2012: Adoption of the charter
In June, 2012 about an initiative Skolkovo on centralization of the order of developments of CNews was told by the former chief executive of a cluster of IT Alexander Turkot.
On December 20, 2012 in the first building of the innovation center – Giperkube - there took place the meeting of participants of club during which its charter and regulations on membership were approved. Besides, it was decided that there will be a club in the form of non-profit partnership. The senior vice president of Skolkovo Foundation for development and commercialization Alexey Beltyukov presided over a meeting.

According to Marchenko, specific orders for carrying out researches from the participating companies of club were not yet. "State companies will have to declare the needs for Research and Development, - he says. – On the club platform they will be able to pick up suitable contractors".
