoption, transfer of the child a kindergarten or school, allowance payment on the drive or on the child, issue of hunting tickets, construction licenses, etc.

All analyzed state services have an interface of filing of application. At the same time it was succeeded to create the statement and to send it to department not in all situations, and only in 89%, i.e. for 1021 services from all considered cases. At the same time analysts note growth of number of electronic state services in the studied categories — since 1100 in previous year till 1143 in present.

In general researchers also draw a conclusion about quality improvement of providing state services in an electronic format. Process of rendering service should correspond to government decree No. 236 "About requirements to electronic submission of the public and municipal services" which was accepted in March, 2016. Compliance to these regulations was also checked by researchers.

Analysts note that not all requirements of the legislation are fulfilled by state departments. For example, in some cases citizens have no opportunity to make all necessary actions electronically — they cannot sometimes register in acceptance in department or pay duty online.

It was also revealed that on portals incomplete data on an order of provision of services are placed — the level of completeness of information averages 87%. From the studied cases only in 52%, i.e. for 600 services on portals the comprehensive information was provided. In other cases, i.e. for 543 services, information was placed in incomplete volume. It leads to the fact that the user cannot prepare all necessary documents in advance even if will decide to visit personally department for the sake of filing of application.

On the basis of a research of the Ministry of Economic Development made the rating of quality of providing electronic state services in regions. The rating was headed by the Moscow region where the quality is at the level of 93.91%. The second place was taken by the city of Moscow with an indicator of 89.61%. Closes top three Khanty-Mansi avtonomnyyokrug — Yugra where the quality is at the level of 84.01%.

The top ten also included Tula region (79.56%), the Sakhalin region (79.2%), St. Petersburg (76%), the Yamalo-Nenets Autonomous Area (74.51%), Tambovskaya (73.85%), Belgorod (69.66%) and Lipetsk (69.03%) areas.

The lowest indicators were mentioned in the Tver region (8.64%), the Republic of Ingushetia (8.21%), the Republic of Dagestan (7.51%), the Republic of Crimea (6.83%) and the Pskov region (2.18%).

As a matter of experience carrying out monitoring researchers note that regions are divided into two groups: those which lack financing for successful informatization and at what everything well turns out, but interfere with them bureaucratic barriers. These barriers do not give the chance to quickly make decisions and to react quickly to changes.

Researchers give several bureaucratic terms as an example. Making changes in budget painting takes 100 days, and in the federal project — one and a half months. Approval of rules of providing a subsidy lasts four months, preparations and purchase execution taking into account actions for informatization — more than three months. Researchers come to a conclusion that tough purchasing control, the tough contract and long approvals slow down informatization[3].

All Russians will get access to electronic medical documents on the portal of state services

On May 22, 2019 "The national center of informatization" (the NCI, is included into Avtomatika concern of State Corporation Rostec) reported that in 2024 all public and municipal medical institutions will provide access to citizens to electronic medical documents in the Personal account "My health" on the portal of state services. In 2019 the share of such organizations will make 4%, and in 2020 – 20%. It is reported that these indicators will be reached within the Federal project "Creation of a Uniform Digital Circuit in Health Care on the basis of Uniform State Health Information System" implemented by the Russian Ministry of Health and NCI.

The NCI developed the subsystem "Federal register of electronic medical documents (REMD)" which is a part of Uniform State Health Information System. The subsystem will organize collecting of data from information systems in the field of health care about the electronic medical documents created in the medical organizations. Its purpose is providing medical documents to citizens electronically via the portal of state services, ensuring interdepartmental electronic interaction and creation of conditions for transition of medical institutions from paper document flow to legally significant.

The simplified procedures of obtaining driver's licenses by citizens, registration of the facts of the birth and death, establishment of group of disability should become one of the immediate results of transition to legally significant electronic document management in health care.

Besides, legally significant electronic document management in health care will allow to exclude a possibility of loss or distortion of medical documentation. For medical institutions and doctors conditions of gaining access to all documentation of the patient will be created that will improve the succession of delivery of health care which is one of the main priorities of national health care along with prevention of diseases and, as a result, will affect terms of recovery of patients.

Possibility of payment of regional penalties for abuse of regulations of the parking

On August 17, 2018 it became known that residents of Moscow, Belgorod, Krasnoyarsk, Tyumen, Kazan, Kaluga, Perm, Tver, Nizhny Novgorod and the Udmurt Republic can pay online regional penalties for abuse of regulations of the autoparking via the Uniform portal of state services (gosuslugi.ru). The project is initiated by the Ministry of digital development, communication and mass communications of the Russian Federation. For payment of charge it is necessary to become authorized on the website Gosuslug, then on the homepage or to select the section of "Avtoshtrafy" from the directory of services, to specify data of the car or the driver. Since launch of the provided service users made more than 200 thousand payments for the amount over 400 million rubles. The number of payments grows monthly - only for July, 2018 about 35 thousand transactions for the amount exceeding 80 million rubles are carried out.

According to the Ministry of digital development, communication and mass communications of Russia, all for 2017 via the Uniform portal of state services more than 25 million payments for the total amount of 30.3 billion rubles were perfect. As statistics shows, volumes of payments through a payment service of EPGU annually treble.

Safety of the carried-out transactions is ensured by payment infrastructure of Rostelecom which annually undergoes certification of PCI DSS that provides reliability of performing transactions with bank cards. On July 26, 2018 the Rostelecom company announced that the Mobile Voter service earned from the Uniform portal of state services (gosuslugi.ru) and in mobile application of "Gosuslugi" — it can use for vote on regional and federal elections of heads of regions which will take place on September 9, 2018.

Service allows to select remotely the comfortable polling precinct from the region or the district and to submit the application for inclusion in electoral registers in the location. The project is implemented by Rostelecom with the assistance of affiliated enterprise — RT Labs system integrator by request of the Ministry of digital development, communication and mass communications and the Federal center of informatization at Russian Central Election Commission (Federal Informatization Center under the Russian CEC).

The service is available to voters from July 25 to September 5, 2018 inclusive. For participation in elections it is necessary to select section only from the region or the district respectively (depending on type of elections).

So, for example, it is possible to participate in elections of the Mayor of Moscow on any polling precinct within Moscow or to select section from Moscow area, the Kaluga, Vladimir and Tula regions.

To submit the application for inclusion in electoral registers in the location, it is necessary on the portal of state services or electronically to specify a registration address in mobile application, to select the polling precinct and to send the statement. It is possible to submit two applications — for participation in federal and regional elections, but no later than September 5, 2018.

After processing of the statement confirmation and the printed part of the statement with information on the selected polling precinct will come to the Personal account.

In the uniform voting day, on September 9, it is necessary to take with itself the Russian Federation citizen passport and the printed part of the statement in a paper format or in electronic form on the mobile device.

Russians will be able to check expenses on compulsory health insurance for EPGU

Citizens of Russia will be able to obtain information on the medical services rendered on compulsory health insurance and their cost in a personal account "My health" on the Uniform portal of state services (EPGU). The national center of informatization entering into State Corporation Rostec provided provision of services in the pilot mode for residents of the Samara, Novosibirsk, Orenburg regions, Krasnoyarsk Krai and the Republic of Dagestan. Inhabitants of three of these regions also already can without leaving the house to issue the policy of compulsory health insurance. Until the end of 2018 functions will be available in all regions of Russia, reported on June 7, 2018 in Rostec.

Having made a request in electronic form, the user within 30 days will receive the invitation in the selected insurance medical organization behind obtaining the policy of compulsory health insurance.

Emergence on the portal of the additional information is provided thanks to profound integration of the State information system of compulsory health insurance (GIS compulsory health insurance) with the Single state information system in the field of health care (Uniform State Health Information System) for which development and support the NCI is also responsible.

According to the Ministry of Telecom and Mass Communications, possibilities of a tape of notifications are considerably expanded. Users will be able to receive the personalized notifications, for example, on need to pay a tax to a certain time.

State services of Yugra are upgraded and adapted for the Uniform portal

Khanty-Mansi Autonomous Okrug among the first ten regions joined the pilot project of "Multiregionalnost" initiated Ministry of Telecom and Mass Communications Russia. The pilot project gained the development within the regional public contract with "Rostelecom": earlier available regional and municipal state services with the subsequent their placement on the Uniform portal of state services (www.gosuslugi.ru) were upgraded. As the technology partner of the project the company "RT Labs" acted.

Earlier developed regional and municipal services were adapted to stylistics of the Uniform portal of state services. Using the solution "Form designer" registration of interactive forms of submission of requests without change of their contents was updated. Besides, cards of a number of regional services (services of bodies of ZAGS, service in issue of the hunting ticket of a uniform federal sample) were readdressed on uniform forms of the portal using "The hub of services". This subsystem allows to lower load of regional information systems and to optimize storage of the reference information.

DIT of Yugra in 2017 selected more than 30 public and municipal services for upgrade, 16 of which are already completely updated and available on the Uniform portal, and forms of requests were brought into accord with the existing requirements of regulatory legal acts.

Among especially socially important and demanded state services are specified:

  • Electronic diary of the pupil. For the first half of the year 2017 of a yugorchanama nearly 1 million requests for this service was performed.
  • Transfer in school. On February 1, 2017 at 0:00 a.m. o'clock the start was given to reception of applications. In the first 10 hours 1319 applications from yugorchan were submitted. For all February 16,554 times, and in a half-year - more than 43,600 addressed for service.
  • Obtaining permits to children's summer camps. On the Uniform portal of state services the spring campaign for record of the Yugra children in summer the camp was successfully waged. About 6,300 citizens used this service.

Yugorchanam became available the modern interface of the portal with a full support of mobile use and also a number of services, including uniform access point to federal and regional services, search of services in the directory, a personal account with history logging of transactions and addresses, interactive informers on penalties and debts.

From 16 processed services 6 were updated under a format of a System of interdepartmental electronic interaction with a possibility of transfer of investments with a capacity more than 1 GB. Earlier in the region electronic services REGISTRY OFFICES, registration and transfer of children in kindergartens, issue and cancellation of hunting tickets were already implemented.

According to the Ministry of Telecom and Mass Communications, during project implementation of "Multiregionalnost" in Khanty-Mansi Autonomous Okrug - Yugra the share yugorchan, using electronic state services grew by 12.7% and makes 69.1% of the population of the region. For the first half of the year 2017 the number of users increased almost by 180 thousand people.

The polling station can be selected on the portal of state services

On August 31, 2017 the Ministry of Telecom and Mass Communications of the Russian Federation announced that on the Uniform portal of the public and municipal services (EPGU) the mechanism which allows users to select the comfortable polling precinct within the respective constituency for participation in the uniform voting day on September 10, 2017 is implemented. The mechanism is available to citizens of 20 subjects of the Russian Federation in which this day elections to regional public authorities will take place.

According to department, check and payment of penalties of the State Inspection for Road Traffic Safety (SIRTS) are included into the list of the most popular requests on the portal of state services. Check the penalties of traffic police which are written out as on the car, and the car of other person or the organization users with any account type on EPGU can. For receiving service it is necessary to enter the state number of the car and a certificate number about registration of the vehicle.

Besides, on EPGU payment of a penalty at a discount of 50% within 20 days after infliction of penalty is possible.

On the Uniform portal of state services it is possible to pay tax charges, duties on state services, penalties and debts. Payment of charges can be made using bank cards, e-wallets, via the mobile phone. It is also possible to download the receipt for payment in bank.

Via the portal of state services the call of the doctor on the house became possible

As it became known on July 21, 2017, on "The uniform portal of the public and municipal services" several services became available to Russians at once: a call of the doctor on the house, receiving via the portal of data on attachment to medical institution and also record on routine inspection or in a clinic. Services appeared on the portal within the Electronic Health Care project.[4]

For a call of the doctor it is necessary to enter a personal account "My health" on the EPGU portal. In the same place it is possible to obtain information on providing medical care and to take the direction on hospitalization or medico-social examination.

According to the Ministry of Telecom and Mass Communications, as of June, 2017 on the portal 50 million citizens for whom 350 electronic state services worked were registered.

"Electronic health care"

The passport of the project was approved in October, 2016. The program of "Electronic health care" covers 2016-2025. Project objectives are: the translation of medical documentation in an electronic form, input of a control system of waiting time in queue to the doctor and creation of a system of services in a personal account of the patient on the portal of state services.

Within the project it is going to connect medical institutions to the uniform protected data network, to equip with computers 95% of jobs in these organizations and to connect their same quantity to a waiting monitoring system in queue. Besides, 55% of the medical organizations should begin to apply possibilities of telemedicine.

Citizens of Russia will be able to receive state services regardless of location

The Ministry of Telecom and Mass Communications of the Russian Federation announced on July 20 that the State Duma of the Russian Federation in the first reading approved the federal law draft "About Introduction of Amendments to the Federal Law "About the Organization of Providing the Public and Municipal Services"". The bill provides rendering federal public services by departments or multifunction centers irrespective of the residence or stay of the applicant.

Amendments in the legislation regarding implementation of exterritoriality of providing state services are drafted Ministry of Telecom and Mass Communications Russia.


"The developed changes will allow to increase availability of state services due to simplification of procedures and decrease in the transaction and time costs spent by consumers for receiving public services. It corresponds to order of the Russian President according to which within the 601st decree by 2018 the level of satisfaction of the Russian citizens with quality of providing the public and municipal services should be not less than 90%" — the director of Legal department of the Ministry of Telecom and Mass Communications of the Russian Federation Roman Kuznetsov said.

According to department, in 2016 the number of applications for providing federal public services concerning which the exterritoriality will be implemented made more than 30% of the total number of requests. The list of such services will be defined by the Government of the Russian Federation.

Detection of a malicious code

On July 13, 2017 Doctor Web Company announced detection of the "potentially malicious code" implemented by unknown on the portal of public services. In the message of the company it is specified that to resort to public informing on threat the company was forced by lack of reaction from administration of the website.[5]

As it is specified in the message of the anti-virus producer, the malicious code forces the browser of any visitor of the website to contact one of one and a half tens domain addresses registered on the unknown individual imperceptibly. In reply from these domains any independent document can arrive, beginning from false data entry form of the credit card and finishing with search of set of vulnerabilities with the purpose to get access to the computer of the visitor of the website, experts of the company specify.

In the course of generation of the page of the website which the user addresses the container <iframe>allowing to load or request any third-party data from the user browser is added to its code<iframe>. At the moment specialists of the company counted not less than 15 domains on which visitors of gosuslugi are readdressed. All of them have deliberately not informative addresses - m3oxem1nip48.ru, m81jmqmn.ru, etc.

At least five of them are located with the address range of the companies registered in the Netherlands. At part of them the safety certificate is expired. The malicious code from one of these domains is not distributed yet, but, according to specialists of the company, it can exchange at any time.

The offer of the Ministry of Telecom and Mass Communications of the Russian Federation on the exterritorial principle of rendering state services is approved

The Ministry of Telecom and Mass Communications of the Russian Federation announces that the Government of the Russian Federation approved the federal law draft "About Introduction of Amendments to the Federal Law 'About the Organization of Providing the Public and Municipal Services'" in May, 2017. The bill offers to enter the exterritorial principle of rendering public services. The decision on approval of the relevant amendments in the legislation is published on the website of the Government of the Russian Federation.

According to amendments, applicants will be given opportunity for the choice to file documents and to receive results of public services in any division of federal executive authority, body of state non-budgetary fund or in the multifunction center within Russia regardless of the residence or the place of stay. This principle concerns not all services but only those which are included in the list approved by the Government. The bill will allow to increase availability of these federal public services due to simplification of procedures, decrease in the transaction and time costs spent by consumers for receiving public services.

Further the bill will be introduced to the State Duma in accordance with the established procedure. At the moment the number of the citizens registered in the Unified identification and authentication system reached 47.4 million people. These users can receive state services in electronic form.

Compromise: strong regions will be able to develop own portals of state services

At the beginning of 2017 in the Ministry of Telecom and Mass Communications analyzed traffic of regional portals of the state services placed on own domains (for example, mos.ru or uslugi.tatarstan.ru) and on a subdomain of the Uniform portal of state services (xx.gosuslugi.ru), and came to a conclusion that in the majority of regions people practically do not come on regional portals, and services in electronic form receive via the Uniform portal.

Own portals popular among inhabitants (where the portal traffic share from the total amount of traffic to electronic state services exceeds 30%), only 8 regions have: Moscow region (97%), Moscow (92%), Tatarstan (88%), Udmurtia (49%), Nizhny Novgorod Region (41%), St. Petersburg (38%), Kamchatka Krai (38%), Tula region (35%).

20 regions, according to the Ministry of Telecom and Mass Communications, have no portals on separate domains at all, and traffic on regional subdomains of the website gosuslugi.ru in most cases does not exceed 7% of the total amount of traffic of EPGU from these regions. The only exception of this group – Chukotka Autonomous Okrug where 92% of visits happen on the website 87.gosuslugi.ru.

In other regions own portals are, but are, as a rule, in low demand of the population.

The first ten regional portals moved to the Uniform portal of state services

In December announced the Ministry of Telecom and Mass Communications integration of regional portals of state services of ten subjects of the Russian Federation with EPGU. It happened according to earlier signed contribution agreements in the corresponding pilot project to the Ministry of Telecom and Mass Communications. Thanks to it residents of the Kaliningrad, Rostov, Saratov, Tomsk, Chelyabinsk, Yaroslavl region, Primorsky and Stavropol Krai, the Republics of Buryatia and Khanty-Mansi Autonomous Okrug got access to the public federal and regional services by the principle of a single window on the website gosuslugi.ru.

Start of transfer process of regional state services on EPGU + the prices of Rostelecom

Representatives of the Ministry of Telecom and Mass Communications and Rostelecom during the subcommittee meeting on use of IT when providing state services provided on November 16 a pilot project of Multiregionalnost EPGU[6]. A project objective – to get rid of regional portals of state services, having readdressed citizens on the federal gosuslugi.ru portal.

As expected, within the new project regional content will be integrated into the upgraded EPGU interface. It will allow to improve process of providing regional and municipal services and also to cut down expenses of regions on support of own portals.

Now within a pilot project the uniform model of promoting should be worked out and the possibility of placement by regions of the content on EPGU is created. According to the report of Alexander Pavlovich, the director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications of the Russian Federation, as of November, 2016 "service, normative and technology readiness" for integration of regions with EPGU is reached. Besides, regions are given an opportunity to manage independently the descriptions of services displayed on the federal portal and also to use special tools for promotion of services.

Three options of actions are offered to regions. The first means that regional authorities will independently develop an interactive form for service. The second option – development of an interactive form by authorities using the designer of company services Rostelecom. And the third – development of interactive forms completely Rostelecom.

In materials of Rostelecom the cost of works on transfer of regional services to EPGU is specified.

So, switching of the user interface from RPGU on EPGU will cost the region 305 thousand rubles. Development of one interactive form by Rostelecom will cost to the region 90 thousand rubles. Independent development of an interactive form will demand a payment for its check and the publication on EPGU (32 thousand 150 rubles).

At the same time the region needs to sign the contract for maintenance of regional services. The cost of maintenance of services in the old interface will be 1.748 million rubles a year, in new – 1.298 million.

The cost of use of a form designer will be 1.297 million rubles in a year, with restriction on quantity of forms no more than 2 in a month.

The pilot project on transfer of services to EPGU included 10 regions: Republic of Buryatia, Primorsky Krai, Stavropol Krai, Kaliningrad, Rostov, Saratov, Tomsk, Chelyabinsk, Yaroslavl regions and Khanty-Mansi Autonomous Okrug. 7 more regions are ready to participate in the second stage of the project.

Other interested regions are offered to send till December 15, 2016 requests for connection to the Multiregionalnost EPGU project.

Data from traffic police and FSSP are integrated

On September 7, 2016 the Ministry of Telecom and Mass Communications of the Russian Federation announced start on the Uniform portal of state services (EPGU) of the section with information on penalties of traffic police and judicial debts of Federal Bailiff Service of the Russian Federation (FSSP).

The overdue penalty of traffic police and the writ of execution of FSSP relating to it are united in one process. It allows to pay debt, automatically closing a penalty and enforcement proceeding.

Creation of the new Uniform portal of state services began with design of the user experience, the solution of a complex of usability-questions and creation of the target design concept. Via the user interface of the updated EPGU it is possible to find any service of the old portal. At the same time for search of services on the updated portal the user search and the directory of services allowing to think minimum of what department what service renders is implemented. Navigation according to the portal is organized based on the user preferences.

As of August, 2016, from 607 services of the uniform portal, 285 most popular users, are completely provided on the new portal in new design, and is less frequency the used services are visually translated partially.

Vladimir Putin's order not to duplicate state service between federal and regional portals

On July 28, 2016 Vladimir Putin gave to Dmitry Medvedev a number of the instructions directed to quality improvement of the state services rendered in electronic form [1] (in more detail).

One of the paragraphs of the document concerns a duplication exception on the regional websites of those electronic state services which are brought to the Uniform federal portal.

According to order, the prime minister should approve the list of demanded socially important regional and municipal services. The order of their rendering should be brought to the uniform All-Russian standard. They should be provided using uniform forms on EPGU.

Further, as it appears from the Putin's order, "the exception of duplication of such form on regional portals of the public and municipal services and other websites on the Internet" should be provided.

It is necessary to execute order to Dmitry Medvedev till February 1, 2017.

Typification of services will lead to significant cost reduction of regional and municipal budgets due to use of uniform forms on EPGU without duplication of their development on regional portals, the director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications Vladimir Averbakh explained TAdviser.

On July 15, 2016 announced the Ministry of Telecom and Mass Communications migration of the beta of the Uniform portal of state services (EPGU) on the main domain www.gosuslugi.ru. Thus, the beta of the portal became the main for receiving state services in electronic form.

In day of start the new version was visited by more than 7 thousand people. By the end of the year the portal was already visited monthly by about 180 thousand unique users. In 2015 this indicator reached 230 thousand users, in the first half of the year 2016 — 1.5 million.

Today the most popular services on the beta of the portal (as of the middle of 2016) — check of penalties of traffic police and a status of individual personal accounts in the system of mandatory pension insurance, tax and judicial debts, requests for obtaining car driver licenses. Users of the portal monthly receive about 3 million transaction and about 16 million information services.

Most actively residents of Moscow, St. Petersburg, the Moscow and Sverdlovsk regions and also Krasnodar Krai use the new version of EPGU.

For convenience of users on the new version of the portal search is already implemented, the directory of services with breakdown by categories — "Family and Children", "Taxes and Finance", "Work and Employment", "Health Care, Medicine, Drugs" and others works. Services of the help, support and the directory of useful information and councils are offered. Electronic state services on the beta are available to physical persons and legal entities and also foreign citizens. The appropriate section of the website can be browsed in several languages.

In the section Payment it is possible to check existence of tax and judicial debts, penalties of traffic police and to pay them in any manner — the bank card, from the account of the mobile phone, with electronic money or directly in bank department, having printed the receipt from a personal account. Monthly using the portal users, as of 2016, make payments for the total amount about 350 million rubles.

Check of penalties on the car registered on other person is available to users. Using one request it is possible to check penalties for several cars at once. For the most complete information simultaneous search in traffic police bases and Federal Treasury is used.

The personal account containing personal information of the user, a tape of notifications on events on the portal, the section of settings for informers and notifications acts on the new version of the portal. They can be received both on the mobile phone, and to the e-mail address.

The section Gospocht located in a personal account of the new version of the portal is intended for the notification of users on emergence of new penalties of traffic police, receiving the facts of their payment or transfer to Federal Bailiff Service.

The section "Help and support" contains answers to frequent questions on receiving public services in electronic form. Besides, convenient search in the website is organized.

Also in July, 2016 one more principle of providing public services in electronic form underlain when developing the new version of the portal — creation of the complex services connected with life and business situations is implemented. On the new version of the portal the section for pensioners where all information on retirement on an old age, on a design of retirement benefits and different state privileges is collected is started. Thus, users of the portal for the first time can receive all data connected with a specific life situation in one section of the beta of EPGU.

On the beta of EPGU registration of legal entities and individual entrepreneurs is available

On the beta of the Uniform portal of the public and municipal services (EPGU) in January, 2016 registration of legal entities and individual entrepreneurs in the Federal Tax Service (FTS) became available. Now the applicant needs to visit this department only once to receive the document confirming state registration.

The service is implemented on the beta of the portal in the simplified type. To use service, it is necessary to fill in the electronic application form for registration and to collect the scan copy of the documents necessary for creation of the legal entity.

Further within five working days the applicant in a personal account on beta EPGU will receive the document signed with the electronic signature of tax authority and confirming state registration, or the decision on failure. In case of affirmative answer it will be necessary only to take away the paper document.

The service of registration of legal entities and entrepreneurs is available on the portal to the individuals having the confirmed account. In the same place it is possible to study the instruction for creation of the legal person.

2014

Rostelecom will continue to service information systems of the electronic government as the only contractor

The Ministry of Telecom and Mass Communications of the Russian Federation and JSC Rostelecom for the first time during project implementation Electronic government signed in December, 2013 the contract for its operation prior to the beginning of 204 years and also the contract for development of the uniform portal of public services (UPPS) in 2014.

The contract for operation of infrastructure includes systems developed in 2013 including the federal telephone center of collecting of opinions of citizens on quality of state services, the situational center of the electronic government, the stand of the chief designer of infrastructure and also the detailed list of actions for information security support.

Besides, communication services provision for the Single network of data transmission which provides access of federal executive authorities to regional and municipal data and also data transmission of the federal state agencies participating in a pilot project on creation of uniform telecommunication infrastructure is provided.

The contract includes quality evaluation of functioning of 15 information systems of the electronic government. The efficiency of their work will be determined by set of more than 30 indicators on the basis of the provided statistical information.

In addition, the contract for development of EPGU for 2014 including including, completion of user interfaces, updating of design of the portal, its adaptation for mobile devices and simplification of process of receiving a number of the most demanded public services is signed.

Development of EPGU is also provided by the concept of development of electronic state services which is approved by order No. 2516-r of the Government of the Russian Federation on December 25, 2013.

The listed measures are steps on performance of the decree of president No. 601 of May 7, 2012 according to which by 2018 it is necessary to raise a share of the citizens using the mechanism of receiving the public and municipal services electronically to 70%. At the same time the level of satisfaction of citizens with quality of providing the public and municipal services should reach the level of 90%.

The authorities raise the prices of state services, but of some – at a discount

In February, 2014 the Ministry of Economic Development published the bill with amendments in the Tax Code of the Russian Federation providing increase since July of the same year of the amount of duties for receiving more than 300 state services for physical persons and legal entities.

Change of duties will affect, in particular, the services listed in Article 333.26 of the code (state registration of acts of civil status), 333.28 (the action connected with acquisition of citizenship of the Russian Federation or getting out of nationality and also with entry into Russia or departure from the country), 333.30 (registration of the computer program,database and topology of an integrated microcircuit), 333.31 (assay supervision), 333.32.1 (registration of medicines) and also 333.33 (state registration and commission of other legally significant actions).

Officials suggest to increase the amount of duties of some state services twice and more. So, for example, the cost of issue of the repeated certificate on state registration of act of civil status is offered to be increased from 200 rub to 1 thousand rubles, and for issue or prolongation of the visa to foreigners to repeated intersection of border – from 1 thousand rubles to 2.5 thousand rubles.

The price of one of the most popular state services among individuals – obtaining the international passport of new generation – the Ministry of Economic Development suggests to increase from 2.5 thousand rubles to 3.6 thousand rubles, and registration of annulment of marriage – from 400 rub to 1 thousand rubles.

Together with increase in prices for the services officials suggest to set "discount" in 50% for a number of the services listed in Article 333.33 of the Tax Code if their receiving is performed electronically via the Uniform portal of state services or via regional portals. At the price is twice lower than normal cost it will be possible to register, for example, the legal person, to be registered as the individual entrepreneur, to register the rights to property, etc.

In the explanatory note to the bill it is noted that the last will allow to stimulate authorities to transition to provision of services in electronic form and also receiving such services by citizens. According to department, presumably 35% of addresses on services which providing is possible completely in electronic form in 2014 will be provided thus.

What innovations will appear on the portal of state services in 2014

In 2014 the portal of state services will get a number of new features, follows from technical documentation on development of EPGU published at the end of March by Rostelecom.

Emergence of mobile version of the portal will become one of them, in particular. The design of its pages will be adapted for opening in browsers of mobile devices, and users will be able to become authorized from them in a Unified identification and authentication system, to get access to all functionality of a personal account of the portal, the directory of services and the reference information. Besides, in mobile version of the portal it will be possible to receive in electronic form up to 35 most popular state services.

EPGU will also learn to recognize the operating system with which the user performs an exit to the web version of the portal. If the user performs run from mobile OS, the portal will display to it the information message with the offer to install mobile application of "Gosuslugi" and also will open mobile version of EPGU.

Within development of the portal in 2014 it is also going to develop a subsystem of preliminary electronic making an appointment. Applicants will be able to receive free slots on an interval of dates for visit of department of authority, to send a request for reservation of the slot of time for receiving state service, to receive the status of this reservation, to cancel record or to postpone it to modern times, etc.

New features will appear also in a personal account of the user. In it, for example, there has to be an opportunity to save the documents (issued as electronically, and electronic copies of paper documents) and to provide to them a secure access to the interested state agencies or the organizations.

On the portal of state services it is also going to implement the mechanism of poll of the user about whether it recommended any service available on EPGU, to the friends after completion of process of its receiving. If the answer of the user is positive, it will be automatically offered to it to place a post about the received service in Facebook,VKontakte,Twitter or Odnoklassniki. At the negative answer such offer to the user will not be output.

In 2014 the location of the user is also going "teach" to define and remember the portal of state services. Will have to do this EPGU at each its visit. In requirements to this opportunity it is specified that position fix should be most detailed. Further this information it is going to be used by the portal for transfer to a Unified identification and authentication system when filling personal data in a user profile, at search implementation, when choosing the region at payment of utilities, etc.

Among other completions – change of a form of a feedback on the portal so that to the user the status of sending its address in processing system of requests, sale of the mechanism of the notification of the user on a potentiality of receiving certain state services, improvement of the user interface, etc. was displayed. Development of the portal of state services in 2014 will manage in the amount about 80 million rubles, follows from documentation published by Rostelecom.

To the Minister of Communications got from Medvedev for the portal of state services again

On September 19, 2013 at a pravkomissiya meeting on use of IT for improvement of quality of life and conditions of conducting business activity Dmitry Medvedev criticized the portal of state services in terms of its filling by content.

The Minister of Communications Nikolai Nikiforov who was present at a meeting [[Nikiforov Nikolay Anatolyevich|]] in response to it said that data which are published on the portal automatically arrive from the federal register of state services, and responsibility for updating of the corresponding blocks is born by federal authorities.

A technical operator of the website is the Rostelecom company, the operator of the website from the legal point of view – the Ministry of Telecom and Mass Communications, Nikiforov added.

"Here be also engaged then in a vychistka of this website together with Rostelecom, - Medvedev demanded. - We want that people seriously treated it. They will come, will begin to be picked as we are picked, will want to receive some reference and where they are sent? In nonexistent department with absolutely foolish information".

Rostelecom disproved charges of high quotations on the portal of state services

In December, 2013 the prosecutor's office of the Ulyanovsk region announced identification of violations of the law in the field of providing state services by local authorities. In particular, during check it was established that for subjects of an entrepreneurship in the region the possibility of full use of the federal portal of state services is still not provided: from 56 state services provided to business by regional state agencies it is possible to receive only 6.

With respect thereto the prosecutor's office took out representation to the Deputy Prime Minister of the Ulyanovsk region Svetlana Openysheva and demanded to eliminate without delay the revealed violations and to make responsible all guilty officials.

In couple of days after this message, Openysheva in the personal blog reported on consideration of representation of prosecutor's office. One of the reasons why process of implementation of electronic state services for regional business started slipping, according to it, "expensive payment for placement of services on the Uniform portal of state services" is.Rostelecom as the organization which is responsible for placement of services on this portal demands for each service the considerable amount - from 170 thousand to 340 thousand rubles, writes the deputy chairman of the chairman of the Ulyanovsk region.

"And if to consider subservices and to consider that placement of each of them in the certain district of the area also costs money, then total amount passes for one billion for our region", - Openysheva argues, adding that "claims commented on it all subjects" Russia.

Representatives of the company note that questions of adequacy of pricing for similar works (340 thousand rubles for service) it was repeatedly considered and explained not only by representatives of Rostelecom, but also the authorized staff of the Ministry of Telecom and Mass Communications to representatives of all subjects of the Russian Federation within, for example, meetings of Council for regional informatization in which also Svetlana Openysheva repeatedly participated.

Concerning municipal services in many subjects of the Russian Federation work on their typification is carried out that significantly affected complexity and, as a result, cost of works on their transfer to an electronic form, add to the companies. In a number of regions, according to representatives of Rostelecom, work was conducted directly with municipalities, at the same time cost of translation in an electronic form of services could reach 7-9 thousand rubles.

"Besides, in connection with the ever-increasing need for operational making changes in the services transferred to an electronic form in 2013 Rostelecom at the expense of own means developed the tool allowing all subjects of the Russian Federation to create independently forms of services for their subsequent independent publication on the uniform portal of state services. The cost of annual lease of such tool - from 4 million rubles/year, - say in Rostelecom. - From the Ulyanovsk region at the moment requests to our company for providing this tool did not arrive".

Considering that consideration of questions on work with this tool was considered within the meetings under the leadership of the Minister of Telecom and Mass Communications Nikolai Nikiforov with representatives of all regions of the Russian Federation supervising IT, this publication in the blog by Svetlana Openysheva involuntarily raises questions, representatives of operator add.

2011: The government decree about the uniform portal

On September 24, 2011 Order of the Government of the Russian Federation No. 861 approved regulations on the federal register of the public and municipal services and the rule of its maintaining and also regulations on the uniform portal of the public and municipal services and the requirement to regional portals.

According to the resolution, Ministry of Telecom and Mass Communications of the Russian Federation it is appointed the operator of the federal register and uniform portal of state services. Ministry of Economic Development Russia - authorized body on maintaining the register. Ministry of Telecom and Mass Communications it is entrusted to approve within two months requirements to the technical specification on interactive forms of statements for providing the public and municipal services placed on the uniform portal and also an order of development and placement of interactive forms of statements on the portal.

2010: Start of mass registration of citizens

For the end of 2010 on the portal information on 565 federal and 2282 regional services is published: order of representation of the services, document lists necessary for their receiving, forms and models of filling of statements, contacts of the relevant state bodies. Information on the portal is provided and update the departments which are responsible for providing these or those services. Constantly the number of services which can be ordered or received directly on the portal increases. Soon using the portal it will be possible to pay services.

In a year on it 336 thousand people from whom nearly 2 thousand – foreign citizens were registered. Users ordered 581 thousand services, the most popular of which were verification of presence of the written-out penalties, obtaining the foreign passport and obtaining the notification on a status of the individual personal account of pension insurance.

In December, 2010 installation of infomats - devices which are placed in public places began and allow to work with the portal of state services to the people who do not have access in the Internet. It is planned that access to the portal will be possible also using digital television.

2009

Start of the gosuslugi.ru portal

Since December 15, 2009 to the address www.gosuslugi.ru the second version of the uniform portal of the public and municipal services of Russia opened.

Putin approved the plan of transition to state services in electronic form

At the end of October, 2009 the prime minister Vladimir Putin approved the plan of transition of federal executive authorities for providing state services in electronic form. At the disposal of the government terms on 74 priority state services are recorded. Information on them appeared in the summary register and on the uniform portal. Besides, on the portal information on some regional services (for their launch there were about 200) was placed. It is defined that further on it information on all federal and regional state services which for launch of the portal there were about 4000 will be available.

By the time of start of the portal on it there were forms of the statements necessary for receiving state services which can be copied from the website and to fill[7].

The specified information on the portal is completed with departments and the EDS is signed, however at the initial stage the portal worked in the test mode therefore existence of inaccuracies in information placed on it was possible. For the organization of a feedback by developers of the portal the interactive mechanism using which the citizen will be able to select incorrect information is implemented and, having clicked CTRL+ENTER, to send the relevant information to the operator of the portal.

Submission of documents in electronic form directly via the portal will become the following control point for the portal. Here terms for different services differ. It was supposed that in February, 2010, for example, via the portal submission of documents for passing of maintenance inspection of cars, and in March – submission of tax declarations had to earn. Now in the section on the simplified tax declaration provided by the taxpayer personally the template in the.tif format is laid out.

After implementation of the fourth stage of works (different months 2010 - 2011 depending on specific service) an opportunity to monitor course of execution of its request should be given to the applicant, and after the fifth stage – to receive results in electronic form via the portal if it is allowed by the federal law. The bill of the federal law on state services is in process of acceptance by the State Duma.

Ogic.ru portal failure

The history of "The uniform portal" goes back to the Electronic Russia program. As envisioned by the state customer using the portal all sphere of public services which should be available to each citizen at any moment and from any place had to "change cardinally".

The website had to become a basis of interaction between citizens, business and the state. In intention on the website the citizen should be capable to order practically any of 400 public services from registration of the enterprise before registration at the place of residence. As it was thought, in the same place the citizen will be able to pay all fees and duties connected with services. "Bureaucrats will be destroyed by network" — Rossiyskaya Gazeta promised, having told citizens of the country about "The uniform portal of public services".

The uniform portal of public services was created by federal state unitary enterprise Scientific Research Institute Voskhod for 495 million rubles. The website ogic.ru, began work on January 1, 2009.

Citizens of Russia received much for half a billion budget rubles. First, the modern design performed in flowers of a tricolor. Secondly, the list, apparently, all existing public services accompanied with explanation why the portal does not render them, and, at last, a big collection of forms for filling in the PDF format.

Besides, Federal State Unitary Enterprise Voskhod placed on the portal well working hyperlinks to the websites of the president, the government, national projects, the government commission on administrative reform of Justice state automated system and two electronic platforms of purchases and gave the reference to the page of loading Adobe Reader.

On the website news, the freshest of which is dated on March 20, 2008, are published, and the flash-Russia map with the territorial subjects of the federation which are highlighted when targeting is drawn.

As for actually public services, in attempt to use them the first complexity was detected at registration on the website. At logging into the personal account, protected by the SSL protocol, it becomes clear that the certificate of the website is signed by its owner — Rosinformtekhnologiyami. Any of the tested five browsers did not consider this Federal agency recognized certificate authority, and Firefox fairly warned that "banks, shops and other public websites will not force" users to trust such certificate.

However, the non-valid certificate will not be able to damage to the consumer of state services who came on the portal: the attempt to add for it security exception to get to a personal account, was not successful, demonstrating that registration does not work. The analysis of the certificate showed that first, it is published with violation of requirements of ITU-T and recommendations X.509 as names of the subject and publisher do not match that is the mandatory requirement to the self-signed certificate. And secondly, even if it would be published correctly, then is all the same of little use as for the signature GOST algorithms, but not RSA were used. The operating system (Windows) contains by default only RSA cryptoprovider (CSP), and gostovy it is necessary to set independently moreover and for money.

This problem with the certificate will be able to damage nothing also to that citizen who will be going to pay public service on the portal. The page<оплата в электронном виде> is empty, and the link "payment of services via the mobile phone" does not conduct anywhere.

The list of public services on the website is extensive. However, the link to any of them conducts on the page with explanation of objective difficulty in electronic service of citizens: "Now the given service cannot be provided completely in electronic form due to the lack of a proper regulatory framework". In addition explanations, on pages services there is documentary PDF forms which can be filled in Adobe Reader of version 8.1.2 above, however, "to receive result on the rendered service" as the portal warns, forms should be transferred to public authority only in the hard copy and having signed by hand.

According to the technical project of tender on "The uniform portal" Voskhod had to provide pilot implementation of electronic services for seven departments (The Federal Registration Service, Rospatent, Roszdravnadzor, Rostransnadzor, the Ministry of Health, the Ministry of Telecom and Mass Communications and Rosinformtekhnologiya), but at the customer it did not develop also with them.

The objectivity in the form of not quite issued domestic legislation on electronic document management and electronic digital signatures exists in all territory of Russia, however, unlike the federal portal, on the operating regional websites of state services it is not evident.

From portals of Nizhny Novgorod, Tambov and Tatarstan it is impossible to send the request for the international passport too. However, on them, at least, these procedures in detail are also step by step described — from the list of documents and terms of their consideration before submission of the complaint to the responsible official.

That regional portals looked not too poorly, on them the enormous array of the reference information which can be useful in interaction of the citizen with government is laid out. The interesting service "Index of the Official" implementing a feedback of citizens with local government, which on some requests of citizens operates on Nizhny Novgorod really reacts.

The president Medvedev on an open part of council for development of information society reacted on February 12, 2009 to start of the ogic.ru portal directly. Being a person who "begins each working day with the Internet", he explained to council that, according to him, there is no "an electronic government" in Russia.
