The Federal Agency for Scientific Organizations (FASO Russia) — the federal executive authority existing in 2013-2018 performing functions on legal regulation and rendering public services in the field of science, education, health care and agro-industrial complex and also on management of the federal property which is under authority of the Russian Academy of Sciences.

Activity

2018: Abolition of the organization

On May 15, 2018 that became known the fact that the president Russia Vladimir Putin abolished the Federal Agency for Scientific Organizations, said in the decree "About Structure of Federal Executive Authorities" which was provided by the Kremlin press service.

2013: Creation of the organization

The former Deputy Minister of Finance Mikhail Kotyukov was appointed the head of FASO

The Federal Agency for Scientific Organizations (FASO) was created by the Government of the Russian Federation in 2013 as one of steps on reforming of the Russian Academy of Sciences (RAS). During it, in particular, at the legislative level the RAS and institutes, with subordination of the last of FASO as to the isolated control structure were separated.

Obligations for execution of functions and powers of the owner of the federal property assigned to the operating institutes of state academies and other scientific organizations of the country and also power of their founder are assigned to FASO.

The agency acts as the manager of the funds of the federal budget allocated for activity of the scientific organizations. Also FASO is engaged in the approval of programs of development of the subordinated scientific organizations and state tasks for carrying out researches by them.

Informatization

Creation of the commission on informatization

In July, 2014 Mikhail Kotyukov signed the order on creation of the Commission on informatization. The choice, development, creation and operation of information systems which will allow to optimize process of interaction between managements of central office of FASO and the subordinated scientific organizations will belong to its duties.

Experts of Management of information technologies and data protection of FASO and also representatives of profile academic institutes – leaders of the Russian science in the field of modern information technologies were a part of the commission.

Submission of the concept of informatization of FASO will become one of first-priority plans of the commission. The deputy head of department of information technologies and data protection of FASO Marianna Hartsy notes that he at the time of creation of the Commission its main task is in the shortest possible time to automate interaction between Central office of FASO and the subordinated organizations.

It is expected that it will increase efficiency, including - will significantly reduce the number of the sent paper letters and requests.

"As for priorities, we need to provide automation of profile activity of employees in Central office of FASO Russia, territorial authorities and in the subordinated organizations. At the same time we have no time for a swing and development of the information system. We will implement already checked solutions which are implemented in other federal executive authorities and stood the test of time", - Hartsy says.

According to the deputy head of department of information technologies and data protection of FASO, the global purpose which it is worth – automating scientific activity before the commission.

Plan of informatization for 2014-2016

In September, 2014 in FASO commission session on informatization during which the plan of informatization of the Agency for 2014-2016 was considered took place. According to the deputy chief of management of IT and data protection of FASO of Marianna Hartsy in September FASO carried out the third, key stage of approval of this plan in the Ministry of Telecom and Mass Communications then the document was sent for consideration of the head of the Agency.

For 2014-2016 on informatization of FASO the approved budget in the amount of 570.6 million rubles. The amount is going to be separated equally for every year.

According to the plan of informatization, all 34 systems on different activities were selected, and their implementation will take place in three stages. The first stage includes implementation of 16 systems which will organize interaction with subordinated organizations: for example, systems of the summary reporting,document flow and upgrade of the official site of FASO.

FASO is going to announce competitions at the choice of the contractor on implementation of the systems of the first stage since October.

10 more systems which are connected taking into account property, a management system for research works and financing of the scientific organizations, the system of the organization of financial and economic activity of the office of the Agency will enter the second queue.

In the last, the third, queue the Agency will start implementation of the remained 8 systems which analyze data and I optimize work, but are not used on a daily basis.

Within the meeting the commission on informatization also approved the principles of financing of the information and telecommunication infrastructure. At the same time, participants of a meeting agreed about creation of the new working group which will analyze the operating approaches in automation of scientific activity of organizations subordinated to FASO and will develop "road map" on its development.
