The Internet Initiatives Development Fund (IIDF) was created by the Agency for Strategic Initiatives in March 2013 at the suggestion of President Vladimir Putin. The key tasks of the IIDF are financial and expert support of projects on the Internet at all stages of development, search and selection of startups and their subsequent bringing to a high degree of maturity.

The value of the shares owned by the IIDF in portfolio projects for February 2019 is estimated by the fund itself at 5.5 billion rubles. In total, there are about 350 existing IT startups in the portfolio, according to IIDF, their capitalization exceeds 20 billion rubles, and by the end of 2019 it may reach 30 billion[1].

2024

Launch of an accelerator for investing in IT startups up to 200 million rubles

In February 2024, the Internet Initiatives Development Fund (IIDF) launched a new accelerator for investing in IT startups. Applications for participation in the program are accepted until April 21, 2024.

As part of this accelerator, startups that have been selected for the new accelerator will receive initial investments in the amount of 5 million rubles. After achieving the goals of acceleration and the development of a repeatable business model, they will be able to claim a second tranche of up to 30 million rubles.

IIDF launches new accelerator to invest in IT startups

The total volume of seed investments that the fund allocates to each successful company can reach 200 million rubles (subject to a share of up to 49%). By the end of 2024, IIDF plans to become an investor for 15 IT projects. As priority areas for investment, the fund chose:

  • Telecommunications (IT solutions for optimizing the cost of information transfer, replacing equipment with software, etc.);
  • Enterprise and platform software (ERP, ECM, CRM and other automation systems);
  • Niche products and solutions (marketplaces, fintech, entertainment services and other promising niche solutions);

  • Information security (cryptography, combating virus/DDos attacks, protection against fraud);
  • Advertising technologies;
  • Media.

Under the terms of the program, in order to receive investments, companies must meet the following criteria: have a finished IT product, have monthly sales revenue of at least 500 thousand rubles, be registered in the Russian Federation and have at least 25% of the share of ownership of Russian citizens.[2]

Allocation of up to 3 billion rubles for investing in 15 startups

The Internet Initiatives Development Fund (IIDF) allocates up to 3 billion rubles for investing in 15 startups in 2024. This was announced in early February 2024 by the accelerator director Dmitry Kalaev.

According to him, each of the 15 projects will be able to apply for financing in the amount of 30 million to 200 million rubles. Thus, the minimum amount of investments of the fund in 2024 should be 450 million rubles.

The founder of the analytical company Dsight Arseny Dabbach, in a conversation with the newspaper, noted that by the beginning of 2024 there are about 12-13 thousand startups in Russia, another 500-1000 projects appear at an early stage. Investing 2.25 billion rubles in Russian startups

Change in investment strategy, support for foreign startups with Russian founders

IIDF began to support foreign startups with Russian founders

The criterion for companies of this stage is stable revenue in the international market, confirmed sales channels, an understanding of multiple scaling. Earlier, the IIDF every year invested up to 25 million rubles in 70-75 companies at the seed stage (creating a business plan and testing the project).

Its director Kirill Varlamov associated the change in the fund's strategy with the fact that the market for investments in pre-seed projects, which the IIDF has actually created since 2013, had already formed by October 2020. It runs more than 300 accelerators. At the same time, startups have new problems - large companies show low interest in buying startups, and Russian entrepreneurs do not understand how to bring a product to global markets.

Among the options for supporting the withdrawal of products of domestic startups abroad, Kirill Varlamov called assistance in finding investments from foreign investors, since "to enter some target markets, as a rule, you need to attract partners, partially sell shares in companies to local players." Vedomosti wrote about this deal with reference to the data of the SPARK system. Representatives of the IIDF and Rostelecom confirmed this information to the publication, but did not disclose the financial terms of the agreement.

According to the newspaper's sources, the transaction value could be 1 billion rubles. In December 2019, RBC wrote that Rostelecom is discussing the possibility of investing 1 billion rubles in the IIDF.

On January 21, 2020, the IIDF explained that this transaction was the first stage of Rostelecom's investment in IIDF Invest. The second stage, as noted in the IIDF, started on January 20, 2020 and will be completed by the end of the month.

Since the beginning of its operating activities, IIDF has invested 3.18 billion rubles. in 367 startups. Launch of an accelerator for startups in the field of information security

In October 2015, the IIDF announced the launch of an accelerator for startups in the field of information security (information security) together with partners RT-Inform ( IT subsidiary of Rostec) and I-Teco with the support of the Ministry of Telecom and Mass Communications. The project will be implemented as one of the tracks of the existing IIDF accelerator. Startups selected for the accelerator will receive initial investments in the amount of 2 million rubles, of which some will receive money, and some in the form of accelerator services. Those who show good growth indicators at the initial stage will be able to receive further funding, the volume of which and the share of partners in it will be determined in each individual case.

IIDF and I-Teco will directly finance startups, and RT-Inform of plans, rather, to act as a strategist and provide teams with expert support. Kamil Gazizov, CEO of RT-Inform, said that his company is also ready to provide selected teams with the opportunity to develop on the pilot projects of his company.

At the same time, RT-Inform does not exclude financial participation in any startups with the subsequent acquisition of a stake in them. Gazizov connects this with the fact that Rostec has serious plans to develop the information security direction, and it is important for him to be sure that the technologies that are being introduced are either decisions of Rostec itself or Rostec has some rights on them: "we do not want to depend on anyone in terms of security," he said.

In turn, the Ministry of Telecom and Mass Communications will be able to provide support to the project in terms of regulatory regulation. Varlamov explained that there are good ideas and startups whose technologies could help people, but there are often no regulations governing the use of these technologies. According to the Minister of Communications Nikolai Nikiforov, his department is ready for dialogue in this area, since it sees its task in constantly improving regulation in the interests of the industry and citizens and creating new niches for the development of technologies.

The IIDF notes that their strategy does not imply the acquisition of control in funded companies: as in the case of its other tracks, the fund considers the acquisition of a 25-50% stake in startups, says Varlamov.
