History

2004

Rosinformtekhnologiya were created during the administrative reform of 2004 assuming creation under the ministries of the agencies and supervising services. Then near Minsvyaz two federal agencies were formed: on communication and information technologies. Rosinformtekhnologiya the former head of Federal Communications Agency and information, the general Vladimir Matiukhin headed.

The agency was engaged in coordination of the Electronic Russia program, construction of technoparks, accreditation of the IT companies for the purpose of receiving tax benefits, monitoring of the systems of issue of biopassports and social cards. Rosinformtekhnologiyam submitted to Scientific Research Institute Voskhod - developer Justice state automated system, Elections State Automated System and the above-mentioned system of biopassports, the All-Russian Research Institute of problems of ADP equipment (participated in development of social cards) and the coordination center of the electronic digital signature (EDS).

2008

After conversion in 2008 the ministries of information technologies and communication in the Ministry of Telecom and Mass Communications and change of all leadership team of department, power of the agency began to be narrowed. For example, Rostelecom became the uniform contractor of the program of creation of the electronic government without tenders. The company constructed own gosuslugi.ru portal though before Rosinformtekhnologiya already created the OGITs portal.

Serious scandal happened around the program of biopassports: The Ministry of Telecom and Mass Communications at first tried to transfer it to other contractor - "Open technologies", and after failure of this project achieved resubordination to himself Scientific Research Institute Voskhod. With respect thereto Evgeny Karavayeshnikov even asked the State Office of Public Prosecutor to check the draft of the relevant decree for anti-corruption, and other deputy administrator of the agency, Alexander Pankratov, for a month was discharged by the order of the minister Igor Shchegolev of work for public criticism of the Ministry of Telecom and Mass Communications.

But the most serious charges to the agency were brought by the president of Cognitive Technologies and National association of innovations and information technology development Olga Uskova. According to it, with emergence Rosinformtekhnology the amount of "rollbacks" at distribution of the state IT tenders sharply grew: if at the beginning of the 2000th they made 20%, then in 2005-08 - already 40%, and in recent years reached 60%. However, Matiukhin disproved these charges.

2010

In June, 2010 the Ministry of Telecom and Mass Communications made in the government the offer on disbandment of the Federal agency on information technologies (FAIT, Rosinformtekhnologiya), RBC with reference to two sources reports. According to the agency, the prime minister Vladimir Putin took out the positive conclusion on this offer, and now the draft of the decree on disbandment Rosinformtekhnology should arrive for the signature to the president Dmitry Medvedev.

The press service of the Ministry of Telecom and Mass Communications refrained from comments. Meanwhile, rumors about liquidation Rosinformtekhnology appeared at the beginning of a year when were dismissed at first the head of the agency Vladimir Matiukhin, and then and both of his deputies - Evgeny Karavayeshnikov and Alexander Pankratov.
