Summary: tools of logistic controlling still are finally not created, new methods and technologies of assessment of logistic activity constantly appear. Application of neural network model for efficiency evaluation of logistic activity in a foreground mode – one of the tools directed to controlling quality improvement, acceleration of reaction of the enterprises to external changes.

Controlling role in logistics.

Stabilization of many markets in Russia, their saturation and deceleration of growth rates, competitive struggle gain, constantly push many enterprises to search of the new tools allowing to conduct as much as possible effectively the work in the market, to resist to external threats, to look for and develop own competitive advantages.

Consideration of logistics as a factor of improving competitiveness assumes that effects of the made decisions in the field should give in to measurement in respect of their impact on functional costs and revenues of the enterprise. With respect thereto there is relevant a problem of finding of a method of cost control and the indicators which are most correctly reflecting communication of logistics with the main economic and financial indicators of activity of the enterprise. The logistics represents the certain business concept allowing to optimize the resources of the enterprise connected with management of the material and accompanying flows. As it became clear, to determine quantitative parameters of effects of logistic solutions very difficult.

For the Russian organizations by one of the pacing internal factors of uncertainty for acceptance of management decisions including in the field of logistics, incomplete information, both about a current status, and about perspectives of own business is.

The solution of these problems requires formation of new approaches to management and tools which would help to modify organizational and information structures of the enterprise so that sensitively to catch trends of changes and quickly to adapt to them, using for the good the opened opportunities. As such concept it is possible to use controlling.

The main postulates of modern philosophy of controlling formulated by the Russian and foreign scientists sound as follows:

  • priority of profitability of organization activity over growth of volume indicators, i.e. organization sizes, volumes of issue, the number of branches and clients, product assortment, a balance sheet amount, etc. are minor in comparison with efficiency of the organization in general and its divisions;
  • growth of volumes of business of the organization is justified only during the preserving of the previous level or growth of efficiency;
  • actions for ensuring growth of profitability should not increase functioning of the organization, admissible for specific conditions, levels of risks.

Mainly controlling is used for work with financial flows, but recently its basic principles begin to be implemented more and more and in other areas and activities of the enterprises. A main objective – identification of crisis and problem zones and also development of the solutions allowing to overcome the developed negative situations with optimum level of costs.
