The consolidated heat power company was created in 2013 as a division of Rosatom, the asset manager not atomic power and utilities.

In a guidance loop of Quality Department there are five combined heat and power plants (in Dimitrovgrad, Krasnokamensk, Glazov, Seversk and Novouralsk), 69 boiler houses and 13 thousand km of networks of power supply across all Russia.

In 2016 Quality Department transferred to the control JSC Vetro OGK which became the winner of competition on construction in Russia of 26 objects of wind generation with a total power of 610 MW. As the technology partner of Quality Department the Dutch company Lagerwey performs with forty years' experience of development and production of wind turbines.

Strategic tasks of Quality Department include localization of production of wind power units, construction and operation of wind farms and also an exit to the international "wind" markets.
