The fund is created at the initiative of the Russian President and the Russian Prime Minister. The state financial institution of development providing flexible approach to structuring and financing of projects. Performs investments into creation of the new enterprises and infrastructure facilities which have significant social and economic effect for development of economy of the region. Interacts with Plenipotentiary representation of the Russian President in the FEFD, the Ministry for the Development of the Russian Far East and the shareholder – Vnesheconombank.

The fund implements 10 investment projects with a total cost more than 172 billion rubles. The planned investments of Fund into the approved projects - 15.8 billion rubles. Aggregate economic effect of project implementation: increase in VRP by 560 billion rubles, additional tax revenues – 115.6 billion rubles, more than 5.7 thousand new jobs. In total 130 projects with a total amount about 2 trillion rubles of investments are under consideration of FRDV.
