IEEE Computer Society Institute of Electrical and Electronics Engineers Institute of engineers of electrical equipment and electronics

Company

IEEE (The Institute of Electrical and Electronics Engineers, Inc.) – Institute of electrical and electronic engineers and radio electronics, IEEE (USA), the world's largest professional organization which is responsible, in particular, for networking standards, standards according to the program and engineering systems.

IEEE Computer Society is technical professional community on development of technologies, totals 420,000 members worldwide. Under its aegis passes annually more than one and a half thousand scientific conferences, about 100 trade magazines are issued, the standards regulating activity of the companies worldwide are developed. More than 1100 standards among which - IEEE 802 covering all popular network technologies, and IEEE 1003 - POSIX - the standard of development of operating systems are active.

IEEE is the world's largest non-profit association of technical specialists, the world leader in the field of development of standards in radio electronics, electrical equipment and the hardware of computing systems and networks. Integrating more than 426,000 members from 190 countries, IEEE promotes processes of creation, development and use of knowledge in the field of technical and information science. The association publishes the third part of world technical literature, releasing the greatest number of authoritative magazines in the field of Computer Science.

2019: IEEE prohibited Huawei to participate in reviewing of scientific articles

Specialists in the field of computer sciences are concerned by how the Institute of engineers of electrical equipment and electronics (IEEE) executes the sanctions imposed by the U.S. Government against Huawei IEEE[1].

On May 22, 2019 IEEE published[2] the list of what is possible for "the listed persons" (i.e. to the staff of Huawei and its branches) and what cannot be done under the auspices of IEEE. This list forced specialists to doubt independence of IEEE of the American government worldwide.

Being at the same time authoritative organization setting standards and a forum for professional discussion of different technologies, IEEE represents the place where the advanced researches are conducted. At the same time, the institute is the corporation registered in the USA obliged to fulfill the requirements of the legislation. When the law sets sanctions against the country or the company as it happened in a case to Huawei, institutes, agencies and corporations do not have any choice.

In addition, the resolution IEEE does not allow "the listed persons" to participation in reviewing of scientific publications. In particular, they cannot "get access to the materials provided by other persons for the publication until IEEE does not accept material for the publication according to the standard procedure". Only when IEEE will approve material for the publication, the staff of Huawei will be able to participate in its reviewing.

It is supposed that having blocked Huawei access to even unpublished materials concerning new technologies, the western specialists will save themselves from theft of intellectual property. However in practice everything can turn back differently, reported to the The Register edition the informed sources. The western producers want that or not, but Huawei is the advanced company in the field of 5G networks, and prohibition on participation of her specialists in expert evaluation of scientific articles will significantly slow down understanding of technologies 5G.

"In such areas as a 5G, it will become a big problem as in Huawei works hard the specialists having knowledge of the advanced researches about which these articles are written", - professor of the University of Surrey (Great Britain) Alan Woodward reported.
