2019: Formation of the industry working group "Digital Transformation of the Oil and Gas Industry"

On July 26, 2019 it became known what Minenergetiki of the Russian Federation with the assistance of the key companies of an oil and gas complex (oil and gas company) created the industry working group (IWG) "Digital Transformation of the Oil and Gas Industry" which will become industry Competence Center within the departmental project "Digital energy" on the platform of ANO Tsifrovaya economika. 2016: The Ministry of Energy spent 289 million nevozvratno and inefficiently

On June 16, 2016 the Accounts Chamber of the Russian Federation announced costs of the Ministry of Energy in the amount of 289 million rubles on the project documentation which can be not demanded[1].

The board of Accounts Chamber approved the conclusion on execution of the federal budget by the Ministry of Energy of the Russian Federation (Ministry of Energy).

Revenues of the Ministry of Energy in 2015 were 28.1 billion rubles or 119.3% to the specified forecast. The speech including goes about income gained from project implementation on terms of agreement about the section of products in the amount of 24.7 billion rubles. The deviation is connected with sales increase of hydrocarbons, change in the exchange rate of currencies at the time of converting.

Cash expenses of the Ministry of Energy in 2015 made 57.2 billion rubles or 98.4% of the specified summary budget painting for a year, not performed appointments made 936.2 million rubles.

Within the actions for restructuring of the coal industry, the Ministry of Energy the project and work documentation developed in 2013 - 2015 on objects within 44 public contracts is not implemented. Based on check it is established that the budget reporting of the Ministry of Energy of the Russian Federation for 2015 is false. So, in the reporting of the ministry the costs for design and exploration work made in 2013 - 2014 for reconstruction of buildings in the amount of 50.5 million rubles are not reflected in the corresponding account of budget accounting.

The analysis of estimated cost of an overhaul of objects within restructuring of the coal industry allowed to elicit the facts of overestimate of cost of installation and construction works due to application of regional indexes of recalculation of results of local estimates in the current level. The indexes of transfer provided by Ministry of Construction were not applied. Increase in estimated cost on two objects was 11.3 million rubles (17% of cost) and 52.1 million rubles (15%) respectively.

Offers of the Ministry of Energy on change of summary painting and limits of budget commitments of the allocations provided on investment into objects of FAIP (providing a contribution to authorized capital of PJSC Rosseti) were not approved with the Ministry of Economic Development.

In defiance of the Budget code internal financial audit of the Ministry of Energy in 2015 was not performed, departmental legal acts on the organization and implementation of internal financial audit are not approved.

The Ministry of Energy sent the final draft of the plan of informatization to the Ministry of Telecom and Mass Communications with violation of fixed term for half a year. The plan of informatization for 2015 and for planning period of 2016 and 2017 was approved by the Ministry of Energy only on December 17, 2015, and the total amount of the assumed obligations for lack of the approved plan was 192.1 million rubles.

According to the Government decree of the development strategy of federal state unitary enterprise should be approved in 3-month time from the date of the approval of methodical recommendations about development and the approval of development strategies of the enterprises for a period of 3 up to 5 years. However the Ministry of Energy of the development strategy of Federal State Unitary Enterprise State Trust Arktikugol and Federal State Unitary Enterprise Promsyryeimport Foreign Trade Organization are not approved.

Also in the ministry powers of the administrator of income from transfer of the part of profit remaining after payment of taxes and other obligatory payments of federal state unitary enterprise not properly are implemented. So, transfer of a part of net profit of Federal State Unitary Enterprise Center of Operational Services, Federal State Unitary Enterprise Giprougleavtomatization and Federal State Unitary Enterprise Sevosetinneftegazprom Concern for 2014 is made on June 24, 2015, on July 6, 2015 and on August 19, 2015 respectively, i.e. with violation of fixed term (till June 15).

In balance of subordinated federal state budgetary institution "Russian Energy Agency" as of January 1, 2016 are not reflected in the corresponding account of accounting of costs for accomplishment of research and development on creation of the State information system of fuel and energy complex in the amount of 580.8 million rubles.
