2020: Creation of the center

At the end of June, 2020 it became known of creation in Russia of the federal center of purchase of drugs. It will submit to the Ministry of Health.

According to  "The pharmaceutical messenger" with reference to the draft copy, prepared by the Ministry of Health, "The federal center of a lekobespecheniye" (FTSPIO) will be engaged in purchase of drugs according to federal programs for patients from HIV, some types of tuberculosis, with orphan (rare) and oncological diseases.

The Russian Ministry of Health creates the federal center of purchase of drugs and will spend for it 740 million rubles

For work of the new center within three years about 740 million rubles will be selected. In 2020 from the federal budget on the project will select 195.8 million rubles In 2021 for the center in addition will spend 268.1 million rubles, and in the 2022nd – 279.7 million rubles. According to the draft of the order, in the created organization 100 people will work.

It is noted that for federal programs medicines by June 26, 2020 are bought by Department of provision of medicines and regulation of the address of medical products of the Ministry of Health. Other purchases go through regions. It is supposed that creation of the center will allow to resolve in a complex an issue both with the current purchases, and with emergency within pandemics, the interlocutor of the edition told.

Order the President of Russia Vladimir Putin at the beginning of October, 2018 allowed to create the center for purchase of drugs to the Ministry of Health. In a year the Ministry of Health started a single digital platform for state procurements of drugs. It will allow to avoid overestimate of cost of purchases and to eliminate unfair competition in the market, the Minister of Health Veronika Skvortsova of that time said.

The outbreak of a coronavirus of COVID-19 revealed different level of training of regions to similar situations – not all from them could buy quickly drugs and the medical equipment, said in the publication.[1]
