Federal Agency for the Development of the State Border Facilities of the Russian Federation (Rosgranitsa)

The Federal Agency for the Development of the State Border Facilities of the Russian Federation (Rosgranitsa) is the federal executive authority performing functions in the field of arrangement of frontier of the Russian Federation, ensuring activity of check points through frontier and also functions of the state customer in this sphere.

The Federal Agency for the Development of the State Border Facilities (Rosgranitsa) is created by the Decree of the President of the Russian Federation of October 11, 2007 No. 1359. The order of the Government of the Russian Federation of November 1, 2007 No. 734 approves the Regulations on the agency which assigned the following powers to Rosgranitsa:

• arrangement of frontier of the Russian Federation, creation, development and ensuring activity of check points through frontier of the Russian Federation and places of its intersection;
• implementation of function of the state customer, development and implementation of state policy, legal regulation, management of state property and rendering public services in the field of arrangement of frontier of the Russian Federation, creation, development and ensuring activity of check points through frontier of the Russian Federation and places of its intersection.

In February, 2016 the decision that Functions of Rosgranitsa (Federal Agency for the Development of the State Border Facilities) will be transferred to the Ministry of Transport is made.

Due to the crisis in Russia the government decided to cut down for 10 percent budgeted expenses in 2016 earlier. It is offered to ministries and departments to define programs which will be cut down or completely closed independently. If the plan of reductions is not submitted, the Ministry of Finance will independently cut down expenses on all positions.
