History

The state system of protection of the population and territories from emergencies of different character originates from local air defense (MPVO) formed in the USSR in 1932. In 1961 MPVO is transformed to civil defense of the USSR. In the 80th years of the 20th century sharply there was a question of warning and emergency response of natural and technogenic character, on the effects of the military conflicts, comparable to effects. On December 27, 1990 the Russian body of rescuers as the state committee of RSFSR is formed. In January, 1994 the Ministry of Civil Defence, Emergencies and Disaster Relief of the Russian Federation is created.

Ii.Soderzhaniye 1. Archive materials about the history of emergence, change of structure, functions and practical activities of GU GOCHS across the Omsk region. The headquarters of MPVO of Omsk was organized in 1949 when the II category was appropriated to the city. In the headquarters of MPVO there were 9 officers – the chief of staff major Kozlov K.M., the deputy for a political part captain Shishkov I.I. In 5 urban areas there were officers – chiefs of headquarters and on one officer of an operational part. The headquarters of MPVO of the Omsk region was organized on September 15, 1955. The major Saltykov V.S. was the chief of staff of MPVO of area. In the headquarters of area there were only 7 officers and civilians. The headquarters of GO of the Omsk region is created on February 1, 1962 numbering 9 officers and 15 people of the serving SA. Its tasks came down to protection of the population and territories against military threats using weapons of mass destruction. In 1965 courses of civil defense of area numbering 4 people of the military personnel are created. In June, 1966 the regional school DOSAAF was transferred to the headquarters of GO of area. Since October 1, 1966 at the headquarters of GO of the Omsk region management 1046 of the separate mechanized regiment GO USSR numbering 9 officers, 3 sergeants, 3 employees was organized. In 1967 courses of civil defense in the city of Tara were created. On August 30, 1971 management 1046 of the separate mechanized regiment was defunct. In 1973 the headquarters of civil defense of area began to hereinafter be referred to: "Headquarters of civil defense of the Omsk region and city of Omsk". 11 officers were its part. 1977 – is created the certain headquarters of civil defense of the city of Omsk numbering 4 people. On April 26, 1986 at 1 hour 23 min. 40 sec. at a planned stop of the fourth power unit on the Chernobyl NPP there was an accident. Among liquidators of effects of accident active part was taken by staff officers for GOChS of the Omsk region and the city of Omsk. Since July 1, 1992 courses of civil defense of Omsk were created. In 1992 according to the decision of the Government of the Russian Federation it was created from the Omsk region and humanitarian aid to the population of the Chechen Republic which was injured during military operations is sent by two boards of SILT-76. On July 1, 1994 according to the order of Emercom of Russia No. 107 of 3/21/1994 and the Resolution of the Head of administration of the Omsk region of 7/6/1994 No. 331-p the Omsk regional search and rescue service of the Ministry of the Russian Federation for civil defense, to emergencies and natural disaster response is created. The search and rescue service of the Omsk region is intended for the organization and carrying out rescue and other urgent works in emergencies of natural and technogenic character and is a part of a territorial subsystem of the Omsk region. The service is certified for accomplishment of rescue and other urgent works in emergencies: In search and rescue service it is organized and the round-the-clock watch by structures of duty shifts is conducted. When obtaining information on emergency the task force as a part of 3 rescuers is ready to leave almost immediately to the area of emergency for carrying out ASDNR. Participation of rescuers of PSS in mitigation of consequences large emergencies From May 29 to June 11, 1995 rescuers of the Omsk PSS took active part in mitigation of consequences of an earthquake in the item Neftegorsk Sakhalin Island. During works 11 people are saved, 102 corpses are taken from blockages, the dining room for victims is built. During rescue operations all participants showed dedication, high professionalism and aspiration to carry out an assigned task. Especially caused a stir:

  • Terentyev Victor Alekseyevich is a rescuer of 1 class;
  • Shakurin Sergey Petrovich is a rescuer of the international class;
  • Rotanov Igor Anatolyevich is a rescuer of 1 class

According to the decision of the Government of the Russian Federation from May 14 to July 8, 1995 the group of staff officers GOICHS the Omsk region and Omsk executed a humanitarian mission in the structure of "Territorial Department of Emercom of Russia in the Chechen Republic". All participants of a humanitarian mission in the Chechen republic during daily activity showed courage, sharpness, dedication. So when taking hostages by gang of Sh. Basayev in hospital of Budyonnovsk by staff officers under the leadership of the lieutenant colonel Pekov V.I. timely also quickly organized the product delivery of a power supply and necessities to hostages and affected population. For the shown courage and the skillful management on humanitarian assistance to the population of the Chechen Republic colonel Gurzhey V.G. is awarded with the medal "For Participation in Extraordinary Humanitarian Transactions", the lieutenant colonel Pekov of V.I. is awarded with the engraved watch of Emercom of Russia, other officers are awarded with valuable presents. Since 1997 performed by the Decree of President of the Russian Federation No. 784 of May 27, 1996, the order of Emercom of Russia No. 137 of March 13, 1997 the headquarters for affairs GOICHS of the Omsk region is reorganized into Head department for GOICHS the Omsk region. Since July 30, 1997 GU GOCHS of the Omsk region was a part of the Siberian regional center. Specialists of Head department for GOICHS the Omsk region, rescuers of the Omsk PSS, employees of service of the Omsk territorial center of medicine of accidents actively participate in mitigation of consequences of emergency in the territory of the area. On July 1, 1998 Omsk Krupskaya St. 1 Mitigation of consequences of explosion of gas in the apartment house. Rescuers spend analysis of the destroyed constructions apartment at home, menacing with collapse. Victims and the dead from blockages are taken, it is evacuated from the building of 78 people.

  • 1999 – participation in liquidation of 54 emergencies, material damage – 117 million rubles,

On November 27, 1999, Omsk st. of 2 Barnaul 11 Mitigation of consequences of explosion of gas in the apartment house. As a result of explosion 5 people died, 79 people suffered, Rescuers carry out analysis of the destroyed constructions of the building, victims and the dead from blockages are taken, it is evacuated from zone emergency of 60 people, hospitalized in health facilities of Omsk - 5 people.

  • 2000 – participation in liquidation of 46 emergencies, material damage – 177 million rubles,

Emergency in JSC Omsknefteprovodstroy On July 5, 2000 at 9:04 p.m. local time in JSC Omsknefteprovodstroy there was an ignition to the subsequent explosion of a railway tank (60 t.).

  • 2001 – participation in liquidation of 21 emergency, material damage – 6 million rubles,
  • 2002 – participation in liquidation of 41 emergency, material damage – 3 million rubles,
  • 2003 – participation in liquidation of 8 emergencies, material damage – 92 million rubles, died in emergency 11 people, suffered – 33 persons.
  • 2004 – participation in liquidation of 24 emergencies, material damage – 21 million 635 thousand 500 rubles,
  • in 2 months 2005 – participation in liquidation of 17 emergencies, material damage – 166 thousand rubles.

The decree of the President of the Russian Federation of November 09, 2001 No. 1309 "About improvement of public administration in the field of fire safety laid the foundation of conversion of the Public fire service of the Ministry of Internal Affairs of the Russian Federation to GPS Emercom of Russia. The structure of GPS includes 7 groups, one specialized part on suppression of major fire and carrying out a wrecking. Guard rural areas - 32 fire brigades, more than 400 Voluntary fire brigades. The number of staff of GPS is more than 4000 people, from them 311 people exercise the State fire supervision in the territory of the Omsk region. For the purpose of rapid response to threat or emergence of emergency, informing the population and the organizations about factors of their emergence and accepted on them to measures, efficiency of interaction raised forces and funds of permanent readiness and coordination of their combined actions of different services since December 01, 2003 based on the phone number "01" the uniform service on duty and dispatching enters work. In municipal entities of the Omsk region services on duty and dispatching based on rescue and fire fighting divisions with the phone number "01" are created. Every day in combat crew there are more than 200 units of the main and special fire fighting equipment and more than 500 people of staff. On September 1, 2004 in the territory of the Omsk region the telephone hotline of Head department GOICHS of the Omsk region is entered. On August 28, 2003 by the Decree of the Russian President No. 991 for the purpose of improvement of Universal State System of Prevention and Response to ES, GIMS it was transferred from the Ministry of natural resources to the Ministry of emergencies. Service GIMS for this period had 13 life-saving stations and one Omsk inspection section from three people who were engaged only in registration of small size vessels. Today service GIMS of the Omsk region is in a reorganization stage. The purpose of this process is improvement of quality of performance of work, connected with security of the movement of small size vessels in the water area of the pool and preserving of life and health of the citizens who are carrying out active holiday on organized beaches and reservoirs of the Omsk region. Over 2 thousand small size vessels are registered today. Service GIMS of the Omsk region saved over 150 people in 2004. Since September, 2003 and till present service GIMS of the Omsk region is headed by Alexander Dmitry Koshelev. Since January 1, 2005 GU GOICHS of the Omsk region is transformed to the Ministry of Emergency Situations of Russia of the Omsk region. The General Directorate of Ministry of Emergency Situations of Russia logs in Emercom of Russia and submits to the Minister of the Russian Federation for civil defense, to emergencies and natural disaster response (further – the Minister). The general management activity of General Directorate of Ministry of Emergency Situations of Russia within the powers set to Emercom of Russia performs in accordance with the established procedure the regional center for affairs of civil defense, emergencies and natural disaster response. For the purpose of rapid response to threat or emergence of emergency, informing the population and the organizations about factors of their emergence and accepted on them to measures, efficiency of interaction raised forces and funds of permanent readiness and coordination of their combined actions of different services since December 01, 2003 based on the phone number "01" the uniform service on duty and dispatching entered work. The general management activity of General Directorate of Ministry of Emergency Situations of Russia within the powers set to Emercom of Russia performs in accordance with the established procedure the regional center for affairs of civil defense, emergencies and natural disaster response. Now the number of staff of Head department is 4510 people. The structure includes 12 rescue and fire fighting groups, 60 fire brigades, 37 departments (departments) of the State Fire Safety Service, UTs, PTTs, GIMS, IPL, MTS and OVO. On arms of firefighters of area there are 546 pieces of equipment of the basic, special and auxiliary purpose today.
