the First meeting of subgroup "Digital technologies of management of development of territories and urban policy"

On August 8, 2019 it became known that with assistance of ANO Tsifrovaya economika the first meeting of subgroup "Digital technologies of management of development of territories and urban policy" of the Working group on communication digital economy the Communications, direction, the State Council took place on August 6, 2019.

As it was reported, the working group of the State Council "Communications, communication, digital economy" is created according to the order of the President of Russia in December, 2018. The analysis and assessment of results of implementation of regional projects, identification of best practices, preparation of the offers directed to improvement of activity of public authorities of the subjects of the Russian Federation became the main objectives of subgroup "Communications, communication, digital economy" which was headed by the Head of Department of digital development of the Voronezh region Dmitry Proskurin.

At the first meeting more than 30 participants of subgroup – representatives of the Government of the Russian Federation, federal agencies, regions and experts – considered practice of maintaining in regions of geographic information systems taking into account legal and technical aspects, discussed preparation of offers on making changes in 431-FZ "About geodesy, cartography and space data" regarding maintaining regional fund of space data. Participants of a meeting also agreed to create key indicators of assessment of effectiveness of implementation of digital technologies for the "Digital Technologies of Management of Development of Territories and Urban Policy" direction.

The chief architect of the Moscow region Aleksandra Kuzmina shared experience of the region in which for August, 2019 in the town-planning sphere 30 services are provided, at the same time all regional and municipal services and also 60% federal, are transferred to an electronic form.

At a meeting of subgroup told about stages of creation of a regional information system of ensuring town-planning activity the associate director of department of informatization of the Tyumen region Stanislav Loginov, having noted that this solution was taken as a basis of the systems by nine subjects of the Russian Federation.

The director of regional policy of ANO Tsifrovaya economika Alexander Zorin in the performance emphasized that issues of space development of territories, town-planning activity, including questions of formation of fund of space data, creations, functioning of the state, municipal geographic information systems, ISOGD, really are essential for the sphere of the public and municipal administration.

According to the results of a meeting participants agreed to initiate scientific and technical works on updating of requirements to geodetic and cartographic works and activities for reduction of excess requirements regarding use of cartographic materials by preparation of documentation for entering of data into EGRN, to review the principles and an order of cartographic providing the territory of the country taking into account the doctrine of the created regional funds of space data and standards of information modeling of objects and also to create "card" of best practices to provide it on the State Council till November, 2019.[1]

Formation of the industry working group "Digital Transformation of the Oil and Gas Industry"

On July 26, 2019 it became known what Minenergetiki RUSSIAN FEDERATION with the assistance of the key companies oil and gas of a complex (oil and gas company) created on the platform Digital economy of ANO industry working group (IWG) "Tsifrovaya transformation neftegazovoy otrasli" which will become industry Competence Center within the departmental project power"Digital". It is expected that by October, 2019 ORG will approve the directions and basic scenarios of digital transformation of NTK.

According to the signed meeting minutes concerning creation of the industry working group on digital transformation of the oil and gas industry which took place under the chairmanship of the Deputy Minister of Energy of the Russian Federation Pavel Sorokin with participation of representatives Ministry of Industry and Trade Russia Ministry of Natural Resources of Russia, economy ANO Tsifrovaya, the oil and gas companies and expert community, ORG will create the card of digital transformation of NTK, options of development of the industry and costs for digitalization, will define the most significant technological solutions and scaling options of pilot projects. Besides, ORG will prepare legislative offers for implementation of modern technologies in NTK, will develop professional standards for training and the detailed plan of Digital energy.

According to the draft of the plan of activity of ORG, until the end of 2019 ORG, the Ministry of Energy, the Ministry of Natural Resources and Environmental Protection of the Russian Federation and Minpromtorg of Russia should develop offers for digital transformation of NTK and define the key directions of its plans. The working group and departments should decide on priority pilot projects and on the directions of support of import substitution in this sphere.

ORG, the Ministry of Energy, the Ministry of Natural Resources and Minpromtorg are going approve the concept of digital transformation of NTK of Russia and actions plans in the directions of "A digital oil and gas industry" in December, 2019.

The director of the industry directions of ANO Tsifrovaya economika Pavel Anisimov considers that the working group will allow to connect resources which are put in the Digital Economy national program, with requirements of the oil and gas industry and to attract competences of technology business to solving of tasks of its transformation.

Project development of a financial support of domestic software developers

On July 10, 2019 there was information that domestic software developers can receive government subsidies of about 15 billion rubles. The corresponding project is prepared by the working group on the Information security direction at ANO Tsifrovaya economika. Authors of the idea did not specify the exact amount.

Only that is known, only a third of this amount, within 5 billion rubles, will be selected from the federal budget whereas the planned volume of off-budget financing can reach 10 billion rubles. Sources of these funds for the moment of the publication of material were not disclosed. According to ANO, money is supposed to be directed as to creation new, and upgrade of already existing software developed by domestic specialists and the companies. Developers, authors of the document believe, can expect receiving the specified amount of the period till 2021.

Developers of the project work on final changes to the document. It is supposed that it will be approved until the end of July, 2019 and at once it is sent in the Ministry of Telecom and Mass Communications.

The document describing all mechanisms of support of developers was submitted by the head of the working group and the president of Infowatchnatalyey group Kasperska. After discussion the decision on introduction of completions in detailing of target subsidies for purchase of OS and crediting of customers for transition to domestic automatic design systems was made.[3]

The decision on creation of the working groups on the digital industry, education and health care is approved

The supervisory board of the Digital Economy organization which meeting took place on June 27, 2019 in Moscow, approved the decision on creation of the industry working groups (IWG) on the digital industry, digital education and digital health care, as well as selected candidates of their cochairmen from business.

It is supposed that all industry working groups will begin work in the third quarter 2019. By this moment regulations on functionality of the working groups will be approved, work plans until the end of the year are created and also members organizationalB them will be defined the most competent representatives of industry business having examination in issues of digitalization are included.

Among the most perspective activities of the industry working groups verification of actions plans on digital transformation of the corresponding industry, formation of requests of industry communities for access to national program resources and also generalization and verification of the best domestic and foreign the practician of industry transformation are considered.

Each of the created ORG was headed by co-directors from states and from business. The deputy became the co-director of ORG on the digital industry from the state Minister of Industry and Trade of the Russian Federation Oleg Bocharov, the co-director from business – the director of special orders Rostec of Group Vasily Brovko.

ORG by digital education from the state was headed by the deputy minister of education Rfmarina Rakova. The CEO of LLC Yandex Elena Bunina and the CEO of 1C Company Boris Nuraliyev will work with it in the rank of co-directors.

The deputy Minister of Health of the Russian Federation Elena Boyko and the chief executive officer on the industry of health care Sberbank of PJSC Yury Krestinsky became co-directors of ORG on digital health care.

Became QIWI the cofounder of ANO Tsifrovaya economika

The representative of the company also was a part of the working group on normative regulation. Necessary documents already underwent approval in the Ministry of Justice of the Russian Federation.

The QIWI will be able to make the contribution to formation of the new regulatory environment, thanks to inclusion in the working group on normative regulation. In addition to the group improving regulation mechanisms, representatives of business also take part in work on the following directions: the personnel for digital economy, information infrastructure, information security, digital technologies, and digital public administration.

Entry of VTB into the list of founders of ANO

On April 16, 2019 the VTB bank announced entry into the list of founders of ANO Tsifrovaya economika. The decision on it is made by governing bodies of bank and ANO. At the time of the publication of the message necessary documents are registered by the Ministry of Justice of the Russian Federation.

According to the statement of bank representatives, inclusion in the list of founders of ANO will allow VTB to conduct productive dialogue with the state and to participate in adoption of key solutions on development of the advanced digital technologies.

ANO Tsifrovaya economika is the main platform for dialog of the state and business community concerning the development of general strategy and implementation provided by the national program "Digital Economy of the Russian Federation".

Within implementation of the national program representatives of business participate in work on six federal projects: the personnel for digital economy, information infrastructure, information security, digital technologies, normative regulation, digital public administration.

The digital profile of the citizen will begin with service of bank loans

Service of providing a bank loan without filling of questionnaires and presentation of paper documents can become a pilot project of start of a digital profile of the citizen. It follows from the concept in general approved by the working group "Normative Regulation" at ANO Tsifrovaya economika which meeting took place on February 6, 2019 on the platform of the Ministry of Economic Development of the Russian Federation.

The digital profile of the citizen created within the federal draft "Information Infrastructure" of the Digital Economy national project allows to get data access of the state information systems. The citizen will be able to agree to provide these data to any organization – state or commercial (using the smartphone or the computer). The existing concept of "A digital profile" developed the Ministry of Telecom and Mass Communications and the Bank of Russia together with Rostelecom company, in general is approved by the Government of the Russian Federation, for February, 2019 single questions are improved and also — in frames of the Normative Regulation direction — it is going to prepare the bill providing creation of the Digital profile. Earlier, in January, the concept was considered by experts of the working group on the Digital Public Administration direction.

The working group in general supported the concept of the Digital profile. The digital profile provides creation of convenient and safe infrastructure which will allow citizens to manage the data and to provide access to them online. Within a pilot project with the consent of users to banks (participants of Fintech association) it is going to provide their checked and up-to-date data which are stored in the state information systems for filling of the loan application and holding a procedure of scoring online. To the citizen will be to come into a special application enough and to permit bank to get access to a data set about itself. In the application including it will be provided offline - access to the data which are stored in the Digital profile — to passport data, the Insurance Number of Individual Ledger Account, etc. The citizen, for example, will be able to show to the traffic police officer information on the driver's licenses (their reality, the available categories), without having at himself documents. According to the draft of the concept, the Digital profile will be constructed as a part of the Unified identification and authentication system — a Unified identification and authentication system in which data of users of service of Gosuslug are stored. At the same time work with them will essentially change: for February, 2019 each user fills out personal data, requests on Gosuslugakh and waits for accomplishment, with a digital profile data on the user will be autocompleted and have the legal importance, i.e. will be able to be used when forming white papers.

In practice the Digital profile will allow to implement super-services using which the state itself will offer services when they are necessary. For example, obtaining the certificate of birth already in maternity hospital, providing privileges and maternity capital. So the Digital profile will independently create and will offer the services relying under the law which it will be to confirm in one click enough, representatives of ANO Tsifrovaya economika explained. Thus, it will be possible to receive automatically privileges and tax deductions about which citizens did not even know.

Development of requirements to infrastructure of the Digital profile, according to the federal draft "Information Infrastructure" of the Digital Economy national project, is going to be performed from April to July, 2019; the term of creation of infrastructure — from July, 2019 to December, 2020.

The bill of independence of the Russian developments based on third-party software

The software products processed on the basis of third-party software will be able to be considered as independent solutions. On January 25, 2019 reported about it to TAdviser in ANO Tsifrovaya economika. Creation of the visual navigator according to the national program "Digital Economy"

On January 15, 2019 it became known that the visual navigator according to the national program "Digital Economy of Russia" is created.

"The scheme of the movement to digital economy" displayed the maintenance of several honeycombs pages of the national program on one card. The Tsifrovaya economika (ANO) organization published the electronic "Scheme of the movement to digital economy"[4]. It is the navigator which in a format of the transport card displayed the main routes of six directions of the national program:

  • "Information infrastructure",
  • "Information security",
  • "Digital technologies",
  • "Personnel for digital economy",
  • "Normative regulation",
  • Digital public administration" and also their intersections.

The scheme of the movement to digital economy

The directions reflect logic of implementation of the national program: "stations" correspond to the key actions planned during the period till 2024 inclusive. The scheme of the movement also contains the key target indicators of the program which should be reached within the forthcoming five years.

For example, according to the national program, in 2024 100% of socially important infrastructure facilities will be connected to the Internet; the share of the households provided with the Internet will reach 97%; 100% of priority public services and services will be provided remotely, without the need for personal presence of the citizen thanks to what two thirds of situations of interaction of the state with citizens and business completely will pass into online.

In addition "The scheme of the movement to digital economy" contains the glossary explaining concepts and abbreviations which accompany process of digital transformation. For example, NSUD – a national data management system, CDO – Chief Data Officer.

Bills which require priority approval by the State Duma are called

The supervisory board of ANO Tsifrovaya economika called bills which require priority approval by the State Duma what became known on December 10, 2018.

The supervisory board of Tsifrovoy economiki (ANO) discussed results of legislative activity within the Digital Economy of the Russian Federation program. The list of key bills which fastest approval by the State Duma business considers priority is as a result defined.

Representatives of the Russian President Administration, Government of the Russian Federation, Ministry of digital development, communication and mass communications, both chambers of the Russian parliament and leading companies of digital economy who are a part of founders of the organization took part in work of the Supervisory board. The packet of bills which is aimed at updating of Civil and Labour codes and also the current legislation about information and data protection, the electronic signature, an electronic notariate and some other the measures contributing to the development of digital economy was provided to them.

In a discussion rezulta its participants designated priorities of adoption of bills by the State Duma proceeding from their importance for development of digital economy. The number of the most significant, according to business, included four bills. They are directed to determination of digital rights, regulation in the field of crowd funding, implementation of notarial services online, legalization of electronic transactions and smart contracts.

Regulation of the sphere of crowd funding will create additional methods of implementation of investments into business projects through kraudplatforma, will provide transparency of these processes and protection of the rights of participants of transactions.

Legislative design of electronic office-work in a notariate will reduce for all participants of process of costs of time for the certificate of documents and transactions.

Implementation of electronic transactions will allow to sign agreements by means of exchange of electronic messages instead of paper documents. Legalization of smart contracts will allow to implement in practice agreements in which execution of essential conditions (for example, the diagram of payments) in the automatic mode is controlled and perform computer programs.

According to the results of discussion the packet of the most priority bills is defined. From them which concern digital assets, crowd funding, an electronic notariate and smart contracts it is important to accept those in the current autumn session or at the very beginning of the spring session of 2019. Bills of the electronic signature and electronic archive are also important, and after the remained approvals is going to work densely with the State Duma to accept them in a spring session.

Concerning regulation of electronic personnel labor document management, the decision on which implementation is not made yet, representatives of business suggested to organize the corresponding pilot projects within the organizations. The initiative in general was supported by representatives of federal executive authorities and the Governments of the Russian Federation.

Support of a RANEPA in opening of rates on management of digital transformation for officials

On October 18, 2018 the Russian Russian Presidential Academy of National Economy and Public Administration (RANEPA) with assistance of ANO Tsifrovaya economika and in cooperation with Analytical center at the Government, Centre for Strategic research, Sberbank and other companies will open the program of advanced training for the government employees of regional and federal level responsible for digital development and conversions within the Digital Economy national project, so-called Chief Digital Transformation Officer (CDTO). Russia can permit to use far off library digital textbooks

In the Russian libraries the service of remote and non-paid providing electronic copies of scientific and educational literature can appear. The relevant bill was approved by experts of the working group on normative regulation at ANO Tsifrovaya economika which meeting took place on June 27, 2018 on the platform of the Ministry of Economic Development of the Russian Federation. Methodological development approaches of model of competences are considered

On the working group on the Personnel and Education direction at ANO Tsifrovaya economika which took place on June 21, 2018 under the chairmanship of the founder of 1C company Boris Nuraliyev approaches to formation of the concept of model of competences which will become a basis of digital transformation of the educational and personnel sphere in Russia were considered.

The document was prepared by expert advice of the "Model of Competences of Digital Economy" direction of competence center of the Digital Economy of the Russian Federation program integrating more than 100 experts from the Ministry of Public Education of the Russian Federation, the Ministry of science and the higher education of the Russian Federation, Ministry of Labor and Social Security, Mobile Electronic Education company, ASI, Sberbank, the union "Young professionals" (Vorldskills Russia), ANO Corporate University Russian Railway.

The document submitted on the working group describes methodological development approaches of model, classification of competences, to education personalisation, development of spheres of professional activity in the conditions of digital economy.

At a meeting of the working group the decision to include in key indicators of results of activity of the direction number of the people who entered to the university on IT specialty is also made. According to preliminary estimates, it should increase from 46 thousand in 2017 to 120 thousand in 2024.

Research of the export potential of domestic custodial services and data processing

As it became known on May 23, 2018, the technical project on a complex research of the export potential of domestic custodial services and data processing with determination of the stimulating measures for acceleration of development of infrastructure and the market of services of data centers is approved on May 18 at a meeting of the working group on the Information Infrastructure direction at ANO Tsifrovaya economika. The document is developed by Rostelecom company as competence center of the direction.

According to the technical project in a research the main directions of development of infrastructure of storage and data processing in Russia and in the world will be defined, barriers and measures of state support for development of export-oriented custodial services and data processing and cloud services are considered, competitiveness analysis of the Russian service providers of data centers is carried out. Development of "road map" on formation of the "Virtual special economic zone" aimed at creation of economic conditions for explosive development in Russia of the industry of storage and data processing will become a key result of a research.

For example, revenue of Rostelecom as the operator of data centers, largest in country, in the first quarter 2018 in this segment grew by 32% year-on-year. But the key question defining the future – whether will be the Russian market local or we will manage to make the international expansion. Creation of non-profit organization. The head is Evgeny Kovnir

By ANO Tsifrovaya economika it is created in September, 2017 for participation in program implementation of development of digital economy of Russia and will provide interaction between business, expert communities and public authorities when implementing the Digital Economy program. ANO Evgeny Kovnir who was responsible in the Agency of Strategic Initiatives (ASI) for the National technology initiative earlier headed.

Among founders there is ANO:

"Our large companies actively help the innovation startups, the big enterprises. To structure this work, we are going to create autonomous nonprofit organization "Digital Economy" — the prime minister Dmitry Medvedev said.

ANO should create requests from business, carry out monitoring of the Digital Economy program, estimate efficiency of program implementation and also to become the advisory body of management defining strategic and technical issues.
