At the beginning of January, 2020 the Russian Defense Ministry announced that airborne troops will be reweaponed on the new communication system and managements. It will happen in 2021.

It is noted that from now on, in particular, rearmament of connections and military units will begin. It will help to reduce approximately twice transmission time and obtaining information and will increase stability  (survivability, noise stability, reliability) of the communication system by one and a half times.

Airborne forces of the Russian Federation will reweapon on the new communication system

According to the statement of the Ministry of Defence, by the beginning of 2020 in airborne forces development of the perspective technology of communication and management of new generation is completed. It is about a complex on the BTR-MDM armored caterpillar chassis and also the protected wheel basic KAMAZ-63968 chassis and the BMD-4M airborne fighting vehicle.

The CEO of Research institute of communication systems and management (NIISSU, is included into Ruselectronics holding of Rostec state corporation) Valery Evtukhovich told RIA Novosti that the management system for troops for airborne forces of new generation will appear at the end of 2019 – the beginning of 2020.

He also said that the Russian fighting vehicles will have radio stations of the sixth generation. The commander's fighting vehicle, he explained, serves for accommodation of commanders of a tactical control link and fighting work. Machines of similar sense are usually equipped at once with several radio stations. It, the expert explains, allows to be at the same time in touch with higher command and with subordinates.

Earlier it became known that in the Russian army there will be companies equipped with mobile repeaters and antennas of cellular communication. With their help military will be able to create local networks of cellular communication, being connected to a signal of federal operators at distance up to 40 kilometers from a mobile tower.[1]

Equating of use of smartphones with hazing in army

The number of the attacks on resources of the Russian Defense Ministry in 6 years increased almost by 60%

For the last six years the number of cyber attacks to information resources of the Ministry of Defence of the Russian Federation increased by 57%. Such data in June, 2019 were provided by the head of Department of information and mass communications of the Russian Defense Ministry major general Igor Konashenkov during a round table within the forum "Army-2019".

"In six years the number of attempts of removal from a system of objects of critical information infrastructure grew by 57%", - the general reported.

Department constantly faces "different attempts of external information and technical influence" on its systems and Internet resources, Konashenkov noted.

According to him, since 2013 the Ministry of Defence revealed and neutralized more than 25 thousand invasions on information resources of AF.

Unavailability transfer the frequencies, necessary for a 5G

The State Duma of the Russian Federation prohibited military to publish data on itself in the Internet

On February 19, the State Duma of the Russian Federation accepted in the third[2], final reading the amendment to the law "About the Status of the Military Personnel" prohibiting to the military personnel to transfer media and to publish data on itself and the colleagues in the Internet.

In particular the document prohibits to spread information allowing to define department, a part or the place of service and also the information about families and parents of military. Prohibition also extends to the publication of data on activity of bodies of military management, military formations and parts, including about their dislocation or a re-deployment.

The document prohibits the military personnel at execution of certain duties to have at itself the consumer electronics storing data or equipped with functions of the publication on the Internet audio-photo, video records and data of a geolocation.

According to authors of the document, the Russian military are of special interest for intelligence agencies of some states and also for the terrorist and extremist organizations. Besides, the data published in social networks can be used by malefactors as levers of information and information-psychological pressure upon the military personnel.

Prohibition on use of social networks transferred to the reserve

On January 18, 2019 it became known that will limit to the serviceman who went to a stock use of social networks for a period of up to five years. The innovation will concern the persons which were serving in parts with the confidential mode or having access to the state secret. The Ministry of Defence of the Russian Federation intends to include the updated rules in the draft of amendments which is already introduced to the State Duma to the federal law "About the Status of the Military Personnel".

Prohibition on use of social networks military, dismissed from service, is a necessary measure for providing the mode of privacy in the modern world. Let's remind, in the fall of 2018 the bill of the changes in the law "About the Status of the Military Personnel" prohibiting to the acting military personnel to use social networks was introduced to the State Duma of the Russian Federation. In November, 2018 deputies adopted the bill in the first reading. While the document prepares for the second reading, the Ministry of Defence intends to extend prohibition and to transferred to the reserve.

In the first version of the project it was specified that restriction will not concern store rooms, however, having analyzed as the situation with information security is, the ministry decided to expand prohibition. In case of adoption of the document the updated rules will extend not only to officers, but also to soldiers, sergeants, warrant officers and sailors. For their violation administrative or criminal sanction will threaten (depending on weight).


Penalty about Voentelecom

On September 13, 2018 it became known that the Ministry of Defence was not succeeded to sue out collecting from the child operator — Voentelecom — a penalty in 203.7 million rubles on inadequate in the way to the performed IT contract for 3.23 billion rubles. Having considered the corresponding claim of the ministry, judges considered that the size of a penalty fee should be reduced up to 649.9 thousand rubles — i.e. more than by 300 times.

The decision of Arbitration court of Moscow of May 30, 2018 made in this respect the Ministry of Defence in the Ninth arbitration Court of Appeal was appealed. However on September 11, 2018 this solution of the first instance was upheld.

The contract between conflicting parties concerns obligations of Voentelecom for the centralized service maintenance of means of communication, hardware and software systems and infrastructure of IT of Armed forces of Russia. In the current version for September, 2018 its execution is expected the period from July 24, 2014 to December 31, 2018.

Follows from court documents that for the period operations of the contract (as of February 1, 2018) from the Ministry of Defence to Voentelecom 441,002 service requests arrived, on 5,780 of which completion dates were skirted.

Recognizing calculation of a penalty for them unreasonable, the court notes that the claimant incorrectly specified the total cost of the contract in the claim. It was reduced by one of supplementary agreements of December 19, 2017 by 365.8 million rubles while the Ministry of Defence in the calculations operated with its original price.

One more argument of court is connected with the fact that the calculation of penalties provided by the claimant exceeds four times the total cost of works on the specified problem requests which is 55.1 million rubles.

In addition, the total sum recognized by court to money recovery also was affected by the petition of Voentelecom for decrease in a penalty submitted in due form.

IT contracts of Voentelecom with the Ministry of Defence in recent years brought on a dock already two CEO of the company. In December, 2017 it became known of Alexander Davydov's detention by the staff of FSB according to the results of a search at office of the operator.

Davydov is suspected of plunder about 500 million rubles which he performed at execution of government contracts on delivery to the Ministry of Defence of routers and also at implementation of designer's service of satellite communication.

Alexander Davydov headed Voentelecom in 2013. The former director of the company Nikolay Tamodin was delayed in September, 2013. According to the investigation, together with representatives of the affiliated commercial organizations in 2011 he delivered to the Ministry of Defence obviously unsuitable for use, the special technical equipment which is written off and removed from balance of army.

In 2015 Nikolay Tamodin together with his subordinate Sergey Pobezhimov were sentenced to six and five years of imprisonment in standard regime penal colony according to[3].

The Ministry of Defence prohibited to carry by electronics on the territory of the departmental organizations

According to the resolution of the Ministry of Defence of the Russian Federation, the input on the territory of the departmental regime organizations with electronic devices is from now on prohibited. According to Izvestia with reference to representatives of department, army already received the corresponding rules and started accomplishment.

On the territory of departmental objects and also the organizations dealing with the state secret it is forbidden to carry by smartphones, phones with cameras and also a photo and video equipment, the smartwatch, fitness trackers and even push-button mobile phones. Nevertheless, before to make it, the visitor should provide the list of the carried by equipment in advance and receive the special admission from the commander of a part.

Plans for prohibition of smartphones in army

On February 15, 2018 it became known of plans of the Ministry of Defence of the Russian Federation to prohibit use of mobile phones with cameras and navigation in army. Thus it is going to fight against information leaks.

About innovations in use of personal means of cellular communication in armed forces the Kommersant newspaper was told two sources close to the General Staff of Russian Armed Forces and also the interlocutor in the management of department confirmed.

Russia can enter in top-5 the countries with the most developed cybertroops — specialized divisions on cyber security for the military or prospecting purposes. These researches Zecurion Analytics which are brought by Kommersant[5] demonstrate to it [6][7].

On the second place in Zecurion delivered China where financing of this direction can make $1.5 billion a year, and the cyberarmy is estimated as the most numerous, up to 20 thousand people.

The three of the countries where special forces on cyber security are most developed, Great Britain selecting to the cybertroops consisting of 2 thousand people, $450 million a year closes. On the fourth place South Korea with the budget of $400 million a year and structure in 700 hackers.


Domestic computer games of military subject - a field of battles for the future

On June 8, 2015 it became known of the offer of the Ministry of Defence -[8] to substitute import computer games of military subject with domestic developments as in department consider it the major ideological question[8].

"Creation in Russia of own computer war games – the fundamental issue, - Andrey Ilnitsky, the adviser to the Minister of Defence of the Russian Federation, on air of Russian News Service said. - Children, playing computer games, often play not our games, fight not on our fields and not for our truth there. It should be corrected. It is the major ideological question, this that field of battles for the future".

The concept of development of IT in the Armed Forces of the Russian Federation is approved

The head Ministry of Defence Russia Sergey Shoygu announced that in February, 2015 he signed "The concept of development of information and telecommunication technologies of Armed forces until 2020". The Minister of Defence made the message about it at a meeting of board of the department on March 30, 2015.

From a context of a speech of the minister it is possible to draw a conclusion that Concept contains responses to changes in military science in the world of the developed information technologies and, perhaps, ways of development of the Russian army IT and their fighting applications.

"Now traditional views of conducting armed struggle and processes of the leadership in military operations, of further construction and use of Armed forces, their technical and technology equipment change. Information superiority and the high level of management of troops become factors of military force. With respect thereto in February of the current year I approve the Concept of development of information and telecommunication technologies of Armed forces until 2020", - Sergey Shoygu on board of the Ministry of Defence literally said.

2014: The Russian Defense Ministry created divisions on ICT, innovations and robots led by Pavel Popov

In the Ministry of Defence of the Russian Federation the bodies of military management responsible for information and telecommunication technologies, the innovation researches and robotics are created. As it appears from the updated information on the website of the department, a curator of these divisions is the deputy minister colonel general Pavel Popov who passed into the Ministry of Defence from a position of the deputy minister of emergencies in November, 2013[9].

Popov is the veteran of the Ministry of Emergency Situations. Since 1993 he worked in the East Siberian regional center of the ministry, and in 1999 headed the Siberian center. In 2004-2008 directed Academy of civil protection of the Ministry of Emergency Situations then it was appointed the deputy minister. In the Ministry of Emergency Situations in addition it was responsible for informatization and communication.

The managements of the Ministry of Defence connected with IT, telecommunications, robots and innovations are united in the System of perspective military research and development (SPVIR). Also enter Bureau of Defense Solutions Research center in Moscow this system and Department of the innovative developments in St. Petersburg. Creation of regional structures in Yekaterinburg, Novosibirsk and Vladivostok is planned.
