Implementation of satellite technology for agricultural data collection

In early September 2023, it became known about the decision of the Federal state Statistics Service (Rosstat) to introduce satellite technologies for collecting data in the field. agriculture It is assumed that this approach will allow you to receive information more quickly and spend less money on this. Rosstat introduces satellite technologies for collecting data in the field of agriculture

Information from satellites and unmanned aerial vehicles as part of agricultural micro-recording in Russia was first used in 2021. The head of Rosstat told how the digitalization of the department is going on

The Federal State Statistics Service (Rosstat) is carrying out technological modernization, within the framework of which digital projects are developing and new solutions will be introduced. This was announced at the end of June 2023 by the head of the department Sergei Galkin at a meeting with Prime Minister Mikhail Mishustin.

Among IT projects, Sergei Galkin noted the development of a digital version of the Federal Plan of Statistical Work and the creation of a single electronic calendar for submitting reports, the transition to electronic "personal accounts," including on the basis of the State Public services portal, for submitting reports, the formation of a single register of observation objects (respondents) for all departments and a single register of indicators. All this will increase the quality of the collected statistical reporting, simplify work with Rosstat for respondents, and increase the efficiency of calculating various indicators.

Development of an AI system for analyzing data from the cash desk and calculating inflation

In August 2020, it became known about plans by the Federal State Statistics Service (Rosstat) to use artificial intelligence. The agency proposed the Ministry of Telecom and Mass Communications to contribute a corresponding project worth 460 million rubles to the national program "Digital Economy."

As the representative of Rosstat explained to Vedomosti, the service is calculating the consumer price index, that is, it tracks the dynamics of price changes for various types of goods. Data collection is carried out manually: registrar employees bypass stores weekly, and smartphones with specialized software are used to fix prices. 100 items are tracked weekly, 520 food and non-food products are tracked monthly. Rosstat collects data both for large chain retailers and for small specialized stores and markets.

Rosstat is developing an AI system that will analyze data from the cash register and calculate inflation

Its calculation should be carried out on comparable goods and services that are constantly on sale and available to a mass buyer, explained Vera Kononova, an expert at the Institute for Comprehensive Strategic Studies.[3]

2018: Half a billion per census

The state allocated 484.6 million rubles. for the development of the system for the preparation, conduct, processing of materials and obtaining the results of the All-Russian population census in 2018[4].

This amount appears as the starting price of the contract in the tender of the Federal State Statistics Service (Rosstat), launched on March 16, 2018. Applications from applicants will be accepted until April 6, 2018.

Purpose of the system

The automated Rosstat system considered here is officially intended for the preparation, conduct, processing of information about the population and obtaining the results of all-Russian population censuses, including trial censuses and even the so-called micro-censuses.

2017: Connection to SMEV and provision of company reports to banks

2010: AS All-Russian Population Census 2010

In September 2010, the Federal State Statistics Service (Rosstat) announced the results of an open competition for work as part of a comprehensive project to develop, implement and maintain an automated system for preparing, conducting, processing materials and obtaining the results of the 2010 All-Russian Population Census (AS VPN-2010).

According to the protocol, only one company became interested in trading - CROC Incorporated, the tender application of which was recognized as meeting the requirements of the documentation. The price offer of "CROC" amounted to 34.95 million rubles. For comparison, the initial cost of the state contract specified by the customer was 34.97 million rubles.

Since no other applications for participation in the auction were submitted before the end of the deadline for their submission, the tender was declared invalid, and the draft state contract, in accordance with paragraph 5 of Art. 27 of the Federal Law of 21.07.2005 No. 94-FZ "On Placing Orders for the Supply of Goods, Performance of Work, Provision of Services for State and Municipal Needs," was transferred to the only tender participant - "CROC."

The purpose of the work under the state contract is to timely prepare for automated processing of VPN-2010 materials, carry out automated processing of VPN-2010 materials at the federal level and obtain reliable VPN-2010 results within the time frame established by the Government of the Russian Federation. 2000-2002: 2002 Census IT system. Scandal of the Year

In 2000, pilot population censuses were conducted in Moscow, the Moscow region and Vladivostok. According to the specialists of the State Statistics Committee of the Russian Federation, during the trial censuses they studied the market and looked closely at companies that can provide suitable systems for data processing.

The CROC and ABBYY companies participated in the processing of the results of the 2000 trial census. In addition, ABBYY back in 1997 offered the State Statistics Committee its versions of census forms, the use of which, according to its specialists, could greatly facilitate the processing of census results thanks to the use of high-precision handwriting recognition technologies. But the State Statistics Committee did not accept ABBYY's proposal. Lyudmila Eroshina, a specialist at the State Statistics Committee of the Russian Federation, said that the census forms that will be used during the 2002 census were developed before 1997. At the same time, it was decided that the use of text recognition technologies "is completely excluded, since too many errors occur." For example, there are nationalities in the country whose names are too close in spelling (Nenets are Germans). As a result, the processing of the results of the next census, as in 1989, will be carried out using a large amount of manual labor.

About 7.5 thousand coders will replace the entries made in the questionnaires by hand with digital codes (this work will take several months). And then the already encoded data will be processed using computer technology. ABBYY experts argue that their solution allows you to enter data into a computer without precoding, and the improvement in technologies that has occurred in previous years already minimizes recognition errors today.

According to the Deputy Chairman of the State Statistics Committee of the Russian Federation Sergei Kolesnikov, the census forms "were approved by a decree of the Government of the Russian Federation and were the result of the long work of more than two dozen ministries and departments, the scientific community." Compared to the last census, they added questions reflecting new socio-economic and political realities that were not in pre-reform Russia. The All-Russian Census program meets international standards recommended by the UN.

  • On November 26, 2001, an invitation to participate in an open tender for the placement of a development order was published in the Competitive Bidding newsletter, implementation and maintenance of the hardware and software complex for the primary processing of materials of the 2002 All-Russian Population Census. The deadline for accepting technical proposals of participating companies was set for January 10, 2002. Market analysts believe that ON about 10 companies operate in the Russian market for text recognition. Some of them cooperate state with organizations whose activities are related to the entry of paper documents into the computer (Pension Fund, Central Election Commission, etc.). Two companies are considered unconditional leaders in this area - ABBYY and Cognitive Technologies. Sergei Kolesnikov said that the State Statistics Committee conducted marketing research on the market for such systems, therefore, the situation in this market was well known to the state customer.

  • On December 28, 2001, the tender committee began issuing tender documentation. It was received by 13 companies. Packages with the conditions of the competition contained technical requirements for the system and its economic and statistical description (actual task setting). Goskomstat also put forward some requirements for the companies themselves - participants of the competition: annual turnover of at least $5 million and the availability of licenses of the State Technical Commission and FAPSI.

In accordance with the requirements of the State Statistics Committee, an application for participation in the competition should contain two packages: one with a technical description of the system, the other with economic characteristics (prices). On this occasion, the lawyer of the company "CROC" Lyudmila Kosmovskaya notes: "Such a procedure exists. And, unfortunately or fortunately, when conducting a tender, many organizations demand that the tender be sealed in two different envelopes. "

  • January 14, 2002. In the ballot "Competitive tenders" there is an announcement on changing the terms of the tender. The deadline for the receipt of documents was postponed to January 22.

  • January 23, 2002. The envelopes with the technical proposals of the participants were opened. According to the competition commission, the procedure was monitored by representatives of all companies that submitted applications for the competition: ABBYY, Cognitive Technologies, CROC, Step Logic. At the same time, the organizers of the competition announced that packages with financial proposals would be opened later, after the procedure for considering, evaluating and comparing technical proposals.

CROC for processing primary information proposed the REDD-M1 system, the foundations for the development of which were laid back in the 90s.

ABBYY introduced technology based on software for automatic information entry from paper forms ABBYY FormReader, based on image recognition and processing technologies used in the ABBYY FineReader system. True, ABBYY did not have licenses requested by the State Statistics Committee. But in her tender application there was information about the subcontractor, the company "iT," which has all the necessary certificates.

  • On February 7, 2002, the competition committee tested the operation of all systems proposed for the competition.

  • On February 8, 2002, the tender committee decided that CROC application corresponds to the tender documentation. Packages with financial offers remained undisclosed.

  • On February 11, 2002, an envelope was opened with a financial proposal from CROC. The services of the CROC, which will supply the State Statistics Committee with its SVOD-M1 system, will cost 51.5 million rubles. This company was chosen as the supplier of the system for the All-Russian Population Census and received a notification of victory in the competition. The applications of the remaining participants were rejected. These companies were returned to the documentation provided by them and undisclosed packages with financial offers.

The presence of two different packages in the application of each bidder created the impression among a number of media outlets that the tender of the State Statistics Committee was two-stage. However, both the state customer and the bidders were initially aware that the tender would be held according to a standard scheme involving only one stage. In this case, according to Oleg Parshin, an expert from the Institute for Macroeconomic Research at the Ministry of Economic Development of the Russian Federation, the organizers of the competition were obliged to open both packages of applications at the same time.

Andrey Shain, Deputy Director of the IT Department of CROC, is sure that in this competition the price could not play a decisive value. "The price issue is certainly important, but not a determining factor when choosing a product," he said. - The opinion of the members of the expert group consisted of a number of parameters - technical, qualification, price. Each of us regularly makes a choice in favor of this or that product, we look at its brand, quality of materials, cost, and most importantly, we assess whether we can solve the task that we face with its help. It is the latter factor that becomes the most significant, because buying a thing that cannot cope with the task for which it is acquired loses all meaning. "

  • On April 16, 2002, the company ABBYY filed a lawsuit with the Arbitration Court of the city, Moscow drawing attention to gross violations in the tender procedure. ABBYY's position in court was represented by Alexander Kolkovsky, a member of the Moscow City Bar Association. In his opinion, during the competition, several violations of the law were committed, and as a result, the competition was actually held on an uncontested basis.

Firstly, the package with the financial characteristics of the system was sealed and allegedly, in accordance with the internal procedures of the State Statistics Committee, was not immediately opened, since its content could affect the opinion of the members of the expert group. Secondly, according to Alexander Kolkovsky, he did not find the voting results in the protocol on the meeting of the competition commission. At the same time, the protocol was signed by senior officials to whom members of the commission report directly. In general, the absence of a provision in the law on tenders on the selection of an expert commission and the introduction of independent experts into it seems to Alexander Kolkovsky a serious flaw. He believes that in this way state customers receive carte blanche when forming a commission, which in itself condones the holding of uncontested tenders. Sergei Kolesnikov notes about this: "The expert commission included specialists who will have to work directly with the technologies that are submitted to the competition. Therefore, technological solutions were chosen, the most convenient for work, effective and inexpensive. "

The lawyer also has claims to other conditions recorded in the tender documentation submitted by the State Statistics Committee on December 28, 2001. This is the value of the company's turnover and the availability of licenses. In his opinion, the turnover does not show the dynamics of the company and its commitment to the latest technologies, so it was worth considering a different indicator, say profit. The condition on licenses generally arose on December 28, and not on November 26, and in ten days no one will be able to obtain such a license. It also pays particular attention to rescheduling and indicates that 45 days had to pass from the date of specifying additional conditions to the last deadline for filing. And who knew on the 28th that the dates would be postponed to the end of January? Perhaps there would be not four participants, but more? The presence of the necessary licenses from ABBYY's partner, iT, remained unaccounted for at all.

  • On August 9, 2002, ABBYY's claim was satisfied, and the results of the tender, as well as the contract signed with CROC, were declared invalid. According to Alexander Kolkovsky, regardless of how this case develops, ABBYY has already managed to achieve a lot. "Such precedents will hinder the arbitrariness of officials," he said. "It is extremely important that Russian business learns to protect its interests by civilized methods."

  • On August 29, 2002, CROC filed an appeal with the Moscow Arbitration Court. It will be considered after the start of the census. If the appeal is rejected and the decision in favor of ABBYY remains in force, the state will be forced to compensate CROC for all costs and, moreover, compensate for other damage.

  • According to the terms of the tender for the selection of the supplier of the hardware and software complex for the All-Russian Population Census, the winner - CROC company - had to determine the specifications of the equipment that should be used in the system. Services for integrating equipment into a single system, setting it up and providing subsequent technical support (service) remained the winner. Subsequently, in accordance with the specifications developed by the CROC, the State Statistics Committee of the Russian Federation held several more tenders for the selection of hardware suppliers. The winner in the tender for choosing a scanner supplier was Pirit with Fujitsu technology. The results of this tender were also subsequently challenged by one of the losing companies - Sibkon. That lawsuit was dismissed. (According to the participants of this tender, Sibkon offered DS scanners - 300 manufactured by the Research Institute of Precision Instruments, created by CROC specialists.) According to Alexander Gukkin, President of Pirit, a contract with the State Statistics Committee for the supply of high-speed Fujitsu scanners has already been concluded.
