2016

Denis Chamara is appointed the head of committee

On December 19, 2016 the Governor of Saint Petersburg Georgy Poltavchenko signed the order on Denis Chamara's appointment to a position of the head of Committee on informatization and communication. The probation period of 6 months is set to the new head.

Chamara released Ivan Gromov who headed committee since 2012 from this duty. He left committee in connection with a job change - the head of Petrogradsky district of St. Petersburg. After Gromov's leaving Denis Chamara fulfilled duties of the Chairman of the Committee.

Speaking about first-priority plans and tasks of the new chairman, the Committee on IT and Communication of St. Petersburg told TAdviser that one of the most important activities of committee at the time of Denis Chamara's appointment is sale of a hardware-software complex "Safe city". It represents a complex of the information systems and technical means, regulatory legal acts and regulations of interdepartmental interaction regulating activity of all departments and services on providing the city and its inhabitants.

Besides, close attention is still going to be paid to a question of import substitution in the field of IT, added in committee. When implementing the state order of the requirement to technical characteristics of the ordered software and hardware the committee creates so that domestic manufacturers could participate in competitive procedures actively.

Reduction of the budget on a third to 6.6 billion rub

In October, 2015 the governor and the Government of Saint Petersburg approved the draft of the city budget for 2016 then it was sent for consideration of Legislative assembly. It agrees to the departmental expense structure given in the project, for 2016 the budget of Committee on informatization and communication should make 6.6 billion rubles that is 2.7 billion less than the budget of 2015.

The main cost reduction is the share of article on purchase of the automation equipment and the software: in 2015 on it 2.6 billion rubles were provided, and in 2016 it is offered to select 689 million rubles. For 2015 to Committee additional resources of about 2 billion rub which main part fell on the same item of expenditure were allocated.

For 2015 to Ivan Gromov's committee initially were going to select the budget comparable to planned for 2016

Significant cost reduction is planned also for the capital investments on the industry "Communication and information science" according to address investment program - from 793 million rubles to 270 million rubles. Among other articles under which expenses are cut down, - ensuring development of the state information systems of St. Petersburg (approximately on 119 million rubles) and actions for payment of the postage connected with sending protocols on administrative offenses and control of payment of the imposed penalties (approximately on 130 million rubles).

Some articles for which funds in 2015 were allocated in departmental expense structure for 2016 are absent at all. For example, expenses on development of the UEK project in St. Petersburg and on actions for development of material and technical resources of organizations of service of emergency medical service in St. Petersburg. As for the last, these actions were supposed to be completed in 2015. At the same time, under some articles expenses in 2016 are going to be increased. For example, on operation of the state information systems of St. Petersburg - from 525 million rubles to 602 million rubles.

"Now in connection with effects of the international financial crisis work on expense optimization of executive bodies of the government of St. Petersburg is conducted. The matter did not avoid also Committee on informatization and communication. In the current conditions there is the second wave of sequestering of the budget", - told TAdviser in Committee of informatization and communication of St. Petersburg.

Representatives of Committee noted that since 2012 for the purpose of increase in efficiency of expenditure of means pursue policy of centralization, consolidation and unification of the software and hardware tools which are used in state agencies of the city. These conversions allow to minimize hardware costs and technical support.

In the same purposes work regarding administration management is conducted by informatization processes: work on normative regulation and regulation of expenses on ADP equipment, taking into account regulations of security with it of employees, depreciation of ADP equipment and compliance to the selected amounts of financing.

Transition to regulation of cost of service of the state information systems will become the next step, according to representatives of Committee, that is especially relevant taking into account the current transfer of the city systems to the centralized cloud storage - regional DPC. In it as in a uniform point the state systems for increase in effective management of information space and cost reduction thanks to their centralized service should be placed.

Besides, in 2015 the park of the equipment in all public authorities of the city was significantly updated: for the last half a year the Committee on informatization and communication bought more than 10 thousand units of computers and peripheral equipment. Representatives of Committee told TAdviser that it will allow specialists to use for several next years the latest ICT for increase in efficiency of work.

"Now in connection with instability of economic courses, volatility of the world markets and expense optimization of public authorities it is necessary to adhere to the set motion vector in order that taking into account limitation of financing to execute the tasks set by the management of the city within current commitments before the population of St. Petersburg", - summarized in Committee of informatization and communication.

2015: Increase in the IT budget up to 9.3 billion rub

In June, 2015 the Governor of Saint Petersburg Georgy Poltavchenko signed the law providing adjustments of the city budget for 2015 and for planning period of 2016 and 2017. According to it, the budget of the Committee on IT and Communication of St. Petersburg for 2015 will make about 9.3 billion rubles, data on the website of Committee of finance of the city are provided.

The IT budget of St. Petersburg increases against the background of reducing costs of public transport and municipal services

Earlier, according to the law on the budget of St. Petersburg for 2015 and planning period of 2016 and 2017 approved in November, 2014, IT committee in 2015 it was going to select 7.21 billion rubles. At the same time in earlier, September bill on the budget it was talked of a smaller amount - about 6 billion rubles.

The Committee on informatization and communication will direct the main part of additional budgetary funds to purchase of the automation equipment and the software, follows from a withdrawal of Accounts Chamber of St. Petersburg on the concept of the bill on changes of the budget. Financing limits were also increased by design and development of a single multiservice telecommunication network of St. Petersburg.

Along with increase in budgetary appropriations for IT committee on separate articles in 2015, under some other articles expenses on informatization are cut down. For example, on actions for development of material and technical resources of organizations of service of emergency medical service in St. Petersburg and also on operation, development and upgrade of a city automated system of fixing of violations of traffic regulations and control of payment of the imposed penalties.

Follows from a withdrawal of Accounts Chamber that the Committee on informatization and communication became one of four main managers of budgetary funds of the city whose budget for 2015 increases. Budgets of other structures managers of budgetary funds of St. Petersburg are reduced: in total - more than on 25 billion rubles. Among the directions in which costs in 2015 are reduced, - public transport, the general education, municipal services, etc.

2014: Income of the management: the leader is a head of department Elena Yachmeneva

Follows from the published data on the income and property of leadership team of the Committee on IT and Communication of St. Petersburg published in May, 2015 that in 2014 the Chairman of the Committee Ivan Gromov earned 1.569 million rubles. In comparison with 2013 its income practically did not change. At the same time, the income of the spouse of Gromov for the same period grew more than by 2.5 times - from 1.5 million rubles to 4 million rubles.

Annual earnings of the Chief information officer of St. Petersburg were approximately five times lower, than at the head of Committee of IT of MoscowArtem Yermolaev who for 2014 declared 8.196 million rubles, having increased the income by 20%.

The highest income at the end of 2014, with a big separation from colleagues, in committee was declared by the chief of department of interaction with authorities and the organizations by providing the public and municipal services Elena Yachmeneva: she earned more than 6 million rubles. The income of the first deputy chairman of IT committee of St. Petersburg Denis Chamara grew up a little, up to 1.754 million rubles, as well as Gromov's deputy of Andrey Sokolov who in 2014 earned 1.569 million rubles.

The new deputy of Ivan Gromov Andrey Nikolsky who held this post at the beginning of 2015 in 2014 gained income in 1.3 million rubles. According to the data on income and property of heads of the Committee on IT and Communication of St. Petersburg published in May, 2014, annual earnings of the Chairman of the Committee Ivan Gromov increased by 555 thousand rubles, to 1.539 million rubles.

Ivan Gromov's spouse who in 2012 did not make a financial contribution to the family budget at the end of 2013 declared income in 1.5 million rubles. Thus, total family revenues of the chairman of IT committee grew approximately by 3 times.

Regarding ownership of property the situation did not change: in use of the chairman of IT committee the apartment with a total area of 140 sq.m. and a share in the apartment with an area of 136 sq.m. is registered, and his spouse has an apartment of the similar area and a share in the apartment with a total area of 80 sq.m.

It is remarkable that the annual income of the Chief information officer of St. Petersburg at the end of 2012 was lower, than at most of his subordinates – vice-chairmen of committee and chiefs of the managements which are a part of committee.

So, the deputy chairman of IT committee Denis Chamara for 2012 declared income in the amount of 1.266 million rubles, about 343 thousand rubles for the same period were earned by his spouse. Besides, in Denis Chamara's family there is a car issued on the spouse. Other deputy of Gromov - Roman Pankov - in a year earned 1.280 million rubles.

Most from the management of IT committee of St. Petersburg in 2012 the chief of analytical management Andrey Sokolov who declared income in the amount of 2.464 million rubles earned.

It should be noted that the income of the Chief information officer of the Northern Capital of Russia at the end of 2012 was approximately five times lower, than his Moscow colleague Artem Yermolaev: the last for the same period earned 5.2 million rubles. Reduction of the IT budget from 5 to 4.3 billion rub

In 2011 the budget of the Committee on IT and Communication of St. Petersburg made about 5 billion rubles, and in 2012 - about 4.3 billion rubles. In 2012 the IT budget of St. Petersburg was exposed to severe criticism from party "Apple" which noted impossibility to check rationality and justification of these expenditure and also considered that the price of purchase of IT component parts of the city is overstated in comparison with retail prices.
