2020: The ex-Minister of Communications Nikiforov suggested the government to create a new state system based on the product developed by his company

The company of the ex-Minister of Communications Nikolai Nikiforov Project 7 developed a data exchange system of UAVs and regulators. However perspectives of its practical application remain so far not clear as the government did not make the decision about the regulatory base necessary for a system yet. Told it to TAdviser on June 19, 2020 in "The center of the organization of the movement of pilotless vehicles" ("DPC of BTS") - joint venture of Nikolai Nikiforov and Rostec which is ready to become the operator of a system.

From the moment of the beginning of creation of a system in 2018 Nikiforov's companies actively discussed the project of an experiment with UAVs in which participation of such product was supposed with state agencies. In particular negotiations with Minpromtorg, Ministry of Transport and traffic police of the Ministry of Internal Affairs took place, reported TAdviser in "DPC of BTS". At the end of April, 2020 the company of the ex-minister Diginavis financing creation of a system sent to the first deputy chairman of the Government of the Russian Federation Andrey Belousov the official letter with the specific proposals connected with a system. TAdviser studied this letter.

As noted in the document, offers of the company are based on one of the instructions of the president Vladimir Putin given on April 1, 2020. According to it, the government till May 31, 2020 had to develop together with business the program of testing and commissioning on public roads of UAVs. Also at the heart of offers Diginavis the instructions of the prime minister Mikhail Mishustin, similar on contents, given on April 14, 2020 to Ministry of Transport, the Ministry of Internal Affairs, Minpromtorg and the Ministry of Economic Development which the ministries had to perform till May 12, 2020.

In the letter to the Deputy Prime Minister Diginavis suggests to make an experiment on the organization of the movement of UAVs in the country by means of the corresponding information system. Also the company suggests to develop within the experiment together with "the interested executive authorities of federal and regional levels" requirements to information which is contained in this system.

At the same time the company notes that for these offers corresponding changes in the order of the Government of the Russian Federation about an experiment with UAVs on public highways in pilot regions of Russia or acceptance of a separate regulatory legal act are required.

In the address to Belousov Diginavis also pays attention that Project 7 and DPC of BTS companies already developed "a complex of software solutions, ready to trial operation" for data exchange between participants of an experiment with UAVs - their producers, federal executive authorities and regions of Russia.

According to the results of consideration of the letter on May 22, 2020 the Deputy Prime Minister Belousov charged to Minpromtorg, Ministry of Transport and "Russian Venture Capital Company" (RVCC) to study offers Diginavis. TAdviser got acquainted with this order. According to it, offers had to be studied by departments together with RVC at a meeting of the working group on development and implementation of the road map Avtonet of NTI.

The meeting took place on June 16, 2020. In the run-up to it Diginavis sent to participants at the event for consideration drafts of two regulatory legal acts. TAdviser studied these documents. One of them - the draft of the order of the Government of the Russian Federation about the concept of the center of the organization of the movement of UAVs on public highways. Another - the project of the Government of the Russian Federation about carrying out an experiment on the organization of the movement of UAVs in the country. The document in particular assumes consent with the offer of "DPC of BTS" on impersonation of the operator of the information system created by it which the company suggests to involve within the experiment with UAVs.

As told TAdviser in "DPC of BTS", federal authorities during the meeting in general supported the project of an experiment using the Diginavis system. However also a significant amount of notes arrived. Generally from representatives of "specific" scientific research institutes. They mentioned some aspects of the project and assumed their detailing. So, for example, notes were caused with, "what data to whom are transferred". It was mentioned that it is necessary to register this process more accurately. Also notes arrived to compliance of a system to security requirements.

On the basis of the notes which arrived at a meeting to drafts of the order and the government decree, the company of the ex-minister Nikiforov - Diginavis, "DPC of BTS" and Project 7 - finish these documents. In several weeks is going to send modifed documents of the organization for reconsideration to the working group on development and implementation of the road map Avtonet of NTI.

On June 19, 2020 Nikolai Nikiforov also told the Telegram channel "Non-numerical Economy" some details to background of creation of a system.

"the DPC of BTS" drew the attention of TAdviser that creation of a system complicates only lack of the decision of the government concerning whether such state information system (SIS) is necessary or not. And Telegram channel the ex-minister also said that "the government has an obvious fork how to create such state information system".

Often in such cases it is about hundreds of millions and even billions of rubles moreover and it is necessary to wait for several years. Or to make a real experiment using already working platform, to get experience, in the course of this work to register all regulations, to deal with the one who to whom what data can and should provide, prepare amendments in different laws and other regulations, - Nikolai Nikiforov told the channel.

In return the ex-minister is sure, "that in such technological and novel subject as the organization of the movement of pilotless vehicles it is just necessary to go the way an experiment". In case of its success - already to register conditions of public-private partnership with compulsory provisions of equal access of all market participants, questions of use of the collected data, etc. In "DPC of BTS" consider that the experiment will give invaluable experience both for the state regulators, and for participants of the industry of pilotless transport, told TAdviser in the company.

Speaking about system development, the company told that interaction of UAVs with regulators in it still is not organized yet. The reason for that - lack of the relevant regulatory legal base. At the same time, a system already locates examples of some interfaces for automatic transfer of necessary data besplotnik to regulators. In general, according to in "DPC of BTS", technically a system is already ready substantially.

The volume of the additional financing necessary for development of a system, find it difficult to estimate at the companies until carrying out an experiment and refining of real requirements from each of public authorities.

Accession of Rostec

The Rostec state corporation was included into the capital of the "Center of the Organization of the Movement of Pilotless Vehicles" enterprise created in July, 2019 by the ex-Minister of Communications Nikolai Nikiforov. It follows from the message of corporation on September 12, 2019.

According to a system " circuit.focus ", Nikiforov through the Diginavis company owns in DPC of BTS of shares in 41%, another 25% belong to it through Project 7 company which owners are he and Diginavis. The share of Rostec in joint venture makes 34%. Diginavis at the same time acts as the BTS DPC management company.

It is planned that some more participants who are actively working in the field of pilotless vehicles will enter the capital of the company reported TAdviser in Rostec.

As TAdviser knew in July, after emergence of information on organization by Nikolai Nikiforov of "DPC of BTS", the organization is ready to act as the operator of a hardware and software system for control of incorporeal vehicles on the earth and in air which development is performed by Project 7 company, in case of adoption of the relevant decisions by the Government of the Russian Federation.

The project within which develops the Project 7 system, assumes also creation creation of the national operator with network of the dispatching centers at federal, regional and municipal level. As declared in Rostec, a system is already tested by several Russian producers of unmanned vehicles. With what in state corporation and DPC BTS was not specified.

Results of testing showed that for working off of all possible scenarios of interaction in the normal mode and in different crisis situations it is necessary to make a full-fledged experiment on the basis of the regulation of the Government of the Russian Federation. Besides, it is necessary to involve comprehensively in it as the interested federal and regional public authorities and local government, and different producers of the pilotless systems of cars

Concerning the amounts of financing of the project in DPC of BTS TAdviser of information did not provide, having noticed only that system development was financed and it continues to be financed by Diginavis company. Rostec of TAdviser added that at a development stage the company has no need for attraction of considerable investments. Investments will be required to it at the subsequent stages of project implementation. At the same time all founders will discuss the best methods of financing.

Rostec also paid attention to feature of the project, zaklyuchayushchusya in a possibility of the organization of the movement of UAVs not only on the earth, but also in air. In state corporation also sent to experience of a number of foreign countries where developments of the pilotless flying vehicles for 2-6 passengers are conducted. Operation of such transport as noted in Rostec, will demand the automatic mode of interaction of UAVs and the system of air traffic management.

At the same time in TAdviser state corporation specified that implementation of a similar system with parallel development of the regulatory legal base will take not less than 3 years. Key state agencies where it is going to direct offers on change of the legislation, - GUOBDD of the Ministry of Internal Affairs, Rosaviatsiya, Minpromtorg, Ministry of Transport.

The attention is required by adoption of law "About trial operation of the innovation vehicles and making changes in separate legal acts of the Russian Federation". Besides, further amendments in the government decree about carrying out an experiment on trial operation on public highways of the high-automated vehicles in Moscow, Tatarstan, St. Petersburg, the Vladimir, Leningrad, Moscow, Nizhny Novgorod, Novgorod, Samara regions, Chuvashia, the Khanty-Mansi and Yamal-Nenets autonomous areas, Krasnodar Krai are expected.

Creation of the enterprise

In July, 2019 the ex-Minister of Communications Nikolai Nikiforov founded the "Center of the Organization of the Movement of Pilotless Vehicles" enterprise (DPC of BTS) in Innopolis, follows from data of a system " circuit.focus ".

As Nikiforov explained to the Interfax edition, the company is connected with creation of a hardware and software system for control of incorporeal vehicles on the earth and in air[1].

Development of this technological solution is performed by the Project 7 company founded in 2018 Diginavis. Also reported to the edition that system development began at the end of 2018, after the beginning of an experiment on operation of unmanned vehicles in the city of Innopolis.

The operating analog of the developed system is development of Federal State Unitary Enterprise The State Corporation on Air Traffic Management in the Russian Federation, Nikolai Nikiforov said Interfax[2]. The prototype of a system is already created, it was developed "from scratch" slightly less than a year. It is piloted in real unmanned vehicles of several leading Russian manufacturers. What the ex-minister did not tell. Full start of a system with a scope of both land, and flying UAVs will take place in the horizon of 5 years.

Nikiforov did not open the amount of funds in development of a prototype, however noted that for his creation own funds of Diginavis raised by the company as loans were used.

The project within which the company of the ex-minister develops a system, assumes creation in addition to it the national system of the dispatching centers. According to an idea, they will perform monitoring and approval of the movement of UAVs, changes of routes of trips, data acquisition about passengers and road accident. In the special cases stated in the legislation, operation of UAVs will be controlled remotely - for example, within investigation and search operations.

According to sources of Interfax, Diginavis sent letters in a row of departments earlier with the offer to involve the project of the company in an experiment on trial operation of UAVs in a number of regions of Russia. In Ministry of Transport the edition was told that in department did not receive any offers from Nikiforov. In the Ministry of Telecom and Mass Communications at the time of the publication no information to the edition was provided.
