Rosenergoatom, Federal State Unitary Enterprise concern
JSC Atomenergosbyt – power supply company JSC Rosenergoatom Concern.
JSC Atomenergosbyt annually implements more than 16 billion kW · h electrical energy for 38.3 thousand legal and 1.6 million individuals and also provides heat supply and management of housing stock in satellite towns of nuclear power plants.
2015: Arrears of Atomenergosbyt to IDGC of Centre reached 3 billion rubles
In 11 months 2015 PJSC IDGC of Centre rendered services in transfer of electrical energy to the guaranteeing supplier of JSC Atomenergosbyt in the amount of 15.5 billion rubles of which as of December 29, 2015 only 12.8 billion rubles or 82.5% are paid. The amount in the amount of 0.65 billion rubles Atomenergosbyt company is not recognized without justification of the reason though its most part is the share of payment of volume of the transferred electric power to consumers of the city of Rzhev of the Tver region which is paid by consumers to the guaranteeing supplier and further does not snare.
In turn PJSC IDGC of Centre has no neocoupled debt for losses of the electric power to JSC Atomenergosbyt.
Controversial debt for losses is connected with disagreements with JSC Atomenergosbyt on volumes of the transferred electric power to consumers. In PJSC IDGC of Centre there are acts of reading of metering devices of the electric power according to which, the volume of the electric power received by consumers on 283 million kWh is more, than JSC Atomenergosbyt considers. The economic benefit is obvious: instead of paying this volume to networks, GP, on the contrary, require from networks payment, and a rate for losses for which the sales company wants to write off the stated millions of kWh above, than a rate for transfer.
Settlement of controversial debt happens in judicial authorities, is so given from PJSC IDGC of Centre of 113 claims to JSC Atomenergosbyt for the total amount of 825 million rubles.
At the same time the recognized debt of JSC Atomenergosbyt is 2.4 billion rubles that corresponds to almost two-month consumption of services in electric power transmission on three regions (Kursk, Smolensk, Tver). The termination of payments of JSC Atomenergosbyt for the rendered services in transfer of electrical energy threatens preserving of financial and economic stability of PJSC IDGC of Centre and, as a result, threatens safety of power supply of regions of Central Federal District. Besides, this failure to follow the obligations makes impossible for the network company accomplishment of the obligations to suppliers and contractors including PJSC FGC UES.
IDGC of Centre notes that the events remind more and more a situation with the known company Energostrim which debts to the network companies are calculated by billions of rubles.
