"Roscosmos" transfers 100% control over the operator "ERA-GLONASS"

It is also indicated that the Russian government will have to provide everything necessary for the transfer of shares within six months, as well as bring its acts in line with the decree.

It is noted that the transfer of all shares of the company to Roscosmos will make it possible to qualitatively transform Glonass JSC "in the context of a changed market situation."

The explanatory note to the presidential decree states that since 2018, Glonass JSC has been ensuring the development and operation of the ERA-GLONASS state automated information system (GAIS) without using budget funds. At the same time, the annual cost of operation and development of GAIS is about 1.5 billion rubles. At the same time, the revenue of Glonass JSC directly depends on the state of the automotive market in Russia. In 2022, the fall of this market, according to the Association of European Businesses, amounted to 60.8%.

In this regard, the authors of the decrees assume an accelerated reorientation of the activities of Glonass JSC to other areas. At the same time, the company demonstrated its readiness to reorient its activities towards the areas traditional for the Roscosmos state corporation: the provision of high-precision navigation services, high-precision positioning and differential correction, comprehensive satellite information services and mobile radiotelephone services using the Full-MVNO model, as well as the development of geodetic support systems.[1]

Memorandum on participation in the launch of innovative services for connected cars at the Central Ring Road

GLONASS JSC on September 16, 2021 announced that it will participate in the launch of innovative services for cars connected to the road infrastructure at the Central Ring Road. The parties have already signed an appropriate memorandum.

It is assumed that during the planned experiment connected , highly automated cars will exchange information on the repair of the roadway accidents , along the route, critical weather reports and other obstacles on the highway with the prepared road infrastructure of the Central Ring Road of A-113 (TsKAD). Mutually beneficial scenarios for the use of connected and - unmanned vehicles for motorists and road owners logistic , companies, manufacturers of road and special equipment, suppliers of technical solutions, operating organizations will be worked out. The parties expect that by the end of 2021, the directions of cooperation and the timing of the pilot project will be determined, the participants of which, in addition to JSC "," GLONASS are the State Company ("Russian Highways" State Company Avtodor), "," Business Lines"," ITECO Russia"," Daimler Kamaz Rus"," "and Mercator Holding.Kazan Telematics "Kapsch TrafficCom"

According to Pavel Varnavsky, Director of the Department of Navigation Products, high-precision positioning is a tool for use in highly automated vehicles (VATS) together with autonomous systems and sensors, designed to ensure reliable navigation regardless of weather and other conditions. He noted the prospects for using a high-precision positioning service (international name - PPP, Precise Point Positioning), which is being developed by GLONASS JSC. The service is based on the mode of absolute navigation of high accuracy on a global scale. Consumer equipment receives signals from global navigation satellite systems (GNSS) and high-precision ephemeris-time information (EVI) and calculates a navigation solution with an error of up to 10 cm anywhere in the Eurasian and Arctic regions. The main feature of this technology is the absence of the need to use ground navigation infrastructure, which makes it possible to achieve significant cost savings in the context of a significant length of roads. One example of using the PPP service is its use to position highly automated vehicles. As a result, coordinated navigation between vehicles, identification of road objects and lanes of the road is achieved.

In June 2021, an agreement was signed between GLONASS JSC and the state-owned Avtodor company, providing for the extension of the emergency call transfer service from ERA-GLONASS GAIS to all toll roads managed by the State Company Avtodor.

This project, as well as the actions planned according to the signed memorandum for the development of services for highly automated and connected cars, are designed to increase the level of safety on the highways, as well as contribute to the implementation and further development of intelligent transport systems in Russia.

Agreement with Roskartography on the development of high-precision positioning technologies

On July 20, 2021, GLONASS JSC and Roskartography JSC entered into a cooperation agreement. The document was signed by Sergey Karutin, General Director of Roskartography JSC, and Igor Milashevsky, General Director of GLONASS JSC.

The agreement provides for the interaction of the parties on the development and practical application of navigation and information technologies, including the creation of a network of stations based on geodetic points for high-precision positioning solutions.

GLONASS JSC is developing a service that implements high-accuracy global navigation technology in real time. The international name of the technology is Precise Point Positioning (PPP). This service allows consumers to achieve accuracy of navigation definitions up to 10 cm anywhere in the Eurasian and Arctic region without local infrastructure. With the help of PPP, it is possible to solve the tasks of coordination support for cartographic and topographic and geodetic work, geological exploration, marine geology, geoinformation systems, unmanned aerial vehicles.

As part of the cooperation, experts from GLONASS JSC and Roskartografiya JSC are planning to develop joint solutions and implement pilot projects. The parties will form a working group to analyze promising areas of activity for creating functional additions for global navigation satellite systems and mapping support for navigation and information systems. By October 1, 2021, an appropriate action plan ("roadmap") will be prepared and approved.

"For JSC Roskartography, this agreement is of great importance. We envisage the joint use of geodetic point networks for the development of partner services, which will improve the technology of global navigation of high accuracy. We agreed to form a working group that will prepare a "roadmap" for further joint actions, "said Sergey Karutin, Director General of Roskartografiya JSC.

"We have signed an important agreement that will improve the quality of our product for high-precision positioning, make it more competitive and effective. It is especially valuable that this cooperation will be implemented within the framework of one of the main vectors of ICT development of GLONASS JSC - import substitution. It is this interaction that helps us ensure navigational sovereignty. JSC Roskartographia is a strategic partner with whom we plan to implement many more projects, "commented Igor Milashevsky, General Director of GLONASS JSC, on the signing of the agreement.
