2016: Investments into networks of the region are planned

On July 14, 2016 MTS announced plans to invest about 4 billion rubles in development of communication networks in the Moscow region.

Agreeing about development of telecommunication infrastructure and quality improvement of communication services for the population, Mingosupravleniya of the Moscow region and MTS signed the agreement on cooperation in this sphere. Until the end of 2016 investments of MTS, within this agreement, can reach four billion rubles.

The priority directions of development of networks in the Moscow region in 2016 will be increase in a covering of 3G networks and 4G from MTS, development of a communications infrastructure in the large cities and the remote localities, construction of fiber lines of communication.

The population of the Moscow region about 7.5 million inhabitants and the largest, after Moscow and St. Petersburg, the consumer of modern communication services. In the first half of 2016 the total volume of Internet traffic of subscribers of MTS in the Moscow region grew by 40% in comparison with the same period of 2015. Traffic in 4G network increased by 96%. The subscriber in network of "fourth generation" consumes 2.5 times more traffic, than in region 3G network, on average. At the same time consumption of Internet services during so-called "summer season" increases by 45-50% in comparison with winter months.

The city of Khimki is in the lead on the volume of the consumed mobile Internet traffic, its inhabitants in five months 2016 loaded the 900th terabyte of content. The greatest gain of traffic – plus 50% year-on-year – residents of Krasnogorsk provided.

Development of modern telecom infrastructure is an important component of quality of life in the Moscow region and growth of investment attractiveness of the region. Cooperation with the chief mobile operators is directed to increase in availability of communication services, development of the innovation services which allow the state and commercial enterprises to optimize expenses on energy consumption, protection of objects, monitoring of transport already today, to improve the system of housing and public utilities and are actively used in health care.

We prepared changes in the regional legislation excluding need of obtaining the permission for construction of antenna and mast constructions of operators as now it is easily built standard constructions that will allow to reduce significantly terms of commissioning of new base stations. Also, we implemented submission of documents in the mode of "single window" from telecom operators and infrastructure operators on selection of the land plots and obtaining permissions to placement of a communication equipment, we trace terms of passing of all documents, we conduct work in local government authorities on increase in number of base stations of cellular communication and, as a result, improvement of service quality of communication. Besides, we simplify an order of placement of the equipment of cellular operators on buildings and constructions in the property of the Moscow region and municipal property. Corresponding changes in the regional legislation are already prepared.

Within the signed agreement we will continue to develop actively networks for increase in availability of modern services of communication and improvement of quality of network. Since last year in the Moscow region MTS reached high speed of construction of telecommunication infrastructure and sets on average in four base stations a day. When forming development plans for networks we consider, both own analytical data, and numerous wishes of subscribers. Penetration of the fixed Internet in the territory of the Moscow region is not so big therefore a natural priority for us are 3G networks and 4G. For today often they are the only way of Internet connection, especially in the remote districts of the area.

The number of base stations in the Moscow region (Moscow + the Moscow region) according to the results of the first half of the year 2016 exceeded 27 thousand units, the number of stations with support of LTE reached nearly 8 thousand. The network of a voice communication of MTS covers more than 45.5 thousand km ² or nearly 100% of the territory of the area. The mobile Internet of standard 3G covers 85% of the inhabited territory. 4G network is already available to about 46% of subscribers in the Moscow region. By the end of 2016 of MTS she intends to increase a covering of network of "fourth generation" in the area to 70%.

Average speed of the mobile Internet at subscribers of MTS in the Moscow region in networks 2G,3G and 4G grew in June, 2016 in comparison with June, 2015 by 15% and reached 15 Mbps.

Localities TOP-10 of the Moscow region on the average speed of the mobile Internet in 4G network

Indicators of average speed of access to network are present, as at small localities with obviously low loads of network, such as housing estate "Zagoryansky" with the population less than 7.5 thousand people, and, for example, at the city of Lukhovitsy with the population more than 30 thousand people and the high level of passing Internet traffic.
