The technical committee 194 "The cyber-physical systems" is created based on RVC in 2017. The collegiate organ acts as the platform for development of digital economy and NTI due to development of standards of digital technologies for the new perspective markets: Internet of Things, "Big Data", "smart cities", "smart production".


The committee integrates the leading scientific and public organizations, the technology companies, non-profit organizations of developers of the equipment and the software. Among participants – Gazprom Neft, Rostelecom, Angstrem T, "RUSSOFT", MSTU of N.E. Bauman, Higher School of Economics National Research University, of MSU, etc.


2019

The Russian standards of Internet of Things NB-Fi, LoRaWAN RU and OpenUNB will become compatible to international

The protocols standardized at the national level Internet of Things (IoT)NB-Fi, LoRaWAN RU OpenUNB will also be included in the draft international standard of compatibility of systems IoT/IIoT. Such decision was made in November, 2019 at a meeting of subcommittee of International Organization for Standardization (International Organization for Standardization, ISO) and the International Electrotechnical Commission (International Electrotechnical Commission, IEC) in the field of Internet of Things, last century St. Petersburg. Submission of drafts of preliminary national standards in the field of IoT and IIoT

On June 24, 2019 the Technical committee "Cyber-physical Systems" at Rosstandart submitted for public discussion drafts of preliminary national standards (PNST) in the field of Internet of Things and industrial Internet of Things. RVC acted as the initiator of development of documents.

On technology of industrial Internet of Things (industrial internet of things, IIoT) offers the draft standard "Information technologies. Industrial (industrial) Internet of Things. Terms and determinations". According to RVC the document will allow to set in Russia the commonly accepted terminology in the field of IIoT and to unify its interpretation that in turn will facilitate interaction of different market participants, including customers and suppliers of technological solutions. In total the draft standard contains about 150 terms and their determinations among which there are determinations of key technical categories, characteristics of the power of attorney and security and also categories of compatibility and interaction of the systems of the industrial Internet.

On technology of Internet of Things (internet of things, IoT) offers the draft standard "Information technologies. Internet of Things. Compatibility of the systems of Internet of Things. Part 1. Structure. The document defines structure of functional compatibility of the IoT systems. The approval of the standard will promote successful interaction of different types of the systems of Internet of Things and their components among themselves and also to ensuring free exchange and sharing of information with these systems. The functional compatibility is a necessary condition for development of technology of Internet of Things both in industrial, and in a consumer sector, emphasized in RVC.

Public discussion of drafts of standards will last till September, 2019. Adequate notices are posted on the website gost.ru. Upon completion of public discussion documents will be submitted for approval in Technical committee "Cyber-physical Systems" and submitted for approval in Rosstandart.

The Russian experts became coeditors of the international standard of Internet of Things in the field of security

On June 11, 2019 it became known that the Technical committee representing the Russian Federation 194 "The cyber-physical systems" of Rosstandart, created based on RVC, received the status of the coeditor of the international standard ISO/IEC of technology of Internet of Things. Read more here.

In Russia the draft standard of the LoRaWAN protocol is developed for the market of Internet of Things

The technical committee "Cyber-physical Systems" at Rosstandart submitted in May, 2019 the draft of the preliminary national standard (PNST) "Information technologies. Internet of Things. The exchange protocol for high-capacious networks with a big range and low power consumption". The document is developed with the assistance of RVC and Association of participants of the market of Internet of Things (AIV) and is submitted for public discussion.

The developed standard defines the network protocol and system architecture of LoRaWAN network (Long Range Wide Area Networks) optimized at the national level for mobile and stationary end devices with battery power supply. Distinctive feature of this protocol is the high energy efficiency, a possibility of data transmission on long distances, capability to keep in bidirectional contact and also flexible adaptation of bandwidth. The standard also supports the Russian cryptographic algorithms that allows to provide the necessary security level of data transmission. In a basic configuration LoRaWAN network "the star from stars" (star-of-stars) in which gateways relay messages between end devices and the central server of network has topology. The server of network routes packets from each device on the corresponding application server, i.e. devices (sensors, counters and sensors) interact with the base station directly. Such system of creation of network well proved in the world at creation of the systems of city and regional scales.

The Russian market of Internet of Things grows annually in range of 15-20% and has the high potential for further growth. IoT technologies are also among "end-to-end technologies" of the National technology initiative and the Digital Economy program. Today wireless protocols of the LPWAN family are a part of applications for management of power, municipal services, transport infrastructure and find the application in agriculture, the extracting and petrochemical industry and other industries. One of the most perspective markets of use of the LoRaWAN standard — housing sector, in particular the market of wireless control systems and accounting of utility resources.


The draft standard LoRaWAN is submitted for public discussion which will last within three months. The adequate notice is posted on the website gost.ru[1]. After that the draft standard will be submitted for approval in Technical committee "Cyber-physical Systems" and submitted for the approval in Rosstandart.

In ISO/IEC supported the offer of "The cyber-physical systems" on development of the standard on AI in Russian

On April 16, 2019 it became known that the subcommittee of ISO/IEC on standardization in the field of artificial intelligence supported the offer of the Technical committee "Cyber-physical Systems" created based on RVC on development of the standard "Artificial intelligence. Approval of the preliminary national standard of Internet of Things of NB-Fi

The Federal Agency for Technical Regulation of Metrology (Rosstandart) on representation of technical committee 194 "The cyber-physical systems", created based on RVC, approved the preliminary national standard "The Protocol of Wireless Data Transmission on the basis of Narrow-band Modulation of a Radio Signal (NB-Fi)". 2018

International standards will be developed for Internet of Things in Russia

In 2019 Russia will become the platform for development of international standards in new area of development – Internet of Things. Such decision was made in May, 2018 by representatives of International Organization for Standardization (ISO/IEC) at a meeting in Berlin. Technical committee 194 "The cyber-physical systems" together with JSC RVC and PJSC Rostelecom will become organizers of work at the Russian side.

The special-purpose committee of ISO/IEC entrusted Russia the right to carry out the next stage of work on international standards of Internet of Things. According to the solution of the organization, in 2019 in the Russian Federation there will take place the meeting of the international committee ISO/IEC in which the Russian experts will take active part. The solution became result of the general active actions of the Russian companies in the market of technology innovations. In particular, shopping Mall Kiber-fizicheskiye sistemy, RVC and Rostelecom successfully develop normative and technical regulation for the "Digital Economy of the Russian Federation" program.

The solution to carry out the next stage of work on international standards to the Russian Federation was defined also by perspectives of our country in development of new technologies. According to International Data Corporation analytical company, in Central and Eastern Europe Russia is the largest market to which share about a third of equipment expenses, the software and services in the field of IoT falls.

According to the experts, in 2017 investments into technology Internet of Things in Central and Eastern Europe reached $9.7 billion. In 2018 growth to $11.2 billion is expected (for 15.5%). On the Russian market from this amount, according to forecasts, nearly $4 billion Daley is necessary Poland ($2.6 billion) and the Czech Republic ($1 billion) follow. The most part of expenses in the field of Internet of Things in three countries are the share of production and transport sectors. On the second place of investments in Russia - a cross-industry complex, then there are house IoT-projects (the smart home, etc.).

Standardization of Internet of Things, "smart cities" and "artificial intelligence"

Exactly a year later after creation of technical committee on standardization No. 194 Cyberphysical systems (the shopping mall 194), in the second half of March, 2018 signs the order of Federal Agency for Technical Regulation of Metrology (Rosstandart) on expansion of sphere of activity of committee. Activity of shopping mall 194 which secretariat functions based on the joint-stock company"RVC", extends to standardization of technologies now: "Internet of Things" (Internet of things), including "Industrial Internet of Things" (Industrial Internet of things), "The smart cities" (Smart cities), "Big Data" (Big data), "Smart production" (Smart manufacturing) and also "Artificial intelligence" (Artificial intelligence).

The technology directions in which the shopping mall 194 is engaged belong to the category of the "end-to-end technologies" extending the influence on all spheres of human life and also have the special importance for digital transformation of the industries of national economy. End-to-end technologies correspond to priorities of "The strategy of scientific technology development of the Russian Federation" and are directed to reduction of lag of Russia from world technology leaders and also promote effective investment into the sphere of science and technologies, security of the country.

The shopping mall 194 works on a number of national standards among which:

  • GOST P "Information technologies. Internet of Things. Terms and determinations",
  • GOST P "Information technologies. Internet of Things. Reference architecture of Internet of Things and industrial Internet of Things",
  • GOST P "Information technologies. Internet of Things. The exchange protocol for Internet of Things in a narrow-band range (NB-FI)".

The technical committee on standardization 194 Cyberphysical systems integrates the leading scientific and public organizations, the technology companies, non-profit organizations of developers of the equipment and the software. Initiators of inclusion of the new direction in activity of shopping mall 194 steels of JSC RVC, FGAOOU WAUGH ITMO University and Fund of perspective researches.

2017: Creation

On April 18, 2017 it became known of creation in Russia of committee on technical regulation of new technologies. The new structure which received the name "Cyber-physical Systems" is created by Rosstandart.

Participants of "The cyber-physical systems" will develop standards in the field of Big Data, Internet of Things and  the smart cities taking into account the international requirements. Lobbying of interests of the Russian developers at world level is also among tasks.

Representatives of several  Russian universities,  scientific centers and  companies (Rostelecom, Gazprom Neft, Angstrem T) and also Russoft and Russkoye biometricheskoye obshchestvo non-profit partnerships were a part of committee. The Chairman of the Committee selects the head of corporate development of RVC Nikita Utkin.

According to him, the Russian companies need to fix the competitive advantages by instruments of the international standardization as the full-fledged ecosystem of the technology market only this way can develop.

The director of technology development of the Internet Initiatives Development Fund (IIDF) Sergey Alimbekov is sure that the committee on the cyber-physical systems will help market participants to agree, having allowed even to small developers to create the competitive solutions which are easily integrated with the unrolled IT systems.[3]
