Intel changed strategy and the affiliate program in Russia

The area director of Intel in Russia Natalya Galyan in February, 2020 told TAdviser as the company works in the conditions of new strategy and about an essence of the updated affiliate program which was provided in the world and in the local market earlier.

From the supplier of "iron" to the datacentrichny company

Russia is for Intel of one of the key countries both in terms of business development, and in terms of development R&D, Galyan in a conversation with TAdviser noted. In this market, as well as it is global, Intel implements the strategy of transformation in the datacentrichny company. In this direction with focus on solutions for data centers, a 5G, clouds, Internet of Things, etc. Intel designated a motion vector in 2016, and in April, 2019 provided "the first really datacentrichny"[1] of a product portfolio.

The direction of business of technologies for work with data including servers, devices of solid-state storage, modules of a non-volatile memory and the solution for the Internet of things according to the results of the 2019th is global made about a half of turnover of Intel.

The company does not open financial results of work in Russia neither in absolute measures, nor in dynamics. According to base " circuit.focus ", the total revenues of two key legal persons of Intel in Russia - "Intel Teknolodzhis" and "Intel of A/O" - in 2018 made about 5.4 billion rubles. But it is necessary to understand that foreign vendors, as a rule, carry out not all contracts through local legal persons, and at the different companies their share varies. For the 2019th financial performance of legal persons of Intel in Russia as of February of the 2020th is not published yet.

Natalya Galyan says that on dynamics a situation in Russia for Intel similar to global: in 2019 the business connected with technologies of storage and data transmission and in Russia showed growth, and the bigger share of revenue is also the share of it.

Growth points here for itself the company sees development of a segment of data centers and cloud services, AI technologies, Internet of Things and a 5G. One of drivers of these changes was the program of "Digital economy" which stimulated the need for creation of infrastructure and, respectively, demand for solutions for a public sector and the large corporate sector, Natalya Galyan says. Intel actively participates in the working groups of the Digital Economy program and industry associations connected with Internet of Things, AI, a 5G and also in pilots and implementations in all these directions.

Everywhere, where we have an examination, we are ready to share it and if we are invited, we are ready to discuss it and to help. The ministry of digital development, Minpromtorg, for example, periodically invite me and representatives of other American and European companies to receive expert opinion on these or those directions, - Natalya Galyan explains.

Speaking about the business in the field of the PC in Russia, bring data into Intel that in 2019 it showed positive dynamics in a corporate segment, and in a consumer sector, year, on the contrary, was not too successful: small falling was observed.

As for artificial intelligence and Internet of Things, in particular, here, the area director of Intel in Russia, by and large, so far noted more pilot projects. These technologies are interesting to much, many want to try them, Natalya Galyan notes. The AI direction in video analytics and video surveillance using Intel RealSense technology develops. They, for example, can be applied in ATMs to a possibility of performing banking transactions without card, using recognition on the person.

Large scope of the solutions for the Internet of things of Intel in Russia Natalya Galyan calls retail. In particular, they are used in platforms for online cash desks. In this direction Intel cooperates with local producers of such solutions, such as, for example, Atholl.

At the same time, emphasize in the company, in the project of online cash desks of the solution of Intel are also involved in the infrastructure necessary for storage, aggregation and processing of the data collected from cash desks. Intel calls it a good example of where the company moves: when the terminal "smart" unit is not a separate object, but a part of a datacentrichny ecosystem, and solutions of Intel are present at all links of this chain.

The updated affiliate program

At the end of 2019 Intel in the world and in Russia also started the updated affiliate program of Intel Partner Alliance which is unified for all countries. Its main feature is that if earlier the program was mainly aimed at partners in the PC market and collectors of ADP equipment, then now the company intends to expand a circle of participants, attracting partners in an ecosystem from different areas. For example, in the direction of cloud computing, Internet of Things, artificial intelligence, high-performance computing.

Is going to attract to this Intel integrators, software makers, etc. With those integrators which are already partners of Intel the company is going to pass from cooperation in creation of "iron" solutions to broader spectrum of the directions, Natalya Galyan explained. The course towards expansion in general is connected with the global business strategy of Intel aimed at diversification of business of the company.

Big emphasis in the updated program is placed on education. For this purpose partners will be given opportunities based on Intel University, to be provided trainings, etc.

In Russia as of the beginning of 2020 at the company about 2 thousand registered partners with whom she cooperates in area of equipment manufacturing brought TAdviser data into Intel. The company calculates that at the expense of the updated program the total number of partners at it in Russia will increase.

Participation in import substitution

Saying about how at work of Intel as the American company, in Russia the sanctions policy affects, Natalya Galyan noted that the company works in these conditions five years.

File:Aquote1.png
We do business according to the legislation: if we cannot work with any groups of partners, we do not work with them. For all this time we already adjusted work in new conditions, and now it is impossible to tell that we see some negative effect of sanctions for ourselves, - Galyan says.
File:Aquote2.png

At the same time, the area director of Intel in Russia notes, the company notices a trend on import substitution. In this case state policy stimulates local producers to be engaged in both development, and production of solutions in Russia.

File:Aquote1.png
We participate in this process too, we work with the Russian companies, we share world practices, we participate and we help them to develop, for example, server and desktop payments under Intel processors. Russia was traditionally strong local OEM-manufacturing. The difference of Russia from the countries of Europe is that local producers occupy quite powerful share in the market here, and it does not decrease. Now local assembly becomes even more though so far it so far and not some drama growth, - Natalya Galyan says.

On this position it replaced replaced Dmitry Konash who made the decision to leave the company and to switch to other projects which was going to develop out of Intel.

2010: Protection of the trademark

In September, 2010 it became known that Intel Corporation — made a complaint to three small Russian firms in court. Intelkhendz, Slavintel and "The innovation business club "Intelkom'" were guilty that their names too are similar addressed to the transatlantic giant. Intel periodically purges "clones" — both in Russia, and in other countries of the presence. In our country thousands of the companies have in the name a combination of letters Intel. The American corporation is at war not with all but only with those who had imprudence to register the name as the trademark.

The head of Slavintel Internet service provider the meeting in Arbitration court of Moscow is appointed to September 21 Vyacheslav Bolshakov received a volume claim from the Baker & McKenzie law company representing the interests of IT giant two years ago. He did not make concessions — and since then did not obtain any new information from Intel. "We are the representatives of small business who are engaged in the Internet and telephony. Except processors in our computers, we with Intel have nothing in common" — Bolshakov is indignant.

In engineering office Intelkhends LLC the meeting in Arbitration court of Moscow is appointed to October 26 too received the requirement to stop use of own trademark. Now the company conducts negotiations on pre-judicial settlement with Intel. According to the director of firm Alexey Rimer, in the draft treaty, received Intelkhendsy, the penalty in the amount of 800 thousand rubles for any use of the Intelhands trademark is provided.

The vice president of Support of Russia and the CEO of JSC The Innovation Business Club Intelkom (meetings on several cases in Arbitration court of Moscow with participation of joint stock company are appointed to September-October, 2010) Natalya Zolotykh told that lawyers of Baker & McKenzie for the first time addressed it in 2007, with similar requirements. Zolotykh then answered that she is open for offers, but did not make like that Intel. In 2008 consideration of the conflict in Chamber on patent disputes at Rospatent (PPS) where, according to Zolotykh, all remained at the took place. Now the conflict will consider Arbitration court of Moscow.

"This abuse of the right of Intel — the Zolotykh having the status of the patent agent of the Russian Federation claims. — In the USA a significant amount of trademarks of Intelcom is registered, but the American patent chamber does not recognize them similar to extent of mixing. Intel is engaged in demonstration of force".

In Rospatent of IT corporation most often it is possible to achieve the, the lawyer informed on legal affairs of the Russian office Intel explains. Sometimes everything comes to an end with compensation in several thousands of dollars for benefit of the Russian firm. But if Rospatent makes the decision not for benefit of Intel, then courts, as a rule, confirm the decision of this department. So it happened, for example, to the namesake of the company of Natalya Zolotykh, the Moscow Intelkom LLC — this company managed to defend the name both in PPS, and in the Supreme Arbitration Court.

In Russia thousands of the companies have in the name a combination of letters Intel. Ltd companies alone, closed joint stock company and Intel Individual Enterprise in the SPARK database one and a half hundred. But nothing threatens the vast majority of these companies: they did not register the names as trademarks. In Russia it is difficult to make a complaint concerning a similar trade name — "it is like to fight windmills". The specialists employed by Intel monitor trademarks of the companies, areas, working in adjacent to Intel Corporation area of interest.

They are engaged in it long ago. Russian "intela" received the perturbed letters from the American company at the beginning of the 2000th. In 2008 the conflict concerned the large company — telecommunication operator "Sovintel". But this absolute "subsidiary" of VimpelCom during reorganization of holding stopped independent existence. Representatives of VimpelCom were not on meetings of PPS. According to information from the PPS database and the STsS Sovintel and Sovintel trademarks were cancelled according to the statement of Intel in connection with non-use.

2009: Import to Russia of the equipment with elements of the enciphering necessary for software development

The American Intel threatened to dismiss a part of employees Russian R&D-центра because of problems with import to Russia of the microchips containing enciphering elements [2] follows from[3] published by WikiLeaks]. Also achieved the.

The largest global manufacturer of Intel processors managed to bypass rules of import to the country of the equipment with elements of the enciphering necessary for software development, follows from the text of the dispatch of the American Embassy in Moscow published on the WikiLeaks website. It occurred in the fall of 2009 thanks to personal contacts of the management of Intel with the Russian leaders and intelligence agencies. In particular, the ex-chairman of the board of directors of Intel Craig Barret holding now a post of the co-director of Skolkovo Foundation together with the head of the American chamber of commerce in Russia Andrew Sommers discussed this issue with the president Dmitry Medvedev. On let Wikileaks, representatives of Intel let know to the Russian officials that the company is ready to dismiss not less than 200 employees of the Russian center R&D Intel (all 1000 people work there) and to transfer development of software from Russia to India and China. The management of Intel really discussed these problems with officials and competent authorities, the head of the Russian office Intel Dmitry Konash confirmed to Vedomosti. He does not know about the content of these negotiations, but considers quite logical an argument about reduction of staff — if there is no necessary equipment, a considerable part of employees R&D-центра it is simple there is nothing to work.

The problem arose in 2009 when Intel began to include actively in structure of the processors enciphering modules, Konash explains. And the new regulations of the Customs union operating since 2010 provide the notification of state agencies on deliveries of the equipment with enciphering modules, the director of the department of audit of Informzashita company Maxim Emm says. As a result it became clear that almost all equipment with enciphering appeared in a gray zone, on border there were full lots. The competitor of Intel — AMD sent to the Russian partners of confirmation on lack of enciphering in processors, the head of its representation in Russia and the CIS Alexander Belenky tells. And Acer just did not import the computers containing enciphering modules, the head of the Russian office Acer Gleb Mishin says.

Intel solved a problem. During negotiations it became clear that existing rules can be treated "widely", Konash says, for example, under restriction ready-made products, but not components which are made by Intel get. According to him, as a result of FSB published special instructions for customs about how to import such equipment within the legislation.

2002: A gap with Formosa

In 2002 the Russian computer maker Formosa entered the conflict with Intel which undividedly governs at this time in the market, its processors equip about 85% of computers in Russia. Such popularity — a consequence of strong marketing support: the company unlike the competitors (AMD, for example) annually spends millions of dollars for own advertizing. Besides, Intel has a program of sponsorship of advertizing of partners. Its essence in the following. At sale of processors to the Russian collectors Intel transfers up to 6% of the cost of the contract in marketing fund. After that the collector can compensate up to 80% of costs for promotion of own products from a fund. If the advertizing band in the magazine costs, say, $10,000, then to the computer maker will be to pay only $2000 enough, the rest will enter fund. Compulsory provision: the Intel Inside logo should appear in advertizing of computers.

At all the efficiency this program opened opportunities for small fraud — for example, the computer maker could agree informally with the edition about essential discounts for advertizing, and Intel company, without guessing anything, spent money of fund to the maximum, proceeding from the price list. Participants of not advertized transaction could divide an additional income among themselves.

Formosa was a participant of the Intel Inside program since 1995 and entered, according to Alexey Navolokin directing the Russian office Intel in 2000-2003 ten the largest partners. But in May, 2002 it was unexpectedly excluded from the list of lucky persons. Besides, she lost an opportunity to buy processors on exclusive conditions — at the partner, reduced prices.
